International comparison of agricultural exports : South Africa and the Cairns Groups

Thesis (MScAgric)--Stellenbosch University, 2004. / ENGLISH ABSTRACT: The study addresses two important research questions which are in essence motivated by the trade policy reform that took effect in the 1990s to reverse decades of inward industrialisation strategies towards outward industrialisation strategies to promote economic growth and development. This raised the expectation that a movement away from low-demand growth products towards commodities with stronger demand growth and buoyant price trends would be encouraged. The first central question that this study addresses is the extent to which South African agricultural exports are moving up the value chain relative to the agricultural exports of the other members of the Cairns Group. The second research question that the study addresses is to determine whether South Africa's movement up the value chain (value adding activities) in agricultural exports is more competitive than the other members of the Cairns Group. To adequately address the first research question data from the Food and Agricultural Organisation (FAO), Trade and Industrial Policy Strategies (TIPS) and World Trade Organisation (WTO) databases were used to examine their trade perspectives. The second research question was addressed by applying Relative Comparative Advantage (RTA) using data from the FAOSTAT 2002 to determine each country's competitive status in selected agro- food chains. The results show that South Africa managed to surpass all other members of the Cairns Group, except Chile, Philippines and Bolivia, whose export structures are highly dominated by high-value products relative to South Africa in terms of the movement up the value chain in agricultural exports. This is the case despite the fact that countries such as Argentina, Australia, Brazil, Colombia, Costa Rica, Indonesia, New Zealand, Thailand and Uruguay have managed to increase their percentage export value of high-value agricultural products and that South Africa has experienced a decrease in the percentage export value of high-value products. The results also clearly show that the food chains in Costa Rica, Paraguay, Thailand and South Africa are generally marginally competitive, whilst the food chains in Canada, Chile, Colombia, Indonesia and Uruguay are only just marginally competitive as many of their RTA values are situated around zero. The food chains in Guatemala, Malaysia, New Zealand and Philippines are internationally uncompetitive. And the food chains in Argentina,Australia and Brazil are internationally competitive. The analysis also reveals that competitiveness decreases in all these countries when moving from primary to processed products in the agro-food chains which implies that value-adding opportunities are constrained. / AFRIKAANSE OPSOMMING: Hierdie studie spreek twee belangrike navorsingvraagstukke aan wat in wese gemotiveer is deur die handelsbeleidshervormingsproses wat in die 1990s 'n aanvang geneem het. Dekades van intern-gerigte industrialisasiestrategieë is na ekstern-gerigte industrialisasiestrategieë omgeskakel om sodoende groei en ontwikkeling aan te moedig. Hierdie proses het die verwagting geskep dat 'n beweging weg van produkte met lae groei in vraag, na goedere met 'n sterker groei in vraag en veerkragtige prystendense sal aanmoedig. Die eerste sentrale probleem waarop in hierdie studie gefokus word is die mate waartoe Suid- Afrikaanse landbou-uitvoere in die waarde-ketting op beweeg het relatief tot die landbouuitvoere van die ander lede van die Cairns Groep. A comparative analysis of the pre-1996 marketing control board system and the post-1996 free market system, with reference to the South African fruit and vegetable industry

Thesis (MBA (Business Management))--University of Stellenbosch, 2009. / ENGLISH ABSTRACT: This research report is a comparative analysis of the pre-1996 marketing control board system and the post-1996 free market system in the fruit and vegetable industry in South Africa. The report investigates and discusses the advantages and disadvantages of both systems and their effect on the stakeholders of the industry. The control boards had both positive and negative effects on the producer within the fruit and vegetable industry. The free market system is currently also having an effect, both positive and negative, on the producer. In this research report these divergent effects are explored, the objective being to obtain a better understanding of their impact on the industry stakeholders. On reaching a clearer understanding, strategy recommendations have been designed and are presented for all producers operating within the fruit and vegetable industry. The fresh produce industry is large, with many stakeholders. The information potentially available is vast, but, given the fact that time was too limited to do a complete research study on the entire industry, it was decided to focus on four sectors of the industry, namely bananas, deciduous fruit, citrus and potatoes. To give the report more credibility in terms of the data acquired, a number of interviews were conducted with producers and producer organisation leaders, from whom first-hand, ground level information was obtained. In this research it was found, among other things, that in general there was an imbalance in both the producer and consumer surplus in South Africa. Despite regulation, the marketing control boards had, through the pooling of prices, provided benefits only to certain producers. This, in effect, meant that quality improvement was largely negated, as the return to the producer did not provide an incentive to produce a better quality product. Contrary to the control board system, the free market system provides industry stakeholders with many opportunities, while the role of producers is also evolving to incorporate aspects of marketing. Producers consider service excellence, and culture and diversity to be important. Furthermore, in terms of available channels for marketing, many producers view the fresh produce markets as a desirable means of marketing their produce, as these outlets are still considered to be the price-determining mechanism for the fresh produce industry. / AFRIKAANSE OPSOMMING: Hierdie navorsingsverslag is 'n vergelykende studie van die bemarkingsbeheerraadstelsel voor 1996 en die vryemarkstelsel ná 1996 in die vrugte- en groentebedryf in Suid-Afrika. Die verslag ondersoek en bespreek die voor- en nadele van albei stelsels en hul uitwerking op die bedryf se belangegroepe. Die beheerrade het ’n positiewe sowel as negatiewe uitwerking op die produsent in die vrugte- en groentebedryf gehad. Die vryemarkstelsel het tans ook ’n positiewe sowel as negatiewe uitwerking op die produsent. Hierdie uiteenlopende gevolge word in hierdie navorsingsverslag verken om só ’n beter begrip van die impak daarvan op die bedryf se belanghebbers te verkry. Strategie-aanbevelings is op grond van groter begrip ontwerp en aan produsente in die vrugte- en groentebedryf voorgelê. Varsprodukte is die grootste bedryf in vrugte- en groentebedryf, en daar is talle belangegroepe. Die inligtingsmoontlikhede is enorm, maar gegewe die feit dat tyd te beperk was om ’n volledige navorsingstudie van die hele bedryf te onderneem, is daar besluit om vier sektore te beklemtoon, naamlik piesangs, sagtevrugte, sitrus en aartappels. Impact analysis of the linkage between agricultural exports and agriculture’s share of Gross Domestic Product in South Africa : a case of Avocado, Apple, Mango and Orange from 1994 to 2011

Many believe that agriculture can salvage the declining economic growth under such global economic conditions. The decision to diversify and expand exports of these avocados, apples, mangoes and oranges will improve the South African economy’s unstable conditions. This study accounts for all the factors that are truly unique to South African’s economy. Therefore, the study will help to shift the focus of avocado, apple, mango and orange growers to export more due to the international market demand for such produce. The aim of the study was to analyse the link between avocado, apple, mango and orange exports and agriculture’s share of Gross Domestic Product in South Africa. The specific objectives are to determine the correlation between avocado, apple, mango and orange exports and the agriculture’s share of Gross Domestic Product in South Africa, investigate the contribution of avocado, apple, mango and orange exports and the agriculture’s share of Gross Domestic Product in South Africa, determine the growth rate (trends) of avocado, apple, mango and orange exports and determine the volatility of avocado, apple, mango and orange exports. The study used secondary time series data that covered a sample size of 17 years (1994 - 2011) of avocado, apple, mango and orange exports in South Africa. Two Stages Least Square models and Growth rate and Volatility models were used for data analysis. i Empirical results for agricultural exports equation revealed that agricultural economic growth in South Africa was significant with a positive coefficient. While a negative relationship between the Net Factor Income (NFI) and the agricultural exports in South Africa was noticed. Real Capital Investments had a significant positive coefficient. Consequently, results from agricultural economic growth equation revealed that agricultural exports were significant with a positive correlation. A relationship between NFI and agricultural GDP was also witnessed. Like other variables, Real Capital Investment was significant but negatively correlated. The results of growth rate and volatility models showed positive trends. Furthermore, results showed that the quantity of agricultural exports was positively related to agricultural economic growth. Another point of interest was that while these exports were positive and significantly related, the magnitude of its coefficient is smaller than the coefficients of Real Capital Investments. It is in this framework that the positive correlation exists between agriculture economic growth and agricultural exports. It is recommended that investment opportunities in the agricultural sector need to be investigated further because there is limited knowledge of the subject. The Department of Agriculture, Forestry and Fishery and the private sector need to join hands and build a mutual relationship to aid develop an agricultural economy which can be able to exports more than what it imports. This can also be done by subsidising farmers with capital to relieve them of other expenses.

Detection and molecular identification of Mucorales isolated from spoilt agricultural commodities collected in fresh produce markets in Gauteng province, South Africa

Fruit and vegetables are often spoilt during storage, handling and transportation due to microorganisms. The common spoilage causes are fungi within the order Mucorales, the largest order of the class Zygomycetes. Such spoilage can result in reduced food supplies, poor quality and severe losses to producers and traders. The study was to investigate the type of Mucorales prevalent in various commodities and in a particular market than others. Fifty infected papaya, peaches and strawberries were collected at five occasions from large, medium and small markets. Isolation was done aseptically in a biosafety cabinet. Mucorales were identified morphologically, through culture based tests and molecular techniques. Mucorales isolated are Rhizopus stolonifer, Mucor circinelloides and Mucor racemosus. Mucorales were isolated at a higher rate in samples collected from the small market than other two markets. Currently Holland controls half of the 20 billion Dollar tulip bulb market, although immense pressure from European institutions may serve to change this phenomenon in the near future. Not only do increasing labour costs and stricter legislation on the usage of pesticides impair this industry, but the Dutch government also places huge pressure on its own producers to convert scarce agricultural land into residential areas. These conditions could therefore provide a possible market opportunity for farmers from other countries. Due too the fact that the price of tulip bulbs is based on the size of the flower and the length of the floral stem, floral farmers generally gain an extra 2-3 cm stem length via physically cutting it out of the tulip bulb. Therefore, floral farmers annually destroy their whole supply of tulip bulbs, resulting in a need to reacquire bulbs from bulb growers. Due to the fact that the lifespan of cut tulip flowers is generally not more than seven days, Dutch land rezoning ought to result in tulip bulb production being the production component which could truly be relocated in a global context. In this study, an economic analysis is therefore conducted to ascertain South Africa’s potential to produce tulip bulbs in order to supply the growing demand in the Netherlands. Information was gathered by performing a literature study of existing literature and by conducting structured interviews with numerous experts in their various fields of operation. Due to the fact that expertise in South Africa was very limited, a large number of interviews were scheduled with experts from Holland and Germany. The presence of strict non-disclosure contracts resulted in a situation where interviews had to be conducted with individuals who are two to three levels removed from any relevant tulip organisation. The study was conducted through first analysing the global market from a horticultural perspective and thereafter from an economic-logistical stance. It was established that tulip bulbs are very temperature sensitive and therefore have to be produced far from any tropical zones. Since Sutherland’s winter temperature is similar to that of Dutch production areas, South African tulip bulbs could be planted in Holland. The difference in seasons of production allows farmers from the Southern Hemisphere to predict the extremely fashion sensitive market in one year less. Via moving production activities between alternative hemispheres, off seasons can be utilized for production, which could result in fashions being predicted with a greater sense of accuracy. If unfashionable bulbs are produced, a loss of up to R 34 129,87 per ha can be incurred, while mid-priced bulbs and fashionable bulbs can earn respectively R80 118,09 and R 122 626,57 per ha. Projections are however based on the prices of a bear phase where the market currently pays up to 75% less for bulbs than it did three years ago. The production costs in Sutherland could be cut by R 15 750 if it is decided to mechanise production but simultaneously this action will result in an increase of R120 000 in new capital equipment required. The use of 40 feet High Cube Reefers reduces transportation costs considerably and 1 042 437 bulbs with a circumference of between 10 and 12 cm can be shipped in such an container via utilizing South African produced SN 64190 crates and four way export pallets. Market penetration remains an important consideration since a farmer’s production history is very important in the international market environment. Partnerships, production of larger bulbs, organic production and seasonal production in alternating hemispheres, remain some of the most suitable techniques for market penetration.

Enhancing competitiveness of wine through empowerment labels : a case study of wine prices and consumer preferences at two wine retail outlets in the KwaZulu-Natal Midlands.

South Africa’s history of the disempowerment of black people (Africans, Coloureds, Indians, and Chinese), presented the post apartheid government after 1994 with problems of policy formulation around empowerment of the previously disadvantaged groups (PDGs). In the wine industry, one possible way of addressing inequality in the access to economic resources and racially skewed land redistribution is through empowerment labelling of wine. Empowerment labelling of wine may promote competitiveness of wine businesses owned by the PDGs. This will help to address inequality problems in the sector. Skinner (2007) demonstrated that empowerment labelling can benefit South African wine firms in international wine markets because empowerment and Fairtrade labelled wines benefit from import preference in most European Union (EU) countries. This study investigates one possible way in which empowerment labelling may benefit wine firms on the domestic markets for wine. Several wine brands with empowerment attributes are currently traded in domestic wine retail markets in South Africa. Very few of these wine brands are broad-based black economic empowerment (BBEE) brands. If South African wine consumers value black economic empowerment in the wine industry, empowerment attribute labelling may be used to identify empowerment products, and thereby promote the competitiveness of Black Economic Empowered wine businesses. This study sets out to quantify South African wine consumers’ willingness to pay (if any) for empowerment labelled wines. Data for the study were collected in 2007 and 2008. Two methods were used for this purpose using two case studies in the KwaZulu-Natal Midlands. The first method used a revealed preference technique to determine whether a price premium exists on the current wine prices or not. Using the hedonic price analysis technique, linear and log-linear hedonic price functions for wine for two wine retail outlets in the KwaZulu-Natal Midlands were used to estimate the price premium paid for empowerment attributes in this domestic wine retail market. Explanatory variables which were found to influence wine prices were Platter’s Wine Guide quality rating, Reputation of the winery, and BBEE. Tests on the statistical fit of the models using the Park Test and residual scatter plots indicated that the log-linear model had better data fit. These two models could not be compared using the more traditional R squared and F-statistics as they had different dependent variables. The second method used a stated preference technique to estimate wine consumers’ willingness to pay for empowerment attributes of wine in the Kwazulu-Natal Midlands. Personal interview surveys of consumers at a wine cellar were conducted. The monetary value of these consumers’ willingness to pay was quantified using conjoint analysis and the conditional logistic model. Although the revealed preference techniques for consumer willingness to pay for empowerment labels showed that a negative price premium exists for these wine attributes, the stated preference technique revealed a positive willingness to pay for empowerment attributes. The monetary values could not provide the actual willingness to pay as they tended to be close to the hypothetical price of wine used in the questionnaire. This might be attributable to the prices used in the questionnaire not capturing the average actual wine prices for this specific wine retail outlet. Therefore, the monetary values were used as indicators of the ordering of attribute importance by the consumers. The results also indicated that an information gap between consumers and producers may exist. This implies that, provided that consumers are made aware of these attributes, there may be potential for wine producers to earn a price premium on empowerment attributes. Further research is required to determine whether South African wine consumers (a) value empowerment attributes (using stated preference techniques), and (b) are aware of wine brands that have empowerment attributes. The Contribution of Subsistence Farming to Rural Household Food Systems: A Case Study of Mamokgadi Village

Food system options for rural households are mainly through own production and purchase from markets. In some cases people require more than what they produce hence they access food through donations and gifts. The main objective of this study was to determine the contribution of subsistence farming to household food system. The specific objectives were to characterize the rural household food system, analyse the contribution by subsistence farming to rural household food system and to suggest possible strategies that can be used to enhance rural household food system. This study was guided by mixed methods in which quantitative and qualitative approaches were used to collect and analyse data that was collected from the households around various aspects of the household food system. Systematic sampling was applied to select the research respondents. A questionnaire was used to collect both quantitative and qualitative data. To achieve the overall aim and objectives of the study, data was entered into Microsoft Excel and transferred to Statistical Packages for the Social Sciences (SPSS) vision 24.0. Various tools of SPSS were used to interpreted and make sense of the data collected. Furthermore, descriptive statistics were computed to understand variables constituting the data. Furthermore, Chi square test was performed, with the latter applied to achieve objective two and to analyze the association between subsistence farming and variables related to household food system. Discourse analysis was used to sort, categorize, combine and then interpret results for the qualitative data collected. Subsistence farming in the study area is characterised by low level of production. The main sources of food for households are markets, subsistence production and transfers from other households or public programmes. The main findings indicate that subsistence farmers spent most of their money on market food rather than on own production. The Chi square test P-value results indicate that there is relationship significant (P<0.1) relationship between subsistence farming and quality of harvest and there is insignificant (p=0.123) relationship between subsistence farming income used for household food consumption. Therefore, subsistence farmers’ households should be provided with resources required for farming to increase productivity in the study area. Furthermore, the attributes and dynamics of subsistence agriculture need to be understood by all households in the subsistence farming sector to advance the sector as a possible solution to food system and food security in the study area. / NRF

Public sector reform within the South African perishable export industry

Thesis (MPA (School of Public Management and Planning))--University of Stellenbosch, 2009. / ENGLISH ABSTRACT: Public sector reform has been around since the 1980s and was a result of criticism against traditional public administration for being too slow and inefficient to address public needs. Although Public sector reform is common in developed countries, evidence of public sector reform has rarely been seen in developing countries. The purpose of this investigation is to determine whether there is any evidence of public sector reform in a developing country such as South Africa. The author divides public sector reform into three categories, namely: new governance, regulatory governance and new public management (NPM). Based on the theoretical information analysed, a list of qualifying criteria for public sector reform is compiled. The author then focuses on the Perishable Products Export Control Board (PPECB), a statutory organisation acting as a service provider for the perishable products export industry and a regulator on behalf of the South African government. The author analyses the model on which South African perishable exports are based and studies the organisation‟s history, strategies, operational structure and its relationship with government. The information gathered is then compared to the list of qualifying criteria compiled for public sector reform. It was found that the model, and specifically service delivery strategies by the PPECB, provides conclusive evidence of new governance, regulatory governance and NPM. It was also found the model is a hybrid between traditional public administration and public sector reform, as it contains characteristics of both. The study takes the form of a literature review. Research was conducted through studying various literatures pertaining to new governance, regulatory governance and new public management. Further information was also collected by means of unstructured interviews with senior individuals employed by the PPECB. / AFRIKAANSE OPSOMMING: Openbare hervorming bestaan sedert die jare tagtig en het basies ontstaan as gevolg van kritiek omdat tradisionele openbare administrasie te traag en onbevoeg was om openbare behoeftes aan te spreek. Hoewel openbare hervorming in ontwikkelde lande stewig gevestig is, is daar ook bewys daarvan in ontwikkelende lande. Die doel van hierdie ondersoek was om vas te stel of daar enige bewys van openbare hervorming in ‟n ontwikkelende land soos Suid-Afrika bestaan. Die outeur het openbare hervorming in drie kategorieë verdeel, te wete nuwe regeringsbestuur, regulatoriese regeringsbestuur en nuwe openbare bestuur. Op grond van ‟n analise van die teoretiese inligting, is ‟n lys van kwalifiserende kriteria – gerig op openbare hervorming – saamgestel. Die outeur het vervolgens op die Bederfbare Produkte Uitvoerbeheerraad (PPECB) gefokus – dit is ‟n statutêre liggaam wat as diensverskaffer vir die bederfbare produkte uitvoernywerheid en as ‟n reguleerder namens die Suid-Afrikaanse regering optree. Die outeur het ‟n analise gedoen van die model waarop Suid-Afrikaanse bederfbare uitvoere gebaseer is en voorts die organisasie se geskiedenis, strategie, operasionele struktuur en sy verhouding met die regering bestudeer. Die inligting wat ingewin is, is vervolgens met die lys van kwalifiserende kriteria – gerig op openbare hervorming – vergelyk. Daar is bevind dat die model – en spesifiek diensleweringstrategie by die PPECB – voldoende bewys lewer van nuwe regeringsbestuur, regulatoriese regeringsbestuur en nuwe openbare bestuur. Daar is ook bevind dat die model ‟n hibridisering is tussen tradisionele openbare administrasie en openbare hervorming aangesien dit karaktereienskappe van albei bevat. Die studie is in die vorm van ‟n literêre oorsig gedoen. Navorsing is uitgevoer deur die bestudering van verskeie geskrifte oor nuwe regeringsbestuur, regulatoriese regeringsbestuur en nuwe openbare bestuur.
