The policing of undocumented foreign nationals in South Africa

The increasing numbers of undocumented foreign nationals in South Africa not only has affected the provision of services provided by the local municipalities and the Department of Home Affairs but is also a huge challenge to the services provided by the South African police. The aim of this study was to explore the police experiences of dealing with undocumented foreign nationals in South Africa. A literature review was conducted to provide an overview of this problem nationally and internationally. Interviews, observations and document analysis were also considered to explore police experiences of dealing with undocumented foreign nationals. The findings of this study show that the South African police are “caught between a rock and a hard place” when dealing with undocumented foreign nationals within the constitutional framework of this country. They receive little support from the government and the relevant stakeholders on this matter, while on the other hand they are exposed to constant threats and lack of compliance from the undocumented foreign nationals and the criminal syndicates that facilitate illegal cross-border movements and the pressure from advocates of human rights principles and the media. These factors lead to increased frustrations among police officials and self-protective measures such as turning a blind eye to this problem. To deal with the problem the Inclusive and Interactive Refugee Management Model, which focuses on constant interaction among stakeholders, is recommended. Inclusive strategies are also recommended for dealing with undocumented foreign nationals. A contextual approach to post-shooting trauma in the South African Police Services

In this article post-shooting trauma is utilized as an arbitrary punctuation to indicate how police officers communicate their distress during this period of rapid transition in South Africa. It is argued that the medical model (with its attendant lineal causal explanations and descriptions) is inhibitively limited in describing what police officers are presently experiencing. The author motivates the advantages of perceiving and describing events from an ecosystemic perspective (which provides a contextual understanding and emphasizes relationships} . "Stress" is described as an aspect of the system as a whole and not singularly attributable to individuals alone. Among others new policing rules and roles, the turnover in personnel, and the rate of's'ocio-political changes are shown to contribute. It is argued that the Police, as society's guardians of "power" have become the "symptom bearers" for a society in the painful process of adapting to change. Thesis (MTech (Public Management))--Cape Peninsula University of Technology, 2016. / Absenteeism in the South African Police Service is without doubt one of the most difficult aspects to manage. It is therefore important for the organisation to have measures in place to reduce absenteeism. More focus is put on the cost of absenteeism without realising the enormous adverse effect it has on service delivery in the South African Police Service. By reducing the absenteeism rate by just one day per employee, organisations can boost productivity, improve morale and improve their profit margins significantly (Nel, 2013:1). This research project examined the impact on service delivery of time lost through absenteeism in the South African Police Service with specific reference to the Kuils River cluster Cape Town, Western Cape, South Africa. Problems relating to absenteeism as well as the main contributors to absenteeism were identified by the researcher and recommendations were made. A quantitative research approach was followed with a survey amongst staff members. The data analysis from the questionnaire was compiled by the in-house statistician that was recommended by Cape Peninsula University of Technology. The research project makes recommendations that address the problems highlighted in this empirical study, as well as a recommendation for further studies.

Mapping Grahamstown's security governance network : prospects and problems for democratic policing

The security of its citizens is often regarded as the democratic state's primary raison d'etre. However, with increasing crime and perceptions of insecurity among citizens, along with actual and perceived state policing inadequacies, citizens around the world have sought to make alternative arrangements for their security. The explosion of private alternatives to state policing has resulted in the need for the replacement of former static definitions of policing by more fluid understandings of what policing entails. Policing is no longer an activity undertaken exclusively by the 'state police.' Policing needs to be understood within a framework which recognises the existence of a variety of state, commercial, community groups and individuals which exist within loose and sometimes informal, sometimes formal, networks to provide for the security of citizens. Preceding the country's transition to democracy in 1994 'state' policing in South Africa was aimed at monitoring and suppressing the black population and as a result it conducted itself in a largely militaristic way. When the government of national unity assumed power in 1994 it was indisputable that the South African Police had to undergo major reform if it was to play an effective, co-operative and accountable role in a democratic South Africa. While state policing has unquestionably undergone enormous changes since the advent of democracy in 1994, so too has non-state policing. It is widely accepted that the dividing line between state and non-state policing in South Africa is increasingly blurred. Policing, by its very nature, holds the potential to threaten democracy. Consequently it is important that policing is democratically controlled. According to the Law Commission of Canada four values and principles - justice, equality, accountability, and efficiency - should support policing in a democracy. This thesis is a case study of policing in Grahamstown, a small city in South Africa's Eastern Cape province. It will be shown that the policing problem that currently plagues Grahamstown, and by extension South Africa, is not simply the result of a shortage of providers but rather a problem of co-coordinating and monitoring security governance to ensure that the city does not further develop into a society where the wealthy have greater access to security than the poor.

Conscientiousness as a moderator of the relationship between work family conflict and stress amongst South African Police Service (SAPS) members in Alice Police Station Eastern Cape, South Africa

The purpose of the study was to explore the relationship between WFC and stress with Conscientiousness which is part of the Big Five personality Traits Model in moderation. The study was undertaken in the South African Police Service members in Alice town in the Eastern Cape. The study was based on a sample size of eighty four (n=84) out of 134 (N=134) police officers. A simple convenient random sample was used to sample participants. With the use of descriptive, correlation and inferential statistics the finding revealed instead that Conscientiousness has no significant relationship with WFC at (r= 0.02792, p= 0.8022) also Conscientiousness had no significant relationship with stress at (r= -0.04465, p= 0.6885). Overall, after separating the group according to those that scored low and those that scored high on conscientiousness scale, the study found the group low in conscientiousness not significantly correlated with WFC and stress (r= -0.02263, p= 0.9414). and the group with a high conscientiousness the study revealed a high significant relationship for police officers that scored high on Conscientiousness at (r= 0.40119, p< 0.00). The group low in conscientiousness has no correlation between WFC and stress thus different values of conscientiousness cause a change in the relationship between WFC and stress. Thus those who are low in conscientiousness do not have a relationship between WFC and stress. A call is made to the SAPS as an institution to consider prioritizing personality trait particularly applicants that score low on conscientiousness personality test during recruitment and selection of new police officers to avoid the outcomes associated with the nature of police work.

The use of the Automated Fingerprint Identification System to improve the quality of service rendered by the South African Police Service on the East Rand

The globalisation process that drives the progression and trans-national nature of crime requires that the police should use sophisticated and/or state-of-the art technologies to help them to combat criminality. The use of technology by the police is thus viewed as one of the appropriate responses to deal with the threats posed by crime. In an attempt to ascertain the significance of technology in police work, this research examined the impact that the use of biometric technology such as the Automated Fingerprint Identification System, has had on the quality of seiVices rendered by the South African Police Service. Following the police's task of identifying criminal fingerprints, the problem encountered in this research was that, ever since the introduction of the Automated Fingerprint Identification System, no research had been conducted to assess the impact thereof on the level and quality of seiVices rendered by the South African Police SeiVice. This problem was further intensified by the fact that there was no framework to assess the impact that the utilisation of the Automated Fingerprint Identification System has had on police work in South Africa. Consequently, the problems that were identified in this research compromised not only the quality of seiVices rendered by the police, but also the safety and security within communities. The findings in this research showed that the utilisation of biometric technologies such as the Automated Fingerprint Identification System have helped the police to accurately identify and arrest criminal suspects. However, some of the conclusions reached suggested that the quantitative aspect of the utilisation of biometric systems and the elated portable apparatuses within the South African Police Service was emphasised more than the qualitative aspect thereof. The emphasis was evident in the statistics regarding the use of the Automated Fingerprint Identification System, which focused primarily on police productivity and to a lesser degree on accountability related issues. This study espoused a qualitative paradigm and the investigations in the research were focused on the East Rand policing precinct. The participants who informed this research were selected from the research population using random and purposive sampling techniques. In the same way, the data that informed this research was collected using semi-structured interviews and an in-depth review of the literature on policing and its utilisation of the different technologies. The research espoused social constructivism and phenomenology as the philosophical worldviews of choice to form constructivist phenomenology and to attain theoretical triangulation. Moreover, evaluation research and a case study were espoused as the research designs of choice, to attain methodological triangulation. The various triangulation techniques espoused in this research project were critical in attaining quality assurance in terms of the research methodology applied. In the same way, a myriad of qualitative techniques such as dependability, transferability, confimability and credibility were also employed in order to ensure that the integrity of the data that was collected in this study remained intact. Finally, the data that was collected to inform this research was analysed using the qualitative content analysis technique. Road transport safety, particularly enforcement of traffic laws is challenging globally, especially in developing countries, where it affects both road users and governments. Due to a number of reasons the subculture of traffic and other law enforcement agents is not always viewed in a favorable light. Media reports and newspaper articles give evidence of a total disregard for law enforcement and lack of respect for law enforcement officials. The study used both quantitative and qualitative techniques for data collection and analysis. The Quantitative techniques were mostly used in that they provided the researcher with an understanding of experiences and challenges facing traffic officers in the management of traffic law in Limpopo Province with specific reference to Vhembe District. A simple random and purposive sample was used for selection of a sample population. A purposive sampling technique will be employed in selection study participants of qualitative method. A sample of 50 traffic officers was randomly selected for the survey and 10 traffic chiefs and principals were purposively selected for the interviews. The study found that of lack of good managerial skills, lack of motivation to work, shortage of staff, lack of modern equipment and lack of training as challenges. The treatment of traffic offenses as “petty” by the Department of Justice and in particular magistrates was also identified as a major challenge. The study recommends that the Department of Transport Management should provide traffic police officials with sufficient resources and equipment at the traffic police stations in order to perform optimally. / NRF

The influence of procedural, distributive and interactional justice on organisational citizenship behaviour among employees at the SAPS academy, Paarl

The purpose of this study is to investigate employees’ perceptions of organisational justice and their effects on organisational citizenship behaviour. This study advocates that the way employees perceive organisational justice affects their organisational citizenship behaviour in their current organisation. The fact that employees play a central role in the realisation of an organisation’s goals makes it critical for any organisation to have employees who are willing to go beyond what is required of them. In this study, a quantitative research paradigm and an exploratory research method were used to investigate a sample size of 226 employees working at the SAPS Academy, Paarl. In order to minimise the study bias, systematic sampling was used to ensure that the sample accurately reflected the larger population (N=457). Data were collected with the aid of a structured questionnaire and the results of the correlation analysis revealed that all three dimensions of organisational justice are significantly and positively related to organisational citizenship behaviour. Organisational justice also showed a strong predictive relationship with organisational citizenship behaviour. Based on the findings of the empirical survey, it was revealed that if organisational justice practices are implemented appropriately, employees holding key positions may be likely to display more organisational citizenship behaviours. Therefore, it was recommended that, to address negative perceptions of organisational justice, a strategy should be formulated to ensure that employees are treated fairly in terms of the dimensions of organisational justice. It was also recommended that when developing and implementing such a strategy, barriers should be addressed that could:  influence the availability of accurate and complete information for decision making; and  influence the dissemination of information pertaining to job decisions. It is further recommended that rewards programmes be reviewed to ensure that employees will experience fairness when comparing their own payoffs with those of fellow employees and perceive just distributive justice practices. vii The study concludes by recommending that a “Code of good practice – communication policy” be developed that would enable the displaying of social sensitivity and dignified, respectful and acceptable behaviour by employees in a managerial position towards their subordinates. The findings and recommendations of this study are important to employers as they provide crucial information regarding the types of activities organisations could engage in for employees to consider them as acceptable organisational justice practices. Such involvement in acceptable organisational justice activities can improve employees’ organisational citizenship behaviour and reinforce effective and efficient service delivery in their current organisation. The implications for future research indicate that a comparative study testing the differences between different groups based on certain biographical traits, such as gender, marital status, age, educational level, income and length of service in the South African Police Service, is advisable as it would assist in determining how such biographical traits might influence the various dimensions of organisational justice. Furthermore, the study could also be expanded to include a broader national sample within the Division: Human Resource Development and other divisions within the South African Police Service.

Coaching in the South Africa Police Services: a practical theological study of the Soweto East cluster and its satellites

Summaries in English, Afrikaans, Tsonga and Zulu / This study was driven by an observation by the Chaplain’s office in the Soweto East Cluster and its satellites for the need of a practical theological coaching intervention between the SAPS management and officers on the ground. The coaching intervention mentioned above would be focused largely on the challenge of the mental anxiety caused by the nature of work carried out by the SAPS in relation to its intentions to make the nation a more safe and secure environment for the citizens of South Africa. Naturally, the men and women who staff the SAPS are as human as the rest of us and therefore their state of mental health must not be separated from the rest of the nation. While the intervention is seen as necessary, it is not a replacement of other highly specialised interventions within the SAPS; it must be considered as complementary in the context of a socio- scientifically informed Practical Theology. The Zenith of Its contribution is therefore an attempt to harness the spirituality of officers in concurrence with the psychological and emotional aspects of their work. The study proceeds from the assumption, ‘no work unit is an island,’ thus, it argues for a dynamic synthesis of a practical-theological and psychological interaction of resources in the context of a systems thinking framework. While there are no rigid patterns in the dynamic work of the SAPS, an informed coaching mechanism will provide an informed theoretical synthesis for a robust on-the-ground decision-making process when urgently called upon. This study contends that, this is a paradigm shift from the traditional patterns of top-down management that so often lead to crises situations.
