Las desigualdades económicas existentes entre diversos sectores del país es una realidad. No
es de extrañar que la población de bajos recursos difícilmente pueda acceder a un servicio de
salud integral y de calidad, y que el desarrollo de la asistencia sanitaria, en cuanto a nuevas
tecnologías, es limitado. Uno de los problemas que sufren los servicios complementarios
privados de salud es que no cuentan con un plan ni con costos para implementar y mantener
una plataforma con la cual puedan a administrar los datos de sus pacientes en forma digital.
Y, más bien, continúan gastando recursos como papeles, tinta, entre otros, para almacenar
historiales médicos en archivadores.
La solución diseñada para resolver esta problemática se denomina Populab, una
plataforma virtual que busca simplificar la gestión y almacenar información, referente a la
salud de los ciudadanos peruanos pertenecientes a los niveles socioeconómicos C, D y E, a
través de tecnologías existentes en el mercado.
Durante el proceso de diseño, el prototipo fue probado en diferentes laboratorios de
análisis y centros de diagnóstico por imágenes ubicados en la ciudad de Lima, para dar con
una solución óptima que se adecúe a la correcta gestión y manejo por parte de múltiples
usuarios. Asimismo, se realizaron hipótesis respecto a la factibilidad de las proyecciones de
afiliación y ventas, en relación con el presupuesto comercial. Mediante la simulación de
Montecarlo, se ratificó que, bajo diferentes escenarios de variaciones en las ventas y el
presupuesto, el valor del proyecto se asemeja al esperado. Por último, se corroboró la
viabilidad financiera junto con la necesidad de inversión que tendría la plataforma, según los
diferentes escenarios de crecimiento nacional.
Por tanto, se concluye que Populab es un modelo de negocio innovador, porque en los
niveles socioeconómicos abordados los establecimientos de salud no cuentan con la
tecnología que facilite la gestión, el almacenamiento y la generación de historiales médicos digitales para pacientes. De igual manera, se considera como un modelo sostenible por estar
alineado a los Objetivos de Desarrollo Sostenible (ODS), que contribuyen con la salud y
conservación del medio ambiente. Igualmente, genera un valor financiero por el crecimiento
exponencial proyectado, basado en sus ventas, afiliación y mantenimiento de información
para usuarios directos (laboratorios de análisis clínicos y centros de diagnósticos por
imágenes) y usuarios finales (pacientes y médicos). Respecto al análisis financiero, se
proyecta un VAN de S/ 2´052,384 y una TIR de 118.65%, sin considerar el invaluable
impacto y beneficio social en la población, por lo que se recomienda llevar el proyecto a la
realidad aplicada en el Perú y planificar una posible expansión en países de la región. / The existing economic inequalities between various sectors of the country is a reality. It is not
surprising that the low-income population hardly has access to a comprehensive and quality
health service, and that the development of health care, in terms of new technologies, is
limited. One of the problems that private complementary health services suffer is that they do
not have a plan or costs to implement and maintain a platform with which they can manage
their patients' data digitally. And, rather, they continue to spend resources such as paper, ink,
among others, to store medical records in filing cabinets.
The solution designed to solve this problem is called Populab, a virtual platform that
seeks to simplify management and store information regarding the health of Peruvian citizens
belonging to socioeconomic levels C, D and E, through existing technologies in the market.
During the design process, the prototype was tested in different analysis laboratories and
diagnostic imaging centers located in the city of Lima, to find an optimal solution that is
suitable for correct management and handling by multiple users. Likewise, hypotheses were
made regarding the feasibility of the projections of affiliation and sales, in relation to the
commercial budget. Through the Montecarlo simulation, it was confirmed that, under
different scenarios of variations in sales and the budget, the value of the project is similar to
that expected. Finally, the financial viability was corroborated together with the need for
investment that the platform would have, according to the different scenarios of national
growth.
Therefore, it is concluded that Populab is an innovative business model, because in
the socioeconomic levels addressed, health establishments do not have the technology that
facilitates the management, storage, and generation of digital medical records for patients.
Similarly, it is considered a sustainable model because it is aligned with the Sustainable
Development Goals (SDGs), which contribute to the health and conservation of the environment. Likewise, it generates a financial value due to the projected exponential growth,
based on its sales, affiliation and maintenance of information for direct users (clinical
analysis laboratories and diagnostic imaging centers) and end users (patients and doctors).
Regarding the financial analysis, a NPV of S/ 2´052,384 and an IRR of 118.65% are
projected, without considering the invaluable impact and social benefit on the population, for
which it is recommended to bring the project to the applied reality in Peru and planning a
possible expansion in countries of the region.

El presente trabajo de investigación se centra en el problema de acceso limitado a tratamiento
y acompañamiento educativo especializado para niños de 3 a 12 años con Trastorno por
Déficit de Atención e Hiperactividad (TDAH) y Autismo en Lima Metropolitana.
El TDAH y Autismo son los principales trastornos del aprendizaje habiendo
aumentado su prevalencia en los últimos años (The Coversation, 2023). La alta prevalencia
del TDAH, afecta al 9.5% de la población infantil en dicha área (MINSA, 2019). Por su parte,
en el 2020, sólo se habría certificado en Perú al 2.6% de personas con Autismo, habiendo más
de un 97% de personas autistas que no han recibido un diagnóstico (Defensoría del Pueblo,
2023).
A pesar del marco normativo de protección brindado en el país, desde hace más de
diez años con la Ley N° 29973 (2012) de la persona con discapacidad, la Ley N°30150 (2014)
de protección de las personas con Autismo y la Ley N° 30956 (2019) de protección de
personas con TDAH; el sistema de salud peruano carece de servicios especializados y
accesibles; teniendo demoras significativas en diagnósticos y tratamientos. Lo propio sucede
en el sistema de educación público y privado, donde no se encuentra una plana docente
totalmente capacitada para un acompañamiento educativo especializado para niños con estos
trastornos, que garanticen una educación inclusiva adecuada; perjudicando el desarrollo de los
niños y sus familias.
Del análisis de mercado y trabajo de campo ejecutado en Lima Metropolitana se
identifica una oportunidad de mercado del 74% no cubierta por la oferta pública y privada
existente.
Como modelo de negocio social para solucionar este problema se plantea un Centro
Especializado en Servicio de Salud y Educación para niños con TDAH y Autismo;
beneficiando al paciente, a su familia y entorno. Tanto la especialización de los profesionales
y equipo de trabajo permitirán a los padres obtener resultados eficientes.
El proyecto apoya el ODS 3 al proporcionar acompañamiento educativo especializado,
lo que beneficia el tratamiento del TDAH y mejora la salud y el bienestar de los afectados. En
cuanto al ODS 4, se promueve una educación de calidad inclusiva, que amplía las
oportunidades de aprendizaje para todos. Además, el ODS 10 se aborda al disminuir la
desigualdad en sectores de bajos ingresos, facilitando el acceso a servicios subvencionados.
Finalmente, el modelo de negocio es sostenible y se basa en indicadores financieros
sólidos, que demuestran su viabilidad. / The present research work focuses on the problem of limited access to treatment and
specialized educational support for children from 3 to 12 years old with Attention Deficit
Hyperactivity Disorder (ADHD) and Autism in Metropolitan Lima.
ADHD and Autism are the main learning disorders, having increased their prevalence
in recent years (RPP, 2023). The high prevalence of ADHD affects 9.5% of the child
population in this area (MINSA, 2019). For its part, in 2020, only 2.6% of people with
AUTISM would have been certified in Peru, with more than 97% of autistic people who have
not received a diagnosis (Defensoría del Pueblo, 2023).
Despite the regulatory protection framework provided in the country, for more than
ten years with Law 29973 (2012) on people with disabilities, Law 30150 (2014) on the
protection of people with AUTISM and Law 30956 (2019). protection of people with ADHD;
The Peruvian health system lacks specialized and accessible services; having significant
delays in diagnoses and treatments. The same thing happens in the public and private
education system, where there is no fully trained teaching staff for specialized educational
support for children with these disorders, to guarantee adequate inclusive education; harming
the development of children and their families.
From the market analysis and field work carried out in Metropolitan Lima, a 74%
market opportunity is identified not covered by the existing public and private offer.
As a social business model to solve this problem, a Specialized Center in Health
Service and Education for children with ADHD and AUTISM was planned; benefiting the
patient, her family and her environment. Both the specialization of the professionals and the
work team will allow parents to obtain efficient results.
The project promotes SDG 3, since specialized educational support has a positive
impact on the treatment of ADHD, improving the health and well-being of the population.
SDG 4, since it will contribute to inclusive and equitable quality education, promoting better
learning opportunities, and; SDG 10, by reducing health inequality for low socioeconomic
sectors, where this service can be subsidized.
Finally, the business model is profitable, which is supported by the financial indicators
calculated and supported by the viability of the business model.

La presente tesis tiene como objetivo implementar una clínica ocupacional, la misma
tendrá por nombre ServiSalud. El valor diferencial de esta es la de brindar soporte a las
empresas contratantes, así como a los usuarios de dicho servicio, el mismo que se verá
reflejado a través del seguimiento y corrección de las observaciones resultantes de los
exámenes médicos ocupacionales (EMO).
Se ha detectado distintas falencias en cuanto al seguimiento de la salud ocupacional
por parte de los terceros encargados de dicho servicio, es por lo que, con la presente tesis, se
propone brindar una solución orientada al monitoreo, atención y corrección de las
observaciones de salud surgidas durante los exámenes de salud ocupacional, las mismas que
son causantes de diversas afecciones de la población trabajadora (PEA).
Por otro lado, las empresas al no realizar el seguimiento y corrección de los resultados
de dichos exámenes ocupacionales se ven expuestos a posibles contingencias legales y
económicas, las mismas que podrían repercutir en sus utilidades anuales, y lo más importante,
en percepción por parte de sus stakeholders. Esta propuesta de negocio cuenta con un
relevante componente digital ya que se propone el uso de una plataforma móvil, así como de
una web que sean flexibles, versátiles, amigables y ágiles, las cuales ayudarán
significativamente a optimizar los tiempos y procesos de atención a los usuarios finales, así
como a tener un seguimiento oportuno del proceso del EMO por parte de las empresas
contratantes, reduciendo así flujos innecesarios dentro de la compañía que los ayuden a ser
más eficientes. Es importante resaltar que ServiSalud busca destacarse y ser una propuesta
innovadora en el mercado peruano, por lo que es de interés del equipo de implementación, la
investigación a profundidad de todas las aristas, así como concretar esta propuesta, hacerla
exitosa, viable y exponencial para eventualmente, desarrollarla en otros mercados de
Latinoamérica. / This thesis aims to implement an occupational clinic, it will be called ServiSalud. The
differential value of this is to provide support to the contracting companies as well as to the
users of said service, which will be reflected through the monitoring and correction of the
observations resulting from occupational medical examinations.
Different shortcomings have been detected in terms of the monitoring of occupational
health by the third parties in charge of this service, which is why with this work it is proposed
to provide a solution aimed at monitoring, attention and correction of health observations
arising during occupational health examinations, the same that are the cause of various
conditions of the working population (PEA).
On the other hand, companies by not monitoring and correcting the results of these
occupational examinations are exposed to possible legal and economic contingencies, which
could have an impact on their annual profits, and most importantly, on perception by their
stakeholders.
This business proposal has a relevant digital component since it proposes the use of a
mobile platform, as well as a website that are flexible, versatile, friendly and agile, which will
significantly help to optimize the times and processes of attention to end users as well as to
have a timely follow-up of the EMO process by the contracting companies, thus reducing
unnecessary flows within the company that help them to be more efficient.
It is important to highlight that ServiSalud seeks to stand out and be an innovative
proposal in the Peruvian market, so it is of interest to the group to investigate in depth all the
edges, as well as to concretize this proposal, make it successful, viable and exponential to
eventually develop it in other markets in Latin America.
