Úroveň poskytovaných služeb v kontaktních centrech v komparaci s požadavky klientů v Jihočeském kraji / Quality of services provided in counselling centres in comparison with requirements of clients in the South Bohemian region

Counselling centres are facilities that provide services especially to problematic drug users. To achieve the highest possible effectiveness it is necessary to include also social surroundings (parents, partners or school) of the problematic drug user into the overall treatment. The fundamental prerequisite of existence of these centres is their accessibility without booking in advance and without waiting times for everyone who needs to deal with his or her emergency situation immediately. That is why these centres are called mentally and socially barrier-free, so called low-threshold facilities. I have chosen the qualitative method to conduct the research. As a technique for data gathering I selected secondary data analysis and semi-structured interviews with drug users who visit counselling centres. For the research I used data from annual reports from counselling centres in Písek and České Budějovice. The results of my research could be useful for workers in helping professions, for workers dealing with the issue of illegal drug abuse, to improve the effectiveness of services in the counselling centres or as groundwork for further research or training.

Modelo de gestión de riesgos bajo el ISO 9001: 2015 y su impacto financiero en el sector de Servicios Prestados a Empresas Lima 2018

La presente tesis fue desarrollada con el objetivo de identificar el impacto financiero que un modelo de gestión de riesgos bajo el ISO 9001: 2015 tiene en las empresas del sector servicios prestados a empresas en términos de la información contable financiera que es inherente en los procesos y en los indicadores financieros, específicamente en cómo influirá en la implementación de modificaciones y/o publicaciones de nuevas normas contables (NIIF´s y NIC’s). EL motivo de la presente tesis no radica en implementar propiamente una NIIF o sistema COSO ERM en la empresa sino evaluar el impacto que tiene la gestión de riesgos en el proceso de transición hacia la adopción de una actualización de normas NIIF, es por ello que se hace énfasis en el desarrollo del modelo de gestión de riesgos, el cual nos ayudará a identificar los riesgos propios y evaluar la materialización del más relevante y su impacto en las finanzas-Dimensión 1 (influencia en los ratios financieros pertinentes) y en la información contable financiera-Dimensión 2 (atributos de ésta). Esta tesis se desarrolla en el sector de servicios prestados a empresas, localizándose en las empresas que realizan actividades profesionales, científicas y técnicas siendo estas relevantes debido a un crecimiento constante. Para ello se decidió evaluar una actividad en particular, a partir de la CIIU 74914-Obtención y dotación de personal es que se profundiza en el resultado financiero de la gestión de riesgos empresariales. De esta manera, se desarrolla la presente tesis, confiando en que sirva como aporte de una nueva perspectiva de cómo evaluar las ventajas de desarrollar estándares internacionales, como la ISO 9001:2015 o el COSO ERM 2017, en un sector relevante para el desarrollo del país. Es por ello por lo que contribuye en el fortalecimiento del avance empresarial en términos de gestión empresarial integral, preventiva y fáctica. Finalmente, con el fin ilustrar la problemática detectada, y siendo importante para el sector, se expondrá el proceso de ingresos provenientes de servicios prestados a terceros en el que se evaluará la transición hacia la NIIF 15; cabe mencionar que no es motivo de esta tesis evaluar el impacto propio de la NIIF 15. / This thesis was developed with the objective of determining the financial impact that a risk management model under the ISO 9001:2015 has in the companies of the service sector provided to companies in terms of the financial accounting information that is present in the Processes and financial indicators, settling specifically on how it will influence the implementation of modifications and/or publications of new accounting Standards (NIIF´S and IAS). The reason for this thesis is not to properly implement an IFRS or COSO ERM System in the company, but to evaluate the impact that risk management has on the transition process makes the adoption of an IFRS norm update. Élaboration d’une démarche d’évaluation environnementale d’un territoire basée sur le cadre méthodologique de l’Analyse du Cycle de Vie (ACV) : application au territoire du Bassin de Thau / Method development for performing an environmental assessment of territories based on the Life Cycle Assessment (LCA) framework : implementation on the French Mediterranean case study of 'Bassin de Thau

Depuis l'entrée en vigueur de la directive européenne sur l'Evaluation Environnementale Stratégique (Directive 2001/42/CE), tous les plans et programmes en lien avec l'aménagement de territoires doivent être soumis à une évaluation environnementale ex ante. Cependant, il n'existe pas de démarche formalisée permettant de réaliser de telles évaluations. Ce travail de thèse propose donc d'élaborer une méthodologie d'évaluation environnementale d'un territoire dans son ensemble. Dans cet objectif, la première étape du travail de thèse a consisté à identifier et analyser les différents outils et méthodes mobilisables pour conduire une évaluation environnementale de territoires. Une comparaison approfondie de ces outils a permis de mettre en avant les potentialités de l'Analyse du Cycle de Vie (ACV). Toutefois, l'ACV est une approche dite « orientée produit », c'est-à-dire conçue pour évaluer l'impact d'un bien ou d'un service répondant à une fonction donnée, elle ne permet pas en tant que telle l'analyse d'un territoire dans son ensemble. Le cœur de la thèse s'articule donc autour de l'adaptation du cadre méthodologique de l'ACV pour mettre en œuvre des ACV dites « territoriales ». Quatre obstacles méthodologiques ont été identifiés et des propositions ont été formulées afin de les lever un à un, i.e. (i) définir l'unité fonctionnelle, (ii) déterminer les frontières du système, (iii) collecter les données et (iv) quantifier des indicateurs pertinents dans un contexte d'aide à la décision local. Une des principales adaptations proposée concerne la prise en compte du caractère multifonctionnel d'un territoire. Les diverses fonctions du territoire ne sont plus une donnée d'entrée du système étudié comme dans une ACV classique (à travers la définition de l'unité fonctionnelle), mais sont désormais le résultat d'un processus d'évaluation qui quantifie concomitamment des services rendus et des impacts environnementaux. Cette méthode d'analyse ayant été élaborée, nous l'avons appliquée à un cas d'étude, le territoire du Bassin de Thau, situé en France sur le littoral méditerranéen, afin d'analyser l'intérêt (méthode d'évaluation transversale, multicritère et globale), la faisabilité (en termes de collecte de données) et la robustesse (sensibilité à la méthode d'évaluation des impacts) d'une telle démarche. / Since the implementation of the European directive (EC/2001/42) on strategic environmental assessment, an ex ante evaluation is required for all plans and programmes related to land planning issues. However, there is no uniform methodology available to conduct such assessment. In order to tackle this issue, the task accomplished during this PhD is the development of an environmental assessment method of a territory as a whole. The first step has been to identify and analyze different tools and methods used to perform the environmental assessment of territories in order to compare them. The results show that Life Cycle Assessment (LCA) is the most promising tool even if it is a “product-oriented” tool (i.e. designed to assess the environmental impacts of good or service that meets the requirements of a given function). Thus, our main contribution was to adapt the LCA framework to territorial systems and create a new approach, called “territorial LCA”. Four major methodological bottlenecks have been identified and proposals have been made to overcome them, i.e., (i) functional unit definition, (ii) boundary selection, (iii) data collecting, and (iv) the refinement of the Life Cycle Impact Assessment phase in order to provide useful indicators for decision making in a local context. One of the main adaptations is the consideration of the territorial multifunctionality. The various functions provided by a territory are not an input of the studied system like in a conventional LCA (through the functional unit definition), but are now the results of an assessment method which provides two kinds of indicators, i.e. indicators of services provided by the territory (land use functions) and indicators of environmental impacts generated by the territory. The last step was to implement the territorial LCA framework on a case study, the territory of Bassin de Thau, located on the French mediterranean coast, in order to evaluate its value (assessment method that is transversal, multicriteria and global), its feasibility (regarding data collection) and its robustness (sensitivity to the environmental impact assessment method).

Hodnocení pracovních podmínek zaměstnanci sociálních služeb pro seniory / Working Conditions of the Staff in Social Centres for Seniors

With life expactancy continuing to rise, more and more clients of social services are seniors. The quality od the care provided is closely associated with professional and pleasant staff attitude to clients. Senior social care is a highly demanding job for all workers taking care of clients´ well-being. This thesis is focused on working conditions in senior services facilities and their impact on staff job performance which affects directly clients´ perception of the care. The study was carried out in various facilities of the Pilsen region provided social services to seniors, e.g. senior homes, daily stationaries, day care centers, personal assistance, social welfare institutions, assisted living, rehabilitation facilities, residential long-term care, emergency assistance, social therapeutic activities for seniors and disabled and weekly stationaries. The work is aimed at identification of the moments which significantly affect working conditions. It studies which of them are accepted positively and which make job performance more difficult or even impossible to complete. To collect the data of the survey, the questionnaires were used. While 180 questionnnaires were distributed, only 134 of them were given back which means 74% return rate. The questions were focused on differences of working conditions between residence and field social workers, and the impact of further education and changes resulted from introducing quality standards for social care. The findings of the study will help identify and gradually improve working conditions of social care staff.

The current thesis deals with the issue of adverse events. However, it does not concern the number of described and recorded adverse events in healthcare facilities or their spectrum. I am particularly interested in the attitude of the staff at the University Hospital Pilsen and how to respond to the requirements of the TOP management in the recording of adverse events. The theoretical part will concentrate on explaining the concept "adverse event", the description of influences which cause such events to arise and also to summarize the current situation concerning the approach to adverse events in the Czech Republic. The empirical part of the thesis describes the implementation of qualitative research, its results and recommendations for future practice. I am interested in researching the perspective of employees and their level of cooperation and openness in the approach to the reporting of adverse events in the provision of therapeutic, diagnostic and nursing care in inpatient health care facilities. The respondents in my research are employees of the University Hospital in Pilsen. I researched their views using a structured interview. Šiandien yra būtina lanksti švietimo įstaigų darbo sistema, todėl šiame darbe buvo aiškinamasi, kokia šiuo metu yra tėvų nuomonė apie įvairias šių įstaigų teikiamas ikimokyklinio ugdymo paslaugas vaikams. Tyrimo tikslas. Išanalizuoti ikimokyklinio ugdymo paslaugų šeimoms ir vaikams, kurie lanko ir nelanko ikimokyklinio ugdymo įstaigas, paslaugų įvairovę. Tyrimo uždaviniai: išsiaiškinti ikimokyklinio ugdymo ir su juo susijusių paslaugų įvairovę vaikams, kurie lanko įstaigas ir kurie nelanko, vėliau šias abi paslaugų kryptis palyginti. Buvo numatyta hipotezė, kad ikimokyklinio ugdymo paslaugų įvairovė skiriasi kiekybės požiūriu ir netenkina pakitusių visuomenės poreikių. Tiriamųjų imtis: 1190 respondentų. Iš kurių - 898 tėvai, kurių vaikai lanko ikimokyklinio ugdymo įstaigas ir 292 tėvai, kurių vaikai nelanko šių įstaigų. Tėvai buvo pasirinkti iš įvairių Lietuvos miestų ir rajonų. Nustatyti tyrimo faktai leidžia teigti, kad tyrimo hipotezė pasitvirtino- daugiau paslaugų yra teikiama vaikams, kurie lanko ikimokyklines ugdymo įstaigas .Tiems, kurie jų nelanko- paslaugų įvairovė yra žymiai menkesnė, todėl turėtų būti geriau apgalvota ir kryptingiau organizuojama. Raktažodžiai: vaikų priežiūros paslaugos, šeimos politika, paslaugos šeimoms ir vaikams, ikimokyklinio ugdymo įstaigas lankantys ir nelankantys vaikai, paslaugų įvairovė. / Nowadays it is essential to have an adapting system of educational institutions, therefore in this thesis analysis have been conducted about parents’ opinion of various services which pre-school educational institutions provide. Goal of this investigation: To analyze the variety of pre-school educational institutions and services for children that attends or absent them and their families. Aim of this investigation: To determine the variety of pre-school educational institutions for children who attend or absent these institutions and the services that are provided by them and compare these two branches. A hypothesis state, that pre-school educational institution’s services does not meet the changed society’s demands, nor there are sufficient of them. Poll respondents are: 1190 parents, from which 898 people whose children attend pre-school educational institutions and 292 parents’ children that do not attend them. Parents have been chosen from different Lithuania’s cities and areas. Poll shows that hypothesis of this investigation can be confirmed. More services are provided for children who attend these institutions, compared to children that do not. In this case system ought to be carefully rethought and organized more efficiently. A prestação privada de serviços públicos constitui atividade essencial do Estado contemporâneo. O objeto deste trabalho é o exame das formas de prestação privada de serviços públicos no Brasil. De início, analisa como pressuposto para o desenvolvimento do tema central a atividade administrativa estatal prestada nos três níveis da Federação (União, Estados, Distrito Federal e Municípios), na qual se insere a atividade administrativa material de prestação de serviço público. A seguir, analisa a evolução e as motivações da passagem da execução do serviço público, de início apenas feita pelo próprio Poder Público, para os particulares. O exame dos fundamentos constitucionais do serviço público, plantados na Constituição de 1988, aplicáveis aos três níveis de poder federativo e o estudo das formas de delegação de serviço público aos particulares previstas nos artigos 175, 223 e nos incisos XI e XII do artigo 21 da Constituição Federal completam a análise. O tema central do estudo é tratado em seguida, que cuida especificamente das formas de serviço público que permitem sua prestação por particulares e que são admitidas no ordenamento jurídico brasileiro. Demonstrado que a delegação de serviços públicos para a iniciativa privada, consoante determina a Constituição de 1988, se realiza sob três formas, a concessão, a permissão e a autorização, o trabalho se debruça inicialmente no exame da concessão de serviços públicos rotulada de tradicional. Por se tratar da primeira das fórmulas de execução privada de serviços públicos, detém-se o texto no estudo dos vários aspectos que envolvem essa modalidade de prestação de serviços públicos, aspectos que vão servir de parâmetro para a análise das demais espécies de delegação de serviços públicos aos particulares. Assim, após um breve histórico dos antecedentes da concessão de serviços públicos, examina, além de outros pontos, o significado da expressão e sua natureza jurídica, a exigibilidade de licitação e as formas de extinção da relação decorrente da concessão. The purpose of this study is to analyse the manners in which the private sector in Brazil provide public services. First it analyses as a precondition to develop the central theme, the state\'s administrative activities throughout Brazil\'s three constitutional levels (the union, states, federal district and the cities) in which the public services are provided. Then it analyses how public services have developed since they were first offered by the State, to their transformation in being offered by the private sector. There then follows a study of artides 175, 223 and 21(XI) and (XII) of Brazil\'s Constitution of 1988, which provide the grounds for the offering of public services throughout the levels of the federation. It closes with a study of how public services are delegated to the private sector. After it analyses the central theme of this study; the different types of public services that Brazilian law states may be delegated to the private sector. The study explains that under the 1988 Constitution, public services may be delegated to the private sector using three different forms: concessions; permissions, and authorisations. The text first examines the traditional method of delegating public service: the granting of concessions. The study then analyses the different forms of concession, which will act as a parameter for the other types of delegation. After a brief history of public service concessions, the study examines the legal meaning of \"concession\" under Brazilian law, the need for a public tender and how concessions are terminated. The characteristics of the concession are developed using three perspectives from what are called \"participants\" or \"actors\" in the concession relationship: the government, the concessionaire and the user of the services. The study then attempts to define a concept of a public services concession that ties in with the purposes of this study. In this context, the study then considers legal scholarship and the Brazilian legal system: sponsored concessions, or the public-private partnership (PPPs) the administrative concessions, the public-private joint venture and franchises. The study progresses to an analysis of the other types of delegated public services - the permissions and authorisations. In analysing these types of delegation - and especially the authorisation - the problem arising from modern legal scholarship is considered in the context of its relation with the other types of delegations of public services, and how it actually applies throughout the three constitutional levels.

This Bachelor's thesis entitled The establishment and verification of tools for the tracking of user satisfaction with services provided in a retirement home is concerned with the quality of social services provided in a retirment home. The aim of the thesis is the establishment and control of a new tool for the monitoring of satisfaction of individuals living in a retirement home. In light of the aim of the thesis it will be necessary to work with the regulation n.15 Increasing the quality of social services. The thesis is divided into two parts: the theoretical and the practical parts. In the theoretical part, the services provided by the retirement home and the means by which they are evaluated are introduced. The scope of the requirements and needs of seniors living in a retirement home are also outlined. The latter part of the theoretical section is concerned with the regulations and standards of social services. Emphasis is placed on the regulation n.15 Increasing the quality of social services. The focus of this dissertation is on exploring the needs of and services provided to orphaned and vulnerable children (OVCs) in Richmond, KwaZulu-Natal. This research is based on the findings from in-depth face-to-face interviews, and the focus group discussion conducted with key informants and primary caregivers of OVCs, respectively. The findings underline that although the needs of OVCs are similar to those of all other children, OVCs face unique challenges. It further shows that the government of South Africa has been responsive in developing relevant legislation, policies, and programmes that attempt to address the needs of OVCs. The findings also revealed that the services provided are coordinated, to a limited extent, through the Flagship Project led by the office of the Premier and. that coordination and integration of activities rendered by various stakeholders is crucial to a positive impact, and in increasing the accessibility of these services. / Social Work / M.A. (Social Behaviour Studies in HIV/AIDS)
