Ser(T?o) Serid? em suas cartografias espaciais

(1954), by Jos? Augusto Bezerra de Medeiros; Velhos Costumes do Meu Sert?o (1965), by Juvenal Lamartine de Faria; and Sert?es do Serid? (1980), by Oswaldo Lamartine de Faria. The historiographical discourse will be investigated as to representations of space and the frames of reference that demarcate it. We highlight the space of 1 as delimited by the subjectivity and significances expressed by each author, considering closely the relation between author, writing and body, either in historiography or in the subjects that give shape to the Serid? region in their writings. The Serid? is particularly framed in the relevant historiography as the hinterland (sert?o) space, where the drought is a representation referred to recurrently, and as a space of fight , in which man and nature would be in constant struggle, challenging each other. Region of the Rio Grande do Norte, northeastern Brazil, consist s of a study about geological, geomorphological, mineralogical, palaeontological and archaeological features of the study area, aiming the identification of sites that presents scientific, historical, cultural, economic and ecological excellent importance, and that they deserve to receive special protection for its maintenance for the gifts and future generations. It was developed according with methods adopted for the Brazilian Commitee of Geological and Paleontological Sites SIGEP/UNESCO and by Initiati ve of Sofia for the Preservation of the Mineral Diversity of the Planet, objectifying the description of the main sites, the its environmental problematic and proposal of protectionistic measures. Seven sites with features and typical structures had been identified that they deserve to be aim of protection. In the Acari town, three sites had been identified: geological -geomorphologicalarchaeological site Barra of the Carna?ba; geological-geomorphological site of the Gargalheiras; and geological-geomorphological site Bico of Arara. In Carna?ba of the Dantas, the geomorphological complex river of the Bojo that possesss canyons and deep throats, with rocky-arts registers of the three great rocky-arts traditions of northeast: Northeast Serid? Sub-tradition, Wasteland and Itaquatiara. In the Currais Novos town, 3 sites had been also identified: geomorphological site Canyon of the Apertados; geomorphological-archaeological-palaeontological complex of the Totor?; e, geologicalmineralogical site Breju?. Because to the environmental problematic that it involves each one of the identified sites, it is proposed, as a guarantee of protection to these sites, its economic exploitation with the ecogeotouristic activity, that it aims at to the integration of the community in programs of environmental education and others, besides providing to the generation of job and income for the towns. Finally, a series of measures is suggested that they aim at to the efectivation of the activity and to the protection of the sites that they can be classified as natural heritage, in accordance with the denomination of UNESCO, in its program World Natural Heritage / S?tios Geol?gicos e Geomorfol?gicos dos Munic?pios de Acari, Carna?ba dos Dantas e Currais Novos, Regi?o Serid? do Rio Grande do Norte, trata-se de um estudo sobre as caracter?sticas geol?gicas, geomorfol?gicas, mineral?gicas, paleontol?gicas e arqueol?gicas da ?rea de estudo, visando ? identifica??o de s?tios que apresentem relevante import?ncia cient?fica, cultural, paisag?stica, hist?rica, econ?mica e ecol?gica e que mere?am receber prote??o especial para a sua manuten??o para as presentes e futuras gera??es. Foi desenvolvido com base nos m?todos adotados pela Comiss?o Brasileira de S?tios Geol?gicos e Paleontol?gicos SIGEP/UNESCO e pela Iniciativa de Sofia para a Preserva??o da Diversidade Mineral do Planeta, objetivando a descri??o dos principais s?tios, sua problem?tica ambiental e a proposi??o de medidas protecionistas. Foram identificados um total de 7 s?tios com caracter?sticas e fei??es t?picas que merecem ser alvo de prote??o. No munic?pio de Acari, foram identificados tr?s s?tios: s?tio geol?gicogeomorfol?gico- arqueol?gico Barra da Carna?ba; sitio geol?gico-geomorfol?gico do Gargalheiras; e s?tio geol?gico-geomorfol?gico Bico da Arara. Em Carna?ba dos Dantas, o complexo geomorfol?gico Riacho do Bojo que possui canyons e gargantas profundas, com registros rupestres das tr?s grandes tradi??es de pinturas rupestres do nordeste: Nordeste Sub-tradi??o Serid?, Agreste e Itaquatiara. No munic?pio de Currais Novos, tamb?m foram identificados 3 s?tios: sito geomorfol?gico Canyon dos Apertados; complexo geomorfol?gicoarqueol?gico- paleontol?gico do Totor?; e, s?tio geol?gico-mineral?gico Breju?. A partir da problem?tica ambiental que envolve cada um dos s?tios identificados, prop?e-se, como garantia de prote??o a estes s?tios, o seu aproveitamento econ?mico com a atividade ecogeotur?stica, que visa ? integra??o da comunidade em programas de educa??o ambiental entre outros, al?m de proporcionar a gera??o de emprego e renda para os munic?pios. Planejamento dos recursos h?dricos da bacia hidrogr?fica do rio Serid?, no Rio Grande do Norte

River watershed, in the state of Rio Grande do Norte, Brazil. It has an emphasis on the amount of surface water available in this region, to provide a sustainable water supply. Based on data and information collected from public departments responsible for the management of the water resources of the Rio Grande do Norte state, well as on researches related to water resources , a watershed balance was done, and the results suggested the transposition of the waters from the Piranhas-A?u river watershed taken from the Oiticica and Armando Ribeiro Gon?alves reservoirs, integrated with the construction of 2 hidroelectrical plants and 2 elevation stations, to pump the amount of water needed to the expected demand in some public dams of the region until 2020. So, with the use of the surface water potential that exists in the region, it was demonstrated that, on the contrary of the public policies implemented in the past and in the current by the federal and state realm, it is possible to supply the currently water demands and also the future ones, in a sustainable way, without the need of importing outter water to the respective watershed. Finally, it was proposed the implementation of the Water Resources Plan in the Serid? region WRPS, aiming at providing an auto-sustainable development by significantly diminishing the effects of the dry seasons in that region, by considering the economic, social and environmental sustainability / O presente trabalho tem o prop?sito de planejar a utiliza??o e o manejo necess?rio dos recursos h?dricos da bacia do rio Serid?, no Estado do Rio Grande do Norte, com ?nfase na quantidade de ?gua superficial dispon?vel na regi?o, para abastecimento humano priorit?rio, de forma sustent?vel. Com base nos dados e informa??es coletadas junto aos ?rg?os p?blicos respons?veis pela gest?o dos recursos h?dricos no Estado do Rio Grande do Norte, bem como em outros trabalhos relacionados ? linha de pesquisa recursos h?dricos , foi efetuado o balan?o h?drico da bacia em estudo, cujo resultado sugeriu a transposi??o de ?guas da bacia do rio Piranhas-A?u, atrav?s da capta??o nas Barragens Oiticica e Eng? Armando Ribeiro Gon?alves, de modo integrado ? constru??o de 02 (duas) centrais hidrel?tricas e 02 (duas) esta??es elevat?rias, para bombear a ?gua necess?ria ? demanda prevista para o horizonte do ano 2020, para alguns a?udes p?blicos mais importantes da regi?o. Assim, com o aproveitamento do potencial h?drico superficial existente na regi?o, foi demonstrado que, ao contr?rio das pol?ticas p?blicas implementadas no passado e atuais pelos governos federal e estadual, pode-se atender ?s demandas h?dricas atualmente existentes e ?s futuras, de modo sustent?vel, sem a necessidade de importa??o de ?gua ex?gena ? bacia da regi?o. Because water is a scarce element, the most rational way pointed out by our recent history has been to move towards an increasing emphasis on the need for a truly rational, integrated, sustainable and participatory water resources management, supported by legislation and by a network of institutions that could materialize it. In this sense, despite all the advances in the formulation of public policies in water resources, which ones have indeed lead to significant changes that have occurred or are underway in semiarid regions such as Serid?? What factors may be preventing the realization of the desires rationality embedded in the framers of water policies intents? How to properly manage water resources if the current actors who promote their management and the political, human, cultural and institutional processes that intervene in this management, show strong traces of unsustainability? The research methodology adopted in this paper led to a breakdown of the traditional approach to water resource management, to integrate it into other areas of knowledge, especially to political science and public administration, catalyzed by the concept of "sustainable development". From a broad, interdisciplinary literature review, an exhaustive characterization of the river basin Serid?, a set of interviews with key people in the public administration acting in the region, a series of diagnoses and a set of propositions were made in order to correct the direction of current public policies for the region. From the point of view of public policies, it is in the deployment phase, not in its formulation, which lies a major problem of the lack of significant progress in water management. The lack of coordination between government programs are well characterized, as well as the lack of efficiency and effectiveness of their actions. The causes of this secular model are also discussed, including political factors and social relations of production, which led to a stalemate difficult, but of possible solution. It can be perceived there is a scenario of progressive deterioration of natural resources of the fragile ecosystem and a network of environmental and social consequences difficult to reverse, the result of a persistent and inertial sociopolitical culture, whose main factors reinforce itself. The work leads towards a characterization of the water resources management also from the perspective of environmental, institutional, political and human sustainability , the latter being identified, particularly as investment in the development of people as autonomous beings - not based in ideological directives of any kind - in the emancipation of the traditional figure of the poor man of the hinterland" to the "catalyst for change" responsible for their own decisions or omissions, based upon an education for free-thinking that brings each one as co-responsible epicenter of (self-) sustainable changes in their midst / A realidade da gest?o dos recursos h?dricos em regi?es semi?ridas, como ? o caso da regi?o do Serid?, tem sido moldada por uma cadeia complexa envolvendo aspectos socioculturais, pol?ticos, econ?micos e ambientais, abrangendo diferentes esferas de atua??o do local ao federativo. Sendo a ?gua um elemento escasso, o caminho mais racional apontado pela nossa hist?ria recente tem sido o de caminhar no sentido de uma ?nfase cada vez maior na necessidade de uma gest?o verdadeiramente racional, integrada, sustent?vel e participativa dos recursos h?dricos, sustentada por uma legisla??o e por uma rede de institui??es que dessem materialidade a essa gest?o. Nesse sentido, apesar de todos os avan?os na parte de formula??o das pol?ticas p?blicas em recursos h?dricos, quais t?m sido, de fato, as mudan?as significativas que j? ocorreram ou est?o em marcha em regi?es semi?ridas como o Serid?? Quais fatores podem estar impedindo a realiza??o da desejada racionalidade embutida na inten??o dos formuladores das pol?ticas h?dricas? Como gerir adequadamente recursos h?dricos, sendo que os atuais atores que promovem a sua gest?o, os processos pol?ticos, humanos, culturais e institucionais que nesta gest?o interv?m, apresentam fortes tra?os de insustentabilidade? A metodologia de investiga??o adotada nesta disserta??o levou a uma ruptura da tradicional abordagem da gest?o de recursos h?dricos, para integr?-la a outras ?reas do conhecimento, notadamente ?s ci?ncias pol?ticas e ? administra??o p?blica, tendo como elemento agregador o conceito de desenvolvimento sustent?vel . A partir de uma ampla e interdisciplinar an?lise bibliogr?fica, de uma caracteriza??o exaustiva da bacia do rio Serid? e de um conjunto de entrevistas com pessoas-chave da administra??o p?blica atuantes na regi?o, chegou-se a uma s?rie de diagn?sticos e um conjunto de proposi??es para a corre??o de rumos das atuais pol?ticas p?blicas para a regi?o. Sob o ponto de vista das pol?ticas p?blicas, ? na fase de implanta??o, e n?o na de sua formula??o, que reside um dos principais problemas da falta de avan?o consider?vel na gest?o h?drica. A falta de articula??o entre programas governamentais est?o bem caracterizadas, bem como a falta de efici?ncia, efetividade e efic?cia de suas a??es. As causas desse modelo secular s?o tamb?m discutidas, abrangendo fatores pol?ticos e as rela??es sociais e de produ??o, que levaram a um impasse de dif?cil, mas poss?vel solu??o. Como pano de fundo, observa-se um cen?rio de progressiva deteriora??o dos recursos naturais do fr?gil ecossistema e uma rede de consequ?ncias ambientais e sociais dif?ceis de serem revertidas, fruto de uma cultura sociopol?tica persistente e inercial, cujos fatores principais refor?am a si mesma.
