A Study on the Strategic Planning of Local Government for Marketing Place¡Ð A Case Study of Yen-chao Hsiang

Using the strategic planning of market orientation as the foundation, this study investigates how to increase local industry economic value. First, the theory of marketing place will be provided to understand the essences for marketing place. Then analyze and induct it in the primary consideration of regional construction and regional economic development. Part II integrates the idea of strategic planning and the concept of local development in order to understand the application value of the future local development; in addition, the strategic planning of market orientation is mainly adopted in strategic planning to investigate the relations of overall development of local resources. Finally, the general situation and the development term analysis of Yen-chao Hsiang, Kaohsiung Hsien was illustrated to explore the drawing up of developing objective and marketing place strategies of Yen-chao Hsiang and control and evaluate the operation of the whole strategy. The main contents consist of the making of developing objective of Yen-chao Hsiang, regional marketing strategies and planning of Yen-chao Hsiang, and drawing up and control and evaluation of executing design. In order to define the developing function, the subsequent objective, subject, strategies, and idea, this study analyzes the interior and exterior environment of Yen-chao Hsiang through SWOT analysis. SWOT analysis is performed to explore strengths and weaknesses of the interior environment and opportunities and threats of the exterior environment of Yen-chao Hsiang, and to propose the objective, subject, strategy and idea to conform to the given strengths and opportunities and avoid weaknesses and possible threats of Yen-chao Hsiang for getting the most suitable developing direction and conceptual framework. In general, the purpose of this study intends to take the development of an area, especially to those areas (districts) which take industries, tourism development as their principal construction, as a ¡§merchandise,¡¨ with the theory and concept of a merchandise or industry promotion and with the consideration of market competition and orientation, we can investigate and map out the subject and strategy of its development. In Yen-chao Hsien, it is proved that a part of them are focused on three main objects as college teachers and students, new residents and citizens to be, in drawing up a contribution selling plan (4P). The study showed that to take the promotion of a city or district as an enterprise in the future and to consider its management and operation, actively to promote the strategy of marketing, will be an important point of consideration and style for the development of many places in Taiwan. Therefore, we suggest the future researchers to analyze and study the concept and theory of enterprise operation and management as well as market operation and competition deeply and firmly, and to combine them closely with local administrative managements, future industry development in every effort and to make discussions. It would possibly face a great challenge under the framework of WTO (World Trade Organization), our domestic agri-market should be impacted by the opening up international market. Our farmers are habituated for the payment and protection policies by the government for a long time, so that the market competence is rather poor. Therefore, after joining WTO, as the international market opens up, the direct payment and set-aside premium would only palliative the short term problem. With the shortage of the exchequer, the deficiency could reveal. And the basic and essential trend of the future agricultural changeover pattern is to consider how to establish a competitive and distinctive operating prototype for our agriculture for the long-term solution. This research takes the important agricultural area of Koahsiung County in southern Taiwan as an example. The main topic of this research focuses on the production of the tropical fruit for the specialized agricultural products. Step by step aiming at internal advantage, disadvantage and external possibility, and threats. And examine the organizational environment for the research by collecting of documents and references, interviewing with related personnel and further having questionnaire from academics, experiment units, agricultural administration personnel, farmers¡¦ union (farmers¡¦ association), production-line & sales farmers. According to the result of the questionnaire, we have the following conclusion: 1: Overall evaluation (Tropical Fruit) found the following conclusion: (1) Top four tropical fruits that are considered to be most competitive in southern Taiwan, the first is Wax-apple, the second is Jin-Huang Mango, the third is Guava and the forth is Lychee with over 50% identification. (2) The less competitive is Longan at ninth position (14.2%) with the less identification percentage. 2: We have the following conclusion after analyzing each characters of SWOT on its identification level: (1) For the Strength we found (S) that the weather condition in southern Taiwan is beneficial local tropical fruit planting and has more confident in technological and quality aspects. (2) For the Weakness (W) we found that that having high labor cost, lacking marketing personnel, petty farmland, and aging population are becoming growing burden. (3) In the Opportunity (O) we found that by establishing quality brand, diversifying operation and strategic alliance, referring the experience from member nations, create business possibility for weekend holiday as to change the operating style and method for strategic direction. (4) In The Threats (T) we found that under the pressure of being threatened with foreign low cost, abundance and diverse agriculture products by developed member countries in WTO, and production circle and nature condition etc. are also to be concerned in order to break through for the strategic direction decision. To sum up, this research hope to bring out and present a correct strategic direction with eight concrete policy and ten advisement for the agricultural policy department to follow the right direction to suit the agriculture operation style for both government related agricultural governing body and farmer to face and challenge the coming impact for our agricultural development after joining WTO.

In the second part is described possibility of implementation of QMS in company DIEFFENBACHER. In the third part is done SWOT analysis for company DIEFFENBACHER. There are defined strengths, weaknesses, opportunities and threats. Based on this analysis is elaborated a strategy. In the fourth part is described process of implementation of QMS. In the last part of the thesis is a feedback and overall efficiency of implementation of the entire QMS for company DIEFFENBACHER DCZ.

With that, the telecommunications industry has faced very important changes in terms of technology, heterogeneity, kind of applications, and massive usage (virtual data tsunami) derived from the introduction of smartphones and tablets; or even in terms of market structure and its main players/actors. Nonetheless, it is well-known that the electromagnetic spectrum is a scarce resource, being already fully occupied (or at least reserved for certain applications). Tra- ditional spectrum markets (where big monopolies dominate) and static spectrum management originated a paradoxal situation: the spectrum is occupied without actually being used! In one hand, with the global transition from analog to digital Television (TV), part of the spectrum previously licensed for TV is freed and geographically interleaved, originating the consequent Television White Spaces (TVWS); on the other hand, the direct communications between devices, commonly referred as Device-to-Device (D2D) communications, are attracting crescent attention by the scientific community and industry in order to overcome the scarcity problem and satisfy the increasing demand for extra capacity. As such, this thesis is divided in two main parts: (a) Spectrum market for TVWS: where a SWOT analysis for the use of TVWS is performed giving some highlights in the directions/actions that shall be followed so that its adoption becomes effective; and a tecno-economic evaluation study is done considering as a use-case a typical European city, showing the potential money savings that operators may reach if they adopt by the use of TVWS in a flexible market manner; (b) D2D communications: where a neighbor discovery technique for D2D communications is proposed in the single-cell scenario and further extended for the multi-cell case; and an interference mitigation algorithm based on the intelligent selection of Downlink (DL) or Uplink (UL) band for D2D communications underlaying cellular networks. A summary of the principal conclusions is as follows: (a) The TVWS defenders shall focus on the promotion of a real-time secondary spectrum market, where through the correct implementation of policies for protection ratios in the spectrum broker and geo-location database, incumbents are protected against interference; (b) It became evident that an operator would recover its investment around one year earlier if it chooses to deploy the network following a flexible spectrum market approach with an additional TVWS carrier, instead of the traditional market; (c) With the proposed neighbor discovery technique the time to detect all neighbors per Mobile Station (MS) is significantly reduced, letting more time for the actual data transmission; and the power of MS consumed during the discovery process is also reduced because the main processing is done at the Base Station (BS), while the MS needs to ensure that D2D communication is possible just before the session establishment; (d) Despite being a simple concept, band selection improves the gains of cellular communications and limits the gains of D2D communications, regardless the position within the cell where D2D communications happen, providing a trade-off between system performance and interference mitigation. / Nos últimos anos, o acesso de banda larga atingiu um grande sucesso. Com isso, a indústria das telecomunicações passou por importantes transformações em termos de tecnologia, heterogeneidade, tipo de aplicações e uso massivo (tsunami virtual de dados) em consequência da introdução dos smartphones e tablets; ou até mesmo na estrutura de mercado e os seus principais jogadores/atores. Porém, é sabido que o espectro electromagnético é um recurso limitado, estando já ocupado (ou pelo menos reservado para alguma aplicação). O mercado tradicional de espectro (onde os grandes monopólios dominam) e o seu gerenciamento estático contribuíram para essa situação paradoxal: o espectro está ocupado mas não está sendo usado! Por um lado, com a transição mundial da Televisão (TV) analógica para a digital, parte do espectro anteriormente licenciado para a TV é libertado e geograficamente multiplexado para evitar a interferência entre sinais de torres vizinhas, dando origem a «espaços em branco» na frequência da TV ou Television White Spaces (TVWS); por outro lado, as comunicações diretas entre usuários, designadas por comunicações diretas Dispositivo-a-Dispositivo (D2D), está gerando um crescente interesse da comunidade científica e indústria, com vista a ultrapassar o problema da escassez de espectro e satisfazer a crescente demanda por capacidade extra. Assim, a tese está dividida em duas partes principais: (a) Mercado de espectro eletromagnético para TVWS: onde é feita uma análise SWOT para o uso dos TVWS, dando direções/ações a serem seguidas para que o seu uso se torne efetivo; e um estudo tecno-econômico considerando como cenário uma típica cidade Europeia, onde se mostram as possíveis poupanças monetárias que os operadores conseguem obter ao optarem pelo uso dos TVWS num mercado flexível; (b) Comunicações D2D: onde uma técnica de descoberta de vizinhos para comunicações D2D é proposta, primeiro para uma única célula e mais tarde estendida para o cenário multi-celular; e um algoritmo de mitigação de interferência baseado na seleção inteligente da banda Ascendente (DL) ou Descendente (UL) a ser reusada pelas comunicações D2D que acontecem na rede celular. Um sumário das principais conclusões é o seguinte: (a) Os defensores dos TVWS devem-se focar na promoção do mercado secundário de espectro electromagnético, onde através da correta implementação de politicas de proteção contra a interferência no broker de espectro e na base de dados, os usuários primário são protegidos contra a interferência; (b) Um operador consegue recuperar o seu investimento aproximadamente um ano antes se ele optar pelo desenvolvimento da rede seguindo um mercado secundário de espectro com a banda adicional de TVWS, em vez do mercado tradicional; (c) Com a técnica proposta de descoberta de vizinhos, o tempo de descoberta por usuário é significativamente reduzido; e a potência consumida nesse processo é também ela reduzida porque o maior processamento é feito na Estação Rádio Base (BS), enquanto que o usuário só precisa de se certificar que a comunicação direta é possível; (d) A seleção de banda, embora seja um conceito simples, melhora os ganhos das comunicações celulares e limita os das comunicações D2D, providenciando um compromisso entre a performance do sistema e a mitigação de interferência.
