Faktory ovlivňující volbu dopravního prostředku v kontextu FFPT: případová studie Frýdek-Místek / Factors affecting travel behavior in the context of FFPT: case study Frýdek-Místek

This diploma thesis studies the issue of travel behaviour in the systems with abolished fares of public transport, so called free fare public transport policy (FFPT), which aredominantly influencing the transport system in favour of one means of transport. The main aim of this paper is to figure out how the concept of FFPT is affecting the choice of means of transport and what is the influence of the FFPT on the dynamic in the given transport system. Besides conceptual framing of main theoretical knowledge regarding the issue of travel behaviour and development of transportation systems, the paper is using analysis of practical implementation of the FFPT concept and also, on the case of Frýdek- Místek, the case study of specifics system with implemented FFPT. The results indicate that introduction of the FFPT is effective way how to influence travel behaviour in the favour of public transport and to change conditions in the given transport system, which is then more variable. It's important to mention, FFPT concept does not represents universal tool how to influence development of transport systems while it is just one measure out of many others. Neste sentido, este trabalho tem como finalidade, analisar a Política de Transporte Urbano, sua legislação e gestão no DF, com intuito de identificar se há ou não irregularidade na prestação desses serviços prestados a sociedade. Para responder a esse questionamento, a pesquisa situou-se na revisão bibliográfica com vistas a consolidar a reflexão teórica sobre os temas:. Neste artigo foram apresentados e analisados: o histórico do transporte público no mundo; a política de transporte urbano no Brasil; a mobilidade urbana no Brasil, a organização do transporte público coletivo no Distrito Federal; uma reflexão sobre os desafios da política de transporte no DF. Conclui-se que, apesar do esforço do Estado em implementar ações no que diz respeito à política de transporte público urbano de Brasília e do DF, inovando, colocando novos ônibus para integrar a frota nas cidades e os investimentos em infraestrutura, nota-se que o transporte coletivo da capital não tem sido satisfatório no desempenho dos serviços prestados à população e à sociedade como um todo e ainda há muitos desafios a superar. / This is a reflection based on public transport policy , as regards service to citizens using public transportation in the Federal District . Thus, this paper aims to analyze the Urban Transport Policy , its legislation and management in DF , in order to identify whether there are irregularities in the provision of these services to society. To answer this question , the research was situated in the literature review with a view to consolidating the theoretical reflection on the topics . This article were presented and analyzed : the history of public transport 5 in the world ; the urban transport policy in Brazil ; urban mobility in Brazil , the organization of public transportation in the Federal District ; a reflection on the challenges of transport policy in DF . We conclude that , despite the efforts of the State to implement actions with regard to the urban public transport and Brasilia DF policy , innovating , putting new buses to join the fleet in cities and infrastructure investments , we note that public transport in the capital has not been satisfactory in the performance of services for the population and society as a whole and there are still many challenges to overcome .

Intelligent decision support system for transport infrastructure investment with emphasis on joint logistic

The aim of this thesis is to provide to the governmental decision-maker/user, an instrument that can assist him/her in improving the infrastructure investment decision in the economical, environmental and sustainable aspects. This means that, the Return on Investment (ROI) of the concerned transport infrastructure, satisfying environmental and sustainable constraints must be positive, and corresponding to an optimal investment cost. The decision support system can be applied in two dimensions. One dimension is where the real negotiation process is occurring between private and public stakeholders, called “real time negotiation process”. The second dimension is where the negotiation process is impelled by the user (public part) without private stakeholders interaction (but with interaction through simulation), called “virtual negotiation process”. The simulation and local optimization techniques, in phase with agent technology, used in the “virtual negotiation process” enable us to achieve a certain amount of alternative decisions to the primary/suggested decision to be evaluated. The CommonKADS methodology with mathematical modeling, and agent technology have been the support respectively for extracting and implementing the knowledge in the domain, monitoring, automating and updating the decision process. The principle of “Joint logistic” [1] in my effort concerns by the means of sharing financial and information resources; This leads to the empowerment of the supply chain feedbacks (roles), involved in the earlier stages of public transport decision making-process. It appears that within the decision-making process, the government is often dealing with the conflicting objectives, while interacting with the business stakeholders. For instance, the estimated investment cost of a specific transport infrastructure can exceed the income generated by this infrastructure, thus the ROI of the concerned transport infrastructure (TI) will be negative. From this perspective the government faces three choices: a) increase the rate of the taxes applied on that transport infrastructure or any other taxes, in order to make ROI positive, this can be matter of discussion/disagreement for the business community b) reduce the investment cost which means suggest a different TI with a lower quality standard compared to the previous; this can also be a matter of disagreement between the two concerned stakeholders. c) delay of the investment in the specific transport infrastructure. In fact in the most situations the government uses the first approach, which effects might be consequently unpredictable and disastrous in the economical and environmental sense for the government. From this point of view my attempt is to propose an intelligent decision support system for governments or project groups (e.g. East West project group), involving conceptually as components web portal, database, simulator and knowledge base, that bases on an approach, that enables this negotiation/information exchange at the earlier steps of decision-making situation. A presente pesquisa analisará as características das políticas de transporte coletivo no Município de São Paulo, entre os anos de 2001 e 2010. Partindo do entendimento do modelo de desenvolvimento urbano vigente, o qual priorizou o transporte privado sobre rodas, individual, além de um perfil sócio-espacial segregador procuraremos definir quais foram as principais ações realizadas neste setor, considerando: a evolução histórica das políticas de transporte a partir do início do século XX; principais políticas públicas de transporte a partir de 2001 (implementações de corredores de ônibus, integração de modais, implantação de bilhete único etc); análise das repercussões destas políticas na dinâmica concreta da mobilidade urbana. Também pretendemos interpretar as relações das administrações municipais que governaram a cidade nesse período (gestão Marta Suplicy 2001 - 2004 - gestão José Serra/Gilberto Kassab 2005 - 2008 - e gestão Gilberto Kassab 2009 - 2010) com os principais agentes urbanos envolvidos (elite política municipal, empresários e empreendedores urbanos, sociedade civil e usuários de transportes públicos e privados, principalmente) e outros grupos de interesse, analisando de que maneira e por meio de quais instrumentos as políticas públicas de mobilidade urbana foram desenvolvidas. / This research aims to analyze the characteristics of collective transportation policies in São Paulo, between 2001 and 2010. Based on the understanding of the current urban development model, which gave priority to individual and private transport on wheels, as well as a socio-spatial segregated role - we will try to define what were the main actions undertaken in this sector, considering: the historical evolution of transport policies from the early twentieth century, major public transport policy since 2001 (implementation of bus corridors, modal integration, implementation of the Bilhete Único ticket etc.), analysis of the impact of these policies on the dynamics of the urban mobility. We also intend to interpret the relationships between the municipal administrations that governed the city during this period (governments of Suplicy - 2001 2004, Serra / Gilberto Kassab - 2005 2008, and Gilberto Kassab - from 2009 to 2010) with the main agents involved with the urban dynamics (municipal political elite, businessmen and urban entrepreneurs, civil society and users of public and private transport, mainly) and other interest groups, analyzing how and through which instruments the urban mobility public policies have been developed.

Strategic intent and the management of infrastructure systems

Infrastructure is presenting significant national and global challenges. Whilst often seen as performing well, infrastructure tends to do so against only limited terms of reference and short-term objectives. Given that the world is facing a new infrastructure bill of ~£40T, improving the benefits delivered by existing infrastructure is vital (Dobbs et al., 2013). This thesis investigates strategic intent and the management of infrastructure systems; how factors such as organisational structure and business practice affect outcomes and the ways in which those systems — not projects — are managed. To date, performance has largely been approached from the perspective of project investment and/or delivery, or the assessment of latent failures arising from specific shocks or disruptive events (e.g. natural disaster, infrastructure failures, climate change). By contrast, the delivery of system-level services and outcomes across the infrastructure system has been rarely examined. This is where infrastructure forms an enduring system of services, assets, projects, and networks each at different stages of their lifecycle, and affecting one another as they develop, then age. Yet system performance, which also includes societal, organisational, administrative and technical factors, is arguably the level relevant to, and the reality of, day-to-day public infrastructure management. This research firstly investigated industry perceptions in order to test and confirm the problem: the nub of which was the inability to fully deliver appropriate and relevant infrastructure outcomes over the long term. Three detailed studies then explored the reasons for this problem through different lenses; thereby providing an evidence-base for a range of issues that are shared by the wider infrastructure industry. In confirming its hypothesis that “the strategic intent and the day-to-day management of infrastructure systems are often misaligned, with negative consequences for achieving the desired long-term infrastructure system outcomes”, this research has increased our understanding of the ways in which that misalignment occurs, and the consequences that result. It found those consequences were material, and frequently not visible within the sub-system accountable for the delivery of those outcomes. That public infrastructure exists, not in its own right, but to be of benefit to society, is a central theme drawn from the definition of infrastructure itself. This research shows that it is not enough to be focused on technical outcomes. Infrastructure needs to move beyond how society interacts with an asset, to the outcomes that reflect the needs, beliefs, and choices of society as well as its ability to respond to change (aptitude). Although the research has confirmed its hypothesis and three supporting propositions, the research does not purport to offer ‘the solution’. Single solutions do not exist to address the challenges facing a complex adaptive system such as infrastructure. But the research does offer several system-oriented sense-making models at both the detailed and system-level. This includes the probing methodology by way of a diagnostic roadmap. These models aim to assist practitioners in managing the transition of projects, assets, and services into a wider infrastructure system, their potential, and in (re)orienting the organisation to the dynamic nature of the system and its societal imperative.
