URBAN SEGREGATION AND URBAN FORM : From residential segregation to segregation in public space

Urban segregation is considered a major social problem in Sweden and several national anti-segregation initiatives have been launched to decrease social and ethnic segregation but so far only with marginal effects (SOU 2005:29). Urban design and town planning are rarely the focus in national anti-segregation initiatives; the architectural issue has mainly been confined to matters concerning housing policies. This thesis argues that the strong focus on residential segregation in prevailing research on urban segregation is unfortunate and skewed, confusing issues related to urban design.This licentiate thesis explores urban segregation in relation to urban form because physical separation between people or between activities has an obvious direct relationship to how cities are shaped and structured by built form. Urban public space is often neglected in discussions on segregation and this thesis suggests that its role has been underrated. If it can be shown that segregation in public space influences such aspects of life as accessibility to other people and amenities, movement flows, co-presence in public space, and movement patterns, then it can be established that urban public space – as it is structured and shaped by built form – very directly influences people’s everyday lives. The thesis explores how urban segregation can be conceptualized, analysed, and described in a way that increases knowledge and under­standing regarding the role of urban form. Using a configurational morphological approach, this study shifts the focus by bringing attention to spatial relations within the city through public space, i.e., from spatial location to spatial relations. Hence, analysis focuses on distributions of space and through space rather than distributions in space. The result shows that configurational theories, methods, and tools contribute to more nuanced descriptions of spatial relations on both a local and a comprehensive level and analysis has the ability to shed light on essential differences in neighbourhoods and in the city as a whole. Using Södertälje as a case study, this thesis found a pronounced ruptured interface between the global and the local structure that clearly speaks of segregation in public space; this finding suggests that whether the neighbourhoods are residentially segregated or not, public space in most areas already is segregated. Results show that the built environment has a significant influence: urban space can both reinforce and mitigate certain social outcomes. This thesis identifies various negative social consequences of the hierarchical and segregated spatial structure found in Södertälje. Although it is not possible to say that integration processes are hindered by urban form, it is possible to conclude that spatial properties may both create and reproduce segregation patterns.Segregation in public space is found to be a far more urgent issue in the context of urban segregation than earlier recognised, and the result shows that urban form has a distinguishable influence on people’s everyday lives. This understanding opens for the possibility to address urban segregation from an urban design perspective, contributing to a significant discussion of space and society as well as issues related to urban sustainability. The findings of this study widen the possibility for urban design practice to be an important tool within anti-segregation initiatives in the future, a tool that in Sweden is used only to a very limited extent. / <p>QC 20101109</p>

Reimagine streets as places : A public space and public life analysis / Gator som platser : En analys av offentliga rum och stadsliv

I århundraden har gator haft ett ekonomiskt, medborgerligt, kulturellt, socialt och politiskt värde. Gator var tidigare de främsta ‘platserna’ där människor samlades för att umgås, handla och koppla av. Men från 1950-talet och framåt, då antalet motoriserade fordon började ta fart, har gatornas funktion som ‘plats’ förbisetts. Som ett resultat har gator utformats och planerats för ett enda syfte, det vill säga flödet av fordonstrafik. Men i takt med ett växande intresse för social och urban hållbarhet har den moderna gatans roll och funktion i våra städer ifrågasatts. Kritiken har ofta riktats mot att gator under de senaste årtiondena endast behandlats som korridorer för trafikflöden fastän de kan erbjuda så många fler funktioner. Diskussionen har därför till stor del handlat om behovet av ett skifte från gata som en länk eller en trafikled till gata som en plats eller en destination. Under senare år har olika begrepp såsom ”gator för människor” och ”gator som platser” fått stor uppmärksamhet. Dessa koncept syftar till att utgå från människor vid utformning och planering av gator. Exempel från hela världen visar hur allt fler städer tar gator i anspråk och omformar dessa till just platser för människor. I Stockholm exempelvis finns det en tradition sedan år 2015 att tillfälligt omforma konventionella bilgator till sommargågator för människor under sommarhalvåret.  Syftet med denna studie är att mäta och utvärdera det offentliga livet och de rumsliga kvaliteterna före och efter den temporära utformningen av Rörstrandsgatan och Skånegatan till sommargågator i Stockholm. Vidare är fokus för denna studie att utforska nyckelbegrepp och teorier för hur man utformar ”gator som platser”. De två huvudfrågorna som ska besvaras i denna studie är:  (1) Hur förändras det offentliga stadslivet och de offentliga rumsliga kvaliteterna före och efter den tillfälliga omformningen av Rörstrandsgatan och Skånegatan till sommargågator? (2) Vilka är nyckelbegreppen och de viktigaste teorierna inom stadsplanering för diskussionen om ”gator som platser”? I denna studie har två metoder använts; direkt observation och litteraturstudie. Direkt observation följer Jan Gehls observationsmetod. Det är en metod som används för att studera samspelet mellan det offentliga rummet och det offentliga stadslivet genom att använda en kombination av flera olika verktyg. Dessa verktyg kan i sin tur användas för att mäta det offentliga stadslivet på olika sätt. En litteraturstudie har också använts för att samla information om olika teorier för hur man skapar gator där människor vill vistas och spendera tid.  Resultaten i denna studie visar att sommargator har en positiv inverkan på det offentliga stadslivet. Exempelvis noterades fler sociala interaktioner mellan människor, antalet aktiviteter som ägde rum ökade också vilket gjorde gatan livligare under hela dagen. Resultatet visar också att människor dröjer sig kvar och stannar till en längre stund på sommargågatorna. / For centuries streets have had an economic, civic, cultural, social and political value. Streets used to be the major ’places’ where people gathered to socialize, trade and relax. However, since the growth of motorized vehicles started in the 1950s, the ‘place’ function of streets has been overlooked. As a result, streets have been planned for one major purpose only, that is, the mobility of vehicular traffic. However, with today’s growing emphasis on urban and social sustainability, it is being recognized that there is a need to shift the function of streets and instead favor the ‘place function’ over the ‘traffic function’. Streets are much more than corridors of vehicular movement. In recent years, concepts such as ‘streets for people’ and ‘streets as places’ have gained much attention. These concepts aim to put people first in the design of streets. All around the world cities are reclaiming streets as public spaces for people. In Stockholm, for example, conventional streets are temporarily redesigned as summer pedestrian streets during the summer. The purpose of this study is to measure and evaluate the success of public life and public space qualities before and after the temporary redesign of Rörstrandsgatan and Skånegatan into summer pedestrian streets in the city of Stockholm, Sweden. Further on, the focus of this study is also to explore key concepts and main theories of how to design ‘streets as places’. The two research questions to be answered in this study are: (1) How does public life and public space qualities change before and after the temporary redesign of Rörstrandsgatan and Skånegatan into summer pedestrian streets? (2) What are the key concepts and main urban planning theories needed in the discussion of ‘streets as places’? For this study two methods were used; direct observation and literature review. Direct observation follows Jan Gehl’s method of observation. It is a method used for studying the interaction of public space and public life by using a combination of multiple public life tools. Overall, these tools can be used to measure public life in various ways. Literature review was used to determine the fundamental factors that contributes to make streets places where people want to spend time and linger.  The results show that summer pedestrian streets have a positive impact on public life. For example, more social interactions were observed, the amount of activities taking place also increased making the street more lively throughout the day. The result also shows that people stay a longer time on the summer pedestrian streets and linger.

Achieving organizational excellence through managing diversity: enhancing productivity, self concept, and career development

This study used focus groups to explore the nature and effects of gender-related microinequities on women in the upper levels of government. Microinequities were defined as subtle forms of differential treatment toward any person who is different than the others in a group. Subjects were selected from eight federal agencies and included 114 women and 30 men at the SES and GS/GM 13-15 grade levels. Each focus group was asked questions pertaining to the nature of microinequities, and the effects of microinequities on self concept, productivity, and career development. Female subjects reported experiencing a wide range of microinequities, primarily related to interpersonal relationships between men and women, attitudes about women, social support, family roles, and physical characteristics. Despite the large number of women who reported experiencing microinequities, a substantial number of women reported that men and women were treated equally in the workplace. The research question regarding the effect of microinequities on self concept yielded a small number of responses and diverse views. Some women reported experiencing self doubt when confronted with microinequities; other women reported that microinequities had no affect on self concept. Views about the effect of microinequities on energy or productivity were also diverse. Some women reported that microinequities had no effect on their energy. Other women reported that microinequities affected their energy; comments were related to stress, long hours, aggression, strategy, anger, superwoman tendencies, and coping strategies. With regard to career development, female participants generally reported that microinequities did not affect their career success. When effects were reported, they were described as short-term. Recommendations for managers based upon reported experiences were described, and implications for managers were explored. / Ph. D.

This thesis is a biographical study of Erika Theron (1907-1990), an Afrikaner woman who played a significant role in many aspects of public life in South Africa in a critical time in the country‘s history. The study seeks to give recognition to her achievements, which have received scant attention in a historiography with a masculine bias. At the same time it examines her changing role from collaborator to critic of the apartheid system. Certain defining features of Theron‘s life have been highlighted. First, Theron grew up in a staunchly Afrikaner nationalist, service-oriented family which encouraged loyalty to her own people and civic responsibility. Second, she was unusual among Afrikaner women of her generation, in that she was highly educated, independent and ready to assume leadership roles. She became a pioneer in a number of fields, attaining high professional rank and holding important public offices – frequently as the first woman to do so in the country. The thesis focuses on five areas of Theron‘s public life. After returning from post-graduate studies abroad, she worked with Hendrik Verwoerd in the campaign to uplift poor whites, particularly the rehabilitation and re-integration of the Afrikaner poor. She thereafter commenced a long career as a social work academic, which included a number of milestones for her new discipline, for the profession of social work and for the advancement of women in academia. From the 1950s she served on the town council of Stellenbosch, including terms as deputy mayor and mayor. She played an important role in historic conservation but was also instrumental in the rigorous institution of apartheid structures in the town during the early days of National Party rule. In the early 1970s she served as chairman of the Commission of Enquiry into Coloured Affairs which influenced her personal views on the country‘s race policies. Does Public Service Ethics Education Include Gender Equity? An Exploration of Gender Inclusion in MPA Ethics Syllabi

Public administration emphasizes the importance of diversity (Rice, 2004), representation (Selden & Selden, 2002), ethics, and professionalism, to ensure fairness and equity for all citizens (American Society for Public Administration, 2013a; Cooper, 2012). Research has shown a link between the teaching of ethics and values in leadership courses, and the establishment of consensus for espoused social norms and standards of practice (Begley & Stefkovich, 2007). Through the discourse within classrooms, and the scholarship of public administration, we create and advance the boundaries of social consensus in areas such as diversity (Hewins-Maroney & Williams, 2007; National Association of Schools of Public Affairs and Administration, 2014a). MPA ethics courses are perfectly situated to espouse and reinforce public service diversity values and educate future public servants. This dissertation uses ethnographic content analysis (ECA) of 48 syllabi from 40 NASPAA accredited universities in the United States (U.S.) dated 2012-2014, to interpret how, or whether, Master of Public Administration (MPA) education addresses or contributes to gender inclusion. The analysis uses feminist theories to reveal if, and to what extent, gender, diversity, and social equity topics have been incorporated into master's level graduate public administration ethics courses, through an examination of ethics course syllabi. This research shows that gender is incorporated into MPA ethics syllabi directly through the gender of professors, authors of course materials, discussion topics, and gendered language. Gender is also demonstrated in the syllabi through images and sub-textual tones that express social norms for gender roles. Gender inclusion is addressed indirectly in the syllabi through course policies and pedagogical choices designed to increase opportunities for participation by students of both genders. Ethnographic content analysis across various stages of this interpretive research study led to the creation of a four-part Gender Inclusion Model. Each tier of this model is made up of inclusion markers influenced by themes in feminist pedagogical literature. The Gender Inclusion Model can be used for future research to examine whether, or how, minorities and diversity are incorporated into higher education curricula. This work proposes to carry out an analysis of how the process of urban requalification took place in the municipality of Amparo, in the State of S?o Paulo, having as object of study the Linear Park ?guas do Camandocaia. It is intended to raise the trajectory, the scope and limits of the urban interventions implemented along the Camandocaia River. In its first part, it proposes to present, through periodization - via bibliographical research and analysis of historical documents - the historical process of urban evolution and its influence on issues related to the theme. In the second part, it points out interferences as the basis of the transformations in the new urban design from legal and political dimensions. In the third part, the presentation of the object itself in the technical aspects of the urban and architectural projects, the financial resources raised until the bidding processes, the execution of the works along the river. The fourth part deals with the concepts related to the production of public spaces and the sphere of public life as fundamental supports for the improvement of the quality of urban life. Diploma thesis tries to offer a new insight into migration and integration of migrant women living in Czech Republic by means of life-story telling of ten such women. By using this approach the author tries to deconstruct stereotypical understanding of migration as a threat or a security hazard for the accepting society, on the contrary she tries to picture migrant women and their life-stories as tales of people who consider Czech Republic their second home and who actively participate on its development. Citizenship is understood as a membership in society of which migrant women are also legitimate and active members. The thesis should contribute to building positive attitude towards migrant women in general and it also offers recommendations for the public as well as integration policy creators as to how migrant women can be reflected in context of migration.

Problemet med den offentliga människans förfall : En idéhistorisk studie av Richard Sennetts bok The Fall of Public Man

The ideas of Richard Sennett in his most influential book The Fall of Public Man from 1974 are many, but the main point is that the resolution of the lines between the public life and the private life has affected society, the democracy and individuals in a negative way. The main point of this essay is to understand the nature of Sennet’s thinking, ideas and philosophy and how they are connected. I am focusing on the true nature of the way he is formulating the issues and conflicts he is dealing with. Even though Sennett is a very influential thinker, very few people actually have analyzed his works, especially The Fall of Public Man. “Res publica” is the Roman expression of the bigger responsibility each citizen has in a society that goes beyond themselves. This is when you are a part of something bigger than yourself, your friends and your family, you are a part of a close connected community and society. You are not strangers to each other, you are all one. This is exactly the type of society that sociology professor of London School of Economics Richard Sennett means has gone away. Richard Sennett is often described as a person standing on the left on the political scale when it comes to economics and at the same time culturally conservative. The result of this essay shows that Richard Sennett blames industrial capitalism, secularism and urban planning for the new modern society when the distinction between public life and private life has gone away. This is the new kind of society in the western world where people shifted focus from an extrovert personality to an introvert one, a world where we are trapped in our own minds instead of stepping out of it and actually living in it. Many times, the sociology professor goes back to the mid 18th century to understand the thriving public life in Paris and London. My theoretical perspective is based upon Collingwoods thoughts about question and answer which you need to understand the question in order to understand the thinker's answer. You could call Sennett either a nostalgic or a very sharp critic of the modern world, it all depends on how much you resonate and believe in his ideas.
