Pretendeu-se analisar os seus desdobramentos até o final do mandato dos primeiros conselheiros representantes da sociedade civil. O intuito é compreender os motivos dos questionamentos acerca de sua legitimidade e representatividade e sugerir aprimoramentos, considerando as experiências dos conselheiros, para que o organismo consiga atuar com eficácia na elaboração, fiscalização e acompanhamento das políticas culturais do município do Rio de Janeiro. / The research aims to present and problematize the context of creation of the Municipal Council of Culture of Rio de Janeiro in 2009 based on the experiences of councilors and documentation published by the organization since then. It was intended to analyze its developments until the end of the term of office of the first representatives of civil society. The aim is to understand the reasons for the questioning of its legitimacy and representativeness and to suggest improvements, considering the experiences of the councilors, so that the organism can act effectively in the, controlling and monitoring of the cultural policies of the city of Rio de Janeiro.

In the dawn of the Third Millenium, adapting world wide spread policies, Brazil is going through a State Reform. In the current scenario, the strengthening of local power as well the decentralization of municipal administration are the surest keys to the implementation of public policies. The present work proposes inventive initiatives that, contemplating Brazilian reality, valorize talents, reduce needless costs, provide constant increment of public and audience, spread Culture and the popular access to it. The models to be adopted should not only answer the Art and Culture professional classes' demands but also allocate public resources in order to boost Rio de Janeiro City communities' culturallevel. The development of new talents - whether popular or erudite - allied to the valorization of Brazilian folklore and popular art should be enduring political administrative strategies in Rio de Janeiro City. As a matter of fact, the implementation of a Cultural policy that is both decentralized and job/revenue increasing oriented will certainly contribute to reduce Rio's social problems. / O trabalho analisa a viabilidade de implementação de uma política pública na Cidade do Rio de Janeiro que leve em conta a descentralização municipal na área de Cultura O Brasil entra no Terceiro Milênio realizando a Reforma do Estado com reflexões de ações que estão sendo veiculadas no mundo inteiro. O fortalecimento do poder local apresenta-se como facilitador para a implementação de políticas públicas. A dinamização de uma política na área de Cultura baseada na descentralização municipal, visando à geração de maior emprego e renda nos bairros cariocas contribuirá, significativamente, para a redução de problemas sociais no Rio de Janeiro. No que tange à área Cultural, são propostas iniciativas inovadores que contemplem a realidade brasileira, valorizem talentos, reduzam custos supérfluos, proporcionem o incremento contínuo de público e platéia, disseminem cultura e o acesso popular à mesma. Devem ser modelos que contemplem as demandas das categorias profissionais afetadas às áreas de Arte e Cultura porém, o direcionamento de recursos públicos deve visar ao aumento do nível das comunidades da Cidade do Rio de Janeiro. O desenvolvimento de novos talentos ¿ de cunho popular ou erudito ¿ conjugado com a valorização de produtos culturais do folclore brasileiro e da arte popular devem ser permanentes estratégias da Política Cultural na Cidade do Rio de Janeiro.

In this research, we try to investigate how the government policies around the category 'sociomuseology' that enable the realization of projects mobilizing demands for visibility and recognition are structured. Such demands are taken over by people who make up the marginalized segments of society and their main objects are the publicization of memories in the slums. I problematize the strategies used by the agents to perform actions that have the memory as 'legacy' of urban intervention projects and analyze their ways to produce new meanings and practices to the space of the favela. / O foco central desta tese é a análise sobre a sistematização e uso da memória nas favelas Pavão-Pavãozinho e Cantagalo, localizadas na Zona Sul da cidade do Rio de Janeiro, tanto quanto a institucionalização destas memórias no Museu de Favela (MUF). Neste trabalho, procuro investigar como se estruturam políticas governamentais em torno da categoria 'museologia social' que possibilitam a realização de projetos mobilizando demandas por visibilidade e reconhecimento. Tais demandas são encampadas por sujeitos que compõem segmentos marginalizados da sociedade e têm como objeto principal a publicização de memórias das favelas. Problematizo as estratégias utilizadas pelos agentes para realizar ações que têm a memória como 'legado' de projetos de intervenção urbana, além de analisar suas maneiras de produzir novos significados e práticas no espaço da favela.

Foram realizadas pesquisas em diversas fontes, públicas e privadas, eletrônicas e físicas e, além do resgate histórico, a estruturação de um banco de dados permitiu consolidar uma grande variedade de registros sobre os termos de compromisso (contratos) firmados no período. O resultado da pesquisa evidencia melhorias na distribuição dos recursos, na inter-relação entre o poder público e os agentes de mercado e na operacionalização do mecanismo, apesar de não ter havido aporte de recursos privados para a cultura, como pretendido originalmente. / The current study’s goal was to describe and analyze the history of tax incentives for cultural sponsorships in the city of Rio de Janeiro – Law 1.940/92 (1992–2012) and Law 5.553/13 (2013 – active), and, as a secondary goal, to consolidate disperse data and evaluate the distribution of resources throughout the phases of the projects and the obtaining of sponsorships. The research data was collected from various sources, both public and private, in electronic and paper formats. In addition to a historical review, the structure of the database permitted the consolidation of the terms of commitment of a large variety of contracts completed during the period. The results of the research provided evidence of improvements in the distribution of resources, with respect to the interrelationship between governmental and private agents in the operationalization of the law for cultural incentives. However, the objective of the law was not achieved, in that sponsors failed to provide additional funding, as was planned.

Simultaneously, the work proposed by the secretaries that led the folder during that period was examined, identifying the guidelines of their cultural policies as well as their main projects. It was intended to understand as well how the guidelines and goals of the strategi c planning from the city hall ( 2004,2009 e 2012) influenced the type of cu ltural polices established , and how that policy helped in creating the representation of the city that will host a huge event like the 2016 Olympics . In the end, it was shown the similarities of speeches used by the managers of SMC and between their pro jects and choices. / O presente trabalho pretende compreender os principais aspectos da gestão cultural implementada pela Secretaria Municipal de Cultura da cidade do Rio de Janeiro (SMC), no período de 2001 a 2012, refletindo sobre o papel do poder público na atualidade, através da análise de matérias de jornais e entrevistas com alguns dos principais atores envolvidos nesse processo. Concomitantemente, examinou-se o trabalho proposto pelos Secretários que comandaram a pasta nesse período, identificando as diretrizes de suas políticas culturais assim como seus principais projetos. Pretendeu-se compreender também, como as diretrizes e metas dos planejamentos estratégicos da Prefeitura (2004, 2009 e 2012) interferiram no tipo de política cultural estabelecida, e como essa política auxiliou na criação da representação da cidade que será sede de um megaevento como as Olimpíadas de 2016. Ao final, foram mostradas as semelhanças de discursos empregados pelos gestores da SMC, e entre seus projetos e escolhas.
