¡@¡@The purpose of this essay is to examine the problems emerge from village relocation program by state apparatus. Hongmaogang, the district on Kaohsiung City in Taiwan, is a representative case of village relocation program. This program is in the largest scale in Taiwan. It is also the most significant program in Taiwan which has expended the most considerable budge and has moved abundant residents during nearly forty years. ¡@¡@This study will explores the relocation of Hongmaogang by the anthropology theory of Abrams framework that distinguish the difference from ¡§state idea¡¨ and ¡§state system¡¨ to understand what is state. Author used ¡§in-depth interview¡¨ and ¡§archival analysis¡¨ to analyze this case. This study discovers that the planning and execution model of state apparatus runs similar with the concept of the ideology of developementalism which is mentioned by Ferguson's Anti-Political Machine and Scott¡¦s High Modernity. Under the context, all the local culture, history, fisheries, and social relations in Hongmaogang are ignored by the government. That is to say that Taiwanese government simplifies Hongmaogang into an undeveloped district. ¡@¡@To summarize, this study reveals that the weak economic of the village is associated with the inappropriate planning of government. On the other hand, Taiwanese government believes that villages without relocation program are lagged. This essay is a comprehensive examination of the problems of space shaping in Taiwan.

本文之主旨在於探討宜蘭派系政治的運作。研究的時間範圍則從一九四九年國民黨政府遷台以後至一九九二年立委選舉為止。本文在內容的安排上分為六章。除第一章緒論外，第二章為研究個案簡介，對宜蘭縣的自然環境社會經濟結構以及派系之政治參與作初步之介紹。第三章將探討派系政治的形成背景與發展過程，首先探討國民黨政權在 派系政治中的角色，分析選舉制度與派系政治的關係，並分析宜蘭縣早期的派系政治發展史。第四章則分析轉型後的派系政治。第五章將討論派系的組織結構及動員基礎，分別剖析國民黨與民進黨派系的組織結構以及動員基礎。第六章結論，除基於上述探討派系對地方政治的影響外，並評估宜蘭縣派系政治未來之研究方向。

Petrolina s economy is mainly based on primary activities. It s politics is run by Family groups which preserve themselves and remain in power, using the clientelism, which could be said as a give and get practice. That means that the suffrage is a currency to exchange benefits. The present study analyses facts occurred in the political history of the Coelho s Family, which still dominates the local Politics. They persist as heirs of the old system of Coronelism that is maintaining their power structuring a political machine, which is able to make them unbeatable for over fifty years. Despite of a family internal division, it benefits all of them, directly or indirectly. Based on empirical observation, we set a brief historical of the Coelho s family facts, in order to demonstrate the range of their power through the ancestry, which is to say we ve described the local political labyrinths. Our metodological choices were driven by the comprehensive sociology, through the Weberian ideal types, in order to find the answers for the historical, social and political conformation of the facts, in consonance with the reality. According to that, we ve studied the Coelho s political trajectory from 1968 to 2012, considering the election periods. Commonplace: where a new generation becomes active subjects on a new apprenticeship, moral and intellectual. After all, they are all family heirs / Como uma das mais importantes do Estado, Petrolina ? uma cidade do sert?o pernambucano encravada numa regi?o que ainda guarda tradi??es e costumes pr?prios. Sua economia ?, predominantemente, prim?ria. E a pol?tica ? movida por grupos familiares, que se sucedem no poder, mantidos pelas pr?ticas clientel?sticas, cuja tradu??o t?cita ? dando que se recebe . Ou seja, o voto ? a moeda de troca para a percep??o dos benef?cios. O Estudo analisa fatos da pol?tica na fam?lia Coelho e a sua persistente domina??o atrav?s dos herdeiros de um antigo sistema baseado no coronelismo, que d?o continuidade ao poder local com a estrutura??o de uma m?quina politica, capaz de faz?-los quase imbat?veis eleitoralmente durante mais de meio s?culo. Specifically, it analyzes and discusses the following: the PA representation, the existence of an expansion of the reference zone, political participation and areas of participation. The program has been developed in the province of Buenos Aires (Argentina) within the period of 2005-2010, and for the purposes of the research one of municipality applying the programme has been defined as the geographic location whereas the year of 2008 (implementation of the project) was defined as the time reference. The work adopts a constructivist sociological perspective in order to avoid the structure - action dichotomy whilst it also makes use of symbolic anthropology when it tries to interpret the speech of young people: a focus in which not only one theory is established but that also bestows importance to the cultural context of the phenomenon under investigation. It is based on a qualitative approach and the main source is the interviews with users of the program. Based on these resources the research presents and analyzes the processes of implementation of the program as well as the meaning that the experience as a PA user acquires to the youngsters. It evaluates the impacts in their ways of conceiving and practicing politics, the political machine system being an important factor for understanding such processes. / A presente dissertação discorre sobre os impactos produzidos nos jovens, em sua dimensão política, a partir da participação no Proyecto Adolescentes mediante uma pesquisa avaliativa. De forma específica, são analisados e problematizados a representação do PA, a existência de uma expansão do território de referência, a participação política e os âmbitos de participação. O programa foi desenvolvido na província de Buenos Aires (Argentina) no período 2005-2010 e, no âmbito da pesquisa, tomou-se um dos municípios executores como campo empírico, e o ano de 2008 (implementação do projeto) como referência temporal. O trabalho opta por uma perspectiva sociológica construtivista como forma de evitar a dicotomia estrutura ação ao mesmo tempo em que lança mão da antropologia simbólica quando busca interpretar as falas dos jovens, justificando um enfoque em que não apenas uma teoria se estabelece e que também confere importância ao contexto cultural do fenômeno estudado. A abordagem é qualitativa e tem como principal fonte as entrevistas realizadas com os usuários do programa. Baseada nestes recursos, a pesquisa apresenta e analisa os processos de implementação do programa bem como o significado que adquire a experiência vivenciada pelos usuários do PA, avaliando os impactos em suas formas de conceber e praticar política, sendo o sistema clientelístico uma referencia relevante para a compreensão de tais processos.
