During the last three decades, financial reporting, performance measurement and accountability for the use of resources by the public sector have received a great deal of attention in numerous countries, especially in the developed world. This study is concerned with exploring these issues in the public sector of the United Arab Emirates (UAE) and, specifically, its central government. Following an initial introductory chapter a detailed analysis of the literature relating to financial reporting and performance measurement in the public sector is undertaken. This is then developed through a detailed study of the financial reporting and auditing requirements specified under UAE law. This analysis reveals a number of weaknesses in the system of governmental reporting adopted in the UAE. As a result of the literature survey and the findings relating to the system of financial reporting by central government practiced in the UAE two key areas are then developed through the research methodology outlined in the text. Firstly, issues relating to government financial reports are examined. These include the: importance of financial reports, frequency and purposes of using financial reports, quality of financial reports, potential ways of improving financial reports, external potential users of financial reports and, finally in this section, reasons that prevent the users from reading or using governmental financial reports in the UAE. Secondly, various issues relating to performance measurement in the public sector are also discussed. These concern: the importance of non-financial information, methods of comparison, reasons for conducting performance measurement, users of performance measurement reports, reasons that prevent government units from carrying out performance measurement, procedures undertaken by the external audit for measuring performance, the quality of audit reports, ways of improving audit reports, the external potential users of government audit reports, and the reasons that prevent the external auditor carrying out performance auditing in governmental units in the UAE. Finally appropriate conclusion on the basis of the analysis is presented.

This study focuses on the situational analysis of the informal sector in the three major cities in Malawi. An extensive literature study was undertaken to understand the origin of the informal sector and how it has grown in the business environment to which it is exposed in Malawi. This understanding was essential because it formed the basis for conducting the whole research. A sample of four respondent groups, namely government officials, industry representatives, the shop owners and the informal sector participants themselves was drawn, and personal interviews conducted. The purpose of the interviews of the first three respondent groups was to discover their perception of the informal sector in Malawi. This perception was vital for it was clear that these groups influenced government policies much more than the populace. The informal sector participants themselves were interviewed to learn how the informal sector operated, its scope and benefits, why it was growing and how successful it was in the three major cities of Malawi. The results show that there were mixed feelings among the people in each of the four respondent groups. Although many of the government officials were positive, mainly because the President of Malawi and other politicians promote the informal sector publicly, they still believe there is a need to control the sector's operations. The industries and shops that benefit from the informal sector are positive while the others are not. More than 80 percent of the informal sector participants are making a comfortable livelihood through their activities. The lack of employment and the desire to survive were found to be the two issues that enhance the growth of the informal sector in Malawi. The participants could further expand their activities if suitable loans were made available. A coordinating organization within this sector has emerged and is controlling the sector's activities. En el 2014 de acuerdo al INEI se cerraron 163,279 empresas 6.7% más que en el 2013, el 34% de las empresas cerradas correspondían al Sector Comercio, en el mismo Año se abrieron 262,973 empresas, lo que quiere decir que el 62% de las compañías que abrieron no tuvieron éxito y tuvieron que cerrar. El presente trabajo está orientado a tratar de responder algunas de las preguntas que se hacen mucho Gerentes de las compañías no solo en Perú sino en el mundo: ¿que tenemos que hacer para Maximizar el valor o la Rentabilidad de la compañía? ¿Como crear valor de manera sostenible en el Tiempo? ¿Como transmitir los Objetivos establecidos por los Directores o Gerentes a la Compañía? La metodología que se utilizó para tratar de responder a estas necesidades fue el Cuadro de Mando Integral el cual proporciona a la gerencia y a los directivos un amplio marco que traduce la Visión y estrategia de la empresa en un conjunto coherente de indicadores de actuación; utiliza las mediciones para informar a los empleados sobre los objetivos a cumplir y que llevarán a la empresa a cumplir lo declarado en la Misión y Visión. El Cuadro de Mando Integral despierta gran interés entre directivos y empresarios hasta el punto que se considera uno de los temas más importantes del modelo de planificación y gestión. Esta herramienta contribuye a la resolución de problemas que tienen las empresas y que preocupan a sus directivos. Una de las razones es su estricto enfoque hacia la maximización del beneficio empresarial haciendo el mejor uso posible de los recursos disponibles. Las organizaciones se están dando cuenta que ya no pueden seguir dirigiendo solo con medidas financieras, sino que también otras medidas como es la calidad, la velocidad de las respuestas, medidas enfocadas externamente como la satisfacción del cliente y empleados, el desarrollo de nuevos productos y el crecimiento de la empresa, características que son fundamentales en las organizaciones y de ahí que tiene importancia su medición. La empresa materia de estudio es una empresa real que por motivos de confidencialidad se le ha llamado “Retail Perú SA”. El desarrollo del trabajo comienza con una descripción de la empresa los canales de distribución, así como los tipos de producto que comercializa y la declaración de la Misión y Visión. Luego se hace un diagnostico de la coyuntura, situación y proyección del crecimiento del País, seguidamente se analiza el Sector que es donde se desarrolla la empresa que es materia de estudio: el Sector Retail, se analiza la situación mundial y del Perú específicamente, para ello se utilizan herramientas como las Cinco Fuerza competitivas de Porter y el FODA. A continuación se trabajó el Marco teórico del Cuadro de mando considerando las 4 perspectivas, Mapas estratégicos, Iniciativas estratégicas e Indicadores y finamente se aplica la metodología a la Empresa Retail Perú SA con el fin de Mejorar la Rentabilidad y lograr sostenibilidad en el Tiempo.

Esta investigación surgió a partir de la realidad que se vive en la ciudad de Chepén, donde la gran mayoría de las Mypes del sector comercial está acudiendo a diferentes fuentes de financiamiento informal. A través de una entrevista exploratoria ex-ante a algunos comerciantes, se corroboró la existencia de una oferta grande de préstamos informales, siendo una de sus causas principales las exigencias impuestas por las entidades financieras para acceder al crédito formal. Esta situación ha dado cabida a que exista un mercado comercial insatisfecho, y que por ende proveedores de créditos informales puedan aprovechar en ofrecer y colocar préstamos en efectivo sin muchos impedimentos, cabe indicar que también se pudo observar entre los negocios de venta de ropa diferentes niveles de crecimiento, así como en su estructura de financiamiento; por lo que se hace importante evaluar el impacto generado por el uso de las fuentes de financiamiento informal. Es por ello que el objetivo del estudio fue realizar un análisis del impacto de los préstamos informales en los negocios de venta de ropa de la ciudad de Chepén durante el período marzo-diciembre 2014. En este sentido, 103 negocios de venta de ropa fueron evaluados a través de encuestas que se le realizaron a los gestores o quienes dirigen dichos negocios. La investigación realizada manifiesta que el impacto generado por los préstamos informales no presenta una repercusión favorable de crecimiento en su producción, rentabilidad y empleo; situación que se evidencia en dichos negocios; sosteniéndolos en el mercado, sin generar rentabilidad y ningún tipo de ahorro que puedan invertir ya sea en el mismo negocio o abriéndose camino para otra actividad comercial. / Tesis
