Static or Evolving? The Racial Principal-Policy Gap

Empirical studies have shown that white racial attitudes tend to predict racial policy support. It has also been established that the relationship between whites' espoused racial tolerance and their support for ameliorative racial policies is imperfect, due to the principal-policy gap which characterized misalignment between individuals' espoused values for racial equity and their limited support for policies aimed at achieving those ends. Less consideration however, has been given to how the principal-policy gap changes over time. Using data from over 14,000 respondents who participated in the General Social Survey from 1994 through 2018, I show that the principal-policy gap is persistent, and that distances between principal and policy decline and expand over time. Using OLS regression models to analyze a sample of white adults, I find that the link between individuals' expressed liberal racial attitudes and their support for racial policies changed over the 24-year span. A noticeable narrowing of the principal-policy gap is also evident in the latter years of the sample. The reduction in the gap from 2014 through 2018 suggests that the influence of social movements like BLM may have been driving this trend.

Symbolic Racism 1986-2000: How and Why Racial Prejudice is Changing

Recent racial attitude research has focused on whites' increasing support for the principles of racial equality and lack of support for programs meant to bring about racial equality. As one explanation for this gap some researchers have hypothesized that a new form of symbolic racism with origins in early-learned feelings of individualism and antiblack affect is taking the place of traditional prejudice. According to symbolic racism theory, whites oppose programs such as affirmative action out of moral resentment toward blacks for not living up to traditional protestant values. However, longitudinal studies of racial attitudes continue to focus on whites increased support for the principles of equality. No study has focused on symbolic racism over time. Using data from the American National Election Studies I analyze symbolic racism among whites from the years 1986-2000 by decomposing the time trend into its attitudinal change and cohort replacement components. Results of the analyses support the view that symbolic racism is not decreasing, and has actually increased slightly since 1986. Results of the analysis do not support the view that symbolic racism has origins in early-learned feelings such as antiblack affect. In fact, the effect of antiblack affect on symbolic racism is decreasing over time as symbolic racism is increasing. Based on this finding, an alternative conceptualization of symbolic racism that places the origins of racial prejudice in competition between groups for status and not in feelings and emotions is offered. / Master of Science

The Nazi Genocide: Eugenics, Ideology, and Implementation 1933-1945

The purpose of this study is to seek knowledge of how eugenics justified extreme racial policy, territorial expansion, committing unprecedented crimes against humanity; and to understand why and how eighty million human beings yielded to totalitarianism and racial murder. Further, by examining Nazi science and policies, through the lens of concentration/extermination camps at Dachau and Auschwitz, we sought to understand the linkage between scientific racism, Nazi ideology and genocide. Critiquing Germany’s failure to exercise sound science and morality in its occupation, subjugation, and depopulation during WW II, this paper will argue Nazi Germany’s evolution to systematized, industrial mass murder of Untermenschen (or “subhumans”) ‘justified’ their territorial expansion, and the elimination of whole populations based on the concept of an inferior class war. Consequently, my research indicates apathy and greed, ignorance and intolerance will inevitably pull society into the abyss of perdition, thus services humanity as a grave warning to remember the fallacy of racial intolerance.

Where Outtreach Meets Outrage: Racial Equity Policy Formation at the Canada Council for the Arts (1989-1999)

Where Outreach Meets Outrage: Racial Equity at the Canada Council for the Arts (1989-1999), examines the early formation of racial equity policies at The Canada Council for the Arts. In this research project, I am primarily interested in understanding the ways in which ‘culture’ is employed by the state, the Canada Council for the Arts and by black artists to articulate and communicate complex issues that pertain to notions of art, citizenship, solidarity, justice, multiculturalism, belonging and nationhood. The research places culture and cultural production centrally within claims and calls by racialized artists for the ethical redistribution of societal resources and participation in societal structures. I look at questions of how community is produced and struggled over in relation to claims for cultural resources. This thesis employs an interdisciplinary approach drawn from the disciplines of sociology, anthropology and critical cultural studies to allow the complex relationships between activities of the Canadian state, racial equity policy making at the Canada Council, and grass roots social activism to emerge. I argue that state practices of management are elastic and that racial equity policies at the Canada Council emerged out of a confluence of transformational activities simultaneously taking place at the state/institutional and grassroots levels. The significance of this research project is that it fuses contemporary cultural production and art within contemporary social justice paradigms that seek to understand the processes and practices within liberalism that produce oppressions and resistance through an exclusionary politics of representation. This dissertation study will have both applied and theoretical implications in the Canadian context both within and outside of the academy in the fields of the arts, cultural policy and education.

Constituting the settler colony and reconstituting the indigene : the native administration and constitutionalism of Sir George Grey K.C.B. during his two New Zealand governorships (1845-1853, 1861-68) until the outbreak of the Waikato War in 1863

Sir George Grey (1812-1898) served as Governor of South Australia, of New Zealand twice, and of the Cape Colony. This thesis explains his policy for the first time for a history of the political ideas of colonization. Grey introduced the policy of racial amalgamation to settler colonies after the 1837 Report of the Select Committee into Aboriginal Affairs, that had advised the policy of segregation as had been North American policy under Sir William Johnson. This thesis demonstrates that Grey was a Liberal Anglican who had adopted neo-Harringtonian thought, and who introduced Jeffersonian native policy into British native policy. He practised the strategic theory of Antoine-Henri Jomini, applying it to native policy. Grey captured the monarchical constitution of the empire for what had been a settler policy of dissent to the segregation of indigenes that dated back to Tudor Ireland and early Viginia. Grey's distinctive intellectual practices were ethnograpical research and speculation, for which he enjoyed an international reputation, and the constitutional design of settler colonies, an activity he came to totally identify with. The thesis concentrates on his first New Zealand governorship (1845-53) and upon the resumption of his second New Zealand governorship (1861-68) because it was in that colony he first fully practised his native policy and participated in constitutional design, and into which he brought about a crisis of indigenous amalgamation on the eve of the Waikato War in 1863, having introduced full responsible government.
