Leadership and democratisation : the case of Nelson Mandela in South Africa and Kim Dae-Jung in South Korea

Dissertation (PhD)--University of Stellenbosch, 2004. / ENGLISH ABSTRACT: Since the late 1940s, South Africa and South Korea were ruled by authoritarian governments, which oppressed the people’s freedom and rights. The governments created the deeply divided societies that resulted in racism in South Africa and regionalism in South Korea. These similarities may have played a major role in allowing Nelson Mandela and Kim Dae-jung to develop strong emotional bonds with their followers and to articulate their visions for the future. The two leaders, Nelson Mandela and Kim Dae-jung, fought for freedom and human rights against the apartheid government in South Africa and military dictatorial government in South Korea. During these processes of democratisation, the two leaders displayed common transformational and social learning leadership styles and presented their visions of the end of the authoritarian regimes and the establishment of democracy; shared these visions with the people and encouraged and mobilised them in struggling together against authoritarian government. Subsequently, the two leaders’ transformational and social learning leadership styles provide a successful role model to countries in which there are conflicts between the constituents of the society, as in East Asia, Sub-Saharan Africa and Middle East; a desire for transformation towards democracy by the people, and where countries are confronted with new challenges. / AFRIKAANSE OPSOMMING: Beide Suid-Afrika en Suid-Korea was sedert die laat 1940’s onder die bewind van outoritêre regerings met gepaardgaande onderdrukking van die mense se vryhede en regte. Dié regerings het diep-verdeelde gemeenskappe daar gestel wat in Suid-Afrika op rassisme en in Suid-Korea op regionalisme uitgeloop het. Hierdie ooreenkomste mag grootliks daartoe bygedra het dat beide Nelosn Mandela en Kim Dae-jung sterk emosionele verbintenisse met hul volgelinge kon ontwikkel en hul toekomsvisies kon artikuleer. Die twee leiers, Nelson Mandela en Kim Dae-jung, het onderskeidelik teen die apartheidsregering in Suid-Afrika en die militêre diktatuur in Suid-Korea geveg vir vryheid en menseregte. Gedurende hierdie demokratiseringsprosesse het die twee leiers gemeenskaplike transformasie en sosiale leer leierskapstyle openbaar, hulle visies oor die beëindiging van outoritêre regimes en die vestiging van demokrasie bekend gemaak en die mense aangemoedig tot en gemobiliseer vir strydvoering teen die outoritêre regerings. Experienced Kentucky Female Superintendents' Perceptions of Political Leadership

Women historically hit a glass ceiling when trying to reach for a school district’s highest position. While nationally an overwhelming majority of educators are female, approximately only a quarter of all superintendents are women. In Kentucky, 19% of public school superintendents are female. Female superintendent research has focused on the barriers that inhibit women from obtaining the superintendency; however, recently a shift to focus on how women lead has occurred. The superintendency encompasses five roles: instructional leader, manager, political leader, communicator and applied social scientist. Although female superintendents’ strength is often instructional leadership, the role of political leader is met with some difficulty. This exploratory study examines experienced Kentucky female superintendents’ perceptions and practices of political leadership. The research was conducted in two phases: Phase 1 invited all Kentucky female superintendents to participate in demographic questionnaire, and Phase 2 encompassed two one-hour interviews with six experienced Kentucky superintendents. Four main areas provide the foundation for inquiry: preservice experiences, defining political leadership, behaviors of political leadership, and levels of political leadership. Kentucky female superintendents stated political leadership was the role they were least prepared for in the infancy of their superintendency. Female superintendents’ lived-experiences differed from the norm of political leadership. Female district leaders outlined a cyclical, proactive process of political leadership dependent on relationships—networking. Women superintendents capitalized on referent power to develop a “political lens” when making decisions. Study participants reported two distinct levels of political leadership (local and state), and they connected their district’s vision to resources—people—and served as a bridge to connect outside resources into the district. This work affirms previous research concerning female superintendents but also brings to light how women perceive politics, which is outside some of the previous norms and research concerning political leadership.

Traditional leadership, the state and rural economic development in southern Mozambique : a case study of Mandlakaze District in the second half of the twentieth century

In Mozambique, rural poverty is visible in the statistics and in real life. According to UNDP (2005), the index of Mozambique’s human development ranked 172 out of 177 countries and was far below the averages of the sub-Saharan Africa and Least Developed Countries, despite considerable improvement in the indicator over the previous five years. It had been determined that 54% of the population lived below the poverty level of $1/day surviving on as little as US$0.40 per day in 2003 (UNDP, 2005). The population distribution in Mozambique remained predominantly rural; with 64% of the 21.4 million people living in the countryside. The development prospects of rural areas remained a key concern (UNDP, 2005). Development was also a key problem for me. For this study it was decided to select a specific problem, the role of the traditional leaders in development, and a special case, a traditional chief - João Mapanguelana Mondlane, nominated in 1949. Between 1960 and 1974 Mapanguelana inaugurated a settlement scheme and a cooperative in the Aldeia das Laranjeiras north of Mandlakazi in Gaza province. I selected this case because several approaches assume that the nature of the relationship between key local development actors and communities has an impact on the development conditions observed at any point in time of the rural areas. From this case study, I can conclude that the involvement of the local leaders with legitimacy and credibility in the community and modern social and administrative networks was the key point that made it possible for the Aldeia das Laranjeiras to be different from her neighbouring villages. During the colonial period the government in Mozambique recognized the significance of traditional leadership as a way to reach the people and make their rule effective and legitimate, specifically in the rural areas. After independence, the new Frelimo government banned traditional leadership and accused it of having collaborated with colonialists and of practicing exploitative actions. In 2000, the Mozambican government reversed the earlier approach, particularly in line with policies that aim at carrying out developmental projects in the districts, and established legal procedures for the nomination of community representatives. The review of the literature and the findings suggest that Mozambique followed the new trends of incorporating the traditional leadership in the rural local governance as a way to reach rural economic development. The aim of this study is to assist policy makers in developing countries especially in Africa, and more specifically in Mozambique, in focusing on the problem of involving the local leaders in the struggle to reduce poverty in the rural areas where most of the population is located. / Thesis (M.Dev.Studies)-University of KwaZulu-Natal, Durban, 2010.

A Study of Political Leadership in Democratic Theory

This thesis offers an alternative of political leadership through a literature review of democratic theory as categorized into three models: classical, elitist, and egalitarian. The three models considered an ethical, an institutional, and an economic institutional postulate of political elites and their relationships. Still, the democratic elitist model emerging as the dominant model has been challenged by the egalitarian model enforcing economic institutional elites to be accountable to mass interest. As a competing idea, the egalitarian democratic model has been analyzed for its desirability over the democratic elitist model. This study is worthwhile in instigating an underscored concern surrounding economic institutional elites in the scope of accountable political elites, and in calling forth a further study on the preferred alternative, democratization of economic institutional elites.

Populism as an active and effective form of contemporary South African politics

Research Report Submitted in Partial Fulfilment of the Requirements for the Degree of Master of Arts in Political Studies University of the Witwatersrand March 2015 / Recent 21st century political developments in South Africa have given rise to debate surrounding a threat to a functioning democracy. New radical political parties, turmoil in the labour sectors, and dysfunctional government policies and activities have made populist tendencies a central aspect of this debate. Populism is an entity oft evoked in a negative light and rhetoric in this debate. It is associated with demagogues and the ‘uncontrollable’ urges of the masses that would be let loose upon society given the chance, destroying democracy in the process. It is the aim of this paper to argue the opposite. By expanding and contributing to the theoretical literature on populism, and through the analysis of empirical evidence – the Western Cape farm worker’s strikes and the Marikana strikes and subsequent massacre of 2012 –in South Africa this research report seeks to fill a gap in the conceptualisation and practical characterisation of populism in our political setting. Can populism be conceptually, theoretically, and empirically utilised to characterise and explain trends in contemporary South African politics and can it be utilised in providing a contextual underpinning for explaining recent events in South African society as a whole? Through the reliance on the theories of Ernesto Laclau and Slavoj Zizek the aim will be to identify the underlying gaps in democratic politics that gives rise to populist movements and through this argument to build and utilise this conception of populism as a positive and effective analytical tool of contemporary South African politics.

This is, equally the responsibility and mandate that all SOE’s should accept and carry out a day-to-day basis. We need leaders that are “accountable, contemplative”, who reflect and always put people and our constitutional values first. As the City of Johannesburg (COJ) embarks on a new journey by the appointments of community leaders to the boards of the SOE’s in the City Of Johannesburg (COJ). This would indeed be ground breaking and the very first in the City of Johannesburg. As South Africa continues to address the imbalances of the past, at the centre and one of the most important is housing and liveable homes for all South Africans. Therefore Community leaders appointed to the boards of the SOE’s have an important and significant role to play to not only ensure community needs are met but also the transition and transformational agenda of the city and the country as a whole is achieved. Community leaders are seen to be more in touch with their communities they serve on a day to day basis. To some they are beacon of hope and to others they are mentors and role models. They also tend to give people hope that indeed tomorrow will be better than today. The focus of the research was on one entity namely Johannesburg Social Housing Company (JOSHCO). The entity has a capital budget of 1.5 Billion Rands. The mandate of this entity is to provide social housing and to transform traditional hostel dwelling into homes. This shift from hostels to homes is a significant one and will require a life style change and will have significant impact on families and the community. There is a problem of a leadership skills gap with/among community leaders appointed to the board of Johannesburg Social Housing Company (Joshco) as a State Owned Entity in the city of Johannesburg which will be needed to achieve the strategic objectives. Community leaders bring a very different dynamic to the boards of the SOE in the city of Johannesburg. They most definitely have a voice and challenges the status quo, and their different views with a community focus. They most certainly add value to the entity and the shareholder. It is most noticeable that community leaders have a transformational style to their qualities and traits as a leader. It is on that basis the researcher will demonstrate through the theories and research that is Transformational Leadership, and their qualities thereof is what is needed in the State Owned Companies in the City Of Johannesburg. Transformational leaders would most certainly advance the call for better, effective and efficient service delivery of services in the city. The researcher has focused on Transformational leadership as the conceptual framework for the purpose of this study. The data was collected after having conducted 18 interviews with respondents. The respondents are as follows - Board members of the entity - Faith based organisation in the city of JHB - Senior Administrative staff from the City of Johannesburg - Community leader from civil society Whilst having communities leaders are part of the board of the state owned entity, certain challenges were identified through this study, namely - Lack of leadership Skills - Inductions and knowledge of the business - All community based board members should sign a code of conduct and code of ethics - The skills mix of the board must include members from different areas of business - The must be oversight responsibilities fulfilled by the board members and not operational responsibilities - Stakeholder relations and Communications - Continuous professional development The researcher has also recommended strategies for implementation on the impact on the role of community leaders in the boards of the state owned entity in the city of JHB. They are as follows: - Board member’s must be trained on areas of leadership. The leadership qualities of board member’s must be developed and enhanced -The induction program should include areas like, roles and responsibilities of directors, financial management, the PFMA, strategy and leadership. - The skills mix of the board must include members from different areas of business, that is HR, finance, technical i.e. engineering skills, Strategy and corporate governance and leadership. - The Board of JOSHCO need to be at the forefront in terms of communicating with stakeholders, i.e. communities they service, suppliers, labour unions and the staff members. The board needs to be proactive and constantly engage with communities. - The board has to set up a transformation agenda / strategy - Board members must receive continuous training and development. They should be Members of IODSA hey and must kept abreast with relevant director developments and relevant changes that directors should be appraised of. The boards of state owned entities in the City of JHB is at the epicentre of service delivery for 4.5 million citizens of JHB. They must continue to drive the transformation agenda and ensure that the strategic goals of the entity and the shareholder will be realised. Governance and the leadership challenges in Emalahleni local municipality

(Public and Development Management))--University of the Witwatersrand, Faculty of Commerce, Law and Management, Wits School of Governance, 2017. / The aim of this study is to identify the main reasons for why there is poor leadership and poor service delivery in the Emalahleni Local Municipality. The study undertook a comprehensive review of related literature in order to enhance the knowledge gap within the concept of leadership and governance. This research adopted the qualitative research method as the research study deals with real-life social issues which involve the employees of Emalahleni Local Municipality and the residents of Emalahleni itself. Face-to-face interviews were conducted both in the Emalahleni Local Municipality and Emalahleni area to collect credible data for the study. In addition, the sample size considered for this study was ten participants who were interviewed for the study, five employees from the Emalahleni Local Municipality and five residents from the Emalahleni area. The findings derived from the data collected reveal that the Emalahleni Local Municipality is struggling to provide good services to its citizens due to the poor leadership within the municipality. In addition, the employees of Emalahleni are not performing well in their respective jobs due to insufficient training and the fact that not everyone working for the municipality is employed based on merit, which contributes to a lack of capacity and poor service delivery. The researcher makes recommendations which include appointing employees with the right skills and knowledge, developing and improving on the training programmes that already exist within the municipality, following the right leadership style to change and develop the municipality, and electing leaders who have the interests of the people at heart. / MT2017

<p>The aim of this paper is to study and outline the factors governing political leadership at the party leader level, and to conclude to what extent a party leader rules and to what extent the party leadership is contextually determined. The theories used are based on Elgie's interactionistic study of political leadership and Stewart's organisational model of leadership as well as political culture.</p><p>Thus, the questions raised are if the leader leads or if the leader follows; if the leadership environment is formed by the leader or if it is, merely, implemented on the leader; and what a model of the political leadership consist of? To answer these questions a text analysis comparing Sahlin’s speeches to the party’s political programme is used as well as in-depth interviews with members of the Board of Party.</p><p>The conclusion shows that the leadership is contextually framed, but the leader is free to implement his or her ambitions within that frame as long as it is coherent to the party line.</p>

This thesis analyzes the role of political leadership in post-Soviet democratic transition in Kyrgyzstan by looking at the case of Askar Akaev. Despite the fact that a variety of components can be considered as relevant for the democratic transition process in Kyrgyzstan, due to the highly personalistic nature of Kyrgyz politics, the issue of political leadership needs to be addressed for this purpose. In that sense, the converse trajectories of Kyrgyz democratization (an initial democratic leap till mid-1990s which attracted world-wide attention and made Kyrgyzstan a promising candidate for democratization, afterward a democratic reversion and finally a slip to authoritarianism) correspond to the three stages in Akaev&amp / #8217 / s political leadership style (his emergence as a reform-minded politician, his initial liberal policies in political and economic spheres and his gradual reversion to authoritarianism). As a result, when Askar Akaev was ousted from his office in March 2005 by a public protest, Kyrgyzstan was far away from its world-wide accepted initial trajectory to democracy and became more similar to other authoritarian Central Asian Republics
