Applying the Principles of Project Management to a Collegiate Automotive Engineering Design Project

The Hybrid Electric Vehicle Team of Virginia Tech is a collegiate automotive engineering design team that reengineers production vehicles to reduce environmental impact while maintaining vehicle marketability. The team Project Manager is responsible for coordinating high-level management and planning activities with the goal of better aligning the team with business and automotive industry practices. Project management responsibilities within the Hybrid Electric Vehicle Team are divided into four categories: human resource management, schedule management, cost management, and risk management. This document outlines how project management strategies were researched and adapted from industry practices for use by the Hybrid Electric Vehicle Team in achieving its goals. The human resource management strategy adopts onboarding principles that better prepare new students to become effective team members. By restructuring the organization and incorporating onboarding strategies, annual turnover is reduced from 71% to 44%. The decrease in turnover is enabled by the successful creation of an independent study program which trains newcomers to become effective team members. The program can be improved for the future by further developing the curriculum. The employed schedule management strategy develops the project schedule iteratively as technical information reveals itself through task progress. Utilizing this process makes schedule management possible in an environment with incomplete information and pressing deadlines. This strategy experienced limited success due to the lack of team and project scheduling experience on behalf of several key members of the process. The cost management strategy is designed to gather detailed financial data to perform an earned-value analysis and create improved budgets. By understanding income and expense patterns, the Project Manager can create economic forecasts to determine the economic viability of the team. The strategy was successfully implemented and allowed the team to gather valuable financial data. The risk management strategy identifies and quantifies technical risks associated with vehicle development. By focusing more resources on high-risk activities, the team can improve preparation for competition where the vehicle is judged according engineering quality and build progress. The strategy was successful because it identified critical hazards to the project schedule and scope, but can be improved by broadening the process to account for a wider variety of risks. / Master of Science

An Innovative Approach to Schedule Management on the F/A-22 Major Defense Acquisition Program (MDAP): Demonstration of Critical Chain Project Management

This multiple-case-based dissertation contributes to the stream of literature on the organizational innovation process by examining Critical Chain Project Management (CCPM) as an innovation with the potential to address an important schedule planning and execution performance gap in DOD weapon system development programs. The contextually different Integrated Product Team case studies in DOD's F/A-22 fighter aircraft weapons system acquisition program are: manufacturing assembly, manufacturing process, test operations, and supplier product development. Rich descriptions of the case studies are developed by the author, a senior Lockheed Martin Aeronautics Company systems engineer in a role that merged participant, observer, change agent and champion (POCAC). Analysis distinguishes between Program and Operational levels of organizational structure and focuses on the innovation process through use of the author-designed Casey Hybrid Innovation Process (CHIP) model based on Rogers' stages heuristic. Substantively, research demonstrates that in key areas of the F/A-22 program, proper application of the innovative Critical Chain Project Management process can generate and achieve development schedules sometimes substantially better than traditional approaches; improper application will lead to mixed results or rejection. The research contributes to knowledge in the field of organizational innovation by demonstrating use of the CHIP model in the huge, geographically dispersed and extremely complex organization of the largest DOD weapon system acquisition program of the late 20th and early 21st centuries. The research reflects Program leadership's important role in the top-down initiation and support of an innovation, even while choosing (by policy) not to force use at the Operational level. At the Operational level, details show that IPT implementations and results of the CCPM innovation vary. / Ph. D.

O objetivo deste trabalho foi realizar diagnóstico para solução de problemas de atraso na entrega das atividades e relatórios de pesquisa, bem como de dificuldade de se definir o objetivo e escopo do projeto, encontrados no departamento de estudos pré-clínicos e clínicos de empresa de saúde animal. Isso porque, antes dos novos produtos veterinários entrarem no mercado, estes devem passar por testes que comprovem sua eficácia e segurança, conforme exigido pelo órgão regulatório. Neste contexto, verifica-se a importância da realização de estudos clínicos conforme planejamento e prazos previamente estabelecidos, pois estes impactam diretamente nos resultados e planejamento estratégico da empresa. Para tanto, foi realizado diagnóstico dos atrasos através de avaliação de cronogramas de projetos finalizados. Como proposta de solução foi elaborado um formulário de planejamento de projetos a partir dos conceitos do PMBOK®. Este foi aplicado no início de cada novo projeto e inserido no fluxograma de processos do departamento. Para avaliação dos resultados da inserção deste formulário foram aplicados aos colaboradores do departamento questionários fechados juntamente a cada preenchimento do formulário. Os dados obtidos destes questionários foram avaliados através da análise de componentes principais. Além disso, foi realizada entrevista semiestruturada com os colaboradores para verificar efetivamente a mudança no cenário do departamento pós-formulário, sendo os dados avaliados conforme método de análise de discurso. Como resultados foi verificado que ocorreram atrasos em pelo menos 50% das atividades presentes nos 22 cronogramas de projetos avaliados, isso devido principalmente ao planejamento inadequado, de acordo com os relatos dos colaboradores. Com a aplicação do formulário e análise dos dados dos questionários e das entrevistas foi possível verificar que a utilização do formulário tem grande importância na definição dos objetivos do projeto, definição de escopo, e consequente definição das atividades indicadas para cada estudo, ou seja, auxilia no planejamento do estudo. Além disso, proporciona aos colaboradores a reflexão e visão crítica dos projetos, assim como deixa documentado tudo aquilo que foi pensado evitando retrabalhos posteriores. / The objective of this study was to perform a diagnosis to solve problems of delay in activities and research reports\' delivery, as well as the difficulty to define project\'s objective and scope, found in the pre-clinical and clinical studies department of animal health company. This happens because new veterinary products must undergo tests that prove their efficacy and safety, as required by the regulatory agencies before being marketed. In this context, it is important to carry out clinical studies according to the planning and deadlines previously established, as these have a direct impact on the results and strategic planning of the company. For this purpose, the delays were diagnosed through the evaluation of completed project schedules. As a proposal for solution, a project planning form was developed based on PMBOK® concepts. This was applied at the beginning of each new project and inserted into the department\'s process flowchart. To evaluate insertions\' results of this form a closed questionnaire was applied to employees of the department with each filling out form. The data obtained from these questionnaires were analyzed through principal components analysis. In addition, a semi-structured interview was conducted with the employees to effectively verify the change in the post-form department scenario and the data were evaluated according to the discourse analysis method. As results it was verified that there were delays in at least 50% of the activities present in the 22 schedules of evaluated projects, mainly due to inadequate planning, according to the collaborators reports. With form\'s application and data\'s analysis of questionnaires and interviews it was possible to verify that the use of the form has great importance in the definition of project\'s objectives, definition of scope and consequent activities\' definition indicated for each study. In other words, it assists in the planning of the study. In addition, it provides the employees with the reflection and critical vision of projects, as well as documenting everything that was thought avoiding subsequent rework.

En el ámbito de las telecomunicaciones, contar con un teléfono celular es indispensable. Esta necesidad genera que los fabricantes de celulares cuenten con un plan que permita lanzar nuevos modelos de manera periódica, a fin de brindar a los operadores móviles (y, entonces, al usuario final) nuevas alternativas de celulares no solo al alcance de sus posibilidades económicas, sino que otorguen las funcionalidades esperadas. Para llevar a cabo estos lanzamientos, la empresa de diseño, fabricación, distribución, importación y comercialización de celulares (en adelante, empresa de celulares) cuenta con proyectos que buscan cumplir con los acuerdos comerciales firmados con operadores móviles de cada país para la entrega de modelos de celulares en un plazo determinado. Estos proyectos, al lanzar un teléfono celular de gama media, generan un ingreso aproximado de USD 1,800,000. El presente trabajo de investigación refiere a una fase del lanzamiento -cuya duración es 09 meses- que incluye la certificación, importación, gestión de marketing y venta de un primer lote de celulares, contemplando una inversión máxima de USD 385,000 para obtener una rentabilidad total del 40%, preparando al mercado para las siguientes dos órdenes de compra que se acuerdan con un operador telefónico en el acuerdo comercial. El éxito de estos proyectos requieren alinearse con los objetivos organizacionales, gestionar los interesados, conocer y cumplir los estándares de calidad necesarios para fabricar y distribuir celulares, cumplir con los requerimientos de costos establecidos, brindar capacitación al soporte de ventas, identificar y gestionar los riesgos involucrados y, gestionar el cronograma para los lanzamientos. / Nowadays, having a smartphone is essential. This necessity make that the manufacturers of these devices take in consideration a plan that allows them to launch several new models of smartphones periodically. Manufacturers offer mobile operators (and hence also to end-user) new affordable models with all the features they seek. In order to have succesuful launches, the company of design, manufacturing, distribution, import and sale of smartphones (from this point forward, smartphone company) have projects which main objective is to comply with the operators’ commercial agreements in each country. These projects, launch of a mid range smartphone, generate revenues of USD 1,800,000. This research cover the launching phase -which last nine months- and it includes the certification, import, management of marketing activites and sell of the first shipment. It considers a maximum investment of USD 385,000 to obtain a 40% profit and prepares the market for future purchase orders from the operator’s commercial agreements. The key to successful projects require to be aligned with the organization objectives, manage the stakeholers, know and comply with the quality standards needed to develop and manufacture smartphones, comply with the cost’s requirements defined, provide training to support the sales force, identify and manage the risks and the schedule stablished for the launch of the product.. / Trabajo de investigación

In the practical part the investor and the contractor of the construction order will be introduced. This construction order is evaluated, then an organization structure, costs plan, time schedule and site accommodation are made. In the final part the thesis deals with evaluation of results and its comparison with the building company.
