A análise do comportamento negociador de potências emergentes pode ser considerada como um dos indicadores do posicionamento desses países em um momento de transição de poder na ordem internacional. O modo como esse grupo de países defende seus interesses em uma mesa de negociação assim como as coalizões e estratégias que eles criam para atingir seus objetivos são aspectos definidores de suas políticas externas. A análise de como potências emergentes negociam pode revelar o tipo de potência que esses países podem se tornar em uma nova ordem global. Esta pesquisa investiga como o Brasil negocia para se tornar um tomador de decisão influente no Fundo Monetário Internacional (FMI), analisando se a abordagem brasileira em relação à atual ordem internacional é revisionista ou integracionista. O objeto dessa pesquisa é o comportamento negociador brasileiro no processo negociador que culminou em um novo acordo sobre a distribuição de quotas no FMI em 2010 durante a reunião ministerial do G20, na cidade sul-coreana Gyeongju. O argumento que se desenvolve ao longo do artigo é o de que a crise financeira de 2008 e o crescimento e a estabilidade da economia brasileira na década de 2000 aumentou o poder de barganha dos negociadores brasileiros nas negociações para a reforma do FMI. A conclusão da análise mostra que longe de ser revisionista o comportamento negociador revela estratégias de negociação que visam a integrar o país à ordem existente, buscando seu fortalecimento. / The analysis of the negotiation behavior of rising powers expresses one of the few indicators on their nature at a time of transition in the international order. How countries defend their interests at a table of negotiation as well as the coalitions and strategies they build to achieve their objectives are essential features of their foreign policy. The analysis of how emerging powers negotiate can reveal the type of power these countries may become in a forthcoming world order. This paper thus investigates how Brazil negotiates to become a major stakeholder in the International Monetary Fund (IMF), analyzing whether its approach toward the established order is either revisionist or integrationist. The object of this investigation is Brazilian negotiation behavior on the negotiations of the IMF ?s quota reform agreed in 2010 in Gyeongju (G20 Ministerial meeting), South Korea. It argues that the 2008 ?s financial crisis as well as the emergence of Brazil as an economic powerhouse provided Brazilian negotiators with an increased bargain power to reform the IMF. The outcome of the analysis demonstrates that rather than revisionist Brazilian strategies of negation aim to integrate the country in existing institutions.

Global gatekeeping : domestic politics, grand strategy, and power transition theory

Which grand strategies do Great Powers adopt towards rising challengers? When do Great Powers conciliate their potential rivals, and when do they opt for strategies of containment? In this master’s report, I outline an argument to answer these and related questions. I add to the existing literatures on grand strategy and power transitions in several key respects. First, I model power shifts between Great Powers as contests over access to externally located benefits rather than as contests over power for its own sake. Second, I emphasize the weight of domestic politics in shaping states’ preferences over the apportionment of these benefits. Third, I highlight the role of diplomacy in determining whether established Great Powers choose to conciliate or else contain potential rivals. Empirically, I provide four vignettes of Great Power responses to rising states: the United States’ strategy towards Japan during the Cold War; Britain’s appeasement of the United States, 1890-1914; the United States’ containment of the Soviet Union under Ronald Reagan; and Britain’s containment of Wilhelmine Germany. / text

Rusko jako rostoucí moc v multilaterálních institucích / Russia as a rising power in multilateral institutions

Russia as a rising power in multilateral institutions looks at the Russian attitude towards all institutions this country participated in 2001-2015. I address the questions of what is the attitude of Moscow and what determines the country's choice of attitude patterns. Drawing from the works of those specializing in rising powers and Russian foreign policy, I seek answers to my research questions and contribute to both strings of literature. The parsimonious hypothesis suggests that Russia's attitude depends on its position within the institution. In cases when Moscow holds a strong position in an institution, the country develops a supportive attitude; Russia's weak position within an institution translates into a challenger attitude. I endorse the existing studies by arguing and further supporting with data that Russia tends to be a revisionist in West-led hard-issue institutions it joined after the end of the Cold War. The data points at the supportive attitude pattern also in situations when Russia holds a strong position in institutions it co-founded as a rising power status in the last two decades. A partir de l’étude de cas du forum Inde-Brésil-Afrique du Sud (IBAS), cette thèse aborde la construction sociale de l’émergence en relations internationales, et la dynamique de prolifération de clubs sélectifs entre puissances émergentes comme expression de l’émergence internationale. A travers une approche pluridisciplinaire, mobilisant la sociologie de l’action collective au service des relations internationales, cette thèse démontre que les fonctions des clubs d’émergents, s’élèvent au nombre de trois: la consultation et la coordination politique sur des sujets internationaux d’intérêt mutuel; l’intensification des relations sud-sud multidimensionnelles; et la mise en place de mécanismes financiers communs. A travers ces trois fonctions, les puissances émergentes, se servent de ces clubs, à trois usages stratégiques transversaux, notamment la légitimation, l’autonomisation et la socialisation afin de renforcer leur intégration internationale. L’action des clubs d’émergents aboutit cependant davantage à l’inclusion, sous forme de cooptation de ces puissances, dans les processus décisionnels de gouvernance globale, qu’à leur intégration. Favorisant des stratégies de différenciation, à travers une action séparée des autres Etats du Sud, le défaut d’association des voisins régionaux et sociétés provoque des stratégies de contestation et d’obstruction de la part de ces derniers. Cette action collective des clubs d’émergents apporte enfin des changements institutionnels systémiques amenant les organisations internationales à se réadapter stratégiquement aux pratiques réformistes apportées par ces puissances, et à profiter à leur tour de l’émergence internationale. / What are the incentives of cooperation in rising powers groupings ? What are the underpinnings of club diplomacy by rising powers ? Through the case study of the India-Brazil-South Africa(IBSA) forum, this thesis explores the concept of ‘emergence’ in international relations – described here as a social construction – and the proliferation of selective clubs between emerging/rising powers as an expression of the rise of these powers. Following a pluri-disciplinary approach and mobilizing the sociology of collective action, this thesis defends that IBSA’s objective functions (political coordination, promotion and increase of south-south cooperation) obey to strategic aims (legitimization, autonomization, socialization) in order to further their international integration. The growing tendency of collective action through selective clubs in the South acts as a means for social differentiation between rising powers groupings and traditional developing countries groupings like the Non-Aligned Movement and the G77 although they often defend similar positons. However rising powers clubs ‘collective action does not necessarily result in sustainable integration of these emerging powers by established powers in global governance decision-making process ; but they cast light on the evolving institutional dynamics and institutional adaptation on the global level.

Rethinking globalization and the transnational capitalist class: a corporate network approach toward the China-U.S. trade war and inter-imperialist rivalry

The arrest of Meng Wanzhou and the Huawei prosecution have revealed a mounting battle for high-tech supremacy between the United States and China. The ongoing technology war and the trade war are merely one dimension of a far-reaching and accelerating imperialist rivalry. The changing reality on the world stage has urged a reconsideration of the thesis of transnational capitalist class (TCC) and theory of globalization in general. By reviewing the historical debate between the globalist and critical realist schools, I argue that William Carroll’s theoretical frame of global capitalism grounded in corporate network research through emphasizing a dialectical process of the ‘making’ of the TCC is better equipped to explain the unfolding Sino-U.S. conflict. Following Carroll’s multilayered approach to corporate network research, I conduct a corporate network analysis to examine the directorate interlocks of 40 Chinese transnational corporations (TNCs) selected from the Fortune Global 500 list. My study has found that the transnational networks of Chinese TNCs have remained considerably sparse, contained within condensed national networks. The globalization of Chinese TNCs and Chinese corporate elite has been modest and has not undermined or replaced the national base. This is due to two crucial reasons: the statist character of Chinese capitalist class and the regionalized development of global capitalism and class formation. In concordance with Carroll’s network research of Western companies, my study of corporate China reaffirms the fragility of the TCC, its internal friction, and potential decomposition. It also provides a material ground for analyzing the Sino-U.S. inter-imperialist rivalry as a structural development out of global capitalism and its class relations. My thesis study, therefore, offers the first attempt to draw a direct linkage between corporate network formation and geopolitical conflict. / Graduate
