This essay investigates and analyzes political problemrepresentations of begging within motions containing proposals to ban begging nationally in Sweden. The focus is on what is presented as problematic with the phenomenon of begging and how the same is constructed linguistically to appear as such. The investigation covers a period of time over that decade, from when the first proposal was submitted to Sweden's Riksdag in 2011 up to the last one (before the 2022 election), 2021. The approach is post-structuralist critical and founded in a discrepancy between principles of social work, to word for inclusion, equality and human rights, versus the legislation which risks offending vulnerable individuals in society. A total of 13 motions are analyzed using Carol Bacchi's discourse analysis called the WPR approach ("What's the problem represented to be?"). The result contains four different discourses (language acts) politicians use to problematize begging: that of alienation, ambiguity, disturbance and chain. The essay provides and contributes with an insight and a knowledge of how begging has been presented as a problem politically in Sweden during 2011–2021. The same meanwhile a national ban on begging is under investigation within the Swedish Riksdag, at the time led by the right-wing party Moderaterna and the nationalistic one The Swedish Democrats.

An Experimental Examination of the Effects of Fraud Specialist and Audit Mindsets on Fraud Risk Assessments and on the Development of Fraud-Related Problem Representations

Fraud risk assessment is an important audit process that has a direct impact on the effectiveness of auditors' fraud detection in an audit. However, prior literature has shown that auditors are generally poor at assessing fraud risk. The Public Company Accounting Oversight Board (PCAOB) suggests that auditors may improve their fraud risk assessment performance by adopting a fraud specialist mindset. A fraud specialist mindset is a special way of thinking about accounting records. While auditors think about the company's recorded transactions in terms of the availability of supporting documentations and the authenticity of the audit trail, fraud specialists think instead of accounting records in terms of the authenticity of the events and activities that are behind the reported transactions. Currently there is no study that has examined the effects of the fraud specialist mindset on auditors' fraud risk assessment performance. In addition, although recent studies have found that fraud specialists are more sensitive than auditors in discerning fraud risk factors in situation where a high level of fraud risk is present, it remains unclear whether the same can be said for situation where the risk of fraud is low. Thus, the purpose of my dissertation is to examine the effects of fraud specialist and audit mindsets on fraud risk assessment performance. In addition, I examined such effects on fraud risk assessment performance in both high and low fraud risk conditions. The contributions of my dissertation include being the first to experimentally examine how different mindsets impact fraud-related judgment. The results of my study have the potential to help address the PCAOB's desire to improve auditors' fraud risk assessment performance though the adoption of the fraud specialist mindset. In addition, my study contributes to the literature by exploring fraud-related problem representation as a possible mediator of mindset on fraud risk assessment performance. I executed my dissertation by conducting an experiment in which mindset (fraud specialist or audit) was induced prior to the completion of an audit case (high or low in fraud risk). A total of 85 senior-level accounting students enrolled in two separate auditing classes participated in my study. The results from my experimental provide empirical support that it is possible to improve auditors' fraud risk assessment through adapting the fraud specialist mindset. My study also provides preliminary evidence that individuals with the fraud specialist mindset developed different problem representations than those with the audit mindset.

Issues concerning gender equality are today an integral part of Swedish society. Because of this, even traditionally male-dominated actors are forced to incorporate a focus on gender equality. What kind of tensions may this provoke, and how are these tensions visible in the gender equality policy making of traditionally male-dominated organizations? Against this background, the aim of this dissertation is to analyse how issues of gender equality are “problematized” by three organizations that originate from masculine environments; Män för jämställdhet, IF Metall  and Rikpolisstyrelsen. I wish to analyse the meaning that these actors incorporate into the issue of gender equality and from which discourses these meanings are derived. This focus entails a specific theoretical standpoint. Thus, another aim of the study is to discuss the advantages of a post-structuralist approach to the study of public policy. More specifically, I want to develop the use of a range of discourse analytical modes of analysis and to evaluate their utility in capturing the dynamic of problematization processes. The empirical focus of the dissertation is on the years between 2000 and 2008. The research material consists of both formal and informal documents. The analysis shows that questions of gender equality can be problematized in a number of ways. Issues concerning gender equality can be tied to issues of men’s hegemony, men’s gender-specific problems, class-based problems and organizational problems. This wide array of problematizations also illustrates ways in which there still seems to be an underlying conflict over the meanings tied to the concept, even though nobody openly challenges the importance of gender equality reform efforts. I call this situation a “conflictual consensus” and point to the importance of deconstructing this supposed unity and illuminating the kind of power relations that lay hidden beneath it.

Controlling the Swedish state : Studies on formal and informal bodies of control

The dissertation aims to develop an understanding of the outcomes and limitations of formal and informal control of the Swedish state, and of the positions and strategies of the social agents involved in this field. The dissertation contributes with new perspectives on controls directed at the state, comparing various control organs (the Parliamentary Ombudsman, the Chancellor of Justice, the United Nations, the European Court of Human Rights and NGOs) and focusing on a wide range of wrongs and harms by the Swedish state. Paper I explores incidents for which the Swedish state and its agencies have been judged to be responsible by formal control organs. Paper II analyzes the accounts used by state representatives in judgments from formal control organs on issues related to migration. Paper III examines the characteristics of those who hold the state accountable via the European Court. Paper IV explores how formal and informal control organs frame problems in relation to the Swedish state’s treatment of residence permit applicants. The studies demonstrate that formal domestic control organs mainly direct criticisms at state agencies that focus on particular and procedural issues. International bodies of formal and particularly informal control publish criticisms of the state that focus on general and systemic issues. The dissertation highlights how control organs offer limited access to accountability, and how controls of the state may be perceived as both ineffective and counterproductive. Another conclusion is that the positions and strategies of the agents in this field are dependent on their specific capital (resources, knowledge and support). Control of the state is understood as a field of struggle for recognition and legitimacy, in which accusations are denied by representatives of the state and control organs balance their criticism in order to maintain credibility. Climate-Induced Human Mobility in Policy : A Comparative Analysis of Problem Representations in Policy of Two Small-Island Cases

This thesis is a descriptive study of problem representations of climate-induced human mobility in policy. Two cases which are severely impacted by climate change have been selected for the analysis: Kiribati and Andaman and Nicobar Islands. Policies of these cases are analysed through a qualitative text analysis following the methodological approach “What’s the Problem Represented to Be?”. A particular focus is given to the issue of “planned relocations” as this is a form of human movement that is, per definition, driven by policy. The analysis found negative representations of human mobility to be present in both cases, but also positive representations in the case of Kiribati. Planned relocations were represented as something necessary and difficult by both the cases, but a substantial difference concerned the intended length of such movements. Lastly, this study highlights the need for further research on policy engagement in climate-induced human mobility.
