The Identification and Prediction of Reinvestment Activity in Hamilton

<p> This paper discusses real estate activity in Hamilton, for the period 1973 - 80, in an attempt to identify predictors. Particularly of interest is activity in the older central city neighborhoods which have been declining for a number of years. After reviewing the literature on the inner city, and the process operating in it, the Hamilton situation is explored. Seventeen census tracts emerge from the analysis as experiencing reinvestment activity during the above time period. The characteristics which are predictive, and most distinct, deal with the housing in, and location of, the census tracts. The community reinvestment bill : a study on whether the proposed legislation can address the lack of housing finance for the lower income population of South Africa

(Economics) / The banks role in financing growth and development has come under the spotlight over the past year, as part of a political debate about what role the private sector should be playing to address South Africa's social and economic problems. The introduction of the proposed Community Reinvestment Bill raised the prospect that banks could be forced by government into financing low cost housing. In my opinion community reinvestment must not be pursued through the introduction of legislation by government but rather through sustainable partnerships between government and the private sector which could deal with all aspects of community reinvestment. The main purpose of the study then is to propose a framework for this partnership between government and the private sector in providing housing finance to low income housing consumers. In this way community reinvestment will be multi-faceted, reflecting the need of government to introduce concrete sanctions against racial and geographic discrimination whilst facilitating the establishment of banking capacity and foster banker willingness to support local economic development programmes. An extended literature study was undertaken which literature study serves to document current viewpoints, principles and existing research on the research objective. From the literature study, the reasons for the failure of the United States of America version of the Community Reinvestment Act is stated, the objective of the proposed Community Reinvestment Bill is considered as well as the housing finance system into which government wants to introduce this Bill. The introduction of community reinvestment is not conducive to economic growth and to illustrate this argument, the provision of housing finance by either the banks or government is considered. The attitudes, perceptions and financial behaviour of the low income housing finance consumers was also considered by documenting existing research that has already been done in this regard. A recommendation is made on a possible framework for implementation of community reinvestment in the South African environment.

The criminal justice system in the United States was not created to treat mentally ill people. Despite this fact, the number of seriously mentally ill people in prisons and jails now exceeds the number in state psychiatric hospitals by tenfold. At the same time, the epidemic of mass incarceration in the United States has become one of the most pressing economic and social problems our country has faced in the last three decades. One novel approach to reducing prison populations and lowering costs to taxpayers has been justice reinvestment. However, for justice reinvestment to meet its ultimate goal of reducing incarceration rates, saving tax payer dollars, and creating safer communities, the JRI must begin to focus more attention and resources on how to better address the unique needs of the mentally ill in the criminal justice system.

Transportation finance has been historically dominated by assessing taxes to transportation users and taxes on the general public. Innovative financing mechanisms such as tax increment financing, special assessment districts, and others represent value capture techniques that tax property owners to pay for transportation costs. Value capture techniques provide supplemental funds to support capital construction costs but are not substitutes for existing dedicated and traditional tax revenue methods. The major findings of Texas practice indicate that tax increment financing for transit does not significantly contribute towards the transit infrastructure. Instead tax increment funds finance the improvement of public infrastructure surrounding transit stations and stops and can be labeled transit-supportive investments. / text
