Towards an appropriate model for skills transfer to land reform beneficiaries in South Africa

Land reform is important as it serves as a means to redress the imbalances created by apartheid. Evidence revealed that the land reform programme in South Africa has not been fully effective. This is partly because of lack of focus on the post-settlement support by Government or other interested stakeholders such as the private sectors, Non-Governmental Organisations (NGOs) as well as government entities. Lack of skills amongst land reform beneficiaries is one of the critical elements identified to be problematic in South Africa and leads to failure of these emerging farmers. The South African government has introduced programmes, such as the Recapitalization and Development Programme (RECAP), the Comprehensive Agricultural Support Programme (CASP), and the Comprehensive Rural Development Programme (CRDP), to address the issues of post-settlement support. Skills transfer to land reform beneficiaries was one of the issues that RECAP tried to address. The Department of Agriculture introduced extension services to the land reform beneficiaries as a means to transfer skills to land reform beneficiaries. The Department of Rural Development and Land Reform also played its part through RECAP by introducing strategic interventions (strategic partners and mentors) to ensure that necessary skills are transferred to farmers. Other than government departments, NGOs, commodity organisations, and private sectors have been participating in ensuring that the skills of the land reform beneficiaries are developed. Despite this, evidence shows that the efforts made by both government and other involved stakeholders are not really effective in all the provinces across South Africa. The main objective of this study was to identify an appropriate skills transfer model for land reform beneficiaries in South Africa. Successful models that exist in Brazil, Kenya and China, were studied to identify and propose a skills transfer model that could best suit South Africa. In addition, the study used data and information from secondary sources such as government, NGOs, private sector, and reviewed existing literature on issues around skills transfer to emerging farmers and land reform beneficiaries. A comparative analysis was done on the existing skills transfer models from the three countries and South Africa. The analysis revealed certain common characteristics in the skills transfer models that exist in China, Kenya and Brazil, and also revealed how these models differ from the existing models in South Africa, thereafter distinguishing the success of these models from the failures. Over and above the most-used and successful model in the three countries, is the pluralistic type of model that involves working together of government, non-governmental organisations, and the private sector. What is much more appealing with this latter model is the fact that it takes into account the participatory, bottom–up approach, where farmers are engaged in whatever skills needs that have to be transferred to them. Literature revealed that the differences between the models that exist in South Africa relate to the involvement of research in skills transfer, unclear policies on skills transfer. The policies are not clear in explaining the institutional arrangements, roles and responsibilities of the different parties that have the ability to assist farmers or transfer skill and the monitoring and evaluation framework of skills transfer. Plant–Floral Visitor Network Structure in a Smallholder Cucurbitaceae Agricultural System in the Tropics: Implications for the Extinction of Main Floral Visitors

Animal pollination is responsible for the majority of the human food supply. Understanding pollination dynamics in agricultural systems is thus essential to help maintain this ecosystem service in the face of human disturbances. Surprisingly, our understanding of plant–pollinator interactions in widely distributed smallholder agricultural systems is still limited. Knowledge of pollination dynamics in these agricultural systems is necessary to fully assess how human disturbances may affect pollination services worldwide. In this study, we describe the structure of a plant–floral visitor network in a smallholder Cucurbitaceae agricultural system. We further identify the main floral visitors of these crops and tested their importance by simulating how their extinction affected network structure and robustness. The observed network was highly connected and generalized but it was neither nested nor compartmentalized. Our results suggest that the structure of agricultural plant–pollinator networks could be inherently different from those in natural communities. These differences in network structure may reflect differences in spatial distribution of floral resources between agricultural and natural systems. We identified Augochlora nigrocyanea and Peponapis limitaris as the two most frequent floral visitors. However, removal of these species did not affect network structure or its robustness, suggesting high levels of interaction rewiring. To our knowledge, this is one of the first studies to describe the structure of a plant–floral visitor network in diverse agricultural systems in the tropics. We emphasize the need for more studies that evaluate network structure in agricultural systems if we want to fully elucidate the impact of human disturbances on this key ecosystem service.

Factors affecting access to finance by Smallholder Farmers in Zambia

About seventy-seven percent of Zambia’s citizens who are engaged in primary activity in the agriculture sector are poor (Economies, 2017). One of the ways in which the poverty levels can be reduced is by lessening constraints of access to finance in agriculture sector. The implications of the low access to credit in the agriculture sector is reduced productivity, high food insecurity and perpetual poverty particularly in Zambia’s rural areas. Most of the studies conducted focused on identifying factors which limit participation in agriculture finance from the bank’s perspective and not farmers. Therefore, this study sought to fill the gap and assess variables directly related to smallholder farmers access to finance. It further examines the dynamism of access to finance depending on location, gender and transport infrastructure. The data employed in the study was obtained from a survey conducted in 2013 by IAPRI and UNZA with a sample size of 1,231 households in six districts of Zambia. Agricultural credit for small holder farmers (SHFs) in rural areas is mostly provided in the form of cash or in kind through supply of inputs to these SHFs. This data was modeled based on the logistic regression. The results showed that 14.1% of the SHFs had access to finance. Among these farmers only 13% were female. In addition, secondary education, access to finance information, farm size, access to collateral and distance between the location of the farmer and the financial services, were significant factors in determining access to credit. A recommendation proposed to policy makers based on results presented include sensitization on various finance facilities available to rural farmers so that they are aware and can make necessary efforts to access the finance. Rural education is directly related to access to finance, therefore government should promote education for its citizens. Lack of collateral has been identified as a factor that gravely hinders access levels by most. Government should implement standardized policies that ensure availability of credit to farmers with little or no collateral. In conclusion, improved credit permeation in agriculture sector promotes sustainable and inclusive growth in Zambia and will eventually eradicate absolute poverty.

Malawi Farm Input Subsidy Programme - impact on income of smallholder farmers

Agriculture is the single most important sector in Malawi due to its contribution to the economy ranging from employment creation, contribution to GDP growth to source of foreign exchange earnings. These significant contributions have necessitated the Government of Malawi to develop strategies and policies such as the Farm Input Subsidy Programme (FISP), whose main aim is to increase household incomes and reduce food insecurity and ultimately reduce poverty. It is nine years since the introduction of FISP but its results remain mixed. Using the 2009/10 Integrated Household Survey Phase 3 (IHS3) dataset, a logistic regression in a multivariate data analysis approach was used to investigate the impact of FISP on income levels and food security of rural smallholder farmers in Malawi. The analysis showed that about 82 percent of smallholder farmers live in rural areas, about 75 percent of them were males, 71 percent were married, 70 percent did not go to school and 69 percent benefited from FISP. In farming, 68 percent of these smallholder farmers had less than 1 hectare of farms, 70 percent of them had labour force of less than 5 people, 51 percent of them harvest less than 5 bags of 50kgs of maize of which 92 percent sell most of their harvested maize and 89 percent of them receive less than MK5, 000 from sales. In addition, about 99 percent of these smallholder farmers were food insecure as they save less than 1 bag of 50kgs after harvest. Only 1 percent of these smallholder farmers receive remittances and 21 percent had other income generating activities (IGAs). Demographic and socio-economic factors have no impact on these farmers capability to increase income levels and enhance their food security. There is also no statistically significant difference between FISP beneficiaries and non-beneficiaries in terms of capabilities of increasing incomes and enhancing food security. It is, therefore, concluded that FISP had no significant impact on the abilities of these smallholder farmers to increase their incomes and enhancing their food security. Hence, FISP did not prove to be the best food security and poverty alleviation tool in Malawi.

Farmer support programmes are aimed at assisting in unlocking barriers faced by smallholder farmers. These programmes were implemented many years ago by the public and private sector. However, research continues to show that the increase in the number of these initiatives and in budgets/expenditures have not equally translated into an increase in the number of smallholder farmers advancing to commercial status. Therefore, this evaluation research is focused on assessing the implementation progress of a farmer support programme being implemented in Jozini, KwaZulu-Natal. The aim is to assess whether or not the programme is implemented according to the theory of change and to assess the likelihood of the programme achieving its intended outcomes. Both the quantitative and qualitative approaches were applied to collect and analyse data. Quantitative data was made up of project data and qualitative data was obtained through conducting in-depth interviews with farmers currently participating in the programme. Findings from this paper are expected to add to the existing body of knowledge in terms of strengthening and improving the design of farmer support programmes; to emphasise the importance of conducting implementation evaluations to assess programme performance early in implementation; to better understand what is working or not during implementation; and to understand why this is so.

Determinants of competitiveness among smallholder avacado farmers in Vhembe District of Limpopo Province, South Africa

Limpopo Province is one of the major avocado producing areas in South Africa, and avocado production within the province ranges from smallholder to commercial production. Smallholder avocado producers within the province have a significant role to play, especially if their full potential is unleashed. For smallholder farmers to play such a role they need to be competitive. The concept of competitiveness can be defined as the ability of an industry or firm to compete successfully in order to achieve sustainable growth while earning at least the opportunity cost on resources employed. The main aim of this study was to analyse the determinants of competitiveness of smallholder avocado farmers in the Vhembe District of the Limpopo Province based on the Porter’s Diamond model framework in order to assess the level of competitiveness of farmers and to establish how the farmers can be assisted to reach their full potential. The study was conducted in the Vhembe District Municipality and a sample of 60 farmers was interviewed. SPSS (SPSS 26.0) was used to analyse the data. Three analytical techniques were used in the analysis for this study. Firstly, factor analysis was used to reduce and group the number of variables associated with competitiveness of the farmers. Secondly, profitability analysis through enterprise budgeting was used to categorise the farmers into two groups; competitive and noncompetitive. Thirdly, Logistic regression was used to establish the socio-economic and Porter’s Diamond model determinants that could be linked to the competitiveness of the farmers. From the factor analysis, 5 factors were extracted, namely; “chance”, “government, related and supporting industries”, “factor conditions”, “firm strategy structure and rivalry” and “demand conditions”. From the profitability analysis the farmers were grouped into competitive and non-competitive categories with 22 farmers classified as being competitive and 38 farmers as being non-competitive. From the results of logistic regression, 7 out of 12 hypothesised variables were found to be statistically significant, these were; age of farmer, number of trees planted, related and supporting industries, firm strategy structure and rivalry, chance, demand conditions and factor conditions. Chance was the only variable with a statistically significant v negative influence on the competitiveness of the farmers, this was because factors that were tested for their influence on the competitiveness of the farmers are among others: Crime, HIV/AIDS, fires, frost and floods. Based on the research findings, several policy suggestions were made, these include; mentorship and encouragement of youth participation in farming, provision of agricultural land, capacity building for farmers, government support and stakeholder mobilization, specialized extension service and formation of cooperatives as well as encouraging commercialization.

The impact of smallholder irrigation schemes on poverty reduction among rural households of Vhembe and Sekhukhune Districts in Limpopo Province, South Africa

(Agricultural Economics)) -- University of Limpopo, 2022 / Many researchers in different parts of the world have advocated the use of irrigation water to reduce levels of poverty, especially among rural households. This is made possible through the development of irrigation schemes in these areas and giving the necessary support to these farmers. If this is done sufficiently, irrigation schemes` participants are sure to realise improved livelihoods and poverty reduction. However, different communities are faced with different challenges and are subjected to rules and norms applied in their respective communities. On one hand, farmers are individuals who also have personal beliefs and characteristics that may be critical in determining the success of their irrigation schemes. On the other hand, certain characteristics (e.g., unequal distribution of water and land) can be inherited as challenges by farmers in such communities, making it difficult to overcome and thus posing threats to the success of irrigation schemes. A purposive-multistage technique together with a simple random sampling were used to sample 300 smallholder farmers from the Vhembe and Sekhukhune districts of Limpopo Province. An analysis of data was done using a combination of analytic techniques such as the Binomial Logit, Principal Component Analysis, Multiple Regression Analysis, Poverty Indices and the Women Empowerment Agriculture Index. The latter was employed to examine whether or not there are efforts by the irrigation schemes to empower women. The main aim was to analyse the contribution and impact that irrigations schemes have on poverty reduction among smallholder farmers. There was also a need to consider the role that positive psychological capital may play in uplifting the hope, confidence, resilience and optimism by farmers in their irrigation schemes. The results revealed that women’s participation was high (58%) in the irrigation schemes as compared to men. However, this did not mean that women were empowered automatically. After administering the Women Empowerment Agriculture Index, it was found that women are actually disempowered in three (out of five) indicators that were used as a measure of empowerment. Meanwhile, most farmers who used irrigation, saw their livelihoods improve and their poverty status improve too. Irrigation was able to increase their yields, incomes, employment, and other household assets. It was again proven that positive psychological capital played a significant role in reducing poverty. However, factors such as lack of capital assets, social grants, illiteracy, old age, lack of vocational training and risk aversion in some instances contributed to poverty. In order to enhance the livelihoods of smallholder farmers, the government and other relevant bodies should see to it that agricultural extension services are improved and include vocational training for these farmers together with the provision of market information and business training. This may help farmers realise the importance of farming as a business and not relying on government for everything they need. A larger share of income for most farmers came from social grants and remittances. This is likely to have a negative impact on the success of irrigation schemes. Therefore, farmers need to be trained for self-reliance. The need to promote women’s participation in decision-making for water management and also suggests ways in which women’s access to water can be improved through equitable development cannot be overemphasised. There is also a need to conduct a study on the measurement and role of psychological capital in rural livelihoods using other methods such as revealed preference approach, experimental economics and behavioural economics.

Socio-economic drivers of agricultural production in a transition economy : a case study of Hu Village, Sichuan Province, China

Contemporary global agriculture has been undergoing transition towards different pathways. In developed countries, a shift from productivist agriculture to multifunctional agriculture has begun since the 1980s (Wilson, 2007). In the developing world, agricultural modernisation is still the primary strategy for agricultural development, and driven by urbanisation and industrialisation, deagrarianisation of rural society has been widely identified (Bryceson, 1996; Rigg, 2006a). As the largest developing country in the world, China embarked on market reform three decades ago and has ever since experienced dramatic socio-economic transition towards modernisation, industrialisation and urbanisation. Significant levels of academic attention have focused on empirically identifying economic and policy drivers of Chinese agricultural production from a structuralist standpoint, largely neglecting the agency of smallholders and sociocultural factors. To address the resulting literature gap, this thesis adopts an approach that combines political economy and cultural analysis through an in-depth case study of a rural community in southwest China. A multi-methods approach is used to collect data, including questionnaires, in-depth interviews, focus groups, participant observation and the analysis of secondary data. The results suggest that Chinese smallholder agriculture has been dramatically transformed by an array of socio-economic forces. The “intensive, sustainable, diverse” Chinese smallholder agriculture which Netting (1993) portrayed, has been progressively shifted towards extensive, unsustainable and less diverse pathways. It suggests that the “perfunctory agriculture” performed by Chinese smallholders is the outcome of interactions and negotiations between various political, socio-economic and institutional constraints and farmers’ agency. Another key finding is that moving out of agriculture is becoming the norm in Chinese rural society. Most smallholders show willingness to rent out agricultural land and to enter into a capitalist relationship with employees, rather than primarily being cultivators of their land. Land transfer markets have become increasingly buoyant at the local level, and large-scale capitalist agriculture seems to be the desired future of Chinese smallholder agriculture for both the Chinese government and smallholders. Besides, based on the case of Hu Village, this thesis discusses the convergences and divergences between the road of Chinese agricultural development and that of developed countries and other emerging BRIC economies. Lastly, based on the findings of this research, four policy implications are proposed including sponsoring agricultural mutual aid groups, strengthening agricultural extension services, enhancing farmers’ negotiation power through laws, and initiating comprehensive socio-economic reforms to facilitate farmers’ pursuit of non-farm employments.

Prediction of cow fertility based on productivity traits in dairy cattle under different production systems

A study to examine factors that influence dairy cattle fertility was conducted in the United Kingdom (UK) and Malawi. Productivity data from the UK comprising 56,014 records from 574 Holstein cows were retrieved from a database at Scotland’s Rural College Dairy Research Centre in Dumfries. The cows were of either high (select) or average (control) genetic merit and fed total mixed rations with high or low forage. These formed four production systems - high forage select (HFS), low forage select (LFS), high forage control (HFC) and low forage control (LFC). Data from Malawi were obtained through a baseline survey in 67 smallholder farms and monitoring of 28 and 62 dairy cows from smallholder farms and a commercial farm, respectively. The breeds were Holstein-Friesians and Holstein-Friesian x Malawi Zebu crosses predominantly fed forages supplemented with concentrates. Some cows were fitted with accelerometers to enable monitoring of cow activity which was then related to cow fertility and energy balance. The data were analysed using descriptive statistics, mixed models and logistic regression models using SAS 9.3. The UK data showed that production system significantly (p<0.05) influenced milk yield, body energy content (BEC) and fertility. BEC is a trait that indicates absolute level of energy in the body per day regardless of energy use and intake the previous day. Daily milk yield of LFS cows was 35±0.1 (mean±SEM) litres which was significantly (p<0.05) higher than that of LFC (30.4±0.1 litres), HFS (27.5±0.1 litres) and HFC (24.3±0.1 litres) cows. LFS cows also had the highest milk yield acceleration to peak milk yield (0.51 litres/day/day) than (LFC 0.47±0.02 litres/day/day), HFC (0.47±0.03 litres/day/day) and HFS (0.46±0.03 litres/day/day) cows. The interval from calving to nadir BEC was 68±5, 83±6, 88±5 and 106±6 days for LFC, LFS, HFC and HFS cows, respectively. Days to first high luteal activity (DFHLA) and days to successful service (DSS) were significantly different with production system and genetic merit, respectively. LFC cows had DFHLA of 27±2 days (mean±SEM) which were significantly lower (p<0.05) than those of HFC (30±3 days), HFS (30±2 days) and LFS (35±3 days) cows. Average genetic merit cows had significantly lower (p<0.05) DSS (119±5 days, mean±SEM) than high genetic merit cows (132±5 days). Results from data collected in Malawi showed variations that reflected differences in management and other environmental factors. Average daily milk yield per lactation in Malawi was 13.3±4.9 (mean±SD) litres. Fertility traits in the UK herd were better than those in Malawi herds. The average DFHLA in Malawi was 79±29 days while in the UK it was 31±18 days. Cow activity in both the UK and Malawi farms varied with the feeding system, genetic merit and BEC. Select cows on home grown feeding system were more active (motion index =6250±40), stood longer (13.4±0.04 hours/day) and spent more time eating (5.6±0.32 hours/day, mean±SEM) than select cows on by products feeding system that had motion index, standing and eating time of 5166±37, 11.9±0.04 hours/day and 4.6±0.16 hours/day, respectively. Genetic merit, lactation number, days to first observed oestrus, calving BEC, service BEC and service milk yield were significant predictors of pregnancy to first insemination (p<0.05) while genetic merit, milk yield, percentage BEC between calving and service, service milk yield and service BEC were significant predictors (p<0.05) of pregnancy to the first three inseminations. Validation of models derived showed C-statistics of the receiver operating characteristic (ROC) curve of 0.66 (95% confidence interval (CI): 0.57 to 0.75) and 0.65 (CI: 0.55-0.75), respectively. It is concluded that genetic merit, feeding system, parity, energy status and stage of lactation are the major factors that determine the likelihood of achieving pregnancy following insemination. Models developed have a potential to predict the probability of pregnancy to an insemination at an acceptable level of accuracy.
