Para cumprir o objetivo da presente dissertação analisou-se legislações sobre o tema, o relatório do Inquérito Civil, fotografias do Conjunto tombado, fundamentando com a bibliografia empregada. A problemática visou responder às seguintes questões: Quais as ações especificadas no Inquérito Civil efetuado pelo Ministério Público Estadual e Federal para preservação e proteção do Conjunto Arquitetônico, Paisagístico e Urbanístico de Cáceres-MT? Quais as ações estabelecidas pelo Ministério Público para preservação e proteção do Conjunto Arquitetônico, Paisagístico e Urbanístico de Cáceres-MT, após seu tombamento? Ainda que o tombamento tenha sido efetuado nas esferas municipal, estadual e federal, muito há de ser realizado, continuam as demolições e abandono dos imóveis pelos proprietários e pouca fiscalização do poder público municipal e estadual. Percebe-se que a esfera do tombamento municipal, estadual e federal não alterou a conservação do Conjunto Arquitetônico, Paisagístico e Urbanístico de Cáceres-MT. Há muito a realizar. Espera-se por políticas públicas para realização de ações e fiscalização efetivas, como por exemplo, a recuperação física dos imóveis tombados a ser realizada pelos poderes municipal e estadual, mas, acima de tudo, educação patrimonial para os moradores e comerciantes do local tombado, bem como a toda população sobre a formação histórica e cultural do município, para a preservação efetiva. Acredita-se no tombamento como instrumento fundamental para a preservação da memória e cultura brasileira, cujas mudanças socioeconômicas são importantíssimas e devem ser compreendidas, mas a preservação é o objeto fundamental do tombamento. / The present dissertation has as purpose the analysis of legislation having the Architectural, Urban and Landscape of Cáceres-MT and the actions taken for its preservation and conservation of the public prosecutor, after its listing, beyond those specified in the Civil Investigation conducted by State and Federal Prosecutors. To fulfill the goal of this dissertation, beyond those specified in the Civil Investigation conducted by State and Federal Prosecutors, examined. The problem developed in order to answer the following questions: What are the actions specified in the Civil Investigation conducted by State and Federal Prosecutors for preservation and protection of the Architectural, Urban and Landscape of Cáceres-MT? What are the actions established by the Prosecutor's Office for preservation and protection of the Architectural, Urban and Landscape of Cáceres-MT, after your listing? Although the listing been effected in local, State and federal spheres, much to be done, continue the demolitions and abandonment of buildings by the owners and little oversight of municipal and State Government. One can see that the sphere of municipal, State and federal preservation order did not change the conservation of architectural and Urban Landscape Set of Cáceres-MT long. It is expected for public policies for conducting effective surveillance, and actions such as the physical recovery of the properties listed to be held by municipal and State powers, but, above all, heritage education to residents and local merchants listed, as well as the entire population about the historical and cultural formation of the municipality, for the effective preservation. It is believed the tipping as fundamental tool for the preservation of memory and brazilian culture, whose socio-economic changes are important and should be included, but the preservation is the fundamental object of tipping.

A linguagem visual desta dissertação também ajuda na observação das alterações ocorridas na praça e nos imóveis que a delimitam, posto que a imagem fotográfica constitui-se em importante instrumento de investigação histórica, para identificar novos objetos e novos problemas, além de indicar aqueles que permanecem ao longo dos anos. Pretende-se analisar alguns dos projetos já desenvolvidos para a área, com base nos respectivos tombamentos existentes no Centro Histórico da cidade. Espera-se, dessa forma, poder verificar e analisar as ações de proteção realizadas pelos órgãos responsáveis pela salvaguarda do patrimônio cultural, verificando se existe compatibilidade de critérios e de ações. Este estudo procura, também, diagnosticar os problemas atuais da praça e ressaltar a importância de sua manutenção, para a memória histórica e arquitetônica de Belém. / Do Largo das Mercês à Praça Visconde do Rio Branco: um estudo de gestão do patrimônio Histórico em Belém do Pará, 1941-2011, proposes to conduct an analysis of the management of organ preservation at the local, state and federal in Belém, Pará, from a study on the square and immediate surroundings (houses surrounding it) in order to observe the evolution of the characterization and conservation of the architectural, urban and landscape from the 1940s to the present day. The visual language of this dissertation allows the observation of the changes and continuities that occurred in the square and bounding properties, since the photographic image, as well as other sources and visual objects, is in important historical research tools to identify new objects and new problems and indicating those that remain over the years. It is intended that the analysis of the current characterization of the set, compared with the same configuration at the time of their respective legal protection indicate how the organ preservation’s work is being done to protect the cultural heritage, checking for compatibility criteria and actions, and ownership of the square by society. This study also seeks to diagnose the current problems of the square and the importance of maintenance for the architectural and historical memory of the city Belém.
