Strong development of suburbanization in the bigger towns of the Czech Republic, coupled with the arrival of younger families with kids in suburbia, leads to the need to increase the capacity of primary schools serving these facilities, respectively suburbia. In contrast, the peripheral rural areas are faced with the opposite problem. This thesis is devoted to basic education in the territory MEP České Budějovice. It monitors the deployment, how full a capacity of primary schools fully and not fully organized, distribution of child (pupil) of the population, declared a real school catchment of individual settlements to individual fully and not fully organized elementary schools and public transit options pupils in basic schools. Additionally, also evaluates the skills of individual primary school and their construction and urban characteristics. As a result, the issue is synthesized and implemented optimization proposal territorial organization of basic education in selected area.

Optimalizace spádových obvodů základních škol ve správních obvodech ORP Prachatice a ORP Vimperk

Districts Prachatice and Vimperk could be marked within Czech Republic as peripheral territory with decreasing population. These losses are especially noticeable in mountain areas of these districts. Decreasing of numbers of inhabitants and schoolchildren leads to disappearance of local elementary schools and to reducing the number of pupils in these schools, and also to transformation of full elementary schools to incomplete elementary schools, mostly in form of small village schools with one or two classrooms. Diploma thesis monitors territorial distribution of elementary schools, territorial arrangement of their school catchment regions, territorial distribution of schoolchildren, availability of elementary schools with school buses and trains, takes stock of fullness of elementary schools and their classrooms, that all with goal to optimize territorial distribution these schools and their school catchment regions. Moreover, analysis of facilities elementary schools and their space and building characteristics are contained in diploma thesis. A separate attention is dedicated to elementary schools in Šumava part of study area, where solutions to sustain these schools even with small number of pupils are sought.

Funding and Effectiveness of Staff Development Programs in Three North Texas School Districts

This dissertation study focused on three aspects of staff development in North Texas: 1) funding sources, 2) types of professional learning programs, and 3) teachers' views of the effectiveness of the funded programs. Qualitative data came from interviews with nine district administrators concerning funding sources and how those resources enhanced teacher skills. Quantitative data came from 1,277 responses from teachers regarding their background and perceptions about staff development. Data from interviews with district administrators were diagrammed to depict elements of funding staff development and to reveal how resources were used to plan, implement, and evaluate staff learning. An analysis of interview data revealed that availability of grants, property tax rates, and student enrollment affected how districts funded staff development. Administrators reported that districts funded professional learning that was planned according to academic initiatives, met the needs of adult learners, and adapted to the changing needs of school communities. Both administrators and practitioners reported that time was a lacking resource critical to developing staff knowledge. Practitioners reported that sufficient opportunity to collaborate with colleagues about learning initiatives was more valuable than teaching materials. Teacher questionnaires were analyzed for possible relationships between participant variables and responses concerning knowledge about funding constraints and professional development experiences. Data revealed that practitioner experience and graduate degrees were not related to teachers' use of knowledge about financial constraints to more efficiently implement learning from staff development. Participants did not perceive professional learning differently than peers. Most teachers connected professional learning with improved teaching practices but a small percent attributed student achievement to their professional learning. The majority of teachers considered collaborative learning settings to elicit more personal professional growth than other formats. The findings of the teacher questionnaire suggest that teaching practices could be impacted if participants gained more knowledge about district financial constraints when developing staff professionally. Therefore, future research about how districts share information concerning funding for professional learning is warranted.

Determinants of Principal Pay in the State of Texas

The purpose of the study was to examine district, campus, and community determinants of principal’s salaries using a spatial econometric framework. Among the district variables business tax (p = 0.001), property tax (p < .01), and the Herfindahl Index (measure of competition) were statistically significant indicators of principal salaries. The results suggest that more affluent districts tend to pay principals higher salaries, which was expected. Regarding campus characteristics, the percent of economically disadvantaged was not a statistically sound indicator (p = 0.468), but campus enrollment was significant (p = <.01). Interestingly as the percentage of economically disadvantaged students increased, the principal salary decreased. In contrast, as student enrollment increases the salary of principals increases, suggesting that principals of larger campuses earn higher salaries. Interestingly, student achievement was not a statistically significant predictor of principals’ salary given that pay for performance in Texas is at the forefront of political debate. Among the variables examined at the community level, only the percentage of homes owner occupied (p = 0.002) was found to be a statistically significant indicator of principal salary (p = .002). The lack of evidence on reforms, such as determinants of principal salary, points to data and research deficiencies to be addressed in order to learn more about their effects and make sound public policies. The paper utilized a spatial regression approach to examine the determinants of principal salary using data from the local, state, and national data sources. Principal salaries are viewed from several lenses in this study by considering effective outcomes of pay defined by actual salaries and market considerations for pay as defined by community, organizational, and human capital variables. Literature from the private sector as well as from the public school setting was used as a theoretical underpinning for the hypotheses set forth in this study. Because of the chosen research approach, the research results may lack generalizability. Therefore, researchers are encouraged to test the proposed propositions further. The paper includes implications for educational policy development related to pay for contribution, rather than pay based on tenure, experience, or district wealth. The research also fulfils an identified policy need to study how principal salaries are determined.

The Interpretations of the Concept of "Inclusion" Held by Key Policy Makers, Policy Drivers and Policy Implementers Concerned with Service Delivery to Special Education Students in Texas Urban Public School Settings

The purpose of this study was to examine concepts of "inclusion" held by policy drivers (PD), policy makers (PM) and policy implementers (PI) from various national organizations, state agencies and school districts. Interviews were conducted with 14 informants, and responses recorded, transcribed and clustered according to patterns of language. Documents provided by informants were reviewed. A Likert-type questionnaire was developed, grounded in patterns of language used in interviews and documents. Descriptive and inferential statistics identified variance between and within groups. Of 430 questionnaires sent, 266 were returned. Factor analysis of 29 items yielded 5 factors (definition of inclusion, training and support, receptivity, benefits/barriers, and prerequisites). One way analysis of variance, tests for homogeneity and multiple range tests were performed. Patterns of understanding of inclusion were clarified, and interpretations and conclusions were drawn. Significant variance was found among PD, PM, and PI on 3 of 5 factors (benefits/barriers, prerequisites, receptivity) with the greatest variance being between PD and PI. The most significant variance among 8 school districts occurred with factor 1 (benefits/barriers of inclusion). Informants' degree of support for inclusion was frequently not reflective of the organizations they represented. All groups associated inclusion with attitudes and beliefs, rather than with actions or programs. By describing patterns of definitions and critical attributes of inclusion, the development and implementation of educational policy relating to students with disabilities may be facilitated. Observed variations in how inclusion is philosophically and operationally defined may play a critical role in the implementation of inclusionary practices. The language used by informants reflects barriers to successful implementation of inclusion, as well as possible solutions. Variance between policy drivers, policy makers and policy implementers, as well as between individuals and their respective organizations may have implications for the evolution and development of educational policy.

Coping Strategies of Alternatively Certified Teachers in an Urban U.S. School District

Teacher attrition has continued to be problem across the United States, especially in urban, high-need districts. The purpose of this qualitative multiple case study was to identify the coping strategies of alternatively certified teachers in urban, high-need schools in order to understand how teachers overcome factors contributing to attrition. Research questions centered on the perceived challenges and stressors of alternatively certified teachers as well as the coping strategies that support their retention. The conceptual framework was based on Bronfenbrenner's theory of ecological development. Criterion sampling was used to identify experienced alternatively prepared teachers who had persisted for at least 4 years within an urban, high-need district. Data consisting of in-depth, semistructured interviews, online journals, and documents were coded inductively, using pattern coding for the purpose of explanation building across cases. Four primary themes related to stressors were identified: student behaviors and motivation, workload, administrator stress, and colleague stress. The 6 main themes related to coping strategies were social activities, professional learning, wellness and exercise, avoidance behaviors, school community support, and recreation and pastimes. The implications are that teachers may use the findings to gain strategies that can empower them to persist in challenging placements, and students may have increased access to experienced teachers. In addition, school administrators and alternative preparation programs may use the findings to provide teachers with proactive strategies for retention before they begin to experience stressors.

Principals' perceptions of teacher evaluation practices in an urban school district

Teacher evaluation has the ability to greatly support increased student achievement. However, existing literature on the topic finds evaluations are not meeting the intended purpose. Since principals are responsible for the implementation of the process at their school site, their perceptions of current processes is of value if evaluations are to be of value. Therefore, this study investigated K-12 principals' perceptions of teacher evaluation practices in an urban northern California school district. Data were collected through the administration of a survey. Of the 79 surveys distributed to school principals, 52 were completed and returned. Upon receiving the surveys, frequencies, percentages, means, and dependent sample t-tests were employed to analyze the data. The inductive analysis approach was used to code open-ended responses. The results illustrate that principals find formative and summative evaluation approaches are more effective for non-tenured teachers. However, they find the evaluation process is more supportive of tenured teachers when only formative approaches are applied. Principals find the process time intensive and lacking a clear purpose. Additional barriers ranged from teacher unions, to a lack of district support and inconsistency of implementation among principals. Principals seek reform in teacher evaluations where all parties find the process meaningful despite tenure status. Furthermore, principals seek a more comprehensive process that includes both formative and summative approaches. It is recommended that further research be conducted on the impact of time, school structures that support principals as coaches and evaluators, and how credentialing programs and districts provide training to principals in evaluation processes and barriers.

A Study Of The Relationship Between Second-order Change Leadership Behaviors Of Principals And School Grades Of Florida Title I Elementary Schools

The purpose of this study was to determine the relationship between second-order change leadership behaviors and the grade assigned to schools in large urban districts by the Florida Department of Education (FLDOE). A total of 101 Title I elementary school principals from large urban school districts with 60+% students on Free and Reduced School Lunch participated in the study. Specifically, this study analyzed 7 of the 21 second-order change factor responsibilities. They include (a) knowledge of curriculum, instruction, assessment, (b) optimizer, (c) intellectual stimulation, (d) change agent, (e) monitoring/evaluating, (f) flexibility, and (g) ideals/beliefs. The findings of this study were delineated through an examination of the data as it was related to the following questions: (a) What are the differences, if any, in the Principal Actions Survey scores of Title I elementary principals based on the 2008 school grade, according to the FLDOE? (b) What relationship, if any, exists among professional demographics of the principals (years at the school, years as an educator, years as an administrator prior to becoming a principal, years as a principal, highest degree earned, age, gender) and the second-order change leadership behaviors? (c) What are the differences, if any, in the second-order change leadership behavior subgroup scores based on the 2008 school grade according to the FLDOE? Although Research Question 1 had no statistical significance, principals who had a higher mean on the Principal Actions Survey led A and B-rated schools. Statistical significance was found in Research Question 2 for the second-order change leadership behavior of Change Agent and Ideals/Beliefs. Though statistical significance was not found in Research Question 3, each mean score for each sub-group in each grade group indicated consistent answers between Strongly Agree and Agree, which demonstrated a large degree of agreement. Additionally, comments from telephone interviews with selected principals determined that these leadership behaviors could positively impact elementary schools and the field of education. Recommendations of the study were to: (a) Conduct a follow-up study to gather the perceptions of teachers from the same Title I schools regarding their principals' second-order change leadership behaviors, (b) conduct a similar study with principals in Title I middle and high school settings, (c) conduct a qualitative study on second-order change leadership behaviors of non-Title I elementary, middle, and high school principals, (d) engage in further research to investigate professional development activities that may assist principals in enhancing second-order change leadership behaviors and improve instruction, (e) investigate the relationship between principals' second-order change leadership behaviors and achievement of Adequate Yearly Progress (f) replicate the study in states other than Florida (g) explore the relationship between second-order change leadership behaviors of district administrators and their district's academic success.

An Analysis of Litigation against Kansas Educators and School Districts under the Kansas Tort Claims Act

This dissertation examines the significance of the Kansas Tort Claims Act of 1979 on state of Kansas court decisions in litigation against Kansas school districts and their employees. Through providing a historical perspective of the adoption and abolishment of the doctrine of sovereign immunity in the United States, which subsequently led to the enactment of the Federal Tort Claims Act, and ultimately led to the Kansas Tort Claims Act, the researcher analyzes pertinent case law and scholarly commentary pertaining to school negligence litigation. The goal of the analysis is to answer the following research question: How have Kansas state courts interpreted the Kansas Tort Claims Act in litigation against state school districts and their employees? Although the KTCA provides citizens with a vehicle for redress against governmental entities by virtue of tort claims, the KTCA also provides immunities from liability for governmental entities and their employees under exceptions to the KTCA. Most notably, the discretionary function exception and the recreational use exception are two exceptions to liability applied in a significant number of tort cases against Kansas school districts and employees. The case law analysis provides explanations for the types of actions of negligence that Kansas courts have qualified for school district or school employee liability, and, when permitted, negligent actions that qualified for immunity under a KTCA exception to liability.
