Critical perspectives on post-apartheid housing praxis through the developmental statecraft looking glass

Thesis (PhD (Public Management and Planning))--University of Stellenbosch, 2010. / ENGLISH ABSTRACT: The principal question this study aims to answer is why and how a left-of-centre government not hobbled by heavy external leverage, with developmental state precedents, potentially positive macroeconomic fundamentals, and well-developed alternative policies for housing and urban reconstruction came to settle on a conservative housing policy founded on ‘precepts of the pre-democratic period’. Arguably, this policy is even more conservative than World Bank strictures and paradigms, whose advice the incoming democratic government ‘normally ignored’ and ‘tacitly rejected’. The study, which spans the period from the early 1990s to 2007, commences from the premise that housing is an expression and component of a society’s wider development agenda and is bound up with daily routines of the ordering and institutionalisation of social existence and social reproduction. It proposes an answer that resides in the mechanics and modalities of post-apartheid state construction and its associated techniques and technologies of societal penetration and regime legitimisation. The vagaries and vicissitudes of post-Cold War statecraft, the weight of history and legacy, strategic blundering, and the absence of a cognitive map and compass to guide post-apartheid statecraft, collectively contribute to past and present defects and deformities of our two decade-old developmentalism, writ large in our human settlements. Alternatives to the technocratic market developmentalism of our current housing praxis spotlight empowering shelter outcomes but were bastardised. This is not unrelated to the toxicity of mixing conservative governmentalities (neoliberal macroeconomic precepts, modernist planning orientations, supply-side citizenship and technocratic projections of state) with ‘ambiguated’ counter-governmentalities (self-empowerment, self-responsibilisation, the aestheticisation of poverty and heroic narratives about the poor). Underscored in the study is the contention that state developmentalism and civil society developmentalism rise and fall together, pivoting on (savvy) reconnection of economics and politics (the vertical axis of governance) and state and society (the horizontal axis). Without robust reconfiguration and recalibration of axes, the revamped or, more appropriately, reconditioned housing policy – Breaking New Ground – struggles to navigate the limitations of the First Decade settlement state shelter delivery regime and the Second Decade’s (weak) developmental state etho-politics. The prospects for success are contingent on structurally rewiring inherited and contemporary contacts and circuits of power, influence and money in order to tilt resource and institutional balances in favour of the poor. Present pasts and present futures, both here and abroad, offer resources for more transformative statecraft and sustainable human settlements, but only if we are prepared to challenge the underlying economic and political interests that to date have, and continue to, preclude such policies. History, experience and contemporary record show there are alternatives – another possible and necessary world – via small and large steps, millimetres and centimetres, trial and error. / AFRIKAANSE OPSOMMING: Die hoof vraag wat hierdie studie probeer beantwoord is hoekom en hoe dit gekom het dat ʼn links-van-die-middel regering wat nie gekniehalter was deur gewigtige, eksterne invloede nie; en met ontwikkelingstaat presedente [of voorbeelde]; potensieel positiewe makro-ekonomiese grondbeginsels, en goed ontwikkelde alternatiewe beleide vir behuising en stedelike herontwikkeling, gevestig [of vasgesteek] het op ʼn konserwatiewe behuisingbeleid, gegrond op ‘voorskrifte van die voor-demokratiese tydperk’. Improving the systematic evaluation of local economic development results in South African local government

Thesis (PhD)--University of Stellenbosch, 2011. / ENGLISH ABSTRACT: Evidence-based policy making and results-based management aim to improve the performance of organisations, policies and programmes by enabling the accurate measurement of progress and results required for management and policy decisions. Within the notion of the developmental state, ‘Local Economic Development’ (LED) uses the development planning and implementation capacities of local government to accrue economic benefit to the locality with the aim of addressing development problems such as unemployment, poverty and market failure at the local level. While promoting the economic welfare of citizens is a critical objective of local government, the absence of specific indicators for LED measurement hampers their ability to successfully determine whether their efforts are achieving the expected results. The aim of this dissertation is to promote the systematic and committed evaluation of the results of LED interventions in South African local governments. As such, it provides guidelines for an outcomes-based monitoring and evaluation (M&E) system for LED in South Africa and presents a framework of generic outcome and output indicators for alternative LED interventions within the context of public sector monitoring and evaluation. The dissertation commences with an overview of the history of evaluation research, the conceptualisation of ‘Monitoring’ and ‘Evaluation’, and a categorisation of the alternative approaches to evaluation. It further explores best practices in instilling M&E in organisations, policies or programmes through guidelines for the development of M&E systems; designing and conducting evaluation studies; presenting findings; and developing indicators. This later provides a basis for exploring challenges in the evaluation of LED and proposing guidelines for an outcomes-based LED system. The policy framework of public sector M&E in South African government is explored before recommendations are made on the basis of good practice guidelines from the selected international systems and the World Bank. The concept ‘local economic development’ is contextualised and its manifestation in South African policies and practice explored to demarcate the roles of various role players, but local government in particular, in promoting LED. A review of LED-related literature produced a comprehensive list of potential LED interventions. These interventions were categorised into business development, locality improvement, community development, or improved governance interventions. Specific programmes and projects from practice were summarised within each intervention. For each of the identified LED interventions, generic outcome statements and objectives are formulated, followed by concrete contextual output and outcome indicators. The developed indicators are partly derived from existing indicators used to measure development results, but primarily developed from the implied end result captured in the objectives and outcome statements of each intervention. The LED indicator framework was reviewed by selected M&E and LED experts for final refinement and comments. The systematic evaluation of LED results based on well-designed evaluation studies that incorporate the strengths of the various approaches to M&E can enable the identification of the most promising, best return-on-investment LED interventions, as determined by the real, accurate results of these interventions. This can improve strategic policy and management decisions so as to maximise the limited available resources for LED and ensure the greatest positive economic and social development impact. / AFRIKAANSE OPSOMMING: Bewysgedrewe beleidmaking en uitkomsgerigte bestuur is daarop ingestel om die prestasie van organisasies, beleide en programme te verbeter, deur dit moontlik te maak om die vordering en resultate soos benodig vir bestuur en beleidsbesluite akkuraat te meet. Building corporate resilience : based on a case study of Spier Holding's search for a lower carbon future

Thesis (PhD)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: A study of the sustainability journey of Spier Holdings, a well known wine and leisure business in South Africa, offers a unique opportunity for interrogating corporate drivers for a lower carbon future. The business has established sustainability as a brand identity, declared carbon neutrality as a macro organisational goal in response to the global challenge of climate change, and sought scientifically and technologically appropriate ways of addressing this challenge. A preliminary analysis revealed various initiatives that are in place for measuring and reducing the business’ environmental impact, including carbon emissions. However, an in-depth study of the establishment’s environmental performance over two decades showed inconsistencies in year-on-year reporting, delays in shifting the supply chain, and gaps in implementation, particularly in the area of energy efficiency and adoption of renewable energy technology. Understanding and interrogating the business’ sustainability journey through a systems ecology and corporate citizenship framework proved inadequate. The case highlights that organizational goals for environmental performance areas, including the aim of carbon neutrality, and sustainability reporting are not sufficient catalysts for change. A complexity-based resilience approach allowed the business to be understood as an adaptive system. The sustainability story tracks different phases of a modified adaptive renewal cycle, which also determine the dominant management paradigms, strategic responses and forms of collaboration during each phase. Spier’s sustainability journey was found to be underpinned by a quest for corporate resilience which includes the resilience of the business (enterprise resilience) and of the social-ecological system within which it resides (SES resilience). The business responded to interdependent risks and uncertainties in its internal and external contexts, through investment strategies in key areas of corporate environmental performance. As a contribution to new knowledge, this thesis proposes an integrated corporate resilience framework for building enterprise resilience and ecological sustainability. This framework, and the accompanying mapping tool, reveals deep, ecological drivers for Spier’s environmental performance across corporate areas of lower carbon emissions, water sustainability, wastewater treatment, solid waste recycling and ecological custodianship. The framework is recommended for use by similar businesses, eager to configure their relationship with natural resources and ecosystem services, and by scholars, for investigating corporate performance towards environmental sustainability. / AFRIKAANSE OPSOMMING: ʼn Studie van die volhoubaarheidsonderneming van Spier Holdings, ʼn bekende wyn- en ontspanningsaak in Suid-Afrika, bied ʼn unieke geleentheid vir die ondersoek van korporatiewe aandrywers vir ʼn laer koolstoftoekoms. Education policy to prospects of a developmental state in South Africa

The thesis argues that education is the core factor in knowledge and skills provision, which assist in production and economic growth and serves as a foundation to the realization of a developmental state. The thesis looks at the prospects of South Africa constructing a developmental state against its education system. The aim was to look at whether education policy in South Africa assists its quest to construct a developmental state. The research is guided by the specific research questions that wanted to look at different literature on what a developmental state is and what characterizes it. It further looked at whether education influences the construction of a developmental state and whether in South Africa education is responding well to the quest of constructing a developmental state. The study depends heavily on literature review, comparative study and interview. The literature study conceptualized and also presented characteristics of a developmental state from the perspective of Japan, South Korea and Taiwan (The Asian Tigers) and the South African context. Japan and South Korea’s perspective was compared with the South African one. The literature review also indicated the role of education in economic growth. The findings of this research from the comparative analysis indicated that South Africa is taking a totally different approach in its process of constructing a developmental state. Its process is underpinned by democratic values, non-industrialization approach, weak bureaucracy and interventionist approach. The process of constructing a developmental state is supported by various mechanisms and policies such as the New Growth Path (NGP). The challenge with the NGP is that it conceded to the fact that there is a serious need to improve in education and levels of skills in the country as they are a fundamental prerequisite for achieving many of the goals in the growth path. The contention is that both basic and higher education must equip all South Africans to participate in the country’s democracy and economy and must do more to meet the needs of national and international development imperatives. Again, the success of the NGP depends on major improvements in education (both basic and higher education) and skills levels which education is presently not providing. Education and skills are preconditions that should prepare South Africans to participate in economy so that the country should realize “broad-based development” through any means that will ensure economic growth. However, the education system and the skills based in the country are not responding well to assist in the fully realization of the NGP. This has negative effect to the prospects of growing the economy. The research highlights the relevance and role education plays in the economic development of a country. It highlights the challenge South Africa is faced with in its quest to construct a developmental state particularly with its education policies. With education being regarded as a significant propeller of economic growth, South Africa falls short in comparison to other countries, particularly the Asian Tigers. South Africa falls short mainly in the provision of education that provides the skills required in the modern economies. This means that there is a gap the education system in South Africa is failing to fill. Therefore the prospects of constructing in a developmental state in South Africa will continually face challenges if the education system within the country is not turned around to provide for the required skills. / AFRIKAANSE OPSOMMING: Die verband tussen onderwys en ekonomiese vooruitgang is al deeglik gedebateer. Hierdie tesis voer aan dat onderwys die kernfaktor is in die voorsiening van kennis en vaardighede wat vervaardiging en ekonomiese vooruitgang aanhelp en dien as die grondslag vir die totstandkoming van ’n ontwikkelingsstaat. Die tesis kyk of dit moontlik is vir Suid-Afrika om ’n ontwikkelingsstaat tot stand te bring met sy huidige onderwysstelsel. Die doel was om te sien of die huidige onderwysbeleidsrigting Suid-Afrika kan meehelp in sy soektog om ’n ontwikkelingsstaat daar te stel. Die navorsing word gerig deur spesifieke navorsingsvrae wat verskillende literatuur ondersoek het om te bepaal wat ’n ontwikkelingsstaat is en hoe dit gekarakteriseer word. Dit kyk ook verder of onderwys die daarstelling van ’n ontwikkelingsstaat beinvloed en of Suid-Afrika se onderwysstelsel goed reageer in strewe na die daarstelling van ’n ontwikkelingsstaat. Die studie steun sterk op die beskouing van literatuur, vergelykingstudies en onderhoude. Die literatuurstudie het ’n begrip en kenmerke van ’n ontwikkelingsstaat vanuit die perspektief van Japan, Suid-Korea en Taiwan (Die Asiaatiese Tiere) en die Suid-Afrikaanse verband voorgelê. Japan en Suid-Korea se perspektief was vergelyk met die van Suid-Afrika. Die literatuur beskouing het ook die rol van onderwys in ekonomiese vooruitgang aangedui. Die bevindings van hierdie navorsing nadat ’n vergelykende analise uitgevoer is, het aangedui dat Suid-Afrika ’n heel ander benadering volg in sy ontwikkelingsstaat daarsetellings proses. Die standpunt is dat beide basiese- en hoëronderwys alle Suid-Afrikaners sal moet toerus om deel te neem in die land se demokrasie en ekonomie en sal meer moet doen te voldoening aan die behoeftes van nasionale en internasionale ontwikkelingsnoodsaaklikhede. Weereens, die sukses van die NGP maak staat op groot verbeterings in die onderwysstelsel (beide basiese- en hoëronderwys) en vaardigheidsvlakke wat die onderwysstelsel tans nie verskaf nie. Onderwys en vaardighede is voorvereistes om Suid-Afrika voor te berei om deel te neem in die ekonomie en derhalwe die land in staat te stel om “breed-gebaseerde ontwikkeling” te bereik op ‘n manier wat ekonomiese vooruitgang verseker. Die land se onderwysstelsel en vaardigheidsbasis reageer egter swak om die volle bereiking van die NGP te ondersteun. Dit het ’n negatiewe uitwerking op die vooruitsigte van ekonomiese vooruitgang. Die navorsing lig die belangrikheid en die rol wat onderwys in die ekonomiese ontwikkeling van ’n land speel uit. Die uitdagings wat Suid-Afrika het word uitgelig in sy soektog om ’n ontwikkelingsstaat op te stel veral ten opsigte van sy onderwysbeleidsrigtings. Met onderwys wat as ’n beduidende drywer geag word ten opsigte van ekonomiese vooruitgang, skiet Suid-Afrika te kort vergeleke met ander lande, veral met die Asiatiese Tiere. Suid-Afrika skiet hoofsaaklik ook te kort met die voorsiening van onderwys wat die vereiste vaardighede moet ontwikkel wat ’n moderne ekonomie benodig. Dit beteken dat daar ’n leemte in die Suid-Afrikaanse onderwysstelsel is. Die vooruitsigte om ’n ontwikkelingsstaat in Suid-Afrika te vestig sal voortdurend voor uitdagings te staan kom totdat die onderwysstelsel van die land reggeruk word om die vereiste vaardighede te ontwikkel.

An output based evaluation of delivery of land reform in South Africa over the period 1994 - 2010

In certain parts of the world, land reform is seen as the redistribution of property or rights in property for the benefit of the landless, tenants and farm labourers but in others it has been a tool of oppression. Worldwide, land reform arose mainly because of inequalities of resources or in other to control resources. In South Africa, the need for land reform started as early as 1658, where blacks were not afforded equal opportunities as white people and therefore were forced off farm land and properties. Since, 1994 when South Africa’s first democratic Government came into power, one of its goals was to redress the injustices of the past and give back land to the previously disadvantaged people through various land reform programmes. The goal of this study is to evaluate the delivery land reform programmes of South Africa, namely: Land Restitution, Land Redistribution and Land Tenure Reform. The impact of land reform is not measured in this thesis. This research is however focussed on answering the following question: To what extent has land reform achieved its intended output? Land reform in South Africa could be viewed as an act of development, as it focuses on meeting the basic needs of the marginalised and underdeveloped people, which is in turn an objective of development. Marginalised and underdeveloped people as well as communities need land in order to ensure that their living conditions improve. Programme evaluation is used to evaluate land restitution, land redistribution and land tenure reform in order to determine the successes and failures of the land reform programme in South Africa. Land reform has mixed opinions on whether the programmes have been implemented effectively and efficiently. The process has received criticism, even though land has been restored and redistributed to claimants and beneficiaries, it has not been occurring at a fast enough pace. / AFRIKAANSE OPSOMMING: Grondhervorming is ’n onderwerp wat universeel bespreek word. In Suid-Afrika, word grondhervorming gesien as die herverdeling van eiendom of regte in eiendom vir die voordeel van die grondlose, huurders en plaaswerkers. Wêreldwyd, het grondhervorming ontstaan hoofsaaklik as gevolg van ongelykhede van hulpbronne. Die behoefte vir grondhervorming in Suid-Afrika het so vroeg as 1658 begin, waar swartes nie gelyke geleenthede gegun was soos blankes en was gedwing om hulle plaasgrond en eiendomme te verlaat. Sedert, 1994, toe Suid-Afrika se eerste demokratiese regering aan bewind gekom het, was een van sy doelwitte om die ongeregtighede van die verlede reg te stel en grond aan die voorheen benadeelde mense deur middel van verskeie grond hervormingsprogramme terug te gee. Acid mine drainage in the Gauteng province of South Africa : a phenomenological study on the degree of alignment between stakeholders concerning a sustainable solution to acid mine drainage

Regardless, mankind shows scant regard for the biotic and abiotic components of the environment that serve as both sources and sinks for anthropocentric demands, practices and behaviours. Of these vital resources, perhaps the one that is most under threat is water which while crucial for growth and development around the globe, is rapidly becoming a scarce commodity. In South Africa - already a water-scarce country - this situation is further compounded by mining practices that are not only unsustainable, but also largely unregulated from an environmental perspective. Mining activities have resulted in the mass exposure of iron pyrite and heavy metals, both underground and on the surface. Upon exposure to weathering, the iron pyrite gives rise to sulphuric acid, which, in turn results in the mobilisation and concentration of toxic metals. Although this is a geological phenomenon, the increasing concentrations of toxic metals as a result of mining have exposed the Gauteng province to enormous environmental, social and economic risks. Concerning the risks, the research highlighted the following: - Although comprehensive research has been found relating to the physical attributes of acid mine drainage (AMD), very little is known of the health aspects associated with AMD. Of immediate concern is, the subsequent environmental and health implications stemming from the association between living organisms and heavy metals. - In the absence of such information, the credibility of current solutions is thus questionable. Of the solutions that have been proposed, most have been reductionist in approach and have only focused on dealing with the surface decant of contaminated water from predominately non-functioning mines. The health risks associated with radioactive and highly toxic waste have been down played or simply ignored (Albrecht, 2011). - The absence of a comprehensive solution also raises questions as to the assessment and decision-making process utilised to date by the Department of Water Affairs (DWA). - Both government and the private sector have allowed the AMD threat to amplify over the years. Their inaction has been facilitated by the poor enforcement of legislation and, clever manoeuvring by mining companies, in what can only be described as a mutually beneficial relationship between government and the mining industry. In stark contrast to the inaction of government and the private sector, environmental activists have been very vocal in calling for a solution to a number of the risks associated with AMD. This, together with the recent decant of AMD in the Western Basin, has culminated in a public outcry and prompted calls for a solution to the AMD threat. Government's response to this was a narrow and incomprehensive solution, which only served to further frustrate the different stakeholder groups. Where stakeholders have different themes as to the implications and thus solutions to the AMD threat on the Witwatersrand (as driven by the profiles of the different stakeholder groups), an appropriate solution will only be realised by adopting the following recommendations: - Government must show the necessary political will, to fully engage the threat of AMD and address their poor track record as regulator - their credibility has been skewed through their vested interests in the mining industry. - Having taken ownership of the AMD threat on the Witwatersrand, government must move to avert any immediate risks to human well-being. - Under governments' leadership, the capacity of all stakeholders must be addressed to facilitate a participatory trans-disciplinary review of the assessment mechanisms and facts, in order to reach a mutually acceptable solution(s) to the social and environmental impacts associated with mining activities - a solution that will ensure future environmental integrity, social development and economic growth. / AFRIKAANSE OPSOMMING: Ekosisteme, en die dienste en hulpbronne wat dit voorsien, is grondliggend aan die mensdom se bestaan. Tog toon die mensdom weinig respek vir die biotiese en abiotiese komponente van die omgewing, hoewel ons met ons behoeftes, praktyke en gedrag daarop staatmaak én daaraan afbreuk doen. Van hierdie lewensnoodsaaklike hulpbronne is die mees bedreigde waarskynlik water, wat – hoewel dit vir groei en ontwikkeling wêreldwyd van deurslaggewende belang is – spoedig besig is om ʼn skaars kommoditeit te word. In Suid-Afrika, wat in elk geval ʼn waterarm land is, word hierdie toedrag van sake vererger deur mynboupraktyke wat nie net onvolhoubaar is nie maar ook ongereguleerd. In skrille kontras met die regering en privaat sektor se traagheid het omgewingsaktiviste nog nooit geskroom om hul stem te verhef en op oplossings vir baie van hierdie risiko’s aan te dring nie. Dít, tesame met die onlangse uitvloei van suur mynwater in die Westelike Kom, het op openbare protes uitgeloop en aanleiding gegee tot oproepe om ʼn oplossing vir die bedreiging van suur mynwater. Die regering se antwoord hierop was ʼn eng, beperkte oplossing wat die verskillende belangegroepe slegs verder frustreer het. A case study from a gold mining company : a call for leadership towards more sustainable futures

The impact of gold mines on communities and the environment are enormous. This thesis is a case study based in one of the major gold producers in South Africa that has been in operation for more than 50 years and has more than 30 years of life still left. Exploring the impact mining has had on communities and the environment, this thesis is a call for leadership action towards sustainable futures. This call is made through a suggested sustainable development leadership framework. Georgius Agricola gave a warning regarding the devastating environmental impacts of mining as early as 1556, however mining still has the same negative impacts to the environment and people. The argument in this thesis is that, it is only through genuine leadership that the impacts of mining can be mitigated. However leadership is looked at not from the position of the leader or the leadership style but from the belief system of the leader when it comes to environmental management and community development. The motivation for the study was based in observing how leadership at our Gold mine rallied behind prevention of mine closure when the mine was faced with electricity crisis in 2008. The electricity crisis demonstrated that it is through genuine and committed leadership that all challenges can be overcome including sustainable development crisis. The call for leadership at our mine is to demonstrate the same leadership commitment in addressing environmental and community development challenges. The literature review begins by highlighting sustainable development global challenges and initiatives to address them. This is followed by impacts of gold mining on society and the environment around the various regions of the world. Leadership belief systems are then discussed, highlighting, how belief systems influence the way a leader responds to environmental issues. In developing the sustainable development leadership framework findings from observations, conversations, interviews and focus group discussion that were conducted throughout the mine are presented. The aim of the research was to determine the understanding of employees on the impact of our company on communities, environment and themselves and also the employees’ opinions of leadership. The findings were that the majority of employees believe that leadership is not genuine in addressing community, employee safety and health, and environmental issues at our company and through interviews with leadership, the findings are that, environment and community issues are done for compliance and reputation purposes with no genuine belief that they should be done. To address this understanding a call to leadership is made through a suggested sustainable development leadership framework that takes into consideration the findings from the case study. The thesis ends by proposing that this suggested framework should be tested further within our company. / AFRIKAANSE OPSOMMING: Goud mynbou in Suid-Afrika is 'n bedryf wat meer as 'n eeu oud is. Die impak van goudmyne op gemeenskappe en die omgewing is enorm. Hierdie proefskrif is 'n gevallestudie wat gebaseer is op een van die groot goudprodusente in Suid-Afrika wat al vir meer as 50 jaar reeds in werking is en wat 'n veredere lewensverwagting van meer as 30 jaar het. Hierdie tesis is 'n ondersoek na die impak wat mynbou op die omliggende gemeenskappe en omgewing het asook 'n beroep om leieskap optrede vir volhoubare ontwikkeling. Hierdie beroep vir volhoubare ontwikkeling word gemaak deur middel van 'n volhoubare ontwikkeling leierskap raamwerk. Georgius Agricola het alreeds in 1556 gewaarsku teen die impak wat mynbou op die omgewing en mense sou hê. Die motivering vir hierdie studie is gebaseer op die waarneming van hoe leierskap by ons goudmyn mynsluiting voorkom het gedurende die 2008 elektrisiteitskrisis. Die elektrisiteitskrisis het getoon dat uitdagings sowel as volhoubare ontwikkelings krisisse wel deur ware en toegewyde leierskap oorkom kan word. Die versoek is nou vir ons myn om dieselfde leierskap toewyding toe te pas waar omgewing en gemeenskap ontwikkelings uitdagings aangepak word. Die literatuur oorsig begin deur die globale uitdagings op volhoubare ontwikkeling onder die vergrootglas te plaas en wys hoe om die uitdagings te addresseer. Dan volg die impak wat die goudmynbedryf het op die omgewing en samelewing van verskeie streke in die wêreld. Leierskap geloof oortuiging word dan bespreek met die klem op hoe geloofsoortuiging 'n invloed het op die manier wat 'n leier reageer op omgewings kwessies. Die ontwikkeling van die volhoubare ontwikkelings raamwerk is gebasser op obserwasies, gesprekke, onderhoude en fokusgroepsbesprekings van regoor die myn. Die doel van die navorsing was om die begrip van die werknemers te bepaal aangaande die impak wat ons maatskappy het op die gemeenskap, omgewing en hulself en ook om die werknemers se opinies van leierskap te bepaal. Die bevindinge was dat die meerderheid van die werknemers van mening is dat leierskap by ons maatskappy nie opreg is wanneer dit kom by aanspreek van gemeenskap kwessies, werknemer veiligheid en gesondheid, en omgewingskwessies nie. Deur middel van onderhoude met die leiers van ons maatskappy is ook bevind dat die omgewing en die gemeenskaps kwessies slegs aandag geniet aangesien dit vir die nakoming van vereistes en reputasiedoeleindes verys word en nie as gevolg van 'n werklike oortuiging dat dit gedoen moet word nie. Om hierdie begrip aan te spreek word 'n beroep gemaak tot leierskap deur middel van hierdie voorgestelde volhoubare ontwikkeling leierskap raamwerk wat die bevindings van die gevallestudie in ag neem. Die tesis eindig deur voor te stel dat hierdie voorgestelde raamwerk verder getoets moet word in ons maatskappy.

An implementation evaluation study of the "My future is my choice" HIV and AIDS education programme in the Directorate of Education, Oshana Region, Northern Namibia

Thesis (MPA)--Stellenbosch University, 2011. / ENGLISH ABSTRACT: “My Future is My Choice” (MFMC) is an extra-curricular life skills programme in Na-mibia aimed at minimising the impact of HIV and AIDS among young people. The pro-gramme was introduced fourteen years ago and is believed to have had a significant im-pact on young people who were enrolled in and graduated from it. The programme tar-gets young people from grades 8 to 12. The purpose of this study was to assess how the “My Future is My Choice” Programme imparts knowledge and skills to young people in the Ompundja Circuit of the Oshana Directorate of Education, in Northern Namibia. This was an implementation evaluation study, following a qualitative approach to collect in-depth information. Data was collect-ed by two means: focus group interviews with an interview guide as an instrument, and analysis of documents. Purposeful sampling was used to select twenty young people from the population of young people who graduated from the programme. Young people from three secondary schools and one combined school were interviewed. The outcome of the study indicated that young people who graduated from the pro-gramme were better equipped with knowledge and skills that enable them to protect themselves from HIV infection. The study also indicated that the strategies used to im-plement the programme are crucial to the successful transfer of information to young people enrolled in the programme. However, some challenges which need immediate attention for improvement concern the number of participants, the content, a review of topics and the time allocated to the implementation of the programme. It is therefore recommended that recipients be consulted for input on what their needs are with regard to HIV and AIDS prevention. As the programme began fourteen years ago, its strategies now require updating and revision of the programme has become necessary. The revision of the programme will enable its facilitators to incorporate new ideas and methods of HIV prevention gained from over a decade of experience. It would also allow for the identification of young people’s needs and incorporate relevant topics that are not currently covered in the manual. Hence, collaboration between facilitators, learners, teachers, parents, communities and programme designers is a key element in ensuring the continued success of the “My Future is My Choice” Programme. / AFRIKAANSE OPSOMMING: “My Future is My Choice” (MFMC) is ʼn bykomende lewensvaardigheidsprogram in Namibië wat die impak van MIV en VIGs onder jongmense wil verminder. Die program is 14 jaar gelede ingestel en het na bewering ʼn beduidende uitwerking gehad op jongmense wat daarvoor ingeskryf het en dit voltooi het. Die program is afgestem op jongmense in graad 8 tot 12. Die doel van die studie was om te bepaal in watter mate die MFMC-program die jongmense in die Ompundja-distrik in die Onderwysdirektoraat van Oshana in Noord-Namibië met kennis en vaardighede toerus. Die studie het ʼn implementeringsevaluering behels, en het diepte-inligting met behulp van ʼn kwalitatiewe benadering ingesamel. Data is met behulp van fokusgroeponderhoude aan die hand van ʼn onderhoudsgids sowel as deur middel van dokumentontleding bekom. Twintig jongmense uit die groep wat die program suksesvol voltooi het, is met behulp van doelgerigte steekproewe gekies en onderhoude is met jeugdiges van drie hoërskole en een gekombineerde skool gevoer. Die uitkoms van die studie dui daarop dat jongmense wat die program voltooi het oor beter kennis en vaardighede beskik waarmee hulle hulle teen MIV-besmetting kan beskerm. Die studie het ook getoon dat die strategieë wat gebruik word om die program in werking te stel deurslaggewend is vir die suksesvolle oordrag van inligting aan diegene wat vir die program ingeskryf is. Tog is daar bepaalde uitdagings wat onmiddellike aandag verg, soos die aantal deelnemers, die inhoud, die onderwerpe, en die tyd wat vir die inwerkingstelling van die program beskikbaar gestel word. Daarom word aanbeveel dat, ten einde die MFMC-program te verbeter, diegene wat die program volg oor hulle behoeftes met betrekking tot MIV/vigs-voorkoming geraadpleeg word. Nou, 14 jaar nadat die program die eerste keer in werking gestel is, is dit duidelik dat die strategieë wat gebruik word verouderd is en dat die program dringend hersien moet word. Sodanige hersiening sal die programaanbieders in staat stel om nuwe idees en metodes vir MIV-voorkoming wat nie 14 jaar gelede bekend was nie, by die program in te sluit. Dit sal ook ʼn geleentheid bied om jongmense se werklike behoeftes te bepaal en ander onderwerpe aan te roer wat nie tans in die handleiding verskyn nie dog tersaaklik is. Daarom is samewerking tussen fasiliteerders, leerders, onderwysers, ouers, gemeenskappe en programsamestellers ʼn sleutelelement om die voortgesette sukses van die MFMC-program te verseker.

Analysing the efficacy of the Namibia's student financial assistance fund

Thesis (MPA)--Stellenbosch University, 2011. / ENGLISH ABSTRACT: Student Financial Support Schemes (SFSS) have become increasingly important in providing financial assistance for students pursuing higher education, in both developed and developing countries. SFSSs were first established in the 1950s. The years that followed saw an increase steady expansion of student loan programs, through the introduction of student loans in more countries and expansion in the number of loans available in relation to their size and new expanded approach. The trend was in response to higher education expansion, combined with increasing financial toughness and concern for equity, while at the same time there was a surge of interest in student loans in the late 1980s and 1990s, with new programs introduced in Australia, New Zealand, and the United Kingdom; several countries in eastern Europe, considering introducing student loans for the first time; and some developing countries in Asia, Africa, and Latin America establishing or expanding student loan programs. The need for financial assistance is to enable students from low-income families to meet direct and indirect costs of higher education, and to ensure equality of opportunity, equity, and social justice. Recent arguments focused on whether student financial supports should be provided by governments, private agencies, employers, or institutions, and whether it should be in the form of scholarships, bursaries, grants either available to all students and or means-tested or fully repayable loans. Increasingly, debates also surrounds the question of how student loans should be administered in particular, eligibility and terms of repayment of loans, appropriate rates of interest, and mechanisms to target disadvantaged students while minimising default rates. Firstly, this study did a comparison between the SFSSs of the four different countries. Secondly, the best practices were identified and the Namibian case study was evaluated against the four countries. Lastly, some conclusions and recommendations were made that are aimed to improve the SFSS in Namibia. / AFRIKAANSE OPSOMMING: Studente finansiële ondersteuningskemas in ontwikkelde en onder ontwikkelende lande lewer ‘n belangrike bydrae tot die finansiële ondersteuning van studente in höer onderwys. Studente finansiële skemas is tot stand gebring in die 1950s. In die daarop volgende dekades het daar ‘n enorme groei plaasgevind in die daarstelling van studente leningskemas. Nie net het die aantal leningskemas vermeerder nie, maar meer en meer lande het van die benadering gebruik gemaak. Gedurende die 1980s en 1990s was daar ‘n toename in studentegetalle in höer onderwys wat gevolglik gelei het tot ‘n toename in finansiële ondersteuning van studente. Die implementering van nuwe programme in Australië, Nieu-Seeland en die Verenigde Koninkryke het gelei tot ‘n toename in finansiële ondersteuningskemas van studente. Verskeie lande in Europa het oorweging geskend aan die implementering van finansiële ondersteuning van studente tewyl onder ontwikkelende lande in Asië, Afrika en Latyns Amerika oorweging geskenk het aan die uitbreiding van finansiële ondersteuningskemas aan benadeelde en opkomende studente. Finansiële ondersteuning van behoeftige studente is gedoen om die direkte en indirekte koste verbonde aan onderwys te dek, gelyke geleenthede tot onderwys te skep, toegang tot ondewys te verbreed en om sosiale geregtigheid te verseker. ‘n Debat het egter onstaan oor wie verantwoordelikheid moet aanvaar vir die toekenning van studiebeurse, lenings of skenkings aan studente. In die verband is daar spesifiek gevra oor watter bydrae instellings in die openbare en privaat sektore maak tot finansiële ondersteuning van studente. Verdere aangeleenthede wat tydens die debat geopper word is vrae soos, wie moet verantwoordelikheid aanvaar vir die bestuur van sodanige finansiële skemas, lenings, die rentekoers ter sprake by die terugbetaling van die lenings en watter metodes kan gebruik word in die geval van minder gegoede studente wat nie hul finansiële terugbetaling ooreenkomste kan na kom nie. Die studie is onderneem na aanleiding van ‘n vergelykende studie tussen vier verskillende lande se finansiële ondersteuningskemas. Daarna is ‘n beste praktyk ontwikkel waarteen die Namibiese finansiële ondersteuning skema geevalueer is. Sekere gevolgtrekkings en aanbevelings is gemaak om die bestaande skema te verbeter.
