A resiliência do sistema financeiro habitacional : mudanças institucionais no período 1997 – 2010Braga, Luciano Moraes January 2012 (has links)
O número de contratações de financiamentos habitacionais na economia brasileira aumentou significativamente a partir de 2005. Como instrumento de política pública para auxiliar no acesso à moradia digna por parte da população, o país possuía um sistema de financiamento com forte intervenção estatal que funcionou relativamente bem na década de 1970, mas que entrou em profunda crise na década de 1980. Em um contexto de reformas liberalizantes, na década de 1990 a aposta para a retomada do número de contratações recaiu na promoção de “instituições para o mercado”. Quase uma década depois o resultado, em termos de números de contratações, começa a aparecer, mas acontece no âmbito do antigo sistema, que havia sido considerado esgotado, regressivo e insuficiente, mas que mostrou resiliência. O propósito desta tese é ampliar a compreensão do atual momento do financiamento habitacional na economia brasileira, identificando as razões para a retomada de um número significativo de contratações. Como as peculiaridades do mercado de habitações não recomendam o seu estudo como o de um mercado convencional, a abordagem neoinstitucionalista foi utilizada por ter sido considerada a mais apta a compreender a dinâmica de um mercado com tal complexidade. Ao mesmo tempo, a abordagem pós-keynesiana ajudou a complementar o referencial teórico utilizado, uma vez que se trata dos financiamentos de bens de capital. Depois de identificar o contexto histórico em que evoluem os sistemas de financiamento à habitação no Brasil, são elencadas três vertentes de mudanças institucionais que ajudam a compreender o desempenho recente. Os efeitos das mudanças institucionais são identificados ao longo do circuito pós-keynesiano de financiamento: finance – investimento – poupança – funding. Por fim, é realizado um retorno ao nível teórico partindo da avaliação da atual política de financiamentos habitacionais, como tentativa de ampliar a compreensão sobre o alcance e as limitações da mesma. / The number of contracts for housing financing in the Brazilian economy has increased significantly since 2005. The country had a funding system with strong state intervention as a public police toll to give to the families access to decent housing, that has worked relatively well in the 1970s, but fell into a deep crisis in the 1980s. In the context of the 1990s liberalizing reforms, the bet was that resumption of mortage financing would “building institutions for the market”. Almost a decade later the result began to appear, but the number of contracts grew under the old system, which was deemed to be exhausted, regressive and inadequate, but shows resilience. The purpose of this thesis is to increase understanding of current housing finance in the Brazilian economy, identifying the reasons for the resumption of a significant number of contracts. The peculiarities of the housing market do not recommend its study as a conventional market, and the neoinstitutionalist approach was used because it was considered better able to understand the dynamics of a market with such complexity. The theoretical framework was complemented by the post-Keynesian approach, appropriate to analise capital goods financing. After identifying the historical context in which the Brazilian housing finance systems operates, three areas of institutional changes are listed in order to understand its recent performance. The effects of institutional changes are identified along the post-Keynesian financing circuit: finance – investment – savings – funding. Finally, a return to the theoretical level is made by assessing the current Brazilian housing finance policy in an attempt to broaden the understanding of its scope and limitations.

[pt] Esta dissertação analisa o setor habitacional brasileiro,
após a criação do Sistema Financeiro de Habitação (SFH),
com ênfase nas características dos financiamentos
realizados no âmbito do Sistema e nas benesses concedidas
de forma indiscriminada aos mutuários. Por meio de estudos
de caso, identificam-se os principais fatores responsáveis
por essa concessão de subsídios, os quais podem ser
classificados em três grupos: falhas intrínsecas aos planos
de financiamento, renegociações contratuais oferecidas pelo
governo entre 1983 e 1985, e planos de estabilização
econômica implementados na segunda metade da década de 80 e
na primeira metade da década de 90. Apresenta-se a análise
da contribuição individual de cada fator, bem como seu
efeito conjunto, o que permite concluir que os mutuários do
SFH receberam enormes subsídios, que resultaram no
esgotamento das fontes de financiamento para as décadas
subseqüentes. Conclui-se que as benesses concedidas de
forma generalizada tiveram um efeito perverso, uma vez que
foram aplicadas em razão inversamente proporcional às
necessidades dos mutuários. Os detentores de dívidas mais
elevadas e, portanto, em média, possuidores de maior renda,
receberam subsídios mais elevados. Dessa forma, houve
transferência de riqueza da sociedade como um todo para os
mutuários do Sistema, em especial, transferência de riqueza
das classes mais pobres para as mais abastadas e
transferência de recursos dos que não possuíam casa
própria para os que haviam adquirido sua moradia. / [en] This thesis analyzes the evolution of the Housing Financing
System (SFH) in Brazil, focusing on the characteristics of
the mortgages and on the subsidies given to borrowers.
Homebuyers were given large subsidies that led to the
breakdown of the system in the following decades. Using
case studies, the main factors that gave rise to those
subsidies are identified and classified into three groups:
failures in the structure of the financial plans, contract
renegotiations offered from 1983 through 1985, and
macroeconomic stabilization plans launched in the second
half of the 1980s and the first half of the 1990s. The
individual contributions of each factor for the overall
subsidies are estimated. It is also shown that subsidies
had a very perverse distributional effect, since high-debt
holders received proportionally larger subsidies. There was
a transfer of wealth from society as a whole to homebuyers,
from the poorest to the richest, and from those who did not
own a house to homeowners.
