Privatization of Florida Juvenile Residential Facilities

Privatization of juvenile facilities and services has been the norm since the inception of the juvenile justice system. However, little research has been performed examining the impact of privatization on juvenile justice, despite the possible repercussions of this policy for the juveniles served. Prior research on privatization in other fields has tended to find a connection between privatization and outcomes; however, very little research has examined how privatization impacts operations, how operations impact recidivism, and how privatization and operations interact to produce juvenile justice outcomes. This exploratory study, informed by cybernetic systems theory and principal-agent theory, examined the mechanism by which privatization influences juvenile recidivism by exploring the possible mediating effect of facility operations. Using annual juvenile facility evaluation and recidivism data collected by the Florida Department of Juvenile Justice through 548 evaluations performed on 158 facilities from 2003-2006, this research examined whether facility operations mediated the relationship between ownership (public, for-profit, and non-profit) and juvenile recidivism. Multilevel analyses were completed using Stata software to account for the clustered nature of the data (facilities nested within provider companies). The results from multilevel regression analyses indicated no relationship between ownership type and either operations or recidivism. However, multilevel regression analyses indicated significant inverse relationships between recidivism and each of four of the operational variables: program management, health care services, security, and intervention management. A mediating relationship was not supported. Results also indicated that both provider company and characteristics of the juveniles served were significant predictors of both operational variables and recidivism. These results suggest that privatization concerns may be more suitably focused on identifying the appropriate provider company rather than on choosing the appropriate ownership type. In addition, during the contract negotiation stage, juvenile justice administrators may wish to incorporate policies and/or incentives into the contract that are related to juvenile characteristics. Recommendations for future research are also discussed.

The Relationship of State Political Instability and Economic Failure to Predatory Organized Crime in Multiple Nations: A Global Comparative Anaylsis

This dissertation examines the relationship of political instability and economic failure to predatory organized crime in multiple nations. This is an important issue since each year the increase in predatory crime networks contributes to international economic failure, security risks, and the spread of organized crime. In an effort to understand the relationship between state failure and economic failure on the one hand, and organized crime on the other, this study will seek to address three goals. First, the study tests the degree to which variables that imply economic failure and state failure correlate with predatory organized crime. Second, the study determines the extent of the relationship between the social and economic indicators and predatory organized crime in multiple nations. Third, the study examines the future implications of predatory organized crime predictor variables in the context of national strategies to eradicate or reduce organized crime. This study investigates the relationship in failed states between predatory crime groups and various economic and state stability indicators. In particular, this study examines the impact of seven predictor variables on the variation in Predatory Organized Crime in 122 countries. The findings suggest that the state failure hypothesis correctly articulates the failure of the state to offer key social goods such as security, stability, and justice, thereby producing an environment where crime groups assume state responsibilities. The findings also support the economic failure hypothesis that poor economic outcomes such as high unemployment, low SES, and a dependency on an underground economy encourage the development of criminal groups. The ultimate goal of this study is to assist policy makers, policy analysts, scholars, and officials at donor agencies and international financial institutions in establishing effective tools for identifying and removing predatory organized crime units. Analytical results provide general support to all hypotheses. Moreover, policy implications for predatory organized crime control in developing countries are discussed. The author's objective is to increase understanding of this issue and show the need for further research.

Social Disorganization and Florida Public High School Academic Performance

Failing public high schools are a perpetual limitation to community sustainability. Conversely, economically disadvantaged communities more often produce schools with reduced academic performance. Unfortunately, comprehensive community-based remedies are generally outside the scope of a school district's control. Social disorganization theory attributes variations in crime and delinquency to a breakdown in communal structure and relationships. Applied in a similar manner, social disorganization has also been associated with lower student achievement. This research examined how social disorganization is associated with Florida public high school academic performance in a two phase analysis at the community and school district levels. In addition, the research tested a potential moderating effect of receiving the Five Star School Award, recognizing family and community involvement, and Florida public high school academic performance with social disorganization factors simultaneously considered. In the first phase, the study used a cross-sectional, non-experimental design analyzing secondary data by structural equation modeling (SEM) at the community-level. For the second phase, the study used a cross-sectional, non-experimental design analyzing aggregated secondary data in multiple linear regressions assessing statistically significant associations between social disorganization predictors and school academic performance variables at the school district-level. SEM analysis found a statistically significant and large negative association between the social disorganization factors residential mobility, single-parent households, socio-economic status and percentage of divorced or separated persons, and Florida public high school academic performance at the community-level. Also at the community-level, results showed that receiving the Five Star School award for satisfying family and community involvement criteria had a statistically significant but small positive association with Florida public high school performance when social disorganization factors were simultaneously considered. At the district or county level, multiple regression analyses found relevant negative associations between social disorganization predictors low median income and ethnic heterogeneity and school district average FCAT scores and Adequate Yearly Progress (AYP) percentages. The study results reinforce existing neighborhood deprivation and social disorganization literature and articulate the need for a community-based approach to improve high school academic performance. Finally, the research suggests prominent education policy reforms may exacerbate social disorganization in communities and proposes alternative policy implementations.

Emergency Room Utilization Disparities among Older Adults Treated by Rural Health Clinics

Examining the persistence of disparities over time is an important obligation in terms of rectifying, maintaining, and improving community health and social well-being for all. This study analyzed the individual factors of (a) race/ ethnicity and (b) dual eligibility, as a proxy measure of socioeconomic status, as well as the environmental factor of (c) place of residence, and the organizational factor of (d) Rural Health Clinic (RHC) type on emergency room (ER) utilization of older adult Medicare patients treated by RHCs within the Department of Health and Human Services' (DHHS) Region 4. A prospective, multi-level, longitudinal design was employed to analyze potential health disparities or gaps that may exist among RHC Medicare beneficiary patients (+65) using longitudinal, mixed multilevel modeling in SPSS. The years of investigation were 2010 through 2012. R4 has continually lagged behind other Regions in the Nation in having higher Health Disparities and ER Utilization rates related to Race, Poverty, and Rural Isolation. A key question is: Do these disparities persist? This study's findings support that dual eligible RHC patients utilized ER services at higher rates than non-dual eligible, Medicare only RHC patients at: 77%, 80%, and 66%, in 2010, 2011, and 2012, respectively; and above the White reference group, Black RHC Medicare patients utilized ER services at higher rates of: 18%, 20%, and 34%, in 2010, 2011, and 2012, respectively. These findings support that dual Medicare and Medicaid eligibility, as a proxy measure of socioeconomic status, and race continue to influence higher rates of ER utilization in Region 4. In terms of health and utilization disparities, strikingly and persistently, as recent as 2012, Black, dual eligible RHC Medicare beneficiary patients age 65 and over are twice as likely to utilize ER services for health care than their more advantaged counterparts. Health care leaders and policymakers are seeking evidence-based performance measures as tools for detecting gaps in health care and using those subsequent findings as leverage to implement policy change for the purpose of increasing health care delivery performance system-wide while lowering health disparities across various patient populations. Toward that goal, communicating and disseminating the findings of this study contributes to the body of knowledge and enables policy leaders to better make decisions based on empirical evidence in order to strengthen the health care delivery system for older adults in diverse rural contexts. From a health and public affairs policy perspective, crafting in tandem targeted, top-down, population health and bottom-up, community interventions to curb poor health outcomes and high health care utilization would be in the public interest at-large within this region of the Southeastern United States.

The School Resource Officer in Public Schools: Perceived Deterrent Effect on Campus Crime

The purpose of this study was to examine student perceptions of the deterrent effect of School Resource Officers on crimes that may occur on school campuses and the factors that may influence those perceptions. The first school resource officer (SRO) program was implemented in 1953 and gained popularity in the 1990s. This study (conducted in 2008) reveals that the majority of students perceive that school resource officers are a deterrent to specific crimes and the overall crime rate on school campuses. The results of the survey indicated that the crimes of rape (74.1%), homicide (73.7%), aggravated assault or threat with a weapon (70.5%), sexual assault (67.0%), robbery (64.9%), and weapon possession (68.4%) had the highest percentage of students who responded agree (strongly agree or agree) that the school resource officer was a perceived deterrent to those crimes on the school campus. The incident with the lowest perceived deterrent effect was truancy with 48.9% of the students responding with strongly agree or agree. Based on a multivariate analysis, this study found that the factors that influenced the students' perceptions of the School Resource Officer as a deterrent to crime were students' age, class standing, school attended, exposure to a SRO, friends' crime history, and family crime history. The students' race, past crimes, income level, and gender were not statistically significant for any of the dependent variables. The examination of the ordinal logistic regression showed the percentage of variance the model explained was low. Based on this research with the limitations presented, the SRO is perceived as a deterrent to crime on school campuses. The deterrent effect was not stronger in any one demographic group. Peer pressure was one factor that was an influence in the majority of studied crimes.

The Response Of American Police Agencies To Digital Evidence

Little is known about the variation in digital forensics practice in the United States as adopted by large local police agencies. This study investigated how environmental constraints, contextual factors, organizational complexity, and organizational control relate to the adoption of digital forensics practice. This study integrated 3 theoretical perspectives in organizational studies to guide the analysis of the relations: institutional theory, contingency theory, and adoption-of-innovation theory. Institutional theory was used to analyze the impact of environmental constraints on the adoption of innovation, and contingency theory was used to examine the impacts of organizational control on the adoption of innovation. Adoption of innovation theory was employed to describe the degree to which digital forensics practice has been adopted by large municipal police agencies having 100 or more sworn police officers. The data set was assembled primarily by using Law Enforcement Management and Administrative Statistics (LEMAS) 2003 and 1999. Dr. Edward Maguire`s survey was used to obtain 1 variable. The joining up of the data set to construct the sample resulted in 345 large local police agencies. The descriptive results on the degree of adoption of digital forensics practice indicate that 37.7% of large local police agencies have dedicated personnel to address digital evidence, 32.8% of police agencies address digital evidence but do not have dedicated personnel, and only 24.3% of police agencies have a specialized unit with full-time personnel to address digital evidence. About 5% of local police agencies do nothing to address digital evidence in any circumstance. These descriptive statistics indicate that digital evidence is a matter of concern for most large local police agencies and that they respond to varying degrees to digital evidence at iv the organizational level. Agencies that have not adopted digital forensics practice are in the minority. The structural equation model was used to test the hypothesized relations, easing the rigorous analysis of relations between latent constructs and several indicator variables. Environmental constraints have the largest impact on the adoption of innovation, exerting a positive influence. No statistically significant relation was found between organizational control and adoption of digital forensic practice. Contextual factors (task scope and personnel size) positively influence the adoption of digital forensics. Structural control factors, including administrative weight and formalization, have no significant influence on the adoption of innovation. The conclusions of the study are as follows. Police agencies adopt digital forensics practice primarily by relying on environmental constraints. Police agencies exposed to higher environmental constraints are more frequently expected to adopt digital forensics practice. Because organizational control of police agencies is not significantly related to digital forensics practice adoption, police agencies do not take their organizational control extensively into consideration when they consider adopting digital forensics practice. The positive influence of task scope and size on digital forensics practice adoption was expected. The extent of task scope and the number of personnel indicate a higher capacity for police agencies to adopt digital forensics practice. Administrative weight and formalization do not influence the adoption of digital forensics practice. Therefore, structural control and coordination are not important for large local police agencies to adopt digital forensics practice. v The results of the study indicate that the adoption of digital forensics practice is based primarily on environmental constraints. Therefore, more drastic impacts on digital forensics practice should be expected from local police agencies’ environments than from internal organizational factors. Researchers investigating the influence of various factors on the adoption of digital forensics practice should further examine environmental variables. The unexpected results concerning the impact of administrative weight and formalization should be researched with broader considerations.

Threat Communication As it Relates to Perception of Victimization: A Study of Awareness of Concealed Weapon Permit Issuance

Concealed weapon permit issuance is one of the most contentious topics debated in modern politics today. The primary point of disagreement within this debate hinges on whether these permits serve to increase violence by those who possess them, or whether they decrease crime through the deterrent effect of their presence in society. Using responses of residents of a large southeast correctional facility this study analyzed the reported inclination of criminals to commit direct contact crimes under several specific scenarios, based on their exposure to various levels of information relating to issuance of concealed weapon permits. By comparing the responses across groups this research sought to determine whether an individual deterrent effect exists based on available knowledge of issuance. The results suggest that, overall, while no statistically significant difference was noted between the groups there was a trend in the means of those groups that had varying levels of knowledge of concealed weapon permits to report a greater perception of the threat involved in committing crimes under the scenarios presented than those with no such knowledge. This indicates that there may be, to some degree, a deterrent effect found in information relating to such permit issuance.

Nursing Leadership Characteristics: Effect On Nursing Job Satisfactio

The purpose of this research is to determine the degree to which a positive experience with nursing leadership increases nurse's job satisfaction. The different values and norms of the generational cohorts result in each cohort perceiving leadership characteristics differently. Factors such as length of exposure to leadership, location, shift worked, clinical versus non-clinical positions and the presence or absence of Servant-Leadership, all have the potential to impact nursing satisfaction. Nursing satisfaction, or dissatisfaction impacts retention, further modifying nursing leadership practices. Conflict, Cohort, Servant-Leadership, and Self-Discrepancy theories were utilized to identify the relationships of generations to each other and to the leadership characteristics existing in their organizations. Two Central Florida healthcare organizations were utilized to obtain data regarding leadership characteristics, generational cohort and nursing satisfaction indicators. A total of 440 survey questionnaires were distributed, 182 were returned, a response rate of 41%. Factor Analysis utilizing principal component analysis was performed to reduce the 57 variables contained within questionnaires to one construct that represented a leadership characteristics variable. This variable was utilized to test 3 of the hypotheses. Principal component analysis was utilized to reduce 10 characteristics of Servant-Leadership, to a construct that represented a Servant-Leadership variable. Qualitative data was collected from 25 interviewees and was used to enrich and supplement the quantitative data from the survey questionnaires. Nursing leadership characteristics affect nursing satisfaction as demonstrated by this research. The more positive the perception or experience of nurses in relation to nursing leadership, the more job satisfaction increases. Even though literature states that Generation X employees exhibit less job satisfaction, due to generational specific values and norms, generational cohort did not demonstrate significance in this study. A positive perception of nursing leadership characteristics demonstrated a positive impact on nursing retention within an organization. Nurses who are satisfied with leadership characteristics tend to stay with that organization. The presence of Servant-Leadership characteristics also demonstrated a positive impact on nursing job satisfaction and retention. Leaders that demonstrate Servant-Leadership characteristics engender increased job satisfaction for their employees and increased retention of nurses for their organizations.

Participation: A Model Of Individual Willingness To Participate In The Transportation Planning Process

This study sought to identify the key determinants that lead individuals to participate in the transportation planning process. Two models of participation, one for the short-term and another for the long-term, were developed to test whether the key internal and external determinants are responsible for influencing a person's willingness to participate. The data for this study came from a mail-back survey that was administered to a random sample of 570 individuals throughout the State of Florida for a response rate of 37.37 percent. The results indicate that the internal motivational determinants exert more influence on a person's short-term willingness to participate as compared to a person's long-term willingness to participate. In addition, the external social capital determinants exert more influence on a person's long-term willingness to participate as compared to a person's short-term willingness to participate. However, only one of the three external citizenship orientation variables, participatory citizenship orientation, was found to be influential in determining a person's short-term willingness to participate. Recommendations were made for public managers to work collaboratively with the public as a participative facilitator, thereby opening up the decision-making process to the general public. One suggested course of action is for public managers to use existing civic organizations as a base for widening an agency's long-term planning outreach programs. In addition, suggestions for future research propose that qualitative studies delve in-depth into the positive/negative feelings related to participation, as well as look at how different public participation techniques may affect a person's willingness to participate, especially as it relates to different time frames.

The Influences Of System Affiliation, Size, And Location On Bioterrorism Preparedness Among Florida Hospitals

In the event of a bioterrorist attack, emergency departments are considered the first line of response for all acute levels of care. This study focused on hospital emergency departments in Florida and the activities, policies, and procedures involved in preparing for a bioterrorist attack. Hospital size, location, and system affiliation were related to attaining these levels, and their impact was assessed. Through a cross-sectional survey design, the physical properties of the 77 hospitals (i.e. facilities, equipment, communication systems, etc.), and the social characteristics of the organizations (managerial functions including: planning, training, financial, and environmental characteristics) were examined. One-way analysis of variance and t-tests revealed that bed size was a significant predictor of mean levels of preparedness. In addition, although more hospitals are conducting training activities, a disconnect between plans and communications of said plans still exists along with many deficiencies still needing to be corrected. Study limitations are discussed and important policy implications are presented. Suggestions for improving preparedness levels and implementing new policies include: conducting training exercises, developing community ties and mutual aid agreements, and using information technology with detection of an event and communication of the information garnered from these efforts.
