An assessment of the process and institutional requirements of monitoring and evaluation systems in government : a case study of the KwaZulu-Natal Department of Arts and Culture

Thesis (MPA)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: This research study was motivated by the apparent disparities and incoherence in monitoring and evaluation (M&E) in government departments in South Africa. An in-depth study was undertaken with the objective to assess the processes followed in designing, developing and sustaining an M&E system. The study also looked into the institutional requirements and arrangements of M&E in government. The aim was formulate recommendations which could be modeled against to improve the M&E systems in government. In conducting a literature review, emphasis was placed on the theoretical and conceptual frameworks as well as policy and legislative frameworks relevant to M&E. The study followed a qualitative research design and included empirical and ethnological research which followed a case study approach. The primary data was sourced through semi-structured questionnaires or a research schedule which was administered through interviews. The sample considered was comprised of senior management of the Department of Arts and Culture, the M&E unit, focus groups and the Office of the Premier. A content analysis of the key documentation relating to M&E was also conducted. The study found that institutionalisation transcended beyond structural and organisational arrangements and looked into issues of governance, human resources, value systems, training, capacity and professional associations. However, the readiness assessment was not conducted to determine the level at which these traits were in the department. It was noted that the department had cultivated a sufficient culture of M&E within itself which was manifested its high placement on the agenda of management meetings. It was noted that there were sufficient policy and legislative frameworks to support M&E in government. It was also found there was no systematic and logical process followed, as recommended by Kusek and Rist (2004), in designing, building and sustaining results-based M&E in the department. Based on the findings, the researcher recommended that M&E training be provided to staff in the department and the readiness assessment be conducted thereafter in order to identify the gaps in this programme and put relevant interventions in place. / AFRIKAANSE OPSOMMING: Die navorsing is aan die gang gesit deur die klaarblyklike verskille en onsamehangendheid in monitering en evaluasie (M&E) in Regeringsdepartemente in Suid-Afrika. ’n Diepgaande studie is toe onderneem waarvan die doelwitte was om die prosesse te assesseer wat gevolg is in die ontwerp, ontwikkeling en onderhouding van ’n M&E-stelsel. Die studie het ook gekyk na watter vereistes en reëlings nodig is om M&E in die Regering in te stel. Die doel daarvan was om aanbevelings te maak wat gebruik kan word om die M&E-stelsels in die Regering te verbeter. Met die navorsing wat in literatuur gedoen is, is die klem gelê op die teoretiese en konsepsionele raamwerke sowel as op beleids- en wetgewende raamwerke wat met M&E verband hou. Die studie het ’n kwalitatiewe navorsingsontwerp gevolg en het empiriese en etnologiese navorsing ingesluit wat ’n gevallestudie-benadering gevolg het. Die primêre data is verkry deur semi-gestruktureerde vraestelle of ’n navorsingslys wat toegepas is deur middel van onderhoude. Die groep wat as voorbeeld gebruik is, het bestaan uit senior-bestuur van die Departement, M&E-eenheid, fokusgroepe en die Kantoor van die Premier. ’n Ontleding van die inhoud van sleuteldokumentasie wat met M&E verband hou, is ook gedoen. Die studie het gevind dat institusionalisering verder gestrek het as strukturele en organisatoriese reëlings en het gekyk na kwessies van bestuur, menslike hulpbronne, waardestelsels, opleiding, kapasiteit en professionele verenigings. Maar die gereedheidsassessering is nie gedoen om te bepaal op watter vlakke hierdie eienskappe in die Departement bestaan nie. Daar is opgelet dat die Departement ’n voldoende kultuur van M&E in die Departement aangekweek het wat geopenbaar is deurdat M&E hoog op die agenda van bestuursvergaderinge geplaas is. Daar is opgelet dat daar voldoende beleids- en wetgewende raamwerke in die Regering is om M&E te ondersteun. Daar is ook gevind dat geen stelselmatige en logiese proses gevolg is, soos aanbeveel deur Kusek en Rist, in die ontwerp, ontwikkeling en onderhouding van Resultaat-gegronde M&E in die Departement nie. Die navorser het, op grond van die bevindings, aanbeveel dat opleiding oor M&E aan personeel in die Departement gegee word en die gereedheidsassessering daarna gedoen word om gapings te identifiseer en toepaslike tussenkomste in werking te stel.

Uma proposta para o desenvolvimento do índice de avaliação da governança pública (IGovP): instrumento de planejamento e desenvolvimento do estado

A essência do conceito de governança pública envolve, entre outros aspectos de gestão, a transparência, a prestação de contas (accountability), a ética, a integridade, a legalidade e a possibilidade de participação social nas decisões de políticas públicas. Mas como avaliar o grau com que cada ente federativo se esforça para cumprir os princípios da governança pública? No intuito de apresentar uma proposta de avaliação consistente, o objetivo deste estudo é desenvolver um índice de avaliação da governança pública que permita ao Estado e à Sociedade brasileira ter um parâmetro de avaliação sobre a efetividade das políticas públicas, ponderado para realizar essa avaliação fundamentada nos princípios da governança em função de indicadores desenvolvidos neste estudo. Essa ferramenta contribuirá para a sedimentação de uma cultura que favoreça e estimule o controle e a participação social bem como a saudável concorrência entre os entes governamentais. Os procedimentos metodológicos classificam-se, quanto à finalidade, em pesquisa aplicada; quanto ao método, este classifica-se como comparativo; com relação ao problema de pesquisa, tem abordagem qualitativa e quantitativa; quanto aos objetivos, a pesquisa é exploratória e descritiva; e quanto aos procedimentos, esta é caracterizada como bibliográfica, com fontes de pesquisa secundárias ou indiretas. Como resultado, comprova-se a possibilidade de criação do índice de avaliação da governança pública e sua aplicabilidade prática, inclusive com a apresentação de um ranking dos escores auferidos pelos entes federativos, ilustrando o grau de governança pública obtido a partir da ponderação das variáveis e indicadores preestabelecidos. / The public governance concept essence involves different management aspects and among them we can mention: transparency, accountability, ethics, integrity, legality and the possibility of social participation in the public decision-making process addressed to public policy implementation. But, how will we be able to assess the extent to which each federation entity makes a real effort to comply with the public governance principles? Aiming at submitting a consistent assessment proposal, the present study intends to develop a public governance index able to allow the State and the Brazilian society to have a weighed assessment parameter based on governance principles and on the present study indicators to measure addressed public policy effectiveness. The aforementioned tool will contribute to stimulating a solid social control and participation culture, as well as a healthy competition between government entities. As to methodological procedures the research is classified as: applied research, regarding its purpose; comparative, regarding its method; qualitative and quantitative, regarding research approach; exploratory and descriptive, regarding its objectives; and, bibliographic with secondary and indirect sources, regarding its procedures. The research results attest the possibility of creating a public governance assessment index with practical applicability. It would include a series of scores, based on variables and previously established indicators that assigned to federal entities would show their public governance degree.

The impact of the government-wide monitoring and evaluation system on performance in the office of the premier, Limpopo Province, South Africa

Thesis (MPAM. (Public Administration)) -- University of Limpopo, 2021 / The study investigated the impact of Government-wide Monitoring and Evaluation System on the performance of government. Cloete (2009) postulates that in 2005, the Executive of the State approved the Government-wide M&E System (GWM&ES) as a broad framework to examine monitoring and evaluation of activities in all government departments with a view to guaranteeing effective executive decision-making in support of execution; advisory evidence-based resource apportionment; on-going policy development; as well as review. This study specifically investigated the impact of the Government-wide Monitoring and Evaluation System to enhance performance in the Office of the Premier in Limpopo provincial government. The common thread according to majority of the scholars and review reports on this system as shown in the literature review of this study is that government’s major challenge is that it is has become ineffective and, in the process, fails to attain the objectives it has set itself to achieve. This is largely on account of the absence of a clear-cut and coherent systematic mechanism that could enable the public sector to evaluate its performance and identify the factors which contribute to its service delivery outcomes and overall performance. In the same vein, the those charged with the responsibility to help assess the performance of government are unable to draw causal connections between the choice of policy priorities, the resourcing of those policy objectives, the programmes designed to implement them, the services delivered and their ultimate impact on communities. In this study the qualitative research methodology was adopted which was utilised to gather data. The findings of this research identified certain factors which undermine the impact of GWM&ES on government performance; the limitations to fully comprehend and integrate the system within the planning processes and above all implement the required institutional arrangements and/or mechanisms so that there is a visible impact and enhancement of the planning regime and service delivery capacity of the various institutions of the state. Although work has since begun in this regard, including the establishment of the Ministry of Planning, Monitoring and Evaluation in The Presidency, an inadequate institutional merger of the M&E and Planning branches in the Office of the Premier in Limpopo in particular, remains an impediment. Following the analysis of the data collected, of which was sufficient to suffice, the study concludes by proposing a set of measures to ensure that the Government-wide Monitoring and Evaluation System has the necessary impact towards enhancing the performance of the Office of the Premier, and by extension, the entire government because the system is not only limited to one institution of the state, but also integrative by design. These measures include, amongst others, that the Government-wide Monitoring and Evaluation System, as a system of systems, should be fully comprehended, adopted and implemented in government. This will inevitably produce the requisite results in terms of strengthening and improving evidence-based planning, policy development and budgeting, and thereby improve the performance of government, and in particular, the Office of the Premier in Limpopo. A replica study in other areas is further recommended to enhance the implementation of the system.
