Transport economic regulatory intervention in the transport infrastructure : a public-private partnership exploratory study

The aim of this study is to determine whether the introduction of a transport economic regulatory authority would serve as a valid intervention mechanism in the Public-Private Partnership of the transport infrastructure in South Africa. In order to achieve this objective, the study focused on the analysis of the concept of Public-Private Partnership, and how it has unfolded in a number of industrialised countries. Much attention was devoted in examining how the Public-Private Partnership arrangements followed by the studied countries influenced the current transport infrastructure management process in South Africa. To deal with the above, a host of macro-environmental variables were analysed in respect of their potential impact on the South African Department of Transport. The establishment of various agencies by the Department of Transport was seen as a consequence of the influence of the prevailing environmental forces. The outcome of the analysis revealed that a sustainable transport infrastructural development is a product of genuine partnership between the public and private sectors. Competition for the market and the significance of such competition in the transport infrastructure were outlined. The main goal of competition within the context of this study is to diffuse the economic power of the toll road industry and the protection of the individual's fundamental rights. The study also unearthed a need to deepen the talent and skills of both public and private sector officials as this would enable them to protect the citizens' right to make well-considered choices in the toll road industry. The study identified a need to establish a transport economic regulatory authority that would control the market dynamics of power relationships in the transport industry. The impact of job redesign on employee job outcomes: the case of the implementation of a private-public partnership model at a hospital

It has been widely reported that despite high health expenditure and a myriad of policies in place, South Africa’s health outcomes are worse than those in many lower income countries. The adverse health outcomes are even more pronounced in a rural province such as the Eastern Cape Province. Consequently, the Eastern Cape Department of Health (ECDOH) had turned to Private Public Partnerships (PPP) with the hope of mitigating some of the challenges beleaguering the health system in the province. This study evaluated the impact of the implementation of one of the PPP models at an Eastern Cape Hospital on key employee job outcomes. This is crucial as there had not yet, been this type of scientific assessment of the impact of the PPP model since the inception of the PPP about half a decade ago. Theoretical guidance of the study was provided by the Job Characteristics Theory (JCT) of Oldham and Hackman (1975), which predicted that changes in five core characteristics of a job will affect three critical psychological states which will in turn impact on key employee job outcomes. Uniquely, this study veered away from the traditional quantitative approach to the application of the JCT but rather adopted a qualitative case study approach. There is historical evidence that cross cultural validation of a theory in a new setting (a South African PPP hospital in this instance) benefits from an initial qualitative study. Data collection and analysis were guided by the JCT. Primary data collection was by semi-structured, face to face, one on one interviews. The analyses of the data specifically employed pattern matching and explanation building techniques, all underpinned by the JCT. Validity of interview data was strongly contributed to by available relevant case study documents. This study found that indeed, the implementation of this PPP model brought about changes in all five (JCT) core job characteristics of clinical staff, but to varying degrees in the three unique shared service areas. Interestingly, the three psychological states were found to have been impacted upon by changes in the JCT core job characteristics but also by factors related to the context of the job, such as quality of supervision and co-worker relationship. In contrast to the predictions of the JCT, this study also found that the key job outcomes were impacted directly by such contextual factors as the recent availability of specialists and staff shortages, among others. It also emerged that the PPP implementation has directly evoked a perception of inequity and breach of psychological contract among clinical staff working at the shared service areas. Among the three shared areas, the accident and emergency unit was discovered to have had the worst overall impact. Due to the importance of contextual factors at this PPP setting, key recommendations were directed towards improved management of the jobs. It is also recommended that a follow-up quantitative study be commissioned to further explore the main themes that emerged from this study. This research report is presented in three sections. Section 1 is the evaluative report itself, structured as an academic paper. Section 2 expands on the literature that was briefly reviewed in Section 1 while Section 3 outlines, in greater details, the research methods followed during the conduct of the research and the justifications thereof.

Assessment of capacity development through public-private partnership: a case study of the Department of Economic Development and Environmental Affairs in the Eastern Cape

The aim of this study was to examine the effectiveness of a capacity development programme initiated by the Department of Economic Development and Environmental Affairs (DEDEA) as a mechanism to enhance the performance of the employees in order to improve service delivery to the people of the Eastern Cape. The public service is enjoined by the Constitution to provide services that citizens need, and for this reason it is in need of educated, trained and professional public servants, especially in the technical, professional and managerial categories. The department also recognized the potential of public–private partnerships (PPPs) to improve performance in the areas of transformation and service delivery, and that it required investments aimed at developing and strengthening public management capacity. However, the effectiveness of the PPP as a mechanism for capacity development, remained unknown. The literature reviewed overwhelmingly supported the assertion that human capital development is critical for performance in the public service. The review also highlighted the importance of partnerships, especially the role of the private sector in the area of capacity development, advancing the argument that PPPs should be pursued in order to leverage ideas, resources, and capabilities to achieve public service goals. Various research tools, namely interviews, questionnaires and document analysis were used to conduct the study. Data collected and analysed provided empirical evidence of improved performance of both the individual managers and the department in the functional areas of financial governance and management; programme and project management; as well as ethics and professionalism. It suggested a strong correlation between training, capacity development and service delivery. This research found the DEDEA/National Business Initiative (NBI) PPP initiative, as a capacity development mechanism to enhance the performance of the department‟s employees, effective. On strength of the overwhelming evidence gathered through this research, it strongly recommends that the programme be rolled out to other employees.

Effectiveness of mentorship programme of Mogale City Local Municipality for small, medium and micro enterprises

The study was undertaken to investigate the effectiveness of the interventions made by the Mogale City Plato mentorship programme to promote growth and sustainability of SMMEs. Though there have been interventions through the Plato mentorship programme to help develop SMMEs, there is still a high failure rate of small businesses in MCLM. The study will therefore evaluate if the Plato mentorship programme achieved its envisaged aim. A structured research instrument (questionnaire) was used to collect data through a self-administered survey. Questionnaires were distributed to the respondents by the researcher, and 100% of the questionnaires were returned for analysis. The results of the study showed that Mogale Plato mentorship programme adds value and advances small businesses and entrepreneurship. The study concluded that owners that took part in the MCLM Plato mentorship programme acknowledged that the programme was effective and increased business performance. The study showed that owners are faced with different challenges in running their businesses, which spoke volumes regarding the effectiveness of the mentorship programme. The findings also revealed that a majority of business owners benefited from the assistance received from MCLM Plato mentorship programme. The study recommends that MCLM sets up an office for mentoring individuals/groups in the municipality. This means that within MCLM, there should be a mentoring office and training twice a month that is aimed at helping business people know how to improve their businesses and manage challenges and take advantage of opportunities around them. The study also recommends that the municipality to create an incubating site for new owners/managers. The potential role of public-private partnerships in the South African economy : an innovative conceptual public-private partnerships model for small and medium enterprise development

The introduction of PPPs in infrastructure provision has changed the way in which governments around the world now view infrastructure provision. However, the introduction of PPPs to deliver the needed infrastructure has benefited only a few companies. Most of these companies are the big construction firms that possess technological know-how and those that have the financial ability to execute large infrastructure projects. Although SMEs are important for employment creation, inequality and poverty reduction, the participation of SMEs in these PPP projects is very low. This is because PPP models in developing countries are based on those used in developed economies, and such models ignore the socio-economic problems facing developing countries. Therefore, this study argues that PPP projects in developing countries present an opportunity for growing the SME sectors in developing countries. It challenges the viewpoint of seeing infrastructure backlogs only as providing opportunities to big private sector companies and argues that infrastructure backlogs can be used by governments to reduce the triple challenges of unemployment, poverty and inequality by linking SMEs to PPP projects. The traditional PPP model that is being applied by many developing countries does not fully encourage the participation of SMEs in PPP projects, as most of the projects executed through this model are bundled into big projects that SMEs cannot execute due to a lack of technological know-how and weak balance sheets. The study therefore suggests different ways in which the participation of SMEs in PPP projects could be improved based on the results of the survey conducted for this study. The study then proposes an “innovative conceptual PPP model for sustainable SME development” that takes into account the needs for developing countries to create jobs, reduce poverty and inequality. The relative impact of public and private investment on economic growth: the tale of four Southern African economies

The study has empirically examined the relative impact of public and private investment on economic growth and has also tested the crowding in or crowding out effect of public investment on private investment in four Southern African economies – Malawi, South Africa, Zambia and Zimbabwe. The analysis used annual time-series data covering the period from 1970 to 2014. The study provides new evidence to contribute firstly to the current debate regarding the relative importance of public and private investment in economic growth processes and secondly, on whether public investment crowds in or crowds out private investment in the selected countries. For this purpose, the study employed two empirical models using the recently developed Autoregressive Distributed Lag (ARDL)-bounds testing approach to cointegration. Model 1 examines the relative impact of public and private investment on economic growth while Model 2 investigates the crowding in or crowding out effect of gross public investment and its subcomponents (infrastructural and non-infrastructural) on private investment. The results of Model 1 largely supported the private investment-led economic growth strategy. In all the study countries, private investment had a positive impact on economic growth. Also, public investment positively contributed to economic growth in Zimbabwe, but in the remaining study countries, public investment had a negative relationship with economic growth. Results from Model 2 reveal that: (i) the crowding out effect of gross public investment on private investment predominates in the study countries; (ii) infrastructural public investment crowds in private investment in South Africa and Zimbabwe in the long run while it crowds out private investment in Malawi and Zambia in the short run; and (iii) non-infrastructural public investment crowds out private investment in South Africa and Zambia. On balance, the results from Model 2 show that public investment tends to crowd out private investment in the selected countries and this further underscore the importance of the private sector-led economic growth processes in the study countries. / Economics / D. A critical evaluation of the roles and strategies of civil society organisations in development : a case study of Planact in Johannesburg

The rise of civil society organisations in South Africa is crucial to development as it contributes to the bridging of the communication gap between civil society and local government organisations and municipalities and promotes access to resources. The contribution of civil society organisations to development has been widely acknowledged as they are involved in service delivery, advocacy, innovation and poverty reduction initiatives. In spite of the development work done by civil society organisations in developing countries, they still face challenges in promoting development as poverty, inequality and unemployment persist. This research focused on the social capital approach as a strategy for the development of local communities in South Africa. The social capital approach involves increasing social stability and enhancement of development issues. Social capital relies on the basic idea that “it is not what you know but who you know”. Social capital refers mostly to social cohesion, which makes a community more committed to better living conditions for all. People in communities have the capacity to improve the quality of their lives with the support of all sectors, civil society, the state and the market by letting the people in communities get involved in all the stages of the programmes because they know better from living in those communities. Civil society organisations can meaningfully add value to economic and social development in any third world country through their work. The government, the market and civil society can complement each other and add value to the development of the country. This study employed a qualitative research design. It used in-depth interviews, direct observation and focus-group interviews to collect data, which was later transcribed and analysed thematically. The main focus of this study was to critically evaluate the roles and strategies of civil society organisations in the development of South African communities, using Planact as a case study. The specific objectives were to: 1) To explore the role Planact plays in development in Johannesburg; 2) To evaluate how Planact uses social capital as a strategy in promoting development if at all; 3) To explore the challenges of civil society organisations, particularly that of Planact in the development process of poor communities and 4) To make possible recommendations in the light of the roles and strategies of civil societies identified in analysing Planact ‘s strategy in development process for the poor. This study found that as a civil society organisation Planact is acting as a voice for the voiceless through its advocacy programme. It contributes to policy making, good governance and accountability. In addition, Planact promotes participation and assists in education and training. Planact uses different strategies to promote development in the community, such as mentoring, promoting integrated human settlement, using technology in networking, encouraging participation, community economic development and social organisation. Furthermore, the organisation uses forums, awareness campaigns and empowerment as strategies to promote development in the community. However, the study found that the organisation faces challenges because of limited funding. The community also encounters certain challenges as they engage with the organisation, for example, lack of accountability, unresponsiveness and inaccessibility. It was noted that civil society organisations should adopt a higher priority in development planning and practice and should allow the participation of poor people in the development process. / Development Studies / M.A. (S.S.)
