CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / O presente trabalho intitulado âA regionalizaÃÃo do turismo nos estados do CearÃ, Piauà e MaranhÃo a partir do Plano de Desenvolvimento SustentÃvel da RegiÃo TurÃstica (PDSRT) do Meio-Norteâ tem como objetivo principal entender o processo de regionalizaÃÃo do turismo a partir da estruturaÃÃo do PDSRT do Meio-Norte que envolve parcelas dos estados do Cearà Piauà e MaranhÃo compreendendo um total de noventa municÃpios Os procedimentos metodolÃgicos usados foram: pesquisa bibliogrÃfica tanto relacionada à atividade turÃstica quanto ao conceito de RegiÃo e o processo de RegionalizaÃÃo anÃlise de polÃticas pÃblicas de turismo em escala estadual e regional; estudo das fragilidades e limitaÃÃes do Plano Meio-Norte As informaÃÃes obtidas foram principalmente alcanÃadas atravÃs de dados secundÃrios disponibilizados pelas instituiÃÃes governamentais ou reguladoras O referido tema torna-se relevante por esta polÃtica pÃblica de turismo estar estruturada em uma escala regional (anteriormente apenas realizada em nÃvel estadual) em virtude das vÃrias divergÃncias que a envolvem Ao analisar essa recente polÃtica de regionalizaÃÃo do turismo percebe-se uma falsa preocupaÃÃo desenvolvimentista pois ao propor uma integraÃÃo entre os municÃpios participantes nota-se a priorizaÃÃo dos espaÃos litorÃneos principalmente dos municÃpios que fazem parte da âRota das EmoÃÃesâ eixo motriz do Plano AlÃm disso o turismo à usado como ferramenta para alavancar a economia e diminuir a misÃria desses municÃpios que possuem o pior Ãndice de Desenvolvimento Humano do paÃs deixando em segundo plano a dinÃmica social local, contrariando a lÃgica desenvolvimentista proposta em seu enunciado Dessa forma a regionalizaÃÃo entre os trÃs estados se encontra fragilizada devido Ãs vÃrias instabilidades e restriÃÃes presentes na formaÃÃo do PDSRT / This paper entitled "The Regionalization of Tourism in the States of Cearà Piauà and MaranhÃo from the Sustainable Development Plan of the Tourist Region (PDSRT) of the Mid-North of Brazil" has as its main objective: understand the process of regionalization of tourism from the structure of the PDSRT Mid-North that involves portions of the states of Cearà Piauà and MaranhÃo comprising a total of ninety municipalities The methodological procedures used were: a literature review, both related to tourism as the concept of âRegionâ and the process of regionalization; The analysis of public policies on tourism at state and regional levels as well as the weaknesses and limitations of the Mid-North Plan The information obtained was mainly achieved through secondary data provided by governmental institutions or regulators The refered theme is relevant because of this policy of tourism is structured on a regional scale (previously it was only performed at the state level) aiming the various disagreements that envolves it By analyzing this recent political regionalization of tourism we can perceive a false developmental concern because when we look at the the proposed integration among the participating municipalities we can notice the prioritization of coastal areas especially of the municipalities that are part of the "Rota das EmocÃes" that are the drive shaft of the Plan Furthermore, tourism is used as a tool to leverage the economy and lessen the misery of those municipalities that have the worst Human Development Index of the country, leaving in the background the local social dynamics contrary to the developmental logic proposed in its statement Thus the regionalization between the three states is frail at the moment

nÃo hà / CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / Esse estudo oferece subsÃdios para a construÃÃo sistemÃtica de uma avaliaÃÃo de polÃticas pÃblicas de turismo, considerando as transformaÃÃes do trabalho no mundo contemporÃneo. Para tanto, a investigaÃÃo centra-se na avaliaÃÃo das polÃticas de governo no segmento de turismo na cidade de Fortaleza, partindo de dois momentos. O primeiro à a construÃÃo histÃrica das polÃticas pÃblicas de turismo na localidade da Praia do Futuro. O segundo momento apresenta uma pesquisa para reconhecer os trabalhadores informais da Praia do Futuro. A hipÃtese deste trabalho seria a de que a atividade turÃstica està voltada mais para a mercantilizaÃÃo do lugar, acuada pelo processo de turistificaÃÃo do espaÃo, submetendo-se aos interesses do capital e das polÃticas neoliberais, em detrimento do desenvolvimento propriamente dito, com vista a promover o bem-estar comum. A reboque desse processo de turistificaÃÃo surge o efeito da precarizaÃÃo do trabalho como uma crise intrÃnseca da transformaÃÃo do processo produtivo capitalista. O desafio à analisar o turismo numa outra vertente, numa dimensÃo de totalidade. Os esforÃos sÃo para entender de que forma os informais sobrevivem, como se conformam e quais as resistÃncias Ãs situaÃÃes sociais e econÃmicas a eles impostas. Expressam-se as suas visÃes de mundo, suas aspiraÃÃes, estabelecendo suas redes de sociabilizarÃo, construindo novas alternativas de organizaÃÃo da vida social. Assim, considera-se que as polÃticas pÃblicas de turismo podem permitir reduzir a desigualdade gerada pela sociedade de mercado e garantir um mÃnimo de bem-estar para todos. Mas, sozinhas, essas polÃticas assumem carÃter salvacionistas de promoÃÃo, disfarÃadas em discursos eleitoreiros. Resta saber como as polÃticas pÃblicas de turismo traduzem esses princÃpios. / This study provides subsidies for the construction of a systematic evaluation of public policies for tourism, considering the change in work in the contemporary world. For this, the research focuses on the evaluation of government policies in the segment of tourism in the city of Fortaleza, from two points. The first is the historical construction of public policies for tourism in the town of Praia do Futuro. The second shows a search to recognize the informal workers of the Praia do Futuro. The hypothesis of this work is that the tourist activity is focused more to the commodification of place, acuada the process of turistificaÃÃo of space, subject to the interests of capital and the neoliberal policies to the detriment of development itself in order to promote the common welfare. The trailer of this process of turistificaÃÃo is the effect of the precariousness of work as a crisis of transformation inherent in capitalist production process. The challenge is to analyze the tourism in another aspect, a dimension of all. Efforts are to understand how the informal survive as conforms, and the resistance to social and economic situation on them. Express themselves in their world views, their aspirations in establishing their networks sociabilizarÃo, building new alternatives in the organization of social life. Thus, it is considered that public policies for tourism can be reduced inequality generated by the market and ensure a minimum of welfare for all. But alone, these policies take character to promote salvation, disguised in speeches votes. Remains how public policies reflect these principles of tourism.
