O tratamento em saúde mental, historicamente, esteve associado ao isolamento e às formas de tratamento desumanas, onde a loucura sempre foi considerada como um risco à convivência em sociedade. Entretanto, no sistema capitalista a relação da loucura está estreitamente ligada à noção de produtividade uma vez que não atende os padrões impostos pela ordem social de normalidade. A luta antimanicomial e o projeto da reforma psiquiátrica denunciam este modelo de tratamento e propõe uma perspectiva de defesa da saúde mental em sua concepção ampliada e como direito humano. O estudo parte do pressuposto que o Serviço Social é uma profissão comprometida com a luta antimanicomial e a reforma psiquiátrica, e deve reconhecer a pessoa em sofrimento mental como um sujeito de direitos, conforme estabelece a Constituição Federal e o Sistema Único de Saúde, com tratamento humanizado e de qualidade que assegure sua liberdade. A pesquisa tem como objetivo geral analisar a Política Nacional de Saúde Mental e o protagonismo dos sujeitos nas Conferências Nacionais de Saúde e de Saúde Mental, a partir da Lei da Reforma Psiquiátrica n. 10.216/2001. O problema de pesquisa sintetiza-se da seguinte interrogação: Quais são as contribuições do trabalho profissional do assistente social desenvolvido nos referidos CAPS’s para o tratamento da saúde mental dos usuários? As respostas ao problema foram buscadas por meio de uma pesquisa de campo realizada em 03 (três) CAPS’s, sendo 02 (dois) vinculados a Secretaria Municipal de Saúde de Belém/PA e 01 (um) a Secretaria de Estado de Saúde Pública, os sujeitos da pesquisa foram: 03 (três) profissionais do Serviço Social, 02 (dois) usuários dos serviços e 03 (três) profissionais integrantes da equipe de saúde da qual participam os assistentes sociais. Como procedimento metodológico foi efetuado uma abordagem qualitativa à luz da teoria social marxista. Teve como instrumento de coleta de dados a entrevista do tipo semiestruturada que constou de um roteiro pré-elaborado direcionado para os diferentes sujeitos da pesquisa. Os dados coletados foram submetidos à análise de conteúdo, com foco nos núcleos de sentido e frequência dos temas presente nas comunicações dos sujeitos, sintetizadas nas categorias temáticas explicativas da realidade. Os resultados deste estudo evidenciam o avanço na saúde brasileira, pois o Brasil é um dos poucos países que possui um sistema de saúde de caráter universal, ou seja, estendido a toda população de forma gratuita e financiado pelo fundo público. A política de saúde brasileira segue resistindo as manobras idealizadas pelo grande capital e operadas pelo Estado de cunho neoliberal. Mesmo com a ofensiva neoliberal ao trabalho, houve a consolidação do mercado de trabalho do assistente social, na área da saúde mental decorrente da necessidade desse profissional nos serviços substitutivos. Quanto ao trabalho do assistente social especificamente, os resultados da pesquisa revelam o compromisso do referido profissional com os usuários dos serviços garantindo respostas as demandas trazidas pelos usuários e identificadas pelo profissional. Conclui-se também que a articulação com a rede de serviços é pontual no cotidiano profissional dos assistentes sociais, pois esta ação é responsável pela resolutividade de diversas demandas, para além do tratamento em saúde mental, influenciando diretamente na melhora da qualidade de vida dos usuários. Entende-se que o trabalho do assistente social no campo da saúde mental é uma prática que envolve diversas atividades e saberes com outros profissionais. Ainda assim, os outros profissionais da equipe de saúde dos CAPS’s reconhecem as particularidades do trabalho do assistente social e as ações que contribuem para o tratamento em saúde mental dos usuários realizadas especificamente por esse profissional. Na concepção dos usuários dos CAPS’s o tratamento em saúde mental tem sido garantido, mas denunciam as dificuldades vivenciadas na Política de Saúde Mental e demais políticas públicas envolvidas neste processo. / This dissertation deals with the analysis of professional work of the social worker in Care Centers Psicossocial- CAPS's the city of Belém / PA and the contribution these professionals for the treatment of mental health of users. The research problem is summarized as follows question: What are the contributions of professional work of the social worker developed in these CAPS's for the treatment of mental health of users? Responses to the problem were sought through a field research conducted in three (03) CAPS's, 02 (two) linked to the Municipal Health Secretariat of Belém / PA and one (01) the Secretary of State for Public Health, the Subjects were: three (03) Professional Social Work, 02 (two) users of services and 03 (three) professional members of the health team that includes social workers. As methodological procedure was performed a qualitative approach in the light of Marxist social theory. It had as a data collection instrument to interview semi-structured type that consisted of a pre-prepared script directed to the different research subjects. The data collected were subjected to content analysis, focusing on units of meaning and frequency of this communication issues in the subject, summarized in the explanatory themes of reality. The results of this study show the progress in the Brazilian health because Brazil is one of the few countries that has a universal health system, that is, extended to the entire population free of charge and funded by public funds. The Brazilian health policy continues to resist the maneuvers devised by big business and operated by the State of neoliberal. Even with the neoliberal offensive to work, there was the consolidation of the work of the social worker market in the area of mental health due to the need of a trader in substitutive services. As for the work of the social worker specifically, the survey results reveal that professional commitment to service users ensuring answers the demands brought by users and identified by the professional. It also concludes that the connection with the network services is timely in the daily work of social workers, as this action is responsible for the resoluteness of various demands, in addition to mental health treatment, influencing directly in improving the quality of life of users . It is understood the work of the social worker in the field of mental health, as a practice involving the activities and knowledge with other professionals, as well as appropriating other knowledge. Still, other professionals of CAPS's health team recognize the particularities of the professional work of the social worker and actions that contribute to mental health treatment of users made specifically for that professional. In the conception of users of CAPS's treatment in mental health has been secured, but denounce the difficulties experienced in mental health policy and other public policies involved in this context.
