M.B.A. / The intention of the study is to determine the effectiveness and efficiency of the training programmes run by the Training and Development section in the Office of the Auditor General (OAG). Entering into the 21st century in South Africa, training and development has emerged in business as the way to create employment and develop skills. Worldwide the economy is on a fast path of globalisation. Due to globalisation and the changes required in global markets, training and development is the driving force to meet the demand for technical staff and highly skilled workers to meet with economic challenges. The majority of the South African labour force requires new or significantly expanded skills to keep up with the demands of their jobs. This includes new technology, management, customer service and basic skills training. Through training, employees gain skills, abilities, knowledge and attitudes that help them perform effectively in present and future jobs. The literature examined the determination of training needs, developing training programmes, selection of trainees, training objectives, different training programmes, presentation of training, conditions for effective training, the training practitioner and the evaluation of training. The findings of the research have assessed the functional value of the training from literature; determined the attitudes of the participants in the training programmes; ascertained that the emotional needs of the participants have been met; determined that training and communication within the OAG is adequately managed and determined that training and customer service are sufficiently interfaced.

Labour intensive work in Botswana: A description and evaluation of six programmes

Student Number : 0400522J - MSc research report - School of Civil and Environmental Engineering - Faculty of Engineering and the Built Environment / The Government of Botswana has, since 1972, implemented several programmes of labour intensive work as a complementary effort to alleviate high levels of unemployment, poverty and rural under-development. This research project describes and evaluates six of the programmes: the Botswana Labour Intensive District Roads Programme (LG 34), the Rural Roads Programme (RRP), the Labour Intensive Public Works Schemes (LG 38), the Labour Intensive Drought Relief Programme (LG 117), the current National Public Works Programme (LG 1107) and the current Labour Intensive Routine Road Maintenance Programme. The programmes have been described and evaluated in relation to their internal objectives as well as against international literature on labour intensive work in order to determine whether or not they were successful. The study reveals that the LG 34 was a highly successful programme as it achieved most of its key objectives and was in conformity with international literature. The programme created jobs for a significant number of poor Batswana through the construction of good quality low cost roads. It developed and established road construction and maintenance units within the District Councils. The success of the LG 34 was, however, later undermined by a depreciated wage rate contributing to the eventual demise of the programme. The Labour Intensive Road Maintenance Programme, although currently in its early stages of expansion, has been impressive. It has successfully developed and demonstrated through a Pilot Project a model for the use of labour based small contractors, managed by a private sector consultant, for routine road maintenance. This had not been done before in Botswana. The rest of the programmes were plagued by inefficiencies resulting from poor initial planning, lack of training and technical supervisory personnel, lack of proper organisational systems for the programmes and incorporation into drought relief activities. Most of these programmes were wound up, and the on-going National Public Works Programme is struggling to survive. In sum, the Botswana experience has shown that labour intensive methods could be successful if attention were paid to initial design and planning, training of technical supervisory staff and the establishment of proper organisational systems. In addition, to differentiate proper labour intensive work from drought relief, wages must be paid at or close to the Industrial Class minimum wage. Le problème abordé dans cette thèse concerne la productionautomatique de données de test permettant de prouver des propriétés de programmes. Nous nous situons ainsi à mi-chemin entre le domaine du test et celui de la vérification de programmes. Les travaux dans le domaine du test ont conduit à des outils semi-automatiques d'utilisation simple, mais qui reposent sur des hypothèses difficilement vérifiables en pratique. Dans le domaine de la vérification, des outils basés sur des méthodes formelles ont été développés, mais ils nécessitent un utilisateur expert dans les techniques de preuve utilisées par l'outil. Cette situation est due aux problèmes d'indécidabilité engendrés par la puissance des formalismes traités. La thèse que nous présentons est qu'il est possible de développer des méthodes formelles automatiques pour prouver des propriétés de programmes, à condition de considérer des formalismes restreints. Notre principale contribution est une nouvelle approche pour la vérification de programmes, intégrant les techniques de test et d'analyse statique. Nous proposons une méthode formelle de génération de jeux de test finis complets permettant de prouver qu'un programme vérifie une propriété donnée. Cette méthode utilise le texte du programme et de la propriété, qui doivent appartenir à certaines classes de programmes (ou de propriétés). Ces classes sont représentées par des hiérarchies de schémas, qui peuvent être vues comme modélisant des hypothèses de test. Tout programme appartenant à un de nos schémas et passant le jeu de test avec succès vérifie la propriété testée. Pour une propriété donnée, notre méthode est complètement automatique et ne nécessite donc aucune compétence particulière de l'utilisateur. Nous avons implanté cette méthode dans un prototype (traitant un langage fonctionnel restreint), pour le cas de propriétés s'exprimant en termes de longueurs de listes.
