O objetivo desta pesquisa é analisar as monografias premiadas do Concurso História de Bairros de São Paulo, refletindo sobre as escritas e narrativas da história que se fizeram presentes nessas produções. A partir dessas monografias buscamos entender a natureza do Concurso e a pertinência do mesmo ao ser promovido pela Secretaria Municipal de Cultura através da divisão de Patrimônio Histórico e do Arquivo Histórico Municipal , tendo sobrevivido por mais de três décadas. Neste período, o Concurso atravessou diferentes gestões, mudanças de partidos políticos, a ditadura militar e a redemocratização. Entendemos que a partir da análise das monografias premiadas do Concurso História de Bairros podemos encontrar diferentes elementos de reflexão sobre a importância e consumo do conhecimento histórico fora dos muros da universidade e refletir sobre a produção e divulgação das obras fronteiriças de história, inclusive como instrumento de divulgação do conhecimento histórico científico. / The aim of this research is to analyze the winners monographs of the Contest History of São Paulos neighborhoods, reflecting on the written narratives of history that were presented in these productions. Throughout these monographs, we seek to understand the nature of this Contest and its relevance to be promoted by The Municipal Secretariat of Culture over the division of the Historical Heritage and the State Historical Archive - having survived for over three decades, across different administrations, changes of political parties, the military dictatorship and the redemocratization. We comprehend that, from the analysis of monographs winning the Contest History of Neighborhoods, it is able to find different elements of reflection on the importance and absorption of historical knowledge outside the walls of university. It is also possible to reflect on the production and dissemination of boundary works of history, including them as a tool to diffuse the scientific historical knowledge.

Period that marks the resumption of the figure of the State Ministry of Culture (MinC) as a major factor in formulating and implementing public policies in the area of culture in the country, especially with the creation of the National Culture System (CNS) and the preparation of National Culture Plan (NCP). The work was through research documents (laws) about what had legislated on culture in the city, the reports of consultation activities undertaken by Semuc and interviews with former managers, a former - employee and the Secretary of that folder. Thus, given the contemporary context where the culture is replaced by increasing visibility, the analysis undertaken on policies developed by cultural Semuc revealed the most diverse forms of action: investment in events (capture and promotion), the institution permanent cultural policies, cultural background, the appreciation of local culture, and specific actions / O referente trabalho analisou as pol?ticas culturais desenvolvidas na cidade de Limoeiro do Norte-CE pela Secretaria Municipal da Cultura e do Turismo (SEMUC) no per?odo compreendido entre os anos de 2005 e 2010. Per?odo que demarca a retomada do Estado na figura do Minist?rio da Cultura (MinC) enquanto um dos principais respons?veis por formular e executar as pol?ticas p?blicas na ?rea da cultura no pa?s, especialmente com a cria??o do Sistema Nacional de Cultura (SNC) e a elabora??o do Plano Nacional de Cultura (PNC).O trabalho se constituiu atrav?s de pesquisa documental (Leis) acerca do que se tinha legislado no munic?pio sobre cultura, de consultas aos relat?rios das atividades desenvolvidas pela SEMUC e de entrevistas realizadas com ex- gestores, um ex- funcion?rio e o secret?rio da referida pasta. Simultaneously, the work proposed by the secretaries that led the folder during that period was examined, identifying the guidelines of their cultural policies as well as their main projects. It was intended to understand as well how the guidelines and goals of the strategi c planning from the city hall ( 2004,2009 e 2012) influenced the type of cu ltural polices established , and how that policy helped in creating the representation of the city that will host a huge event like the 2016 Olympics . In the end, it was shown the similarities of speeches used by the managers of SMC and between their pro jects and choices. / O presente trabalho pretende compreender os principais aspectos da gestão cultural implementada pela Secretaria Municipal de Cultura da cidade do Rio de Janeiro (SMC), no período de 2001 a 2012, refletindo sobre o papel do poder público na atualidade, através da análise de matérias de jornais e entrevistas com alguns dos principais atores envolvidos nesse processo. Concomitantemente, examinou-se o trabalho proposto pelos Secretários que comandaram a pasta nesse período, identificando as diretrizes de suas políticas culturais assim como seus principais projetos. Pretendeu-se compreender também, como as diretrizes e metas dos planejamentos estratégicos da Prefeitura (2004, 2009 e 2012) interferiram no tipo de política cultural estabelecida, e como essa política auxiliou na criação da representação da cidade que será sede de um megaevento como as Olimpíadas de 2016. Ao final, foram mostradas as semelhanças de discursos empregados pelos gestores da SMC, e entre seus projetos e escolhas.

All this was done keeping in mind the significance of each one of them. The first moment deals with the process of planning and building the Municipal Theatre of São Paulo, that was done in the beginnings of the XX century and its solemn opening in 1911. Another one of the moments was the proposal and implantation of the Cultural Departament, in the second half of the 1930's. In the last one it was my purpose to examine the process of establishing the Municipal Cultural Secretary and the Cultural Center of São Paulo in the years of 1975 to 1982. In each one of these moments I tried to present my reflections about the way how culture was thought and the projects were presented to the city as well as the actions of municipal government marked all the cultural activities for the city of São Paulo. In each one of these moments I tried to follow different dimensions presented as cultural and also the mode how they were treated in everyday life of the municipal government in order to understand its significance, the changes and permanencies in the cultural life of the city. / Para a realização deste estudo, visando examinar o que se entendeu por cultura e como ela foi tratada em momentos diversos, investiguei as ações e projetos culturais realizados pelo governo municipal de São Paulo, em três momentos distintos e dotados de características próprias da vida da cidade, dentro do século XX. O primeiro momento estudado refere-se ao processo de criação do Teatro Municipal de São Paulo, que se deu no início do século XX, culminando com sua inauguração em 1911. O outro momento foi o da criação e implantação do Departamento de Cultura, na segunda metade dos anos de 1930; e, por último, acompanhei o processo de criação da Secretaria Municipal de Cultura e do Centro Cultural São Paulo, que se deu entre os anos de 1975 a 1982. Em cada um desses momentos busco refletir sobre o modo como a cultura foi entendida, os projetos que foram propostos para a cidade; bem como, reflito acerca das práticas através das quais os responsáveis pelo governo municipal concretizaram diferentes projetos e atividades culturais na cidade paulistana. Busco acompanhar, em cada um dos momentos, as diversas dimensões que foram entendidas como culturais, a maneira como elas foram tratadas no cotidiano administrativo municipal; assim como, as atividades culturais que foram realizadas, a fim de refletir sobre seus possíveis significados e as mudanças e permanências ocorridas na vida cultural da cidade paulistana.
