Previous issue date: 2017-03-30 / This essay aims to reflect on cultural policies in Brazil, in public and private spheres, and its relation with social communication, analyzing the flow of art and its simbolic reception. The study gives a presentation on the public/private financing model adopted for cultural actions in Brazil and intends to bring a contribution for social communication trough cultural, public or private policy. At first, it covers the historical context of patronage, as well as the creation of
culture incentive laws in the USA, in Europe, and in Brazil. Then it presents the commitment of Brazil in preserving and promoting culture. In order to do that, it focuses on the formal analysis of the public cultural policy rooted on the Federal Constitution of 1988, in the creation of the first law to incentivate culture - the Sarney Law ? and afterwards on Rouanet Law, which included the National Culture Fund, and proposals for the succession of these laws. Further on, it analyzes the symbolic creations adopted in the institutional communication policies of the private sector and how these companies see the spreading of
their brand through cultural promotion. It is hereby done a presentation of the cultural market, the culture economy and the relationship between cultural agents, institutions and funders. The methodological approach is based on the analysis of the content, through documents, news, debates, interviews and bibliography related to cultural policies, besides an empirical approach, based on the analysis of one of the companies that sponsors a significant number of
cultural projects in Rio Grande do Sul ? Companhia Zaffari -, taking into account data between 2005 and 2016. Athet last the study intends to reflect on the cultural product as means of communication and its social, cultural and economic impacts. / O objetivo da disserta??o ? refletir sobre pol?ticas culturais no Brasil, nas esferas p?blica e privada, e sua rela??o com a comunica??o social, analisando a circula??o da arte e sua recep??o simb?lica. O estudo faz uma apresenta??o do modelo de financiamento p?blico/privado, adotado, no Brasil, para a??es culturais, e pretende trazer uma contribui??o para a comunica??o social
atrav?s da pol?tica cultural, p?blica ou privada. Inicialmente, aborda o contexto hist?rico do mecenato, bem como a cria??o das leis de incentivo na Europa,
nos EUA e no Brasil. Na sequ?ncia, apresenta o compromisso do Estado brasileiro na preserva??o e no fomento ? cultura. Para isso, det?m-se na

A abordagem metodol?gica tem por base a an?lise de conte?do, por meio de documentos, not?cias, debates, entrevistas e bibliografia referentes ?s pol?ticas culturais, e abordagem emp?rica, a partir da an?lise de uma das empresas que patrocina um n?mero significativo de projetos culturais no Rio Grande do Sul - a Companhia Zaffari,

However, it was after 1967 that important organs were created in Bahia, such as the State Council for Culture and Bahiatursa. These were part of a process of modernization that Bahia experienced and that came accompanied of constructions of representations about Bahia and Bahians that at the time he tried to show a new Bahia, also appropriated elements of the past to assert itself. / O presente trabalho trata de investigar o conte?do emp?rico, os usos e as representa??es da baianidade enquanto ?identidade baiana? a partir das pol?ticas culturais e do turismo no per?odo de vig?ncia da ditadura militar no pa?s. Especialmente depois de 1967 importantes ?rg?os voltados para tais elementos (a cultura e o turismo) foram criados na Bahia, a exemplo do Conselho Estadual de Cultura e da Bahiatursa. Estes fizeram parte de um processo de ?moderniza??o? que a Bahia vivenciou, que veio acompanhado da constru??o de representa??es sobre a Bahia e os baianos que, ao tempo em que procurava mostrar uma Bahia nova, tamb?m se apropriou de elementos do passado para se afirmar.

Previous issue date: 2011-08-02 / Conselho Nacional de Desenvolvimento Cient?fico e Tecnol?gico / The study analyzed regarding cultural policies developed in the city of North-EC Limoeiro by the Municipal Culture and Tourism (Semuc) in the period between the years 2005 and 2010. Period that marks the resumption of the figure of the State Ministry of Culture (MinC) as a major factor in formulating and implementing public policies in the area of culture in the country, especially with the creation of the National Culture System (CNS) and the preparation of National Culture Plan (NCP). The work was through research documents (laws) about what had legislated on culture in the city, the reports of consultation activities undertaken by Semuc and interviews with former managers, a former - employee and the Secretary of that folder. Thus, given the contemporary context where the culture is replaced by increasing visibility, the analysis undertaken on policies developed by cultural Semuc revealed the most diverse forms of action: investment in events (capture and promotion), the institution permanent cultural policies, cultural background, the appreciation of local culture, and specific actions / O referente trabalho analisou as pol?ticas culturais desenvolvidas na cidade de Limoeiro do Norte-CE pela Secretaria Municipal da Cultura e do Turismo (SEMUC) no per?odo compreendido entre os anos de 2005 e 2010. Per?odo que demarca a retomada do Estado na figura do Minist?rio da Cultura (MinC) enquanto um dos principais respons?veis por formular e executar as pol?ticas p?blicas na ?rea da cultura no pa?s, especialmente com a cria??o do Sistema Nacional de Cultura (SNC) e a elabora??o do Plano Nacional de Cultura (PNC).O trabalho se constituiu atrav?s de pesquisa documental (Leis) acerca do que se tinha legislado no munic?pio sobre cultura, de consultas aos relat?rios das atividades desenvolvidas pela SEMUC e de entrevistas realizadas com ex- gestores, um ex- funcion?rio e o secret?rio da referida pasta.
