Parte-se do suposto que a Reabilitação Profissional é um serviço prestado pelo INSS, através do modelo REABILITA como parte integrante de um conjunto de importantes iniciativas que foram desenvolvidas, através do Programa de Melhoria do Atendimento da Previdência Social objetivando constituir-se como política de Estado, direito do cidadão que grande parcela da população desconhece. A prestação de serviço do assistente social na reabilitação, se não tiver como preocupação, responsabilidade e compromisso profissional dos técnicos, será permeada pelo pragmatismo e separada do seu conteúdo como direitos sociais. Mudar esta realidade só ocorrerá através de esforço conjunto Instituição/técnicos/usuários, viabilizando a prestação de serviço à população usuária, resgatando a Reabilitação Profissional como instrumento de cidadania, se as alterações/propostas elaboradas, efetivamente se concretizarem e se forem operacionalizadas na sua totalidade. Ao Serviço Social cabe uma parcela fundamental de contribuição nesse processo, desde que os técnicos estejam comprometidos na defesa intransigente dos direitos sociais, compromissados com a qualidade dos serviços prestados a população usuária, vinculados a um projeto profissional que contemple a ampliação e consolidação da cidadania, para aprofundamento da democracia, tendo a liberdade como valor ético central, e, a equidade e justiça social como componentes do compromisso profissional do assistente social. / This work consists in a contribution to the studies about Brazilian Social Security, its main goal to analyze the Professional Practical of the Social Assistant in the Professional rehabilitant in the context of the Executive Management of the INSS - APS of São José do Rio Preto, starting of bibliographical and documentary survey about Institution and theme, added the Professional Practical trial lived for the researcher in the Institution. Supposedly the Professional rehabilitant is a service given for the INSS, through the model REABILITA as an included part of a conjunt of the important initiatives that were developed, through the Progran of Improvement of the Attendance of the Social Security (Programa de Melhoria do Atendimento da Previdência Social) objectifying constitute itself as politics of State, citizen's right who witch a big part of the population ignore. The assist of services of the social assistant in the rehabilitant, if it doesn't have any kind of worry, responsibility and professional commitment of the technician, will be permeate by pragmatism and separate of its content as social right. To change this reality only will occur through of joint effort Institution/technician/users, making possible the assist of services to the users population, rescuing the Professional rehabilitant as citizenship instrument, if the alterations/elaborated proposals, effectively to be materialize and will have been function in its totality. The task of the Social Service is a basic part of contribution in this process, since that the technician are pledged in the intransigent defense of the social right, responsible for the quality of the given services the users population, annexed with a professional project that contemplates the magnifying and consolidation of the citizenship, deepening of the democracy, having the freedom as central ethical value, and, the equity and social justice as components of the professional commitment of the social.

Relata as mudanças no decorrer da história que ocorreram para ajustar a Previdência Social às condições econômicas e sociais do país. Este estudo destaca a inclusão da Previdência Social como direito social no âmbito da Seguridade Social, com a promulgação da Constituição Federal de 1988; descreve as reformas da Previdência Social nas últimas décadas, seguindo as determinações internacionais no contexto neoliberal, afetando diretamente os direitos sociais dos trabalhadores e, conseqüentemente, repercutindo nas condições de trabalho do assistente social no INSS. O Serviço Social na Previdência Social ao longo de sua história, surgiu legalmente em 1944 com a execução de práticas burocráticas, alienadas, fundamentadas na concepção teórico-metodológica funcionalista. Inicialmente, sua intervenção ocorre como elemento compensatório para o controle social e político dos trabalhadores. A seguir, adota-se o modelo psico-social com a influência da perspectiva desenvolvimentista, assistencial, técnica e burocrática, e, somente na década de 90, vão ser concretizadas oficialmente as práticas profissionais aliadas com o discurso progressista da categoria profissional, visando à consolidação da cidadania e à garantia dos direitos sociais das classes trabalhadoras. Finalmente, este estudo teve como foco de análise a visão do usuário da Previdência Social em relação ao trabalho do assistente social neste contexto institucional. Vale ressaltar que a pesquisa contextualizou-se na cidade de Fernandópolis-SP, revelando que os sujeitos pesquisados percebem de forma positiva a contribuição do trabalho do assistente social na efetivação dos seus direitos sociais no INSS. / Abstract: This study presents a description of the main moments of the historical trajectory of the Brazilian Welfare System, since its creation. It shows the changes in elapsing of history that had occurred to adjust the Social Welfare to the economic and social conditions of the country. This study detaches the inclusion of the Social Welfare as right in the scope of the Social Security, with the promulgation of the Federal Constitution of 1988; it describes the chauges of the Social Welfare in the last decades, following the international determination in the neoliberal context, affecting directly the social rights of the workers and, consequently, reing-echo in the conditions of work of the social assistant in the INSS. The Social Service in the Social Welfare throughout its history, appeared legally in 1944 with the execution of practical bureaucratic, mentally ill, based on the functionalist theoritical-methodological conception. Initially, its intervention occurs as compensatory element for the social and politician control of the workers. To follow, one adopts the psico-social model with the influence of the developing, assistencial technical and bureaucratic purpose and, only in the 90th decade, the profissional practis is going to be officially materialized with the progressive speech of the professional category, aiming at to the consolidation of the citizenship and the guarantee of the social rights of the diligent classes. Finally, this study analyses the user's vision of the Social Welfare in relation to the work of the social assistant in this institutional context. It's important to stand out that the research was contextualized in the city of Fernandópolis-SP, disclosing that the searched citizens perceive positively the contribution of the work of the social assistant to get their social rights in the INSS. / Mestre
