As arenas do esporte: a disputa dos rumos da política nas conferências nacionais e na produção do conhecimento em um período de transição

Trata do Esporte e delimitou como objeto de investigação a política, em especial, as disputas travadas no interior das três Conferências Nacionais de Esporte (2004, 2006, 2010) e, do conhecimento sobre política do esporte produzido em dissertações e teses entre o período dos anos 1996 a 2011. A pergunta síntese respondida pela investigação foi quais as contradições na política de esporte no Brasil que se expressam a partir do governo Luís Inácio Lula da Silva, nas conferências nacionais de esporte, na produção do conhecimento (dissertações e teses)? Quais as tendências da política de esporte e, quais as possibilidades de superação dessas contradições, considerando as condições objetivas e subjetivas da classe trabalhadora nesse momento de transição do modo de produção? A hipótese de trabalho confirmada na investigação é que no modo de produção capitalista, em sua fase imperialista, onde as forças produtivas pararam de crescer, novos mecanismos de organização do Estado e da política são engendrados, intensificando a contradição entre capital e trabalho, verificáveis nas conferências nacionais do esporte e na produção do conhecimento. Em particular, na política do esporte, expressa pela contradição entre o esporte para poucos, na forma de domínio/detenção dos meios de produção e reprodução e, o esporte para todos, na forma de socialização, universalização, democratização dos meios de produção e reprodução desse patrimônio cultural da humanidade e direito social. A explicação das contradições entre Capital-Trabalho, acirradas no Governo de Luiz Inácio Lula da Silva possibilitaram apontar tendências e possibilidades para a política de esporte no Brasil, compreendidas como importantes no processo de transição para o modo de produção comunista, sendo este o objetivo central atingido na presente investigação. Defendemos, portanto, a partir de uma analise rigorosa dos documentos e das referencias bibliográficas que a política do esporte no Brasil é decorrente de determinações econômicas, expressa na forma do esporte mercadoria resultante da apropriação privada dos meios de produção que se choca com as reivindicações da classe trabalhadora expressas na forma do esporte patrimônio cultural da humanidade e direito social – apropriação coletiva dos meios de produção, reivindicações estas inclusas enquanto reivindicações imediatas num programa de transição ao comunismo. / ABSTRACT This thesis is embedded in the Post - Graduate Education in Line Theory Marxist, Socialist Education, Physical Education, Sport, Faculty of Education , Federal Univ ersity of Bahia. This Sports are identified as an object of research policy, in particular, disputes waged within the three National Conferences on Sport (2004, 2006, 2010) and knowledge about the sport policy in theses and dissertations produced between the period of years 1996 - 2011. Th e synthesis question answered by research which was the contradictions in sport policy in Brazil that are expressed from the government Luís Inácio Lula da Silva, the national conference of sport, in knowledge production (theses and dissertations)? What ar e th e trends in sports and politics? W here the possibilities of overcoming these contradictions, considering the objective and subjective conditions of the working class in this time of transition of the mode of production? The working hypothesis is confir med in research that the capitalist mode of production in its imperialist phase, where productive forces stopped growing, new mechanisms of State organization and politics are engendered by intensifying the contradiction between capital and labor, in verif iable national conferences of the sport and the production of knowledge. In particular, in the sports policy, expressed by the contradiction between the sport for a few, in the form of domain / ownership of the means of production and reproduction, and spo rt for all in the form of socialization, universalization, democratization of the means of production and reproduction this cultural heritage of humanity and social law. The explanation of the contradictions between capital and labor, bitter in the Governm ent of Luís Iná cio Lula da Silva allowed to identify trends and opportunities for political sport in Brazil, understood as important in the process of transition to the communist mode of production, which is the main objective achieved in this study. There fore advocate from a rigorous analysis of documents and bibliographic references to the politics of sport in Brazil is due to economic determinations, expressed in the form of sports goods resulting from private ownership of the means of production that cl ashes with the claims of working class expressed in the form of sports cultural heritage of humanity and social rights - collective ownership of the me ans of production, these claims included immediate demands while a transition to communism program.

Den institutionaliserade tävlingsidrotten : Kommuner, idrott och politik i Sverige under 1900-talet / Institutionalised Competitive Sport : Municipalities, Sport and Politics in Sweden during the Twentieth Century

The aim of this dissertation is to describe and analyse the development of the sports movement at a local level during the 20th century, focusing on the relationship between the municipality, in a broad sense, and the sports clubs, as well as on the conditions that have affected this relationship and the effects this has had for the clubs’ structural and cultural configuration. The thesis put forward is that there is a link between the parliamentary and governmental description of sport as socially beneficial, the relative autonomy of the sports movement, the institutionalisation of the municipalities’ sports policy and their involvement in the local sports culture and the expansion of competitive sport within the sports movement led by the Swedish Sports Confederation. The thesis is advanced in the context of a description of the Swedish sports model at the local level, its rise and eventual fall, and through case studies of three municipalities/local communities as well as a total of six sports clubs, all located in what is today Norrtälje municipality some ninety kilometres north of Stockholm. The thesis is generally confirmed. From the perspective of the central state, within the framework of a corporate governance model, it has involved compromising with a strong sports movement and simultaneously gaining legitimacy and support for its sports policy. This has not caused any major problems as the Swedish Sports Confederation, the sports movement’s unitary organisation, has in all important respects developed organised sport in a desirable way, or at least one that the government authorities have been willing to accept in view of services in return. It appears to be the same at a local level. The municipality has rewarded that section of organised sport which has made, in its opinion, the best contribution to producing a both physically and mentally civic educational as well as integrating leisure activity. On the whole this has been applicable to the performance- and result-oriented sport. This type of competitive sport, or rather, the clubs which have run it, have also been expected to be able to assist in managing the range of facilities, in raising the municipality’s PR value, in creating new services and job opportunities and in uniting the inhabitants.
