Partindo desse pressuposto, o objetivo desta investigação é conhecer a contribuição dos professores na formação de assistentes sociais considerando como eixo de análise, o que Luckesi (1990) denomina de compromisso político e compromisso pedagógico que os professores têm que desenvolver em seu trabalho. O caminho escolhido para conduzir este estudo foi o de privilegiar os sentimentos e percepções de assistentes sociais sobre o papel dos professores em suas vidas. A partir de um referencial que privilegia o humano, desenvolvemos uma pesquisa de campo com 14 assistentes sociais da região de São José do Rio Preto-SP, sendo os dados coletados através de entrevistas semi-estruturadas. As falas foram submetidas a análise temática de conteúdos. A pesquisa revelou que a maioria das assistentes sociais percebe de forma positiva a contribuição do trabalho do professor em sua formação pessoal e profissional, destacando o valor dos professores na facilitação desse processo graças ao compromisso político e pedagógico dos mesmos. / Abstract: The university teacher's work is of vital importance for the students' integral formation. Leaving of that presupposition, the objective of this investigation is to know the teachers' contribution in the social workers formation considering as analysis axis, which Luckesi (1990) denominate of political commitment and pedagogic commitment that the teachers have to develop in its work. The way chosen to drive this study was it of privileging the feelings and the social workers perceptions on the teachers' paper in its lives. Starting from a referential that privileges the human, we developed a field research with 14 social workers of the area of São José do Rio Preto-SP, being the data collected through semi-structured interviews. The speeches were submitted the thematic analysis of contents. The research revealed that most of the social workers perceives in a positive way the contribution of the teacher's work in its personal and professional formation, highlighting the teachers' value in the facilitation of that process thanks to the political and pedagogic commitment of the same ones. / Doutor

A investigação foi realizada por meio de pesquisas bibliográficas, documental e de campo que, ao longo do processo, permitiram acúmulo de conhecimentos acerca do objeto de estudo e possibilitaram análise e compreensão das formas de atualização da gestão das empresas familiares da cidade de Franca. Essas empresas familiares, parte integrante da amostra do presente estudo, foram criadas em períodos propícios que possibilitaram seu crescimento e desenvolvimento. Na década de 1970, as indústrias orientaram a produção para atender o mercado externo e, durante quase duas décadas, conseguiram alcançar desenvolvimento industrial, considerando o volume significativo das exportações que nos anos 1980 atingiram 35% da produção total. No início da década de 1990, essas organizações empresariais, passaram por momentos de transição diante do processo de globalização, dinâmica e abertura internacional dos mercados incluindo políticas econômicas voltadas à estabilização da economia brasileira. Nesse contexto, as empresas familiares foram obrigadas à reestruturação para atender a realidade dos mercados, na expectativa da oferta de produtos mais sofisticados, com maior qualidade e menor preço. A abertura dos mercados colocou as empresas diante de grandes desafios, uma vez que a estrutura produtiva e organizacional não se encontrava totalmente preparada às exigências internacionais. O empresariado se preocupou com a competitividade e, para isso, foram necessários investimentos, modernização no sentido de busca por maior tecnologia e processos inovadores de organização e ... / Abstract: The current study had the objective of understanding and explaining the modernization process in the management of the familiar enterprise of the city of Franca-SP, taking into consideration the structural changes occurred and imposed by the productive reestructuration process from the 1990's on. The investigation was realized through documental, bibliographics and from the area researches that, throughout the process, allowed the knowledge accumulation about the study object and enabled the analysis and understanding the upgrade ways in management of the familiar enterprise of the city of Franca. This familiar enterprises, integrating part of the sample of the current study, were created in promising time that possibilted its growth and development. In the 1970s, the industry guided the production to attend the external market and, during almost a couple of decade, they could reach industrial development, considering the significant volume from the exportation that in the 1980's reached 35% of the whole production. At the beginning of the 1990's, these enterprise organizations, has passed by transition moments in front to the globalization process, dynamics and international market opening, including economical politics turned to the stabilization of the Brazilian economy. In this context, the familiar enterprises were foreced to restructure themselves to attend to the market reality, in expectation of offering more sophisticated products, with a better quality and lesser prices. The market opening placed the enterprises in front to great challenges, since the productive and organizational structure was not fully prepared to international demands. Relata as mudanças no decorrer da história que ocorreram para ajustar a Previdência Social às condições econômicas e sociais do país. Este estudo destaca a inclusão da Previdência Social como direito social no âmbito da Seguridade Social, com a promulgação da Constituição Federal de 1988; descreve as reformas da Previdência Social nas últimas décadas, seguindo as determinações internacionais no contexto neoliberal, afetando diretamente os direitos sociais dos trabalhadores e, conseqüentemente, repercutindo nas condições de trabalho do assistente social no INSS. O Serviço Social na Previdência Social ao longo de sua história, surgiu legalmente em 1944 com a execução de práticas burocráticas, alienadas, fundamentadas na concepção teórico-metodológica funcionalista. Inicialmente, sua intervenção ocorre como elemento compensatório para o controle social e político dos trabalhadores. A seguir, adota-se o modelo psico-social com a influência da perspectiva desenvolvimentista, assistencial, técnica e burocrática, e, somente na década de 90, vão ser concretizadas oficialmente as práticas profissionais aliadas com o discurso progressista da categoria profissional, visando à consolidação da cidadania e à garantia dos direitos sociais das classes trabalhadoras. Finalmente, este estudo teve como foco de análise a visão do usuário da Previdência Social em relação ao trabalho do assistente social neste contexto institucional. Vale ressaltar que a pesquisa contextualizou-se na cidade de Fernandópolis-SP, revelando que os sujeitos pesquisados percebem de forma positiva a contribuição do trabalho do assistente social na efetivação dos seus direitos sociais no INSS. / Abstract: This study presents a description of the main moments of the historical trajectory of the Brazilian Welfare System, since its creation. It shows the changes in elapsing of history that had occurred to adjust the Social Welfare to the economic and social conditions of the country. This study detaches the inclusion of the Social Welfare as right in the scope of the Social Security, with the promulgation of the Federal Constitution of 1988; it describes the chauges of the Social Welfare in the last decades, following the international determination in the neoliberal context, affecting directly the social rights of the workers and, consequently, reing-echo in the conditions of work of the social assistant in the INSS. The Social Service in the Social Welfare throughout its history, appeared legally in 1944 with the execution of practical bureaucratic, mentally ill, based on the functionalist theoritical-methodological conception. Initially, its intervention occurs as compensatory element for the social and politician control of the workers. To follow, one adopts the psico-social model with the influence of the developing, assistencial technical and bureaucratic purpose and, only in the 90th decade, the profissional practis is going to be officially materialized with the progressive speech of the professional category, aiming at to the consolidation of the citizenship and the guarantee of the social rights of the diligent classes. Finally, this study analyses the user's vision of the Social Welfare in relation to the work of the social assistant in this institutional context. It's important to stand out that the research was contextualized in the city of Fernandópolis-SP, disclosing that the searched citizens perceive positively the contribution of the work of the social assistant to get their social rights in the INSS. / Mestre

Entre elas, destaca-se a participação - visando o respeito às diferenças e às características sócio-territoriais locais. Essa participação engloba a transferência de poder de decisão, recursos, autonomia administrativa, entre outros. A participação da população, por meio de organizações representativas é fundamental na formulação das políticas de controle das ações, em todos os níveis. Os espaços privilegiados nos quais deve se efetivar essa participação são os Conselhos. Nesses espaços devem estar representados os usuários, as entidades, organizações de Assistência Social e os trabalhadores da área, eleitos em fóruns próprios. A efetivação deste sistema participativo do SUAS representa um desafio para todos, incluindo os Conselheiros do Conselho Municipal de Assistência Social de Franca/SP. Pretendemos, com esta pesquisa, investigar os desafios enfrentados pelos Conselheiros do Conselho Municipal de Assistência Social de Franca/SP no processo participação dos usuários na perspectiva da efetivação do Sistema Único de Assistência Social, compreendendo que a participação da população está diretamente relacionada com o contexto social, político, econômico, sem desconsiderar as especificidades que permeiam cada território, sua cultura; política; relações de poder; demandas sociais, entre outras / Abstract: The new National Policy of Social Assistance organizes Social Assistance according to the guidelines based on the Federal Constitution of 1988 and in the Organic Law of Social Assistance (OLSA), through the Single System of Social Assistance (SSSA). Among them is the participation - aimed at compliance with the differences and the socioeconomic characteristics local. Such participation involves the transfer of decision-making power, resources, administrative autonomy, among others. The participation of the people, by means of the representative organizations is fundamental in the formulation of policies for the control of the shares, at all levels. Privileged spaces in which must be accomplished this participation are the Councils. In These spaces should be represented the users, entities, organizations, Social Assistance and the workers of the area, elected in forums. The realization of this participatory system of their is a challenge for all, including the Members of the Municipal Council for Social Assistance of France/SP. Parte-se do suposto que a Reabilitação Profissional é um serviço prestado pelo INSS, através do modelo REABILITA como parte integrante de um conjunto de importantes iniciativas que foram desenvolvidas, através do Programa de Melhoria do Atendimento da Previdência Social objetivando constituir-se como política de Estado, direito do cidadão que grande parcela da população desconhece. A prestação de serviço do assistente social na reabilitação, se não tiver como preocupação, responsabilidade e compromisso profissional dos técnicos, será permeada pelo pragmatismo e separada do seu conteúdo como direitos sociais. Mudar esta realidade só ocorrerá através de esforço conjunto Instituição/técnicos/usuários, viabilizando a prestação de serviço à população usuária, resgatando a Reabilitação Profissional como instrumento de cidadania, se as alterações/propostas elaboradas, efetivamente se concretizarem e se forem operacionalizadas na sua totalidade. Ao Serviço Social cabe uma parcela fundamental de contribuição nesse processo, desde que os técnicos estejam comprometidos na defesa intransigente dos direitos sociais, compromissados com a qualidade dos serviços prestados a população usuária, vinculados a um projeto profissional que contemple a ampliação e consolidação da cidadania, para aprofundamento da democracia, tendo a liberdade como valor ético central, e, a equidade e justiça social como componentes do compromisso profissional do assistente social. / Abstract: This work consists in a contribution to the studies about Brazilian Social Security, its main goal to analyze the Professional Practical of the Social Assistant in the Professional rehabilitant in the context of the Executive Management of the INSS - APS of São José do Rio Preto, starting of bibliographical and documentary survey about Institution and theme, added the Professional Practical trial lived for the researcher in the Institution. Supposedly the Professional rehabilitant is a service given for the INSS, through the model REABILITA as an included part of a conjunt of the important initiatives that were developed, through the Progran of Improvement of the Attendance of the Social Security (Programa de Melhoria do Atendimento da Previdência Social) objectifying constitute itself as politics of State, citizen's right who witch a big part of the population ignore. The assist of services of the social assistant in the rehabilitant, if it doesn't have any kind of worry, responsibility and professional commitment of the technician, will be permeate by pragmatism and separate of its content as social right. To change this reality only will occur through of joint effort Institution/technician/users, making possible the assist of services to the users population, rescuing the Professional rehabilitant as citizenship instrument, if the alterations/elaborated proposals, effectively to be materialize and will have been function in its totality. Pretende-se, para tanto, indicar formas de participação e controle social na política de assistência social e identificar o conteúdo ideo-político objetivado pelo assistente social nos momentos de discussões e deliberações desse conselho. Um dos pontos relevantes desse estudo situa-se na abordagem da direção sócio-política da participação do assistente social na proposta de gestão democrática da política de assistência social, advinda da descentralização político-administrativa do Estado Brasileiro, nos anos 1990. É um estudo de abordagem qualitativa, que adotou como procedimento de coleta de dados a revisão de literatura, pesquisa documental e pesquisa de campo - observação direta das plenárias de 2008/2009 e entrevista semi-estruturada, com cinco assistentes sociais que se vincularam ao CMAS como conselheiro governamental, conselheiro não governamental, assessor técnico, secretário executivo e observador. Esse trabalho aponta que o potencial originário que justificou a luta pela criação das instituições democráticas, dentre elas o conselho, encontra vários limites no processo de busca da sua concretização. Tais limites são desde natureza conceitual da categoria participação da sociedade civil, à dimensão técnico-político de construir uma nova e progressista direção social às políticas públicas. Além disso, esses limites suscitam reflexões sobre a necessidade de se repensar as práticas representativas na sociedade, bem como a condição e direção das lutas sociais e institucionais pelo controle da construção da vida societária. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: This paper aims to analyze the inclusion of social workers in the Municipal Council of Social Welfare of Uberaba / MG (1996/2009). It is intended for both, state forms of participation and social control in social welfare policy and identify the contents ideo-political objectified by a social worker in times of discussions and deliberations of this Council. One of the relevant sections of this study lies in the approach towards socio-political participation of social workers in the proposed democratic management of social welfare policy, coming from the political-administrative decentralization of the Brazilian State in the 1990s. It is a qualitative study, which adopted a procedure to collect data and the literature review, desk research and field research - direct observation of the 2008/2009 plenary and semi-structured interviews with five social workers who have joined the CMAS as a government adviser, nongovernmental advisor, technical advisor, executive secretary and observer. This work shows that the potential origin that justified the struggle to create democratic institutions, among them the board, finds various limits in the search process of their implementation. Such limits are provided conceptual nature of the class participation of civil society, the technical-political dimension of building a new and progressive social direction to public policies. Moreover, these limits give rise to reflections on the need to rethink the representative for the company as well as the condition and direction of social and institutional struggles for control of the construction of societal life. In this context, the social worker, as a professional and intellectual integration has privileged, as the Social Service has historical link with public policies.
