Orientador: Élson Luciano Silva Pires / Banca: Sílvia Selingardi-Sampaio / Banca: Claudete de Castro Silva Vitte / Resumo: A presente dissertação aborda, por meio de ampla revisão teórica e estudo empírico, a relação entre as noções de território e competitividade ao considerar que o sucesso das empresas na atualidade está relacionado a elementos específicos das regiões e localidades onde estão inseridas, através de seus recursos, organizações, instituições e externalidades. Para tanto, a noção de Arranjo Produtivo Local (APL) se coloca como instrumento de intercâmbio entre a busca de competitividade e a base territorial da atividade econômica, articulando os atores locais em estratégias coletivas para fortalecimento da competitividade do ambiente de negócios, sendo evidente tal relação no Circuito das Malhas do sul de Minas Gerais. Trata-se de região formada por pequenos municípios especializados na produção de artigos de vestuário em pequenas malharias, produção voltada predominantemente para o mercado nacional. A hipótese aventada é que a configuração sócioprodutiva do Circuito se aproxima muito da idéia de Arranjo produtivo local em fase de consolidação por conta do aglomerado de empresas ali existentes e do arcabouço institucional que as serve. Por fim, propõe-se um estudo da competitividade territorial, abordando as estratégias concorrenciais da região para uso de recursos específicos do território, à luz das categorias principais definidoras da moderna competitividade. / Abstract: The present dissertation treats, by means of ample theoretical revision and empirical study, the relationship between the notions of territory and competitiveness when considering that the economic success of the companies in the present time is related to specific elements of regional localities where they are inserted through its resources, organizations, institutions and externalities. This way, the notion of Local Productive Arrangements (APL) takes place as instrument of interchange between the search of competitiveness and the territorial base of the economic activity, articulating the local actors in common strategies for stress of business-oriented competitiveness of the environment, being latent such relationship in Minas Gerais south Circuit Tourist of Knitted clothes. This is a region formed of small cities that had been specialized in clothes production to be sold in small shops, directed specially to the national market. The hypothesis is that the partner-productive configuration of the Circuit approaches to the idea of Local Productive Arrangement in consolidation phase, for account of the accumulation of these existing companies and partner-institutional bases being settled. Finally, a study of the "territorial competitiveness" is considered, approaching the strategies of concurrence of the region to the use of specific resources of the territory by defining the main categories of the modern competitiveness. / Mestre

Orientador: Auro aparecido Mendes / Banca: Silvia Guarnieri Ortigoza / Banca: Odaléia Telles Marcondes Machado Queiroz / Resumo: Os estudos dos diferentes modelos de aglomerações produtivas, seja na forma de pólos, distritos, clusters ou APL's (Arranjos Produtivos Locais) devem ser realizados a partir da análise estrutural de suas cadeias produtivas e da compreensão dos processos sociais responsáveis pela promoção das estratégias produtivas e organizacionais. No meio rural, encontramos condições muito significativas para a caracterização de Arranjos Produtivos, onde a proximidade geográfica dos empreendimentos é capaz de intensificar as trocas de saberes e informações, fortalecidas pela presença da solidariedade orgânica, fundamentada nas relações de parentesco e de vizinhança. Esses questionamentos serão discutidos na presente pesquisa, que busca o entendimento do modelo de organização produtiva dos pequenos e médios viticultores do município de Jundiaí-SP, que acenam para um modelo de desenvolvimento endógeno pautado nos aspectos da ruralidade. / Abstract: The studies of the different models of productive agglomerations, either in the form of polar regions, districts, clusters or APL's (Local Productive Arrangements), must be realized from the course of the structural analysis of its productive chains and the apprehension of the social processes that are responsable in promote productive organization strategies. In the rural areas, we can see some main characteristics for the conceptualization of these enterprises, such are considered as geographic concentratation that improve the exchanges of knowledge and information, with cooperation and local leadership in some cases based on description-cultural relations. These questionings will be argued in the present research, that searches the agreement of the model of productive organization of small the average grape producers of the city of Jundiai-SP, that are creating an endogenous and supported development, based on the local and rural aspects. / Mestre

As empresas aglomeradas em torno de um setor produtivo específico, ao compartilharem características comuns e trabalhando em estreita cooperação e interação com os atores envolvidos, ampliam a capacidade produtiva, a difusão de inovações e o aumento da competitividade. Ao longo dos últimos anos, a apicultura vem se destacando no segmento do agronegócio, especialmente em 2002, quando o Brasil passou de importador a exportador. Este fato deixa claro que existe um potencial para o desenvolvimento da atividade apícola e o crescimento do seu mercado. Encontrando na apicultura uma viabilidade econômica na geração de renda e inserção social, para regiões economicamente deprimidas, o APL apícola de Picos, no Piauí, coloca-se entre os maiores produtores de mel do país, em virtude da grande concentração de apicultores e entrepostos, e das condições naturais propícias para a produção de mel. Essa realidade remete à atualidade dos questionamentos que envolvem a possibilidade e o significado de um desenvolvimento que considere as especificidades locais. Buscou-se com o presente trabalho compreender a importância dos vínculos de cooperação, interação e aprendizagem, entre as empresas e instituições integrantes do APL apícola de Picos, como fatores de desenvolvimento e competitividade da economia local / Abstract: The Local Productive Arrangements (LPA) have reaches major highlight in studies concerning economic geography once they represent a response proposal of the local dimension to the new challenges of competitiveness present in markets of constant inovations and technological changes. The companies around a specific productive sector, when sharing common characteristics and working with the cooperation and interaction of the actors involved, broaden their productive capacity, the broadcast of innovation, the increase of competitiveness. In the past years, the beekeeping is increasing in the agribusiness scenario, specially in 2002, when Brazil became an exporter and no longer importer. This fact confirms the huge potential for the development of the honey bee culture as well as the growth of its market. The honey bee culture presents great economic viability in providing income and social enhancement for the socially deprived regions. The LPA in honey culture in Picos, Piaui, is among the major honey producers in Brazil, due to the greats concentration of honey bee producers and warehouses not to mention the natural conditions favorable to the production of honey. This reality demands the reasoning concerning the possibility and meaning of a development which considers the local characteristics. Em um primeiro momento, será feita uma revisão das principais formas de governança e de planejamento territorial vigentes durante o predomínio do fordismo - décadas de 1950 a 1970 - em comparação ao período atual, dando ênfase a dois instrumentos principais de governança recentes: os Arranjos Produtivos Locais (APL) e os Circuitos Turísticos. Em um segundo momento, busca-se compreender a evolução da abordagem de aglomerados setoriais simples para formas de articulação e cooperação sócio-institucional entre atores que definem estruturas de distribuição de poderes econômicos e políticos no âmbito local, com destaque para o setor turístico. Os exemplos a serem tomados para estudo de caso é o do "Circuito das Águas Paulista", que abarca as cidades localizadas na parte leste do Estado de São Paulo, a maioria classificadas como Estâncias turísticas e hidrominerais, e o do "Circuito das Malhas do Sul de Minas Gerais", envolvendo municípios localizados no extremo sul do Estado de Minas, na fronteira com São Paulo e especializados na produção de malhas retilíneas. No exemplo dos Circuitos turísticos, consolida-se uma visão de território como espaço integrado pelos vínculos e redes de empresas e o ambiente externo onde estão inseridas. A análise da estrutura econômica dos dois Circuitos, bem como de suas particularidades sócio-institucionais e regulatórias, nos remeterá a tese da importância da dimensão da governança territorial nas estratégias atuais de desenvolvimento local/regional, considerando-se a relação de poderes entre Estado, empresas e outras instituições sociais / Abstract: The aim of this research is to understand how the new ways of regulation and governance articulate in the Brazilian territory through the analysis of the institutional and organizational strategies of the local actors in collective projects of local territorial development. The first part is dedicated to a revision of the predominant main forms of governance and territorial planning during the Fordism - between 1950 and 1970- in comparison to the current period, emphasizing two main instruments of recent governance: the Local Productive Arrangements (APL) and Touristic Circuits. At a second moment the aim is to understand the evolution of the approach of simple setorial clusters to ways of social institutional articulation and cooperation between actors that define structures of distribution of economic and politic powers in the local sphere, mainly in the touristic sector. The examples of this study are taken from the "Circuito das Águas Paulista", that are the cities located in the east part of the State of São Paulo, considering the most part of them as touristic spa towns, and the "Circuito das Malhas of the South of Minas Gerais", involving cities that are located in the extreme south of the state of Minas Gerais bordering São Paulo and specialized in the production of electronic flat knitting. In the example of touristic circuits a territory vision is consolidated as a space integrated by the bonds and network of companies and the external environment where they are integrated. The analysis of the economic structure of two Circuits, as well as of its partner-institucional and regulatory particularitities, it takes in them to the thesis about the importance of the territorial dimension of governance in the current strategies of regional local development/, considering it relation of being able between State, companies and other social institutions / Doutor
