The diploma thesis is dealing with mutually linked relations between family and working sphere of working women, mothers in sense of dependency on availability and possibility to use the measures how to coordinate family and work. Such measures coordinating family and work are very important part of concept known as flexicurity, combining required flexibility of labor market and social securities. The goal of the thesis is to answer the question: Is effective implementation and working of concept of flexicurity under actual social and economic conditions of slovak labor market possible? The theoretical part describes the concept of flexicurity itself, its pillars, especially the measures how to coordinate family and work. These are the inevitable assumption of effective implementation and working of the concept in practice. To meet the objective the combination of quantitative and qualitative research is choosen. According to research findings the diploma thesis concludes, that even the availability and possibility to use the measures of family and work coordination up allow some level of organization of family and working time, actual social and economic conditions of slovak labor market are inadequate in order to effective implementation and further working of concept of flexicurity.

Previous issue date: 2016-03-14 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Family, Social Protection and Social Work, mine, yours and our family, is the product of understanding that social work with families can be a way of amplifying social protection when adopted by axes and strategies access to social security that extend the protective conditions of family and social rights of citizens to the family as a whole and its members with the recognition of citizenship, in the context of distributive social policies, or non-contributory, which comprises the Brazilian social Security. Thus, the discussion focuses on the understanding that social protection to families develops both in the private sphere, in which the statement is based on the understanding of the discussion of "Way (s) of Being Family", questioning that the social construction of the family, put it in charge of the protection, maintenance and survival of its members, regardless of their composition but by the conviviality and solidarity that they belong; however, social protection is not only limited in the private sector it is also in the public domain, as the state's responsibility to provide access to social security for families and individuals so that they can engage in private responsibilities, considerations of public liabilities is due to the development of the study in "Way (s) of social protection of the family , understanding that there are situations of family unprotected by not understanding the needs, as well the development of social security in the distributive social policies that enable the realization of social protection in public life as also collaborated on conducting effective or not in the same private sphere of the family. In this bias the mode (s) of Social Work with Families dedicated to comprehend the category "Work", reflecting the difference between social work with families and family support, from four experiences developed or under development, in which are three Latin American experiences and a European. do entendimento que trabalho social com famílias pode ser um instrumento de ampliação de
proteção social quando adota por eixos e estratégias o acesso a seguranças sociais que
ampliam as condições protetivas da família e aos direitos sociais de cidadão à família como
um todo e de seus membros com o reconhecimento da cidadania, no âmbito das políticas
sociais distributivas, ou não contributivas, que compõe a Seguridade Social brasileira. Assim,
a discussão centra-se pela compreensão de que a Proteção Social com famílias se
desenvolve tanto no âmbito privado, em que a afirmação está baseada a partir da
compreensão da discussão do Modo (s) de Ser Família , colocando em questão que a
construção social da família, a coloca como responsável pela proteção, manutenção e
sobrevivência dos seus membros, independente da sua composição e sim, pelos laços de
convívio e de solidariedade que as constituem, no entanto, a proteção social não restringe
somente no âmbito privado, ela também se constitui no âmbito público, a partir das
responsabilidades do Estado em possibilitar acesso às seguranças sociais para famílias e
indivíduos, para que os mesmos possam exercer no privado suas responsabilidades, as
considerações das responsabilidades públicas devem-se ao desenvolvimento do estudo no
Modo(s) de (Des) Proteção Social da Família, compreendendo que há situações de
desproteção da família pela não compreensão necessária, bem como o desenvolvimento de
seguranças sociais nas políticas sociais distributivas que possibilitam a efetivação da proteção
social em âmbito público que colaboraram na condução da efetivação, ou não, da mesma em
âmbito privado da família. Nesse viés que o Modo (s) de Trabalho Social com Famílias
TSF dedicou-se em compreender a categoria Trabalho , colocando para a reflexão a
diferença entre Trabalho Social com Famílias TSF e acompanhamento familiar, a partir
de quatro experiências desenvolvidas ou em desenvolvimento, sendo três experiências latinoamericanas
e uma europeia. Resultando na defesa de que o Trabalho Social com Famílias
TSF é muito mais que um acompanhamento de condicionalidades e de ajustamento de
regras, e que o seu direcionamento, planejamento e execução deve ser com objetivos de
reconhecimento do direito e da cidadania, colaborando na emancipação e no protagonismo
social das famílias e indivíduos envolvidos

Teisėtų lūkesčių principo turinio įgyvendinimas valstybės tarnyboje / Implementation of substance of principle of legitimate expectations in the public serviceValiukas, Povilas 26 January 2012 (has links)
Šiame moksliniame tyrime nagrinėjamas teisėtų lūkesčių principo turinio įgyvendinimas valstybės tarnyboje. Siekiant atskleisti temą, analizuojami Valstybės tarnybos įstatymas, valstybės ekonominę būklę apibūdinantys teisės aktai, teismų praktika bei Lietuvos ir užsienio mokslinė literatūra.
Pirmoje dalyje aptariama teisėtų lūkesčių principo kilmės istorija bei samprata. Analizuojant teisės šaltinius, atskleidžiama, kada asmuo gali įgyti teisėtus lūkesčius bei valstybės pareiga gerbti asmens teises. Tuo pačiu nurodoma, jog teisėtų lūkesčių principas nėra absoliutus bei atskleidžiamos aplinkybės, kurioms egzistuojant, viešoji valdžia gali keisti teisinį reglamentavimą.
Antroje mokslinio tyrimo dalyje pabrėžiamas valstybės tarnautojų vaidmuo valstybės valdyme bei valstybės pareiga paisyti šių asmenų teisėtų lūkesčių. Nagrinėjami teisės aktai, reglamentuojantys valstybės tarnautojų darbo užmokesčio dydį bei socialines garantijas, ir atskleidžiami konkretūs aukščiausių valstybės institucijų priimti sprendimai, kurie pažeidžia valstybės tarnautojų teisėtus lūkesčius ir kelia nepasitikėjimą valstybe.
Trečioje mokslinio tyrimo dalyje yra apžvelgiama naujausia Europos Teisingumo Teismo praktika, kurioje nagrinėjamas Europos Sąjungos pareigūnų darbo užmokesčio ir socialinių garantijų didinimo ribojimo klausimas. Tuo pačiu, atsižvelgiant į antrojoje dalyje identifikuotas problemas, yra analizuojama Konstitucinio Teismo jurisprudencija bei suformuojamos pagrindinės sąlygos, kurias... [toliau žr. visą tekstą] / In this scientific research the implementation of substance of principle of legitimate expectations in the public service is analyzed. In order to reveal the point of this subject, the Public service Act, act’s revealing complicated economical and financial situation of state, Court practice and scientific literature of Lithuania as well as foreign countries are analyzed.
Firstly, we discuss historical development and conception of principle of legitimate expectations. Analyzing sources of law we reveal when person is able to gain legitimate expectations and duty of state to respect person’s rights. Herewith, it is said that principle of legitimate expectations is not undeniable and circumstances when public authority is able to chance it legal acts are revealed.
In Part two we reveal the importance of officials in administration of state and the duty of state to respect officials’ legitimate expectations. Herewith, legal acts related with officials’ salary and social securities are analyzed and problems that arise: decisions which were made by authority of state and which can infringe officials’ legitimate expectations and trust in state.
In Part three the point of practice of European Court of Justice of the European Union realated with officials’ salaries and social securities restraint is revealed. Komparace důchodových systémů a návrhů reforem v České republice a Německu / Comparison of Pensionable systems and reform concepts of Czech Republic and GermanyPochylá, Petra January 2008 (has links)
This paper targets the analysis of pensionable systems and proposals for their reformation for Czech Republic and Germany. These systems are built up on the same principle - continuous financing. Regardless this facticity my endeavour is to prove and to point out to similar and different characters of these systems. For centuries Germany have played very important role in Czech history. We can say that Germany affected today's present in our republic. This paper tries to show mutual coherence between these two pensionable systems. My analysis accentuates conformity and difference in historical development, contemporary structure of these systems, instituted reforms and political proposals for future development. The first part analyzes basic theory. The second part compares pensionable systems in Czech Republic and in Germany.
