Posouzení úspěšnosti rekvalifikací v kraji Vysočina / Achievement Assessment of Retraining in the Region Vysocina

This thesis treats of importance of education for the success on the labour market. It is aimed at retraining financed from resources of the active employment policy and at retraining courses and educational activities within the frame of projects of the European Social Fund in the region Vysocina. In the first part I define the conception of the human capital and I mention economists who dealt with the theory of the human capital. The second chapter is applied to the employment policy in the European Union and the Czech Republic. In more detail I describe the Amsterodam Treaty, the European Employment Strategy, the Lisbon Strategy and the results assessment of these strategies. The employment law regulates the employment policy in the Czech Republic. The National System of Qualifications is placed in this part too. In the third chapter I analyse the educational structure of population of the Czech Republic and the region Vysocina. In the following chapter I attend to resources of the financing of retraining which are the state budget and the European Social Fund. In the last chapter I am engaged in retraining in the region Vysocina and I analyse it in various terms.

Following diploma thesis is focused on retraining as a form of vocational adult education and on its possibilities in the struggle against unemployment. This thesis aims to describe retraing in terms of being an effective measure of active labour-market policy as well as to examine thorougly the actual contribution of retraining scheme for increasing both employment rate and employability. This effort subsequently entails the disclosure of some weaknesses in the implementation of this measure. Diploma thesis therefore contains also some recommendation for improving the existing practice. The theoretical part of the thesis starts by providing general overview of fundamentals of a theme such as labour market, unemployment or labour policy. Then it moves on theoretical description of retraining scheme itself. Empirical part of the thesis is founded on analysis of the local labour market (the territory of the capital city Prague) and on the particular means of action in the implementation of retraing scheme here.

A career redirection program for unemployed physically disabled workers

This study investigated the effect of participation in a 14-day career redirection program on the reemployment, explanations for unemployment, and levels of depression and self-esteem of 44 unemployed adults who had recently become physically disabled. The career redirection program was delivered using an extended Solomon four-group design. The subjects’ explanations for their unemployment, and their levels of depression and self-esteem were measured on at least two of four possible occasions: (a) before participating in the program, (b) after completing the program, (c) after waiting to participate in the program, or (d) eight weeks after completing the program. The researcher contacted the subjects who completed the program after eight weeks to determine their employment status and to request the completion of the final questionnaire battery. A random sample of the subjects who finished the program were also interviewed in-depth to obtain detailed information about their experiences of: (a) becoming disabled, (b) being confronted with the need to change jobs as a result of their disabilities, and (c) participating in the career redirection program. All the incidents reported by the subjects that related to their emotional reactions to these three experiences were identified from transcripts of the interviews. Incidents describing similar reactions to components of these experiences were grouped into categories. Six stages were discerned from the analysis of the categories of emotional reactions. Taken together, these six stages described a career redirection process. The results of the study demonstrated the effectiveness of the treatment program in assisting the subjects through the career redirection process. Eight weeks after finishing the program, 60.5% of the subjects were involved in reemployment activities (11.6% working; 28% independent in job search; 20.9% taking training). This thesis deals with retraining, which is the main instrument of active employment policy. The aim of thesis is to research the specific detection effectiveness of retraining courses. The hypothesis is that the efficiency of spending on retraining courses cannot be shown because it is impossible to determine the usability of courses for graduates and their real ability to get a job based on their completion. The theoretical part of the thesis deals with the definition of basic concepts - unemployment, active labor market policies and retraining courses. The theoretical part of the thesis also focuses on the issues of employability, human and social capital. Analytical part deals with the possibility of examining the effectiveness of retraining courses. The work focuses on the analysis of profiles of graduates retraining courses. Analysis also focused on identifying opportunities to introduce labor offices collecting of data that would provide information on the use of specific retraining obtained in practice, and thus allow exploring the effectiveness of the handling of funds. The work in this section is based on a questionnaire survey of employee of labor offices and interview with Mgr. Ondřej Hora, Ph.D.

The goal of my diploma thesis is to analyze retraining as an effective way of fighting the unemployment. Retraining is one of the most common means of pro-active employment policy. In my research I have focused on the efficiency of retraining and long-term enhancement for the retrained individuals. The research has been conducted on a chosen fragment of those, who participated in educational project, which was carried out in 2006 - 2008. Based on personal questioning and questioners, too, I have come to the conclusion on long-term enhancement of retraining projects and set up recommendation to make the retraining courses more effective. A Grounded Theory Approach to Studying Dislocated Workers' Decisions and Perceptions Regarding Retraining and Reemployment Programs and Services

The purpose of this study was to investigate the decisions and perceptions of Lane Company's dislocated workforce regarding retraining and reemployment programs funded by the Minnie and B.B. Lane Foundation (MBL Foundation), Virginia Employment Commission (VEC), both organizations, or neither organization. Thirteen Lane Company dislocated workers were interviewed utilizing an open-ended questionnaire. The results of this study indicated that the retraining and reemployment needs of Lane Company's dislocated workers were accommodated. However, to accommodate those needs, two organizations were required, the VEC and the MBL Foundation. The VEC was instituted by the federal and state government to provide retraining and reemployment services to dislocated workers via the Trade Act of 1974. The MBL Foundation, a nonprofit organization, was established to provide funding for retraining and reemployment programs to Lane Company's dislocated workforce. Many dislocated workers approached the VEC to apply for retraining, but found that the funding was insufficient or the retraining program they desired was not approved under the Trade Act. The dislocated workers perceived the MBL Foundation as an alternative for supplementary retraining funds and programs they preferred. An approach to provide for the needs of dislocated workers is to revise and appropriate additional funds to the Trade Act. Moreover, the manner in which Lane Company's dislocated workers were accommodated may possibly stand as a model for meeting the needs of other dislocated workers. / Ph. D.
