Nesse aspecto, um sistema de alto-falantes (radiadora) instalado em unidades prisionais cearenses pretende ser um meio de comunicação e um elo entre familiares e internos. Ao mesmo tempo em que utiliza as características de companheiro, típicas do rádio, a radiadora também é uma forma de transmitir mensagens e ações da Secretaria da Justiça e Cidadania do Ceará (Sejus), responsável pela Rádio Livre e pela administração dos presídios. Divido em três capítulos, este trabalho expõe, na primeira etapa, questões relacionadas às prisões, problematizando a política de hiperencarceramento e contextualizando a situação dos presídios no Brasil e, mais especificamente, no Ceará. A segunda parte destaca as características do rádio e apresenta a Rádio Livre no contexto carcerário. Na terceira parte, a partir de audições de programas e entrevistas com familiares de internos e produtores da radiadora, analisa-se a programação da rádio, levando em consideração os limites estabelecidos pela Secretaria e as apropriações que internos e familiares fazem da iniciativa. O objetivo central desta pesquisa é perceber se a rádio é um veículo institucional da Sejus ou uma forma de comunicação entre familiares e internos. / The prisons are institutions that claim to be closed, where individuals who have committed crimes live prisoners without the right to come and go and direct contact with people who are outside the institution. In this respect, a speaker system (radiadora) installed in Ceará prisons intended as a means of communication and a link between families and inmates. While using the mate features, typical of the radio, the radiadora is also a way to transmit messages and actions of the Department of Justice and Citizenship of Ceará (Sejus), responsible for Radio Livre and the administration of prisons. Divided into three chapters, this work exposes in the first stage, issues related to prisons, questioning the hiperencarceramento policy and contextualizing the situation of prisons in Brazil and, more specifically, in Ceará. The second part highlights the radio features and shows the Radio Livre in the prison context. In the third part, from auditions programs and interviews with family members of inmates and producers radiadora, analyzes the programming of radio, taking into account the limits established by the Secretariat and the appropriations that internal and families make the initiative. The central objective of this research is to understand whether the radio is an institutional vehicle Sejus or a form of communication between family members and inmates.
