SANTRAUKA REGIONINĖS PLĖTROS CENTRŲ VAIDMUO IR VEIKLA LIETUVOJE Europos Sąjungos regioninė politika yra viena iš pagrindinių ES vykdomų politikų. Darbas yra skirtas regioninės plėtros problemoms Lietuvoje analizuoti. Darbo objektas – regioninė plėtra Lietuvoje 1998-2005 m. Darbo tikslas – įvertinti regioninės plėtros centrų vaidmenį ir veiklą Lietuvoje. Remiantis tuo, kad Lietuvos regioninė plėtra vykdoma pagal ES modelį, tyrime pagrindinis dėmesys skirtas tiems rodikliams, kuriuos, vertinant regionų plėtrą prioritetiniais išskiria ES. Darbe Europos Sąjungoje taikomais regionų palyginimo kriterijais, analizuojami Lietuvos regionų svarbiausi rodikliai siekiant įvertinti regioninės plėtros poveikį regionams. Tikslesniam regionų apibūdinimui naudojami ne vien minėti rodikliai, bet ir svarbiausi juos lemiantys veiksniai. Tyrime analizuojami šie pagrindiniai regioniniai rodikliai: BVP, tiesioginės užsienio investicijos, užimtumas, vidutinis darbo užmokestis, migracija. Tyrimui naudojami LR Statistikos departamento regioniniai rodikliai. Darbe teigiama, kad svarbiausią įtaką Lietuvos regioninės politikos raidos krypčiai paskutiniais metais daro ES regioninės politikos principai ir reikalavimai. [toliau žr. visą tekstą] / SUMMARY THE ROLE AND ACTIVITIES OF REGIONAL DEVELOPMENT CENTERS IN LITHUANIA Regional policy of the EU is one of the main EU policies. The thesis aims at the analysis of regional development issues in Lithuania. The subject of the research is the development of regional policy in Lithuania in 1998-2005. The aim of the thesis is to value the activities and role of regional development centers in Lithuania. As far as regional development in Lithuania follows the EU model, the thesis focuses on those indicators that, in terms of evaluation of regional development, are regarded as priority by the EU. By using EU comparability criteria, the thesis analyses key indicators used to evaluate the impact of regional development on regions. Apart from the mentioned indicators, key factors influencing them are used for the purposes of more accurate description of regions. The survey focuses on the following main indicators: GDP, FDI, occupancy rate, average salary and migration. The survey draws on regional indicators available at the Department of Statistics of the Republic of Lithuania. Pagrindinis darbo tikslas yra parodyti ryšį tarp Europos sąjungos struktūrinių fondų paramos įmonei ir regiono darnios plėtros. darbą sudaro trys dalys. Teorinėje dalyje nagrinėjamos regionų plėtros teorijos ir jų koncepcijos.Praktinėje dalyje atliekama ūkinė-finansinė UAB "Girių bizonas" analizė. Rezultatų dalyje pateikiamas atliktas empyrinis tyrimas ir jo rezultatai. Darbą sudaro 67 psl. 20 lentelių, 14 grafikų, 1 priedas. / The purposes of the paper are to show connection between European union structural funds support to company and region harmony expansion. The object of the paper is company, which has got a support from European structural funds and its influence to a region harmony expansion. The work consists of the three main chapters, that is, the theoretical part, the analytical part and the deduction of the project. The theoretical part is based on analysis of scientific literature and information publications that examines regions harmony expansions theory and European union structural funds purposes and objects. The analytical part presents the economical - financial analysis of the company, which has got a support from European union structural funds and it shows the support from European union region expansion fund analysis and purpose. The last project part presents the qualitative research of personal of that company and their opinion position about necessity of European unio structural fonds support to company and its influence to region harmony expansion. The work consists of 67 pages, 20 tables, 14 pictures 1 appendix.

Šiame magistro darbe yra analizuojama Lietuvos regionų esama ekonominė situacija bei pagrindinės priežastys, kurios lemia netolygią regionų plėtrą. Atlikta regionų teritorinių skirtumų analizė pagal egzistuojančius ūkio subjektus, tiesiogines užsienio bei materialines investicijas. Įvertinti Bendrojo vidaus produkto vienam gyventojui ir vienam užimtajam rodikliai, o taip pat atlikta regionų specializacijos bei lyginamojo pranašumo analizė. Patvirtinta tyrimo hipetezė, kad Lietuvos regionų ekonominių bei socialinių skirtumų augimą lemia kumuliatyvinis priežastingumo procesas, todėl siekiant įveikti šį procesą, reikalinga šalies parama, kuri skatintų ir finansuotų darbo jėgos mokymą bei investicijas į žmogiškąjį kapitalą. / This master’s final paper analyses available economic situation in Lithuania region and its main causes, that determine even development of regions. The paper presents a detailed analysis of differences in spatial economic activity described by territotial disparity of active economic subjects, investment in tangible fixed assets and foreign direct investment in regions. Estimation of the rate and speed of uneven growth is grounded on spatial disparity measurement of GDP per capita and GDP per worker. The hypothesis is formulated as follows- the source of increasing economical and social differences in Lithuanian regions is cumulative causation process- is confirmed. Political intervantion in promoting workplace training programs and accumulation of human capital stock is necessary to defeat this causation process.

Lietuvoje vyrauja dideli ir augantys tarpregioniniai skirtumai, kurie matomi ne tik tarp pirmaujančių ir atsiliekančių regionų, bet ir tarp regionų lyderių. Todėl iškyla dilema ar regioninė politika suformuluota ir nukreipta taip, kad ateityje bus pajėgi ne tik skatinti regionų plėtrą, bet ir mažinti netolygumus. Regiono plėtra yra sudėtingas procesas, kuriam suprasti ir paaiškinti tikslinga naudoti ekonominius modelius. Iš ekonominių modelių įvairovės darbe pasirinkta naudoti pritaikytą regionų augimui neoklasikinį augimo modelį, nes būtent šis modelis aiškina regionų netolygaus augimo priežastis, vietinių išteklių pagrindu. Darbą sudaro dvi dalys. Pirmoje dalyje „Regioninė plėtra ir regioninė politika: teoriniai ir taikomieji aspektai“ aprašomos regiono ir regioninės plėtros koncepcijos, teorijos, žmogiškųjų išteklių, kapitalo ir technologijų pažangos įtaka regionų vystymuisi. Šioje dalyje pateikiami regioninės politikos pagrindiniai teoriniai aspektai bei aprašomos regioninės politikos priemonės regionų plėtrai skatinti. Antroje darbo dalyje „Vilniaus ir Alytaus regionų plėtros tyrimas“ socialinių-ekonominių rodiklių pagalba įvertinama Vilniaus ir Alytaus regionų sanglauda ir techninės pažangos augimo modelio pagrindu identifikuojamos netolygaus regionų augimo priežastys. Moreover, regional development is closely related with people and their well-being. In order to achieve this, stable and coordinated regional development is needed. This should be done by integrating effective regional policy instruments. Regional development is complexible process. So, economical models is needed and used to explain regional development. From variety of economical models the neoclassical growth model was chosen to explore the causes of widening regional growth disparities. The work consists of two parts. The first part deals with general theoretical and adaptable aspects of the region, its development as well as the regional growth and development models for regional development. In this part the explanation of impact of human resources, capital and technical progress is given. Also, this part proposes the theoretical overview about regional policy, including the conception of regional policy, the instruments which influence regional development.
