No. of bitstreams: 1 Justina Tellechea.pdf: 2601779 bytes, checksum: 98e848febad88020654f2e97eb734969 (MD5) / Esta dissertação busca analisar o desempenho do Sistema Baiano de Inovação (SBI), por meio de um modelo de conduta-desempenho, no qual a análise da conduta envolve o mapeamento dos atores e seu grau de articulação no sistema, o número de inovações advindas de relações de cooperação e os dispêndios nas atividades inovativas, incluindo Pesquisa & Desenvolvimento (P&D). Já o desempenho é medido pela taxa inovativa das indústrias baianas. Estes indicadores de conduta e desempenho são subsidiados por uma análise de rede social e pelos resultados da Pesquisa de Inovação – PINTEC. O propósito é entender em que medida a articulação observada entre os principais atores baianos explica o estágio de desempenho do sistema baiano de inovação. Considerando a natureza multidimensional da inovação, a abordagem metodológica adotada foi quali-quantitativa baseando-se em um estudo de caso sobre a articulação do Sistema Baiano de Inovação e na análise estatística de seus indicadores. Para tanto, o marco teórico-conceitual da pesquisa apresenta a discussão sobre a abordagem Neo-schumpeteriana relacionada à economia da inovação, conceitos e abordagens dos Sistemas de Inovação, articulação de atores dentro das redes, estruturação da governança e o contexto de Ciência, Tecnologia & Inovação (CT&I) no Brasil e sua recente evolução na Bahia, envolvendo o arcabouço legal. Dentre os resultados, destaca-se que apesar de a legislação e de outros fatores incentivarem parcerias entre os diferentes atores do SBI, e dos dispêndios da Bahia nas atividades inovativas, sendo de P&D ou não, serem mais expressivos que em outros estados, observa-se que a atual articulação das redes de cooperação ainda não consegue influenciar positivamente o desempenho das atividades inovativas da Bahia. / This dissertation analyzes the performance of Bahia’s Innovation System (BIS), through a conduct-performance model, in which the analysis of the conduct involves mapping the actors and their level of articulation in the system, the number of innovations resulting from cooperative relations and expenditures on innovative activities, including Research & Development (R&D). On the other hand, performance is measured by the rate of the innovative industries in Bahia. These conduct and performance indicators are subsidized by a social network analysis and the results of the Innovation Research - PINTEC. The purpose is to understand to what extent the observed articulation between the main actors in Bahia explains the performance stage of Bahia's Innovation System. Considering the multidimensional nature of innovation, the methodology approach of the research was both qualitative and quantitative based on a case study about the Bahia’s Innovation System articulation and the statistical analysis of its indicators. Thus, the theoretical and conceptual framework for the research presents a discussion on the Neo-Schumpeterian approach to innovation economics, concepts and approaches of Innovation Systems, articulation of actors within the networks, governance structure and the Science, Technology & Innovation (ST&I) context in Brazil and recent developments in Bahia, involving the legal structure. Among the results, it is emphasized that although the legislation and other factors encourage partnerships between the different actors of the BIS, and Bahia’s expenditures in innovative activities, being from R&D or not, are more significant than in other states, it is observed that the current articulation of cooperation networks, is still unable to influence positively the performance of innovative activities of Bahia.
