This knowledge, which is decisive and part of Brazilian Military Police Constitutional matters, must be taken into consideration when it comes down to planning and putting into force the services related to ostensive public security. Thus, a historical and social analysis about the formation of the police by starting from foreigner experiences down to Rio Grande do Norte s reality, led by such knowledge, was made. Further, studying Brazilian and local scene, this knowledge was analyzed on the ostensive policing activities as for the principles of the Brazilian National Public Security Plan, Brazilian Classification of Occupations / CBO 2002, the reference documents and studies for police graduation Curricular Basis and Matrix; the Variables of Ostensive Policing, as well as some important competences of police service. Arguing that this knowledge is somehow related to what is presented in this work as Orientation Axis to Military Police Service , research tools such as Critical Case Solution and the answers to the Questionnaire on Fundamental Areas of Military Police Service , having in the end six knowledge models related to ostensive policing activities were used within that group. This knowledge can be classified in three distinct categories of connotations within the military police activity: one with reactive/repressive characteristics being the most predominant; the second as preventive; and another one that revealed that the military police activity is being misused for actions and/or missions outside the scope of action of military police / O presente trabalho de pesquisa se prop?s a investigar saberes relativos ?s atividades de policiamento ostensivo de um grupo de Capit?es pertencentes ? Pol?cia Militar do Estado do Rio Grande do Norte. Le processus de professionnalisation des Gardiens de la Paix

Depuis le début des années nonante, transparaît une volonté du Gouvernement de contrecarrer la montée de l’extrême droite répondant à un besoin de sécurité du citoyen pour tenter de résoudre le problème du chômage et ce, par la création de mesures à l’emploi comme le projet des « Assistants de Prévention et de Sécurité ».<p><p>Depuis le 1er janvier 2004, les Gardiens de la paix (ex-APS) sous statut ALE ne peuvent plus être engagés. Ceux embauchés sous ce statut peuvent cependant continuer à exercer leur fonction. Néanmoins, tout nouveau recrutement doit obligatoirement se faire sous le statut Activa. <p>Au mois de juin 2006, une nouvelle circulaire concernant les GP a bouleversé le paysage sécuritaire rendant possible la professionnalisation de certains d’entre eux sous certaines conditions (contrat 1ère emploi pour les moins de 26 ans suite à la loi sur le pacte des générations).<p><p>Progressivement, on constate une volonté de favoriser l’instauration d’un réel statut avec contrat de travail pour ces GP et d’amorcer un glissement des tâches par le biais d’un élargissement progressif du champ d’action.<p><p>Depuis janvier 2008, l’appellation « Gardiens de la Paix (GP) » remplace celle des APS et des personnes assimilées. Il persiste toujours un inconvénient d’une multiplicité de statuts mais il y a l’avantage d’une dénomination unique.<p><p>Les GP représentent quelques uns des acteurs de la mutation lente du concept de l’emploi classique et des transformations sociales en découlant. Le chômage connaît une évolution identique devenant de plus en plus contraignant et offrant dans le cas des GP la possibilité d’un statut précarisé à mi-chemin entre l’emploi et le désemploi. Cette fonction, caractérisée de « métier en creux », devient génératrice d’illusions pour son public cible et ce, parfois à son insu :illusion d’avoir retrouvé le plein emploi ,d’apporter une réponse aux problèmes de sécurité et de chômage pour l’ensemble de la population par ses décideurs et développement pour l'État d'un sentiment d'avoir trouvé une solution socialement acceptable.<p><p>A ce titre, les GP ne sont pas simplement les témoins de cette transformation sociale mais en sont également les acteurs. An exploration of the relevance of a doctorate degree in the South African Police Service

The primary aim of this study was to explore the relevance that serving and former SAPS members who hold an academic doctorate degree attach to such a degree in the SAPS occupational environment. From a qualitative standpoint, data was collected through phenomenological in-depth individual interviews with serving and former SAPS members who hold an academic doctorate degree. In addition, a comprehensive review of the relevant national and international literature was conducted to obtain a better understanding of this phenomenon. A thematic data analysis process was followed to analyse the collected data. Various objectives were fulfilled in the completion of this study:  The relevance of an academic doctorate degree, as experienced by serving and former SAPS members, in their occupational environment was explored, identified and described.  The value that SAPS doctorate graduates add to the SAPS was explored, identified and described.  Recommendations were made regarding the optimal, efficient and effective utilisation of doctorate SAPS graduates in the occupational environment of the SAPS. The findings of this study indicate that holding a doctorate degree in the SAPS generally adds value to the various aspects of policing. However, it was found that not all doctorate graduates in the SAPS are appropriately placed and placement is not necessarily influenced by graduates’ academic qualifications. Based on the findings of this study, a framework for the appropriate placement of doctorate graduates in the SAPS was developed. This framework could serve as a management tool to sensitise SAPS management to the relevance of an academic doctorate degree. In addition, this framework could act as a management tool guiding the SAPS management regarding the correct placement of academic doctorate graduates in the organisation. This study contributes significantly to the understanding of the relevance of a doctorate degree in the SAPS, thereby contributing to new knowledge related to this phenomenon. / Police Practice / Ph. Improving the levels of professionalism of trainers within the South African Police Service

The study aimed to identify factors that cause unprofessional conduct among trainers at the training establishments in the Northern Cape Province of the South African Police Service. The researcher focused on the status of trainers in the SAPS and aimed to determine whether In-Service Education and Training can assist in enhancing trainers’ professional status. The aim of this study was to identify how the levels of trainer professionalism within the South African Police Service could be improved. The objectives of the study were to:  identify the expected levels of trainer professionalism within the South African Police Service  describe the current levels of trainer professionalism within the South African Police Service and  make recommendations for improving the levels of professionalism within the South African Police Service. A literature review on adult learning, training and development, as well as SAPS professionalism, was conducted. The literature review subscribes to the premise that if effective facilitation methods are implemented in adult learning centres, the attempt to motivate adults to participate in learning programmes could be successful. The qualitative research methodology that was conducted involved both one-on-one and focus-group interviews with senior management, middle management and trainers. Three themes were identified from the research question and sub-questions of the study and are discussed in detail. After the empirical data were analysed, the results of the empirical evidence were interpreted. Findings revealed that there are trainers in the SAPS whose behaviour is severely lacking in professionalism. Trainers do not exhibit appropriate ethical conduct towards their adult learners and do not follow the code of conduct as prescribed for division training as is the norm. Finally, based on the research, both future studies and improved trainer professionalism programmes with specific reference to the SAPS are recommended. / Educational Leadership and Management / D.
