Comparing risks & needs assessment policies and practices in Canada and Hong Kong

Risk and needs assessments are actuarial based instruments that aim to evaluate an (1) offender’s risks including the risk of reoffending, (2) criminogenic needs so they can be targeted in treatment and (3) offender responsivity inclusive of the learning style, motivation, abilities and strengths of the offender (Andrews, Bonta and Wormith, 2011, 735). Since 2006, looking to Western nations as exemplars, the HK Security Bureau’s policy initiatives have introduced a Risk and Needs Assessment Protocol for all local young offenders, and local adult offenders with sentences of two years and above. But one has to question how the policy transfer applies here in Hong Kong. What can Hong Kong’s criminal justice policy makers and practitioners adapt from research conducted in Canada and the United States? Is there anything HK officials can learn from other jurisdictions, both in terms of experiences implementing risk needs tools and the wider socio-cultural context under which such implementation takes place? This study has provided some preliminary answers to these questions through critical analysis and expert interviews. Subsequent analysis on the definition of risk and need under the HK CSD’s protocol outlined a further need for a definition of the responsivity principle. Concerns over the content of responsivity enhancement programs along with its effects on the voluntary participation of young offenders were also discussed in this analysis. Since the initial consultancy was commissioned by the CSD in 2002 to empirically develop and refine the protocol, a follow up study was much needed to suggest improvements. This study has served to fulfill this goal by suggesting improvements in addressing class, gender and racial disparity along with suggestions on operational excellence. Specifically, interviews with leading Canadian risk assessment experts including criminologists and practitioners highlighted four main challenges and three main lessons for HK CSD to examine (p. 57-58). Interviews with Hong Kong risk/needs assessment experts including criminologist and HK CSD practitioners help provide clarification on the risk/need assessment process and how rehabilitative programs operate. Additional analysis on the risk/need assessment instrument used in Hong Kong along with an examination of the questions used by assessors was subsequently conducted. The result challenges the CSD’s Risks and Needs Assessment and Management Protocol for Offenders as a “scientific and evidence based approach to prison management and offender rehabilitation” (CSD Booklet, 201, 3). Strategy implementation: a critical assessment of the application of integrated risk management in the implementation of Eastern Cape Province provincial growth and development strategy (ECPGDS)

Strategic Management cycle consist of strategic planning, implementation, monitoring, evaluation and review of strategy. Strategy implementation has thus become the most significant management challenge. Yang et al. (2010) claim that although formulating a consistent strategy is a difficult task for any management team, making that strategy work and implementing it throughout the organisation is even more difficult. Yang further argues that Strategy implementation has been recorded as a key challenge for today’s organisations. According to Gurowitz (2008, there is evidence which shows that less than 10 percent of strategies formulated are effectively executed. Hrebiniak (2005) advances that; failure in organisations to effectively execute strategies is often as a result of limitation in linking organisational goals with objectives (operations). There are many other factors that influence the success of strategy implementation, ranging from the people who communicate or implement the strategy, to the systems or mechanisms in place for co-ordination. Brynard (2005) asserts that strategy implementation is equally challenging for management in Government departments, given that efforts of Government are aimed at improving service delivery. Poor strategy implementation is linked to poor service delivery. It is also worth noting that whilst implementation is acknowledged as a challenge, joint planning and joint implementation policies and strategies experience even a greater challenge in their implementation According to Young (2006), Debra and Yeates (2008), strategy implementation is in itself a risk because of its impact on the processes, people, and the systems. Strategy implementation is thus considered one of the main risk factors in organisations. In concurring with this view, Lorenzi et al. (2008) proposes that, strategy implementation implies change, and therefore poses risk to the processes, the people and the systems.

An Experimental Examination of the Effects of Fraud Specialist and Audit Mindsets on Fraud Risk Assessments and on the Development of Fraud-Related Problem Representations

Fraud risk assessment is an important audit process that has a direct impact on the effectiveness of auditors' fraud detection in an audit. However, prior literature has shown that auditors are generally poor at assessing fraud risk. The Public Company Accounting Oversight Board (PCAOB) suggests that auditors may improve their fraud risk assessment performance by adopting a fraud specialist mindset. A fraud specialist mindset is a special way of thinking about accounting records. While auditors think about the company's recorded transactions in terms of the availability of supporting documentations and the authenticity of the audit trail, fraud specialists think instead of accounting records in terms of the authenticity of the events and activities that are behind the reported transactions. Currently there is no study that has examined the effects of the fraud specialist mindset on auditors' fraud risk assessment performance. In addition, although recent studies have found that fraud specialists are more sensitive than auditors in discerning fraud risk factors in situation where a high level of fraud risk is present, it remains unclear whether the same can be said for situation where the risk of fraud is low. Thus, the purpose of my dissertation is to examine the effects of fraud specialist and audit mindsets on fraud risk assessment performance. In addition, I examined such effects on fraud risk assessment performance in both high and low fraud risk conditions. The contributions of my dissertation include being the first to experimentally examine how different mindsets impact fraud-related judgment. The results of my study have the potential to help address the PCAOB's desire to improve auditors' fraud risk assessment performance though the adoption of the fraud specialist mindset. In addition, my study contributes to the literature by exploring fraud-related problem representation as a possible mediator of mindset on fraud risk assessment performance. I executed my dissertation by conducting an experiment in which mindset (fraud specialist or audit) was induced prior to the completion of an audit case (high or low in fraud risk). A total of 85 senior-level accounting students enrolled in two separate auditing classes participated in my study. The results from my experimental provide empirical support that it is possible to improve auditors' fraud risk assessment through adapting the fraud specialist mindset. My study also provides preliminary evidence that individuals with the fraud specialist mindset developed different problem representations than those with the audit mindset.

Recently, a variety of chemicals are introduced in a very large scale on the surface water network. The main pathway of these pollutants into the environment was identified as wastewater treatment plants (WWTPs). The extended use of chemicals in many product formulations and insufficient WWTPs has lead to an increase in the levels of the detected micro-pollutants wastewater effluents. The majority of these compounds are characterized by a rather poor biodegradability. A large spectrum of pollutants present in waste as traces has been reported to exert adverse effects on human and wildlife. Even though compounds are found in wastewater in a very small amount, they may have the undesirable capability of initiating health effect on various high forms of life. This survey constitutes the first study in the City of Cape Town to report data for a variety of priority substances (phenols and phthalate esters) in WWTP effluents and receiving rivers. These results are of critical importance since the data generated are used to generate potential health risk associated with both the organic and inorganic compounds analyzed.

COMPARING THE RISK OF THE PRESSURE TUBE-SCWR TO THE CANDU USING PROBABILISTIC RISK ASSESSMENT TOOLS

<p>In the next few decades, the nuclear industry worldwide is expected to launch a set of reactors with advanced reactor designs. Generation-IV (GEN-IV) reactors are to display superior safety by incorporating additional passive safety concepts as well as improving accident management and minimization of consequences. Canada is in the early stages of conceiving its GEN-IV reactor design – the Supercritical Water Reactor (SCWR). The proposed design is based on the existing CANDU configurations and is expected to offer significant advances in thermal efficiency, fuel cycle sustainability, and relative cost of energy. Of particular interest is the reactor's ability to use inherent or passive safety concepts which will translate to the reactor being walk-away safe in an accident.</p> <p>Steam generators in CANDU remove decay heat by thermosyphoning in a loss of Class-IV power accident. This natural circulation process was a passive feature in GEN-II and GEN-III CANDUs. The SCWR's direct thermodynamic cycle implies steam generators are no longer incorporated into the design. This thesis examines how the SCWR compensates for the removal of a passive safety system element and the difference to the overall safety of the reactor following accidents. These results will be compared to the traditional CANDU's response in accidents to demonstrate the added value of this new reactor in maintaining the goal of no widespread core damage. Comparisons were also made between the SCWR and similar GEN-IV reactors in terms of design and response to various initiating events.</p> <p>Probabilistic Risk Analysis is used in this thesis to assess the SCWR design options. Although the SCWR is in the pre-conceptual design phase, the results of such risk assessment studies could affect the design, operation, and licensing of this new reactor. This dissertation is based on the hypothesis that a third dimension, namely investment time horizon, can add value to the more conventional two-dimensional methodology of assessing the relative risk and return attributes of various assets and portfolios in order to enhance investment decisions. This study shows that time horizons should be considered in the investment decision making process and provides concrete evidence that a methodology that is not cognizant of investment time horizon is prone to extensive long-term opportunity cost risk. In addition to providing evidence of investment time horizon relevance, the study makes suggestions as to how time horizons could be incorporated into the risk return assessments of various asset classes and also presents a framework for the more holistic assessment of asset class properties while incorporating time horizons. / Business Management / Thesis (M. La prima parte dell’elaborato presenta le origini e lo sviluppo delle politiche di valutazione del rischio per le sostanze chimiche. Dopo un primo inquadramento storico, l’attenzione è stata dedicata a temi emergenti come la valutazione delle incertezze, la necessità di integrazione delle valutazioni del rischio per l’uomo e per l'ambiente. La seconda parte presenta l’evoluzione delle politiche di valutazione del rischio dei prodotti fitosanitari, soprattutto a livello europeo (dall’applicazione della direttiva 91/414 all’attuale regolamento 1107/2009), con particolare attenzione all’applicazione del principio di precauzione. Il terzo capitolo approfondisce le fasi e gli approcci delle attuali procedure di valutazione ambientale del rischio dei pesticidi usati a livello europeo e americano; è stato in particolar modo esplorato il tema dell’individuazione degli obiettivi specifici di protezione in fase preliminare di valutazione del rischio. Il quarto capitolo tratta di un tema attualmente molto dibattuto, ovvero la valutazione dei potenziali effetti combinati sugli organismi non bersaglio esposti a più sostanze attive simultaneamente. Infine, l’obiettivo del quinto capitolo è quello di valutare la contaminazione ambientale dovuta all’applicazione di fungicidi a base rame su melo. A tale scopo è stato testato un nuovo modello per il calcolo integrato dell’esposizioni umana e ambientale MERLIN – Expo, sviluppato grazie al progetto europeo 4FUN. I risultati ottenuti per le acque superficiali e il sedimento sono stati confrontati con i risultati degli attuali modelli usati in Unione Europea, i modelli FOCUS. Le simulazioni probabilistiche hanno anche permesso di effettuare valutazioni di incertezza e sensitività sui parametri utilizzati nelle simulazioni. / This PhD thesis is a multidisciplinary work on the risk assessment of plant protection products including both legislative and scientific aspects. The first part of the thesis introduces the origin of risk assessment procedures with a wide glance on the whole process of risk analysis to protect the humans and the environment. The accent is put on emerging issues and trends, such as the uncertainties appraisal, the necessity of integration between human and environmental impacts without ignoring socio- economic and behavioural factors. The second chapter deals with the origin and development of global risk assessment policies on pesticides. It focuses in particular on European policies, from the original Directive 91/414 to the current Regulation 1107/2009 and the application of the precautionary principle. A brief comparison with US approaches for risk assessment is also presented. The third chapter gives an overview on the risk assessment procedures that nowadays provide the highest achievable protection for the environment, starting with the definition of clear and specific protection goals. The fourth chapter addresses the issue of combined risk assessment of pesticides: current approaches for the evaluation of effects on non-target organisms are analysed. The last chapter is dedicated to the estimation of the environmental contamination following the application of copper –based fungicides sprayed on orchards by using MERLIN - Expo, which is a multimedia model developed in the frame of the FP7 EU project 4FUN. The performance of the MERLIN- Expo software in estimating the contamination of the metal is also analysed through a comparison with the currently used FOCUS standard models for the calculation of pesticides concentrations in surface water and sediment. Both deterministic and probabilistic simulations have been run; the latter has allowed to perform uncertainty and sensitivity assessment.

Return on Investment of the CFTP Framework With and Without Risk Assessment

In recent years, numerous high tech companies have developed and used technology roadmaps when making their investment decisions. Jay Paap has proposed the Customer Focused Technology Planning (CFTP) framework to draw future technology roadmaps. However, the CFTP framework does not include risk assessment as a critical factor in decision making. The problem addressed in this quantitative study was that high tech companies are either losing money or getting a much smaller than expected return on investment when making technology investment decisions. The purpose of this research was to determine the relationship between returns on investment before and after adding risk assessment to the CFTP framework. Paap's CFTP framework and process to improve technology investments thus served as the theoretical framework for this study. Data were obtained from cloud computing companies using the companies' market risk data and actual returns on investment data. The results and findings of paired sample two-tailed t tests for means and equal variances showed that return on investment was positively related to adding a traditional risk assessment model to Paap's CFTP framework. These findings regarding the addition of risk assessment to the technology investment framework may be used by investors to (a) make better and more expeditious decisions, and (b) obtain a high return on technology investment by selecting the highest return value and lowest risk value.
