Essas organizações - sejam elas com ou sem fins lucrativos –têm como objetivocausar um profundo e positivo impacto social.Ambas enfrentamtambém o mesmo desafio: financiar as suas operações. Recentemente, dois modelos inovadores de financiamento, o fundo de venture capitalVox Capital e o fundo de empréstimo social SITAWI, entraram no mercado brasileiro para solucionar esse desafio. Este estudo analisa ambos os fundos,associando o problema do financiamento de empresas e organizações sociais às teorias tradicionais de negócio. Mais especificamente, por meio de um estudo de caso,é avaliado se o risco de agência (agency risk) explica as práticas e o designcontratual utilizados pelos fundos. A pesquisa é baseada num estudo de Alemany e Scarlata (2010) sobre a estruturação dos negócios de fundos filantrópicos de capital empreendedor (PhVC, na sigla em inglês) na América do Norte e na Europa. Uma definição chave desse estudo é que organizações sem fins lucrativos, ao contrário daquelas com fins lucrativos, estão sujeitas a uma restrição de distribuição de lucros. Embora Alemany e Scarlata (2010) tivessem descobertoque parceria (stewardship), mais do que o problema de agência (agency problem), explica a estrutura dos negócios dos fundos PhVC, as implicações do presente estudo de caso para o Brasil são diferentes. Os resultados sugerem que o problema de agência,mais do que a parceria,descreve adequadamente os contratos analisados de financiamento. Detectou-seque cláusulas contratuais não foram apenas usadas para mitigar o risco de agênciaresultanteda ausência de uma restrição de distribuição de lucros, mas também para reger as estruturas cooperativas com organizações sem fins lucrativos. No caso de SITAWI, a restrição dos destinatários de fundos de distribuir lucros provou-se uma ferramenta efetiva para alinhar os interesses entre os financiadores e os destinatários dos fundos. Apesar daimplicação da presença de parceria, os contratos do fundo social contiveram cláusulas geralmente usadas para reduzir o risco de agência. No caso de Vox Capital, os destinatários dos fundos eram empresas com fins lucrativos, portanto não sujeitas à restrição de distribuição de lucros. O modelo de negócio de Vox Capital é organizado para impedir qualquer incidência potencial do problema de agência. Ambos os fundos, independentemente da estrutura jurídica dos beneficiários destes fundos, evidenciaram o intuito de garantir a aplicação de práticas de negócio utilizadas pelas empresas tradicionais do setor corporativo em vez daquelas utilizadas no setor social.

The goal of the diploma thesis is to perform an analysis of the labour market and of selected measures of active employment policies in the course of 2005 to 2015 and to evaluate its development during the observed years. The theoretical part of the thesis engages in the development of employment policies in the European Union as well as in the Czech Republic and in the characteristics of state employment policies. In the practical part of the thesis the analysis of the Vysočina region and of the regional labour market is performed. The following part analyses individual measures of employment policies and characterises new employment policy measure, "kurzarbeit". In the concluding part of the thesis recommendations leading to potential improvement of the situation on labour market in the Vysočina region are offered. The main output of the thesis is the realization that measures of active employment policies are not flexible enough to promptly react on the development of unemployment during the observed years, which was the case for example with the implementation of kurzarbeit. The analysis also shows that financing of active employment policies is heavily influenced by the funds the state receives from the European Social Fund.

Dissertation is focused on the analysis of projects realised by employment offices during program period 2007-2013. In theoretical part of this dissertation are presented teoretical findings relating to social policy, the employment´s policy of Czech Republic inclouded. Theoretical part includes also findings of social policy in context of policy of togetherness EU, where dissertation is focused on its targets and engines. This part of dissertation also characterizes operation program Human resources and employment. In practical part are presented the results of questionnaire survey and there are proposed concrete actions oriented to improvement of realisation of projects realised by employment agency of Czech Republic. Practical part of this document compares projects Educate yourselves for growing in region Vysočina and Educate yourselves for growing in region Vysočina II. and evaluates also economical side of both projects. Marginal chapter of practical part is comparation of the costs for one participant of welding course from the project Educate yourselves for growing in region Vysočina II. with the same course which is organised through the requalification secured by employment agency Czech Republic.

Analýza účinnosti aktivní politiky zaměstnanosti na nezaměstnanost v Ústeckém kraji / Analysis of the effectiveness of active labor market policies on unemployment in the Usti region

The active employment policy belongs to main means solving problems of unemployment. This dissertation concentrates on active employment policy and analyses it by an example of Ústí region. Its main aim is to determine whether the implements used in active employment policy are purposeful and effective in decreasing of unemployment rate in Ústí region, using methods of induction and abstraction,analysis of statistical data. The dissertatioun evaluates the period after 2000. The dissertation is divided into theoretical and practical parts. The theoretical part describes labour market, unemployment and employment policy. There are described other implements used to fight the unemployment in some European countries. There is a description of European social fund that gives the financial support to some implements and projects concerning active employment policy. In the analytical part there is a brief socioeconomical analysis of Ústí region, and the analysis of unemployment describing its developmemt since 1990s in Ústí region and in the Czech Republic. The structure of applicants for job is described out of various viewpoints. On the basis of these data we find out which groups of people have the greatest participation in unemployment and should be the target group of active employment policy. The main part of the dissertation is the analysis of active employment policy, its financing, analysis of implements and some completed projects that had been concentrated on threatened groups of job applicants. On the basis of these results we try to say whether the active employment policy in Ústí region has an effect on decreasing the number of unemployed. At the end there are some suggestions and possible solutions of the problem in Ústí region in following years.

This thesis outlines the development of EU regional policy, its main principles and instruments through which it provides the member states with financial help. A key financial tool of this thesis is European social fund whose sphere of action in current programming period 2007-2013 is examined in both Slovak and Czech republic. The practical part of this thesis is especially devoted to two operational programmes Employment and social inclusion and Human resources and Employment. The first practical chapter focuses on comparison of their priority axes, horizontal priorities and multi- objective focus. The goal of the second practical chapter is to analyze financial implementation of both mentioned operational programmes.
