Transformation of a service organisation through participatory action research

The research aimed to pro-activeiy embark in an internal transformation process, in order to improve efficiency of the Social Work Department of Gauteng Medical Command of the South African Military Health Service. Participatory action research as a qualitative research design was- used. The intervention identification process was implemented as a problem-solving technique to direct the process of transformation-change. The research was conducted by a research group often social workers from the South African National Defence Force. The results of the research were the implementation of interventions on identified systems, namely the service delivery system and the performance management system of the Social Work Department of Gauteng Medical Command. The use of particpatorv action research as a process to address problems in an organisation was confirmed. Guidelines for a training and development programme for managers at the Haven Right Shelter welfare organisation

The growth and expansion of the Haven Night Shelter Welfare Organisation has been accompanied by a pattern of emotional and negative dismissals and resignations of senior managerial personnel. The research project explores how the management capacity of the managers could be enhanced through training, development and maintenance functions of human resource management. The literature study focused on reviewing outcomes-based education, training and development methodology. The empirical study involved examining the biographical information of the research participants. It also sought to explore the organisational culture by identifying managerial competencies of skills, interpersonal relationships, management style, attitudes and beliefs. Investigating the knowledge base of participants, included exploring human resource management practices, training and development legislation and labour relations. The conclusions and recommendations are based on the findings of the survey as completed by the participants. Understanding the experiences of adolescents trafficked for sexual exploitation : informing social work services

The impact of adolescent human trafficking for sexual exploitation is of such a nature that it interferes with the attainment of adolescent developmental tasks that would lead to the ability to become independent adults. This interference offers specific challenges to service providers. The goal of this study was therefore to develop an in-depth understanding of service providers’ perceptions of the experiences of adolescents trafficked for sexual exploitation with a view to inform social work services. The research methodology entailed the use of the contextual, explorative and descriptive research designs within a qualitative approach. Semi-structured interviews were used to collect data. Data analysis led to the identification of themes, sub-themes and categories that addressed the goal of the study. The experiences and perceptions of social workers on the provision of family preservation services in the Ekurhuleni Metropolitan, Gauteng Province

Many South African families are beset by social, psychological and economic challenges placing children at risk. Family preservation services, capitalising on families’ strengths to resolve their problems, are crucial to avoid the removal of children from their homes. Using a qualitative approach, this study reveals the experiences and perceptions of twelve social workers providing family preservation services in the Ekurhuleni Metropolitan of Gauteng Province. These social workers articulate their understanding of and experiences with the Children’s Act (Act No. 38) of 2005. They are generally optimistic that family preservation services can offer a helping process with the potential to improve family functioning. Nevertheless, there are stumbling blocks to effective service delivery, such as the kinds of social problems experienced by families, lack of funding, high caseloads, lack of resources and little co-operation from other disciplines and agencies. Mental well-being among the unemployed : the role of government intervention

The purpose of this study was to determine the impact of unemployment on the mental well-being of the South African working age population. The implication of exploring this relationship is to indicate the importance of good mental health among persons who are not employed. The present study also aimed atinvestigating the role that government can play in mitigating the impact of unemployment on mental health. This part of the research assessed the effectiveness of government’s social security system. The current study employs a mixed research design whereby both quantitative and qualitative methods of data analysis are used. The relationship between unemployment, mental well-being and government intervention is investigated using a cohort group in which the mental health of persons not employed, aged between 15 and 64 years, are followed over the period, 2004 to 2008. The results are presented using two types of data. First, secondary data from Statistics South Africa’s General Household Survey (GHS) were used to measure the impact of unemployment on mental health and to ascertain the impact of government social assistance on affected individuals’ mental well-being. Secondly, in order to explore individual perceptions around government intervention, the research employed a qualitative phenomenological design. This involved conducting semi-structured personal interviews with four unemployed women residing in Gauteng. The results showed that incidences of self-reported mental health illnesses were most likely to be found among individuals who were not employed as compared to those that were employed. This finding proved to be consistent using both descriptive and multivariate statistics which included predictive models. In terms of government intervention, positive mental well-being was shown to be positively related to access of social welfare services (in the form of social grants). This finding was true for all the years of reporting (i.e., 2004 to 2008). In conclusion, although unemployment was found to have a negative impact of mental well-being, government intervention was shown to positively mitigate this impact, thereby giving hope to an otherwise hopeless situation. Unemployment and its impact on mental well-beingalso proved to be a complex subject, requiring multidisciplinary intervening strategies to solving it. / Psychology / D. Litt. et Phil. (Psychology)

Understanding the poverty-reducing livelihoods of child support grant caregivers in Riebeeck East, South Africa

In 1994, racial domination in the form of apartheid ended in South Africa and the first postapartheid government was elected through a non-racial and democratic franchise. The new government inherited an entrenched system of racial inequality as well as widespread poverty amongst the formerly oppressed population, and it sought to address these challenges through policies of redistribution based on a new progressive constitution which emphasised the realisation of socio-economic rights. At the same time, and despite its redistributive measures, the post-apartheid government has pursued a macro-economic strategy with pronounced neoliberal dimensions. One of its critical redistributive measures focuses on social assistance to poor blacks, and this has entailed the construction and expansion of a massive social grant system including the child support grant which is received by millions of black South Africans on a monthly basis. The objective of this thesis is to examine and understand the livelihoods of child support grant recipients (or caregivers) in the context of conditions of extreme vulnerability marked by poverty. It does so by focusing on the small town of Riebeek East located in the Eastern Cape Province of South Africa. Though undoubtedly child support grant caregivers are victims of poverty, the thesis demonstrates that they are not without agency. They exist in structural conditions of vulnerability and poverty, but they nevertheless seek to manoeuvre and negotiate their way in and through their conditions of existence. This does not necessarily alleviate their poverty in any significant manner but it does show evidence of reflexivity, decision-making and responsibility in the pursuit of livelihood practices and outcomes. In making this argument, I draw upon the mega-theory of Margaret Archer (specifically, her morphogenetic approach) and the more middle-level perspective of the Sustainable Livelihoods Framework. Beyond contributing to the prevailing academic literature on the child support grant in South Africa, this thesis also hopefully makes a small contribution to controversies about structure and agency within sociology.
