當前中共「人民政協」之政治角色研究 / The Political Roles of CPPCC

本論文之宗旨為研究中共「人民政協」於中共政治及社會體系中所扮演之角色。自一九四九年中共「人民政協」成立以來,雖然「文化大革命」十年中,遭受紅衛兵沖擊,而長期停止運作。惟自一九七八年起,在中共「新時期愛國統一戰線」的統戰政策下,「人民政協」再度重建,不論在政治、經濟、文化等各個生活層面,均在中國大陸社會中具其一定的影響力。然而,多數研究中共的學者,多半只重視中共黨、政系統本身,從而忽視政協作為一最高統戰組織形式,不僅在中共內政上,甚至在外交及對港、澳、台灣地區的統戰工作上,均擔負重要任務,實值得行研究。本論文係以制度研究途徑為主,另輔以政治發展途徑為主要理論依據,討論當前中共「人民政協」在中國大陸社會及政治體系中,所 履行之種種任務功能,並就中共現行體制,界定其所佔有之地位與角色。 全文總計約十六萬字,分為六章十八節,全文大要如下:第壹章,導論:簡述本論文之研究動機、架構及主要宗旨。第貳章,「人民政協」之創建與沿革:就國民政府時期以來,「政治協商會議」在各歷史時期及現階段中共經改、開放政策下之各項變遷及發展。第參章,當前「人民政協」之組織結構:論述「人民政協」在現階段中共「愛國統一戰線」政策下,其組織形態、重要機構及各個參加單位。第肆章,「人民政協」之各項功能與任務:論述目前政協在中共官方規定及實際運作上,所履行之包括政治整合、政治社會化及社會動員在內的各項功能及任務。第伍章,「人民政協」之政治角色:分別就「人民政協」與中共黨政系統、社會體系之互動關係及其所享有之權力、影響力等方面,界定「人民政協」之政治角色。  第陸章,結論:總結各章論述,評估政協目前變化,並提出未來可能之發展趨勢,以利後繼之研究。

Exploring the Political Roles of Chinese Think Tanks: A Case Study of China's Three Gorges Project Decision-Making

Since the establishment of People's Republic of China in 1949, Chinese think tanks have experienced significant development during the transformative process of China's political reform and modernization, and their influence has become more notable than before. However, think tanks historically have been given little attention by the public as well as social scientists in China, so scholarly study on Chinese think tanks is limited. This thesis explores the political roles and characteristics of Chinese think tanks by investigating the transformation and classification of Chinese think tanks from 1949 to the present. Furthermore, through a case study of one of the significant projects in contemporary China—the Three Gorges Project—this thesis examines the performance and influence of three Chinese nonpolitical think tanks—the Chinese Academy of Social Science (CASS), the Chinese Academy of Sciences (CAS), and the Chinese Academy of Engineering (CAE) on the process of government policy-making in China. Based on this analysis of Chinese think tanks, I draw the conclusion that professionalism and institutionalization are very urgent requirements for contemporary China's think tanks. / Master of Arts

Changing images : representations of the Southern African black women in works by Bessie Head, Ellen Kuzwayo, Mandla Langa and Mongane Serote

This study examines representations of Southern African black women in the works' of two male and two female writers. A comparative approach is used to review the ways in which the writers characterise women who labour under intense restrictions in domestic situations, the workplace, and in political contexts. Some representations suggest that women have come to terms with social strictures and have learned to live fulfilled lives despite them. Other representations are contextualised in creative situations in which social roles are re-imagined. In the process, women are removed from conventional object-related gendered positions. These representations suggest that women have the capability to achieve personal transcendence rather than accept the immanence imposed by stereotyped gender relationships and repressive political structures. The suggestion is made that writers can change the image of women by centralising them as active subjects, challenging their exclusion and creating spaces for women to represent themselves / English Studies / M.A. (English)
