An Analysis of Legal Liability of Virginia Educators and School Systems

The doctrine of sovereign immunity in the Commonwealth of Virginia has evolved over time and the redefinition of the doctrine has been subjected to the interpretation by courts involving cases with varied facts and circumstances that have challenged the boundaries and flexibility of this legal concept. Determining the protection that a state agent was entitled to was the guiding principle in case law regarding sovereign immunity; however, understanding the purpose and intent of the doctrine of sovereign immunity was critical to determining the boundaries and criteria of the doctrine of immunity. In this dissertation, the researcher analyzed tort law as it applied to educators and public-school districts through the Virginia court system under common law and the Virginia Tort Claims Act (VTCA, 1981). The case analysis provided an overview of lawsuits heard and decisions rendered in negligence cases brought against educators and educational entities prior to and after the enactment of the Virginia Tort Claims Act in 1981.

A Descriptive Study of Value Systems within a School District in Texas

The purpose of this study was to determine the various values that can be found in teachers of an open school system and how those values differed among various teacher groups within the school. The value systems (Tribalistic, Egocentric, Conformist, Manipulative, Sociocentric, and Existential) were based on the "Levels of Psychological Existence" developed by Clare W. Graves. A values test was utilized in order to collect data. The "Values for Teaching Test" was administered to 492 teachers and staff members of the school district. Specific hypotheses regarding value differences in selective teachers and staff groups were tested. The results were significant on the following levels-- existential, sociocentric, and conformist with relation to grade level taught, educational job profile, and sex of the respondent.

O Projeto Comunidade de Aprendizagem foi criado e desenvolvido pelo Centro Especial de Investigación en Teorías y Prácticas Superadoras de Desigualdades, da Universidade de Barcelona, na Espanha, sendo validado cientificamente pela comunidade europeia por desenvolver ações em países e contextos diferentes. A proposta do projeto Comunidade de Aprendizagem tem como base a ação Comunicativa de Jungen Habermas e a dialogicidade de Paulo Freire, além de outros autores dentro das áreas da psicologia, da sociologia e da pedagogia, entre outros. A proposta apresenta uma organização e um planejamento de atividades educativas de êxito, os quais envolvem a participação de pais, estudantes, professores, funcionários da escola e comunidade. The proposal of the Project Learning Community is based on Jungen Habermas' concept of communicative action, and on Paulo Freire's concept of dialogicity, besides other writers of areas like Psychology, Sociology, Pedagogy, among others. The proposal presents an organization and a planning of successful educational activities, involving the participation of parents, students, teachers, school employees and community. Skolans relevans för socialt arbete : En fallstudie om skolkonceptet NPF-säkring / The schools relevance for social work : A case study of the school concept NPF-säkring

The aim of this study was to examine the protruding school concept NPF-säkring at the public school Källbrinksskolan in Sweden. Pupils with neuropsychiatric disabilities are particularly at risk to not reach the goals of the education and to have high school absence, which can lead to social exclusion later in life. The school in this study are well-known through Swedish media and claim that they have a solution to the challenges the Swedish school system face today therefore they have formed their concept specifically to the pupils with neuropsychiatric disabilities. The aim of this study was to perform a case-study to examine what the concept implies, it’s main logics and how it affects the institution. Using triangulation while studying various documents connected to the school concept, as well as one observation at the school after school hours, five main logics of the school concept became distinguishable. The analysis were divided into two parts where the first part focus on the main logics of the concept analyzed through Universal design of learning as a theoretical perspective and the second part consists of the theory of the Institutions three pillars to understand the institutional function and its relation to its context of the society. As a conclusion it came apparent that the main logics consists of physical environment, flexible structure, relational approach, encouragement for students' self-determination and overall approach at the school. The institutional function of the concept is distinctly connected to the increased awareness regarding the consequences of neuropsychiatric disabilities throughout society and by developing a new school concept, the institution there-by question the traditional Swedish school-system.

Barriers to Curricular Decentralization of an Urban School System: A Process Model for the Implementation of Site Based Management

The problem of this study is to identify and describe specific bureaucratic/organizational barriers that inhibit needed curricular and instructional flexibility and freedom in an urban school system and to determine if means exist by which the barriers can be overcome. The purposes of this study include the identification, description, and assessment of the barriers identified and the development of a process model which addresses identified barriers. The study includes samples of parents, teachers, principals, and central administrators. Questionnaires were administered to parents and teachers. Structured interviews were conducted with all administrators. The survey instruments were validated through means of pilot tests and jury panels.

The thesis is based on the financing of education system in the Czech Republic and Sweden according to each level of education. There is characterized the organisation and the structure of the school system in both countries and analysed the methods of funding. In the main part, there are compared the means of funding education systems with emphasis on the differences bethween both countries and major issues of the czech school system. In the last part of the thesis I come up with ideas of adopting certain elements from swedish to czech model of financing education.
