An integrated health, safety and environmental risk assessment model for the South African Global Systems Mobile Telecommunications (GSM) industry

More than one billion people, almost one in six of the world's population, are now using GSM mobile phones. The situation in South Africa is no different from that in the rest of the world. The rise of mobile telephone usage in South Africa has been driven by a combination of factors such as demand, sector reform, the licensing of new competition, and the emergence of major strategic investors, such as Vodacom and MTN. It was estimated that by March 2005 there should be approximately 20 million cellular customers in South Africa. The growth in the South African cellular market is proportionate to the potential risks in an environment where organisations are continuously seeking ways of improving efficiency, cutting costs, and staying abreast of technological advances. Elements of risk control such as Safety, Health, and Environmental Management can no longer be left out of the equation while organisations in the GSM industry are considering increasing their networks to meet the demands of growth. Although risk assessments are not specifically defined in the Occupational Health and Safety Act (85 of 1993); Section 8 does, however, stipulate under the general duties of the employer that the employer must establish, as far as is reasonably practicable, which hazards to the health or safety of persons are attached to any work which is performed. This situation has changed with the promulgation of the Construction Regulations, GNR.1010 on 18 July 2003; which state that every contractor performing construction work shall, before the commencement of any construction work and during construction work, cause a risk assessment to be performed by a competent person appointed in writing, and that the risk assessment shall form part of the health and safety plan to be applied on the site. This requirement under the Construction Regulations will have a major impact on organisations in the GSM industry. Integrated Health, Safety and Environmental risk assessments have now become a prerequisite before considering any further expansion of the GSM network in South Africa. The relationship between the operational risk sub-disciplines of health, safety, and environmental management, as part of the risk-management function, has been established, and an operational risk-assessment model for the Global Systems Mobile Telecommunications industry in South Africa that measures occupational health, safety, and environmental management risks on an integrated basis has been developed. The risk assessment model for the South African GSM industry is based on assessing the frequency of an activity in relation to the impact on the organisation's business processes, incident/accident potential, financial impact, legal status, and the nature of ecological impact. / Business Management / D. Climate change in the Western Cape : a disaster risk assessment of the impact on human health

Thesis (DPhil (Geography and Environmental Studies))—University of Stellenbosch, 2007. / Background The Disaster Management Act (Act 57 of 2002) instructs a paradigm shift from preparedness, response and recovery towards risk reduction. In order to plan for and mitigate risks, all spheres of government must firstly assess their hazards, vulnerabilities, capacity to cope and therefore risks. Studies in this regard, in South Africa, have however only focussed on current risks. Climate Change has now been accepted by leading international studies as a reality. Climate change can impact upon many aspects of life on earth. Studies to quantify the impact of climate change on water resources, biodiversity, agriculture and sustainable development are steadily increasing, but human health seem to have been neglected. Only general predictions, mostly regarding vector-borne disease and injury related to natural disasters are found in literature. Studies in South Africa have only focussed on malaria distribution. Most studies, internationally and the few in South Africa, were based on determining empirical relationships between weather parameters and disease incidence, therefore assessing only the hazard, and not the disaster risk. Methodology This study examines the impact of climate change on human health in the Western Cape, within the context of disaster management. A qualitative approach is followed and includes: · A literature overview examining predicted changes in climate on a global and regional scale, · A discussion on the known relationships and possible impacts climate change might have on human health, · A disaster risk assessment based on the status quo for a case study area, the Cape Winelands District Municipality, · An investigation into the future risks in terms of health, taking into account vulnerabilities and secondary impacts of climate change, resulting in the prioritisation of future risks. · Suggestions towards mitigation within the South African context. Results The secondary impacts of climate change were found to have the larger qualitative impact. The impact of climate change on agriculture, supporting 38% of the population can potentially destroy the livelihoods of the workforce, resulting in poverty-related disease. Other impacts identified were injuries and disease relating to temperature, floods, fire and water quality. Conclusion Risk is a function of hazard, vulnerability and capacity to cope. The impact of an external factor on a ‘spatial system’ should be a function of the impacts on all these factors. Disasters are not increasing because of the increase in the frequency of hazards, but because of the increasing vulnerability to hazards. This study illustrated that the major impacts of the external factor could actually be on the vulnerabilities and the indirect impacts, and not on the hazard itself. Climate change poses a threat to many aspects of the causative links that should be addressed by disaster management, and its impacts should be researched further to determine links and vulnerabilities. This research also illustrates that slow onset disasters hold the potential to destroy just as much as extreme events such as Katrina, Rita or a tsunami. It also reiterates that secondary impacts may not be as obvious, but are certainly not of secondary importance.

Toxic elements in foodchain : exposure pathways to infants in selected areas of Limpopo Province

This study was concerned with establishing the extent to which various components of the environment were exposed to the three toxic minerals, arsenic, mercury and lead. The concentration of these three elements were determined in groundwater and surface water, soil, plants, animals such as goats, and humans in potentially contaminated areas in the Limpopo Province of South Africa. The focus of the study was to assess the possible exposure to infants through ingestion to arsenic, mercury and lead. Comparison of the mineral content of water at the study sites with international and national drinking water standards, indicated water from Rooiberg, Leeupoort and Gravelotte are not fit for human consumption due to high arsenic and lead concentrations. Water at Gravelotte also has unacceptably high levels of mercury. The soil, plants, goat’s milk and mother’s milk at Rooiberg have higher levels of arsenic and lead than have been recorded for many other countries. Mother’s milk and goat’s milk are the main sources of arsenic, lead and mercury contamination at Rooiberg. It is therefore newborns and toddlers who are most at risk from exposure to arsenic and lead. This is a cause for environmental and health concerns, but as this research is only a base-line study, it is imperative that more comprehensive surveys of potentially toxic mineral contamination be conducted in the province. / Environmental Sciences / (M.Sc. An investigation of the extent of implementation of EIA regulations towards health hazard prevention at Kwama Thukuza, Newcastle

Chemical (gaseous) emissions from wastewater treatment plants (WWTP) are perceived as odour and can generate undesirable health reactions. These could affect the quality of life to those regularly albeit intermittently exposed, although regular exposure may result in tolerance and loss of recognition of the odour. Consequently, research is necessary to establish the role of Environmental Impact Assessment (EIA) in ensuring that facilities such as WWTP do not pose a threat to local communities, particularly in relation to housing developments for poor communities. The aim of this study was to investigate if the EIA regulations were effectively implemented before building of the Residential Development Proiect (RDP) houses at KwaMathukuza, in Newcastle South Africa. Furthermore, the study intended to determine the impact the (WWTP) has on the health of people who reside close to the site and to establish if the families staying close to the WWTP have any common ailments such as handicapped babies, early deaths within families. Findings would also indicate if RDP houses should be built in close proximity to such sites. Data was collected through a survey of 85 residents living within five kilometers and ten residing beyond five kilometers from the WWTP. The participants were selected randomly. Municipality employees who worked with the WWTP were also sampled together with healthcare givers. Data included information about health of the community, their perception of the gases released from the WWTP as well as EIA meetings and processes related to the construction of the RDP houses. The outcome of this study revealed that EIA regulations were not adequately implemented and that this residential site was unsuitable for the construction of RDP houses. It emerged that the residence regularly experience unpleasant odours released from the WWTP. These could be associated with ill-health of the residents as well as v degradation the environment in general. The study also found that the effect of the WWTP affects even those communities who reside beyond five kilometers from the WWTP. The researcher argues for more stringent mechanisms to ensure that EIA regulations are properly implemented to prevent adverse effects on the communities. / Environmental Sciences / M. Sc. Thesis (PhD (Sport Science))--University of Stellenbosch, 2006. / The continued integration of our global society has caused a shift in human social interaction and redefined the contexts of adolescents’ lives. Adolescents are inundated with a variety of choices at a stage of their lives where they are trying to create their own identity. This critical period of development is highlighted by an increased desire to experiment with adult life. Thus is experimentation not uncommon. The study examines the prevalence of a range of health risk behaviours amongst adolescent girls. It focuses on the identification of behaviours such as violence, smoking, alcohol and drug use and abuse, sexual behaviours, dietary behaviours and physical inactivity that place adolescents at increased risk for premature morbidity and mortality. An intervention programme was launched at the schools concerned in an effort to address these behaviour patterns and to inform learners regarding the dangers of these health risk factors. The sample population was selected from three previously disadvantaged high schools in the Worcester region. Due to restrictive circumstances at the schools, the sample could not be randomly selected and therefore the study is based on a quasi-experimental research approach. A sample of 1805 adolescent girls in Grades 8 to 10 completed a questionnaire, which assessed a range of health risk behaviours. This questionnaire was based on the Youth Risk Behaviour Survey (YRBS) and completed by all the respondents during the pre-test. A control and experimental group was selected from the Grades concerned, at the different schools. The experimental group was subjected to a six-months long intervention programme. At the end of the intervention programme a post-test was conducted on both the control and experimental groups. Four months after the post-test the respondents were subjected to the same test, which is now known as the follow-up test. The girls who dropped out of the study as it progressed are referred to as the drop-out group. Information regarding the socio-economic background of the girls, as well as permission to take part in the study, was obtained from the parents by means of a questionnaire. A self-designed questionnaire was used to obtain information regarding the state and status of Physical Education (PE) and movement programmes within Life Orientation at the schools. Teachers who were responsible for Grades 8, 9 and 10, completed the questionnaire. To keep track of body size and growth, mass and length were determined and body mass index (BMI) was calculated. Blood pressure was measured to determine to what extend these girls suffer from hypertension. Skinfold measures were taken to determine the fat percentage. The 20m shuttle run (Bleep test) was used to indirectly determine the physical activity levels of the respondents. The main results are discussed next. The results indicate that more respondents in the post-test (64%) reported that learners carry weapons on school grounds than in the pre-test. According to the results 64% of the respondents indicated in the post-test that learners carry weapons on school grounds compared to 29% of the respondents in the follow-up test (p<0.01). The pre-tests results indicate that 11% of the respondents smoke cigarettes in comparison to 14% in the post-test (p<0.01). Approximately 9% of the respondents in the pre-test indicated that they drank at least one alcoholic drink in the week before the study was undertaken in comparison to the 22% of the post-test (p<0.01). Regarding the smoking of dagga 2% of the respondents indicated in the pre-test that they smoked dagga whereas 9% in the post-test indicated that they did. More sexual active respondents during the follow-up test (57%) indicated that they used condoms during their last sexual experience than in the post-test (46%). The results of the pre-test indicate that approximately 49% of the respondents did something to loose weight or to prevent weight-gain in comparison to the 25% of the post-test and the 31% of the follow-up test. According the results, 35% of the respondents purported to have PE at their school in comparison to 30% during the post-test and 54% during the follow-up test. Although there were some exceptions, in most cases a tendency existed that indicated an increase in the variables measured between the pre-test and post-test. In most cases the results remained constant between the post-test and the follow-up test. This study can therefore be a starting point for further research into the process to combat health risk behaviours amongst adolescent girls. This can be done with educational programmes in cooperation with several role-players in the community.

Generic model for mine closure

Three Iscor Coalmines are currently in different stages of closure, i.e. North Field, Hlobane and Dumacol and the demand on management time spent on this issue is increasing. The changing legal environment, especially issues concerning rehabilitation and mine closure, demands that every company must take full responsibility for any detrimental effect that their operations may have on the environment. This study concerns itself with establishing a generic procedure for mine closure. The interface with all stakeholders, external and internal, is considered. The primary focus areas are determined and the most important issues within each area are discussed in such a way that operational managers and strategists could use it as base knowledge for future closures. Applying the model to an actual closure process, i.e. the closure of Durnacol Coalmine, tested the validity of the model and it was verified that the process could be used as a base for future reference.

Emotional-social competencies that enhance wellness in teachers: an exploratory study

Although there are common factors that account for the increased levels of stress among teachers, the particular factors involved differ from country to country. South Africa has gone through more than a decade of political and social change. Coping with the extended transitions within the educational system has affected teachers’ wellness. Emotional intelligence or emotionalsocial competencies, the term used in the study, offers a way of viewing the means of primary prevention as a whole, rather as loosely related elements. This offers a practical way of describing the key range of competencies that make it possible to modulate emotions, to solve social problems creatively, to be effective leaders or collaborators, to be assertive and responsible, or to be able to ask evocative and/or social questions that lead to new learning. This study focuses on the need for teachers to develop specific social and coping skills, as well the need for them to have the necessary environmental support, to prevent stress and promote wellness in teachers. This interpretive study used questionnaires, semi-structured interviews, and "a day in the life of" interviews to explore the perceptions of Life Orientation teachers about the emotionalsocial competencies that improve and support their wellness. The South African teachers surveyed consider that certain emotionalsocial competencies enhance their wellness. In their view, all teachers would benefit from having a toolkit emotionalsocial competencies. They also expressed the need for pre-service teacher education to offer training in these competencies.

A critical analysis of the management of climate change risk among short-term insurers in South Africa: evidence from company annual reports

This study investigates the extent to which South African short-term insurance companies manage climate change risk, as evidenced in their annual and sustainability reporting. The study context takes into account the fact that the world’s climate has been changing at a more accelerated rate since the early 1970s, causing disasters that have negatively affected world economies in the last ten years. Insurers, due to their huge financial resource base, long history of spurring innovation around risk and encouraging loss-reducing behaviour as well as high levels of vulnerability, have been identified as one industry that could lead societies in finding solutions to climate change risk. A key element of such a corporate resolve involves taking a leadership position which makes business sense for insurers. As such, this research analyses how innovative solutions to change-related problems could result in reduced exposure to climate change in line with corporate triple bottom line objectives. Based on a purposive sampling of short-term insurance companies operating in the South African market during the 2007 financial year, the study uses the companies’ annual and sustainability reports in order to critically assess evidence of climate change-related performance. The assessment is undertaken against the best practice indicators of climate change risk management, as defined by Ceres – a global researcher on climate change management in the business context. The data analysis is largely qualitative, consisting of a narrative presentation of the results and a conceptual application of the results to the triple bottom line which forms the theoretical framework of this study. The study finds that the South African short-term insurers were generally not living up to the climate change management ideals, in comparison to their multinational counterparts. For the South African short-term insurers, corporate strategic product innovation and planning was insignificant. Also negligible was board involvement, as well as CEO involvement, though in at least one case of the 4 local short-term insurance, there was evidence of extensive CEO involvement in climate change risk management. On the whole, these findings represent a lapse in corporate governance inasmuch as climate change risk management is concerned. Local short-term insurers generally performed well in the area of public disclosure, with their scores ranging from insignificant to extensive. In contrast, multinational short-term insurers’ performance with regard to climate change risk intervention ranged from insignificant tointegrated, across the five governance areas of board oversight, management execution, public disclosure, emissions accounting and strategic planning. As such, the study broadly recommends that short-term insurers in South Africa should make climate change part of their overall risk management strategies in order for them to remain competitive in an environment of increased climate change-related risk. More specifically, the research project recommends that the local insurers should proactively lead climate change mitigation measures through, for instance, investing in clean energy projects and incentivising their clients’ participation in the carbon market to prepare themselves for possible regulatory restrictions after the Copenhagen climate change conference planned for December 2009. This study also challenges insurers to help communities and as well as other businesses in their value chain to reduce their negative impacts on the world’s climate and to be more resilient against disasters which may arise from the high levels of greenhouse gases already in the atmosphere. Further, it recommends that insurers should create internal board and executive level climate change-related structures, as these will facilitate the integration of the proposed initiatives into their overall sustainability strategies. Above all, the study recommends that insurers should enhance the reporting of their climate change-related risk, opportunities and initiatives to improve their integrity.
