The (Master) thesis deals with a part of a project application for financial resources from the European union using the Operational Programme „Lidské zdroje a zaměstnanost“. This programme represents one of the possible way, how to obtain funding of the educational activities for public. The aim of this thesis is to provide a complex summary about the application process and to point how difficult it is to get this kind of financial support. Despite this uneasy process it tries to obtain the financial resources for the activities of EDLiT Ltd., which would enable to extend the portfolio of its services.

Vliv Evropské strategie zaměstnanosti na aktivní politiku zaměstnanosti České republiky / The European Employment Strategy influence on the Czech active labour market policy

The purpose of this diploma thesis is to describe the influence of the European Union and especially the European employment strategy on the active employment policy in the Czech Republic. The thesis follows the development of the employment policy in both European Union and the Czech Republic. One part of the thesis is devoted to the pre-accession period and the other is concerned with the period after the Czech Republic has become a valid member of the EU. There were applied two theoretical concepts in the analysis of the European Union's influence on the Czech employment policy: social network theory and the concept of policy transfer. There are pointed out the changes that happened in both periods. The motivation of both parties to accept and implement the changes and to influence or to be influenced is described. The aim of this thesis is to prove that the Czech Republic has been influenced and to show the aspects of the influence: where, why and by whom.

This diploma thesis is focused on the European Policy for economic and social cohesion, its goals and financial instruments. Four Structural Funds allow the European Union (EU) to grant financial assistance to resolve structural economic and social problems in the member states of the EU. The thesis concentrates on one of the Structural funds, namely the European Social Fund (ESF), the main financial instrument allowing the Union to realise the strategic objectives of its employment policy. The Human Resources and Emplyment Operational programme, the Prague -- Adaptability Operational Programme and the Education for Competitiveness Operational Programme are the Czech Operational programmes financed by the ESF. The last one is then closely described and attention is aimed mainly at the Priority Area 2.3 -- Developing human potential in research and development. The practical part of the work deals with the characteristics of the project cycle from the point of view of the Ministry of Education and with the analysis of projects applied in the Priority Area mentioned above.

The task of the dissertation is an analyse and a summary of problematic of increasing and widespreading of training in the concrete enterprise. The starting point for analyse is the finding out of the basic indicators. The analyses of all system connected with this problematic is followed by the assessment of the found data from the area of education -including improving and widespreading of training , personal planning and care of emploeeyes. Along with all above mentioned , the target of my dissertation is to make some suggestion and to take some measures for possible changes connected with education or social issues. The result of this survey is an improving suggestion related to assessment of effectivness of the gained knowledge - and their using in practice. I have made two assessment forms (they have form of survey) . The next part of my dissertation considers about the state policy of employment. There is (except of role of Labour Bureau, tools of active policy of employment, information about programmes for support of new labour places) also a mention about the financial state support. For this task (and for meeting of each of these targets) I have chosen the enterprise with headquarters in České Budějovice, called Jihočeská plynárenská, joint stock company.

This doctoral thesis provides a comprehensive treatise of contemporary modern methods of education including e-learning. In its preface the author presents its content, purpose, basis and objectives and sets the main goal of the thesis, namely an intention to analyse and evaluate the latest trends in e-learning, modern forms of education and use of information technology in organisation of studies. Sub-objectives of this dissertation relate to the structure of its prime objective and correspond with its individual chapters in which it presents the history of e-learning within the history of science and institutional education, evaluates the position of e-learning and other modern forms of education in the scope of political and legislative priorities of the European Union and of the Czech Republic and presents several core strategic and legislative documents covering this area also in connection with the concept of lifelong learning. My thesis ,,Possibilities of solving of unemployment in the Czech Republic and in France" has the objective of insight to the issue of solving of unemployment from the perspective of the state and its employment policy, especially to instruments of active employment policy in our republic and in France. My thesis is divided into nine chapters. The research part of the thesis deals with theoretical knowledge from areas as labour market, employment, unemployment and employment policies on the level of European Union and on the level of given surveyed states. At its end I made a short preview to the issue of macroeconomical indicators and national economy that I later used in the practical part for brief characteristics of economical situation of the states and their chosen parts. As I have mentioned above, the practical part of my thesis deals with economical characteristics of both surveyed states and analysis of unemployment in them. Its main part is formed by my focusing on the comparison of possibilities of solving of unemployment in selected higher territorial self-governing units of the Czech Republic and France. Here I perform analysis of the labour market according to different criteria in the Czech region Highlands and in the French region Limousin. Then I define and create a comparison of the particular ways of solving of unemployment in these areas. In my thesis I further express my own assessment of effectiveness of the Active employment policy operating both in the Czech Republic specifically in the Highland region and in France in mentioned Limousin region. The very end contains mainly summary of knowledge gained at the practical part and statement how the set target was achieved.

At first the thesis focuses on describing historical context of Czech Republic{\crq}s entry to the European Union. It also specifies evolution of the relations of the Czech Republic and European Union, common commercial policy of Union, its Inner market and after-effects of the entry of Czech Republic to EU. It is foremost aimed at characterization of historical evolution of European Structural Funds that serves as the financial instruments of the regional policy of the European Union. I paid attention to every individual structural fund and also to the principles of programming periods. It mainly concerns about the European Social Fund. This thesis also describes the possibilities of Czech companies to apply for financial support from the EU. The practical part recounts the process from the beginning (which means decision to apply for financial support) through the completion of application form, evaluation of projects till the signature of agreement and the realization. This work should be able to serve as a guide for Czech companies, which would like to apply for the finance support from EU.

This thesis explains the reasons of the establishment and development of the European Union's policy for economic and social cohesion, the topics it tries to solve, and instruments through which it provides the member states the financial help. Because, as it can be seen from the caption of this thesis, I describe two operational programmes -- Operational Programme Development of Human Resources and Operational Programme Education for Competitiveness, I concentrate on the European Social Fund, as it is the source of the financial help in the Czech Republic for these two operational programmes. That is why this thesis also pays attention to the application of the structural policy in the Czech Republic with the emphasis on the area of education. It introduces the crucial documents needed to be approved as long as we want to receive money from the EU and it deals with the two operational programmes and its coherence. In the last part of this thesis the weaknesses and strenghts of the implementation of those operational programmes are highlighted.
