(Psychology) / Increasing attention has over the past decade been directed at sexual abuse in the form of media exposure and the formation of specialised units for the protection of children's rights. In this manner the South African Police Service have, since the first Child Protection Unit was formed in 1986, established units country wide in an attempt to erradicate this phenomenon. An overwiew of the literature makes it apparent that there are lots of conflicting opinions pertaining to sexual molestation. Not only do researchers differ in their definitions of sexual molestation but also on the incidence, typology and ethiology thereof. Flowing from the diverse and far reaching consequences suffered by the victim coupled to the accompanied legal and ethical aspects, child molestation presents as an extremely complex phenomenon to fully address. The Child Protection Unit of the South African Police Service thus appears to be the most appropriate place for the handling of child molestation because of the law inforcement context thereof. The goal of the study was thus to identify the needs of this unit in an effort to help the unit achieve the highest possible standards of effectiveness. To realise this study a phenomenological investigative method was used in the form of a need assessment questionnaire which was sent to the Johannesburg and Pretoria units. Data was collected in the form of completed questionnaires and was evaluated and interpreted in a qualitative manner. Needs determined, amongst others, were for more extensive training in specialised areas as well as a need for the direct involvement of a social worker and a psychologist at the Child Protection Unit. The above mentioned needs in conjunction with other identified needs and criticism voiced by the respondents, formed the basis for the recommendations proposed at the end of this thesis.

The South African Police Service (SAPS) as a constituent part of the public service was established to deliver a specific category of services to the public. These services have to conform to requirements that are prescribed by various legislative provisions to promote effective and efficient delivery of public services. The implications of these provisions that are pursued by the study firstly, refer to the emphasis of government on the enhancement of public service delivery, with due consideration given to cost effectiveness and efficiency. Secondly, it refers to government's realisation of the important impact of education, development and training (EDT) on the competency of public service officials with an emphasis on the utilisation of information technology to enhance the effectiveness of EDT. Consequently, the study explores the viability of the utilisation of information technology as a measure to assist EDT interventions within the SAPS of the Eastern Cape Province to equip members of the institution to better fulfil their functions and duties. In this respect the study commenced to ascertain the levels of computer literacy of role-players, access to the appropriate facilities and what the general attitude in the organisation would be towards the utilisation of such an intervention. It was found that the computer literacy levels of role-players may be perceived as a problematic issue in this regard. However, access to suitable facilities was found to be more than sufficient for this intention. Furthermore, role-players agreed that information technology could be optimally applied in the EC SAPS for the mentioned use, thereby portraying an optimistic attitude towards the use thereof to harmonise EDT in the SAPS. The aim of the study has been to develop a model that will incorporate the use of information technology, given the strengths and weaknesses of the SAPS to enhance EDT and learning in the organization.

The purpose of this research was to investigate how members of the Tshwane Metropolitan Police Department (TMPD) perceive crime prevention within the context of metropolitan policing. Based on the social constructionist paradigm, the researcher collected data relating to the crime-prevention phenomenon from all rank groups within the organisation by making use of various focus-group and in-depth interviews. Collected data were transcribed, coded, analysed and arranged into themes, subthemes and categories. This analysis indicated that various opinions as to how the crime-prevention phenomenon applies to a metropolitan police department (MPD) currently exist within the Tshwane Metropolitan Police Department. Various opinions were identified as to why a MPD was created, what the focal point of a MPD should be and what the current focal point of the TMPD is. Participants had different views on how a MPD should participate in functions like road-traffic and by-law policing, and how these functions contribute to crime prevention. Crime prevention proved to be an ambiguous term indeed, as no common understanding of this complicated phenomenon could have been identified amongst participants. It seemed that participants were not familiar with the crime-prevention capabilities of the organisation as they advocated a comprehensive participation in crime-prevention models like situational crime prevention, social crime prevention, crime prevention through environmental design, and crime prevention through effective criminal justice, while the organisation can actually participate in these crime-prevention models only to a very limited extent. The lack of a central philosophy or strategy that describes how the TMPD should conduct its business became evident during the study, and resulted in an organisation with no uniform understanding of crime prevention. The research entailed an exploration of the reasons behind corruption and related offences in selected Gauteng police stations of the South African Police Service (SAPS). Corruption refers to the illegal and unlawful activities performed by police officials when they enrich themselves by taking money and other valuable property from offenders, victims and other people they come into contact with. The participants in this study were purposefully chosen and comprised of two groups. The first group included ex-police officials convicted and sentenced for committing corruption and related offences. The second group were active police officials suspected to have committed corruption and related crimes and some in this group were dismissed by disciplinary tribunals. The research was done at four of the police stations in Gauteng Province. There were 18 participants interviewed and nine were chosen from these police stations, with the remaining nine from two correctional facilities in Gauteng. The participants were asked an open-ended question which aimed at exploring convicted police officials’ reasons for having committed corruption. The interviews were recorded with the participants’ permission.
The recorded data were transcribed verbatim and analysed. The five main themes that emerged are the high incidence of corruption involving all levels of police, multiple environmental factors which contribute to corruption, forms of corruption, dynamics resulting from corruption and anti-corruption mechanisms to prevent corruption. The themes were described using “in vivo” quotes from the transcribed data. To learn other trends about corruption, the nature and extent of corruption in the political, economic and the governmental sphere were discussed. In the summary of the research recommendations and conclusions were provided. A model has been identified which consists of preventative and reactive mechanisms, including selection, recruitment, the code of conduct, supportive leadership, supervision, mentoring and coaching, targeted inspections and auditing. Life style audits, disciplinary measures, dismissals and prosecution in these corruption case hearings also form part of the proposed model. / Corrections Management / D.Litt. et Phil. MPD is an entity within the SANDF responsible for maintaining law and order, prevent and combat crime, investigates criminal cases or alleged within the DoD. The role of the MPs has changed drastically over the past years especially after the integration of the non-statutory and statutory forces with all changes in crime growth increased in South Africa and affected the DoD. This led to the MPD shifting from disciplinary crime prevention issues to criminal crime prevention, as the basic mission of the police is to prevent crime and disorder.
MPs form part of the police agencies that are within South Africa, the uniqueness of the MPs they operating within the SANDF but they cannot be isolated from the complicated growing crime phenomenon that affects the whole South African community. As crime prevention is the catchphrase for all the police agencies and government departments, it is imperative for the MPs to align its crime prevention to the modern policing.
This study gives a comprehensive explanation of what crime prevention is, from the literature reviewed relevant to the study, with the aim to critically analyse the role of the MPs in crime prevention within the military proclaimed environment. The researcher collected data in the form of unstructured interviews, documents and literature. Collected data was transcribed; larger text was broken into smaller segments, coded and then selected into themes.
Participants had different views of the understanding of the meaning of crime prevention and different comprehension of the MPs crime prevention guideline and procedures. This analysis was done in order to determine the level of understanding of the role of the MPs, in crime prevention within the military proclaimed environment and how MPs can be effective and efficient within this environment. / Police Practice / M. A critical assessment of the metropolitan police mandate within a constitutional democratic framework : the case of Gauteng metropolitan police departmentsVan Biljon, Ernst Hendrik 13 November 2018 (has links)
Text in English, with summaries in English, Xhosa and Zulu / This research was directed towards investigating if the metropolitan police mandate, as it is collectively perceived by senior metropolitan police officials in Gauteng, is constructive and aligned to the notion of a democratic South Africa. Qualitative data was collected from all metropolitan police departments in Gauteng through an extensive series of semi structured interviews. By adopting a phenomenographic research approach, collected data was transcribed, analysed and hierarchically arranged into a variety of qualitatively different but intrinsically related categories of description. From these categories of description, multiple collective understandings relating to democracy in South Africa, democratic policing and the metropolitan police role emerged. Further analysis revealed that the senior metropolitan police managers collectively fosters a significantly limited understanding of democracy, predominantly based on rudimentary and general democratic principles and values. The collective understanding participants held in relation to democratic policing was also significantly rudimentary and limited, as it principally revolved around the notion of police accountability. Again, the absence of an explicit relationship between participants and South Africa’s democracy was notable. Sequentially, it emerged that participants predominantly do not understand or perceive the metropolitan police department or its mandate as is appropriate within the framework of South Africa’s constitutional democracy. The democratic features of a preventative and proactive focus, objective professionalism and individual and situational responsiveness are thus remarkably absent from these departments.
