The Evolving Gypsy Image and the Romani People in the Western ImaginationO'Brien, Christopher-James 21 July 2007 (has links)
In Chapter 1, I posit a hypothesis about the way sensory input, memory, and imagination mingle in the mind, with the result that what we seem to experience is not actually all present in the outside world, but instead a blending of the three. External stimuli invoke, or call to mind, memories of old experiences as well as old imaginings ¡K which bring about newly blended images. Since these blended images are not based entirely on actual experiences but instead on imagined scenes that are often inspired by creative art, they are frequently inaccurate. Nevertheless, the mind does not always make a distinction between what is true and what is merely assumed, leading to synecdochic fallacies and misconfirmed assumptions. I also describe how the initial impression of the Romanies was specifically an intentional image-forging attempt, which would have given settled Europe a favorable impression if some of the Romanies had not been caught breaking the law; as it was, both the favorable and unpleasant sides became lasting elements of the image, developed during the two pioneering decades following the initial meetings in 1417.
In the next two chapters, I examine how the processes I describe played out in Western culture, developed in the media of literature, which branched sharply off from reality and took on a stereotypical life all its own. The last chapter demonstrates how this divergence of reality and imagination is today as strong as ever, and also how the two are blended in the perceptions of today's Western mind. The end of the chapter takes all the preceding material into consideration, and proposes some ideas how the Western experience of interacting with the real Romany and the imaginary Gypsy¡Xand my examination of this interaction¡Xcan help us to learn from history, and historical errors¡Xto use the natural processes described to good purpose: to remove the unhealthy and harmful negative (i. e. false) Gypsy image from the Romanies. This sort of action is like removing the stigma of shame from someone who has reformed. Then the public imagination must be engaged, so that the stereotype-gap (one sort of information gap) is filled in with the image of the Romani as a real human group. If this ¡§paradigm shift,¡¨ if it is not too incorrect to term it so, is achieved skillfully, the Roma may soon have a better chance of being related to more fairly, and the Gypsy image, which many have implied is somehow ¡§needed¡¨ by the Western mind as the ¡§epitome of freedom,¡¨ will be seen as a false, though charming, image, and further, confidence tricksters might even be referred to as the criminals they really are, whether or not they are Roma¡Xwithout using the derogatory term ¡§gypsy criminal.¡¨

The thesis consists of an introductory chapter, three chapters of family history and three of tale study, two appendices, the first containing sixteen stories in all known versions and the second seventy eight stories recorded by me, based on field recordings fran Alec, Belle and John Stewart and Willie MacPhee, 1978-84. The introductory chapter examines theories of the origins of Highland travellers and sets out the historical, psychological and aesthetic concerns of the tale study. The family history sets out the material recorded frcm informants. The first chapter deals with Belle's early life in Blairgowrie which is the geographic focus of the family's later history. The second traces the fortunes of the Stewarts in Perthshire and Ireland, showing how they adapted to altered circumstances when they returned to Scotland. The third chapter covers the period since the Second World War, during which Alec's family became well-known through the Folk Revival and their children began to integrate with the settled community and lose their oral culture. The historical tale study shows the links with Gaelic tradition to be found in the story collection. The psychological chapter reveals the functions the stories had in travellers' lives: teaching ancestral wisdom, strengthening kinship ties, reinforcing values, passing on skills for survival, containing fears. The aesthetic chapter looks at the structuring of stories and demonstrates the use of signal words and phrases to guide the listener's ear, as well as giving story tellers a means of recreative transmission. Styles and versions are compared and aesthetic principles deduced frcm the use of different kinds of language and imagery.

Europoje gyvena apie 9 milijonus romų. Europos sąjungos tvirtinimu, šiandien romai pažeidžiamiausia ir beteisiškiausia tauta Europoje. To priežastimi laikoma silpna integracija į visuomenę, skurdas, tinkamo išsilavinimo trūkumas, socialinė izoliacija ir rasistiniai stereotipai, neigiamos nuostatos visuomenėje trukdančios romams susirasti darbą, silpna teisinė apsauga ir pan.
Lietuvoje romų problematika jau ne pirmus metus yra visuomenės akiratyje. Pagrindinės problemos, su kuriomis susiduria romai Lietuvoje darbo, būsto, švietimo, sveikatos srityse ar gaunant viešąsias paslaugas, ir kurios buvo identifikuotos valstybės Romų integracijos 2000-2004 m. programoje, išlieka. Mūsų visuomenėje romai labiau tapatinami su socialiai problematiška grupe, negu laikomi atskiros tautybės atstovais. Įtakingi romų bendruomenės žmonės dažnai lieka nematomi, aiškaus lyderio nėra. Šiandien socialinės integracijos politikos diskursas reikalauja platesnio romų problematikos apibrėžimo. Todėl labai svarbu apibrėžti ir išskirti prioritetinius veiksnius, lemiančius romų politikos vykdymą ir aktualumą. Šio darbo tikslą nulėmė romų švietimo aktualumas, kuris gali prisidėti prie jų integracijos. Pagrindinis šio darbo tikslas – išnagrinėti romų, kaip etninės grupės socialinę integraciją ir padėties švietimo sistemoje problemas.
Tyrimo tikslas įvertinti Vilniaus m. romų integracijos ypatumus ir padėtį švietimo sistemoje.

European Union states that Romanies are the most vulnerable and deprived of the civil rights nation in Europe. The rationale for vulnerability and deprivation is poor integration to society, poverty, lack of suitable education, social isolation and racist stereotypes, negative attitude in society which obstruct Romanies to seek employment besides there is poor juridical security.
Problematic situation of Romanies stays in social Lithuania’s outlook not for the first year. The main problems that Romanies encounter in Lithuania are in employment, residence, education, health fields or accessibility of public services and those which were identified in “The Integration Program of Romany into Lithuanian Society for 2000-2004” still remain. In our society Romanies are identified as problematic group rather than regarded as distinct nation’s members. Influential persons of Romanies community often remain invisible and there is no identifiable leader. At the present time the discourse of social integration politics demands more comprehensive definition of Romanies topic. Therefore, it is very important to define and accentuate underlying factors that cause implementation and relevance of Romanies policy.
