Fam?lias privadas de liberdade: a saga da viol?ncia vivenciada por adolescentes que trilham os ?ridos caminhos da criminalidade

It also seizes who those adolescents are and their family members in their social aspect and as those families face their daily activities. The focus on the social matter, family, adolescent, infringement act, exclusion, inclusion formed the analysis categories which made myths and reality possible, taking into consideration the infringement act in our society. The data collection showed that those families conditions of life are of poverty. Families originated from low social classes, 62.5 % coming from the countryside and living with a daily income ranging from R$ 0,31 to R$ 8,31. Their level of education is low; there is lack of human and citizenship rights and no professional qualification whatsoever. It questions the degrading social exclusion suffered by millions of Brazilian people due to social, political and infringement economical problems. Has this favored the infringement practice? How to confirm the families lack of competence having the social vulnerability? Are the Public Political Institutions really performing the way they should? Are they really carrying out their role as they should? We have noticed that from then on, the necessity of understanding the exclusion/inclusion suffered not only in an imprecise and empty way, but understood as processes of integrative exclusion or ways of delinquency, where the excluding is not only the only one who has lack of material care but the one who is seen or recognized as a person, is not being treated as one. The effort of this paper provided an approach to our object, and the seizing of a close relation between the infringement act and the exclusion process or inclusion suffered, which are submitted to families of those adolescents who deprive of freedom / Este trabalho tem como eixo de an?lise a rela??o existente entre ato infracional e a problem?tica s?cio-econ?mica das fam?lias dos adolescentes que cumprem medida s?cio-educativa de priva??o de liberdade no CEDUC Pitimbu RN, constituindo-se um recorte na tem?tica Crian?a e Adolescente, na tentativa de desvelar como essas fam?lias se reproduzem em n?vel s?cio-econ?mico e pol?tico cultural. Busca, ainda, apreender quem s?o esses adolescentes e seus familiares em seu entorno social e como essas fam?lias enfrentam o seu cotidiano. O enfoque de Quest?o Social, Fam?lia, Adolescente, Ato Infracional, Exclus?o/Inclus?o, constitu?ram-se categorias de an?lise que possibilitaram desvelar mitos e realidade por detr?s do ato infracional em nossa sociedade. O Servi?o social nas organiza??es n?o-governamentais: tend?ncias e particularidades

The group of socio-historical transformations, as a result of the after-1970 dynamic capitalism, conducts a process of new configurations in the relationship between State and society that directly affect the social question nowadays, destroying social rights historically conquered for the workers. In this context, the ONGs assume a strategical social function of the social question, contributing with the change of responsibilities with the social from the State to the third sector. This social movement causes changes to the Social Work since this is one of the professions that act on the immediate expressions of the social question. After a qualitative research based on a theoricalmethodological critical and dialectical perspective, it was possible to discover some contradictions, details and tendencies of the professional exercise of the Social Worker in ONGs. Summarizing, the results of the research show that: a) it was detected a tendency of precarization, instability, insecurity, no-articulation, no-profissionalization of the professionals in the work conditions; b) demands are associated with a moment of the capital re-ordering, where new professional exigencies and responsibilities are related with capital necessities in the period of structural crisis; c) limits and contradictions are present in a professional daily work mainly in function of the characteristics of gestation and functioning of the ONGs; d) the professionals that were interviewed show significant difficulties in a articulation between the professional daily work in organizations and the totality of the social processes, limiting the capability of doing critics to the requisitions imposed by the capital / O presente estudo trata do exerc?cio profissional do(a) Assistente Social nas ONGs associadas ? ABONG, no munic?pio de Natal/RN, no que se refere ?s condi??es de trabalho, ?s demandas e ?s respostas profissionais, diante da conjuntura de reestrutura??o do capital. O conjunto de transforma??es s?cio-hist?ricas, resultado da din?mica capitalista p?s-1970, engendra um processo de novas configura??es na rela??o Estado e sociedade as quais interferem diretamente no tratamento da quest?o social na atualidade, desconstruindo direitos sociais conquistados historicamente pelos trabalhadores. Nesse contexto, as ONGs, assumem fun??o social estrat?gica no enfrentamento da quest?o social, contribuindo para o deslocamento das responsabilidades com o social, da ?rbita do Estado para o chamado terceiro setor. Esse movimento societ?rio desencadeia mudan?as para o Servi?o Social, uma vez que ? uma das profiss?es que atuam nas express?es imediatas da quest?o social. A partir de uma pesquisa qualitativa fundamentada numa perspectiva te?rico-metodol?gica cr?tica e dial?tica, foi poss?vel desvendar algumas contradi??es, particularidades e tend?ncias do exerc?cio profissional do(a) Assistente Social em ONGs. Sinteticamente, os resultados da pesquisa indicaram que: a) nas condi??es de trabalho h? uma tend?ncia de precariza??o, instabilidade, inseguran?a e desarticula??o dos profissionais; b) as demandas est?o associadas ao momento de reordenamento do capital, cujas novas exig?ncias e responsabilidades profissionais t?m sintonia com as necessidades do capital em tempos de crise estrutural; c) os limites e as contradi??es est?o presentes no cotidiano profissional, principalmente em fun??o das caracter?sticas de gest?o e funcionamento das ONGs; d) as profissionais entrevistadas apresentam dificuldades significativas na articula??o entre a singularidade do cotidiano profissional nas organiza??es e a totalidade dos processos sociais, limitando a capacidade de efetuar a cr?tica ?s requisi??es (im)postas pelo capital

In that sense, as part of a logic of global restructuring of the Capital, under the aegis of the neoliberal project, starting from the years of 1990, an administration model is had in favor of the market that looks for to minimize the actions of the State, reinforcing the outsourcing of the social public politics, and consequently, debilitating rights legally conquered. In that way, with this study it was pursued as general objective to apprehend the actions developed by Non-governmental Organizations NGOs in the child's area and of the adolescent in Natal / RN, verifying in that measured, these contribute to the warranty of rights or they reproduce practices of welfare work, and as specific objectives: to identify the group of the actions developed by NGOs in the child's area and of the adolescent in Natal / RN; to analyze the practice of NGOs of the point of view of the human resources, of the administration, of the financing, of the user's participation in the decision processes, as well as the quality of the services and the continuity of the actions of these organizations; and to apprehend the relationship between the researched organizations and users in the process of implantation of the actions, in order to identify the perspective that guide the practice of NGOs is going in the direction of contributing in the warranty of rights or in the reinforcement to the welfare work. In summary the results showed two trends in the actions of the NGOs, in the direction of the provision of services, which still unfurls in two perspectives of handouts. The other trend will give priority to the defense of rights of children and adolescents, with actions of political impact strengthen the promotion of public policies state, thus contributing to guarantee rights / Na contemporaneidade assiste-se no Brasil a emers?o de uma nova rela??o Estado/sociedade baseada na parceria, que vai possibilitar a crescente atua??o das organiza??es sem fins lucrativos e de interesse p?blico na gest?o de pol?ticas p?blicas sociais. Nesse sentido, como parte de uma l?gica de reestrutura??o global do Capital, sob a ?gide do projeto neoliberal, a partir dos anos de 1990, tem-se um modelo de gest?o a favor do mercado que busca minimizar as a??es do Estado, refor?ando a terceiriza??o das pol?ticas p?blicas sociais, e conseq?entemente, desconstruindo direitos legalmente conquistados. Sinteticamente os resultados apontaram duas tend?ncias nas a??es das ONGs, uma na dire??o da presta??o de servi?os, que ainda desdobra-se em duas perspectivas de assistencialismo. A outra tend?ncia vai priorizar a defesa dos direitos infanto-juvenis, com a??es de incid?ncia pol?tica para refor?ar a promo??o de pol?ticas p?blicas estatais, contribuindo assim, para garantir direitos.

Em consequ?ncia da organiza??o e das lutas do Movimento Nacional da Popula??o de Rua, atualmente, no Brasil, tal fen?meno ? abordado pelo Estado como uma quest?o transversal a v?rias ?reas da gest?o p?blica. Assim, em 2011, surge a Pol?tica Nacional Para a Popula??o em Situa??o de Rua, em que foram criados os Consult?rios na Rua (CnaR). Estes s?o equipamentos da aten??o b?sica voltados para a preven??o e promo??o de sa?de junto ? popula??o em situa??o de rua. Nessa dire??o, esta pesquisa visou a entender a atua??o dos profissionais dos CnaR no munic?pio do Natal/RN. O objetivo geral foi analisar a atua??o das equipes do CnaR frente ?s demandas e necessidades de sa?de da popula??o em situa??o de rua do munic?pio de Natal/RN. De forma mais espec?fica, pretendeu-se caracterizar as pr?ticas dos profissionais do CnaR; problematizar os limites e as potencialidades desse equipamento na sua rela??o com a rede de sa?de e com a intersetorialidade; e discutir como se d? o acesso ao cuidado integral ? sa?de da popula??o em situa??o de rua, por meio das pr?ticas do CnaR. Assim, foram feitas entrevistas semiestruturadas com os profissionais das equipes e, concomitantemente, observa??o participante e registros em di?rios de campo a partir do acompanhamento de uma das equipes. Em Natal/RN, existem tr?s equipes do CnaR, localizadas em duas regi?es da cidade, sendo elas compostas por 19 profissionais e um coordenador. Participaram das entrevistas 17 profissionais. Foi constatado que as demandas que chegam para as equipes s?o bastante diversificadas, mas ligadas ao perfil de desassist?ncia e nega??o de direitos caracter?stico dessa popula??o, o que exige uma educa??o cr?tica e permanente acerca do fen?meno, algo que foi visto como incipiente. Al?m disso, o trabalho dos profissionais se d? na dire??o das pr?ticas voltadas para a inser??o dos usu?rios na rede de sa?de, como o matriciamento, e no atendimento ?s demandas apresentadas no campo ? e essas ?ltimas acabam sendo priorizadas por seu volume. A dificuldade de articula??o com outros servi?os da rede emergiu como uma das mais marcantes da atua??o e, junto com o excesso de atividades, foi apresentada como limite para a efetiva inser??o dos usu?rios na rede. Constatou-se tamb?m que h? uma necessidade de estimular a articula??o com parceiros centrais como o NASF e o MNPR. Por fim, ? importante ressaltar que entender as pr?ticas dos CnaR permite ampliar o entendimento da constru??o das pol?ticas sociais para a popula??o em situa??o de rua, diminuir a invisibilidade e promover a constru??o de possibilidade de uma transforma??o na realidade desse p?blico. / This research took people under street condition as a manifestation of the Social Issue, implying a phenomenon generated from historical conditions, with the mediation of social, economic and political aspects. As a result of the organization and the struggles of the National Movement of People Under Street Condition, currently in Brazil this phenomenon is addressed by the State as a transversal issue for various areas of public administration. Thus, in 2011, arises the National Policy to the Population under Street Condition, from which the Street Clinics were created (CnaR). These are equipments of Primary Care focused on prevention and health promotion among the people under street condition. In this sense, this research aimed to understand the work of CnaR professionals in the city of Natal/RN. The general objective was to analyze the practices of CnaR teams toward the demands and health needs of the people under street condition of Natal/RN. More specifically, it sought to characterize the practices of CNAR professionals; problematize the limits and potential of this equipment in their relationship with the health network and the intersectorality and; discuss how the access to full health care of the population people under street condition takes place through CnaR practices. Aiming these objectives, semi-structured interviews were conducted with professional teams and, concomitantly, participant observation and records in field diaries from the observations of one of the teams. There are three teams CnaR in Natal/RN, located in two areas of the city, composed of 19 professionals and a coordinator. Seventeen professionals participated in the interviews. It was found that the demands that come to the teams are quite diverse, but related to lack of assistance profile and denial of rights that characterizes this population, which requires a critical and permanent education about the phenomenon, which was seen as incipient. Moreover, the work of professionals takes place in the direction of practices aiming the integration of users in the health system, such as matrx support, and facing immediate demands in the field, and the latter end up being prioritized because its volume. Integration with other network services has emerged as one of the most outstanding difficulties for the practices and, along with excess of activity, was presented as limitation for the effective integration of users in the network. It was also found that there is a need to encourage cooperation with main partners as NASF and MNPR. Finally, it is important to highlight that the understanding of the practices of CnaR allows greater understanding of the construction of social policies for the people under street condition, reduces the invisibility and promote the construction of the possibility of a change in the reality of this public.
